		<official-title>To empower federally recognized Indian tribes to accept
		  restricted fee tribal lands, and for other purposes.</official-title>

		<section id="H04B776DA82F541958F1F65E1C339ADEF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>American Indian Empowerment Act of
			 2013</short-title></quote>.</text>
		</section><section id="H9638E0A39AB14C3DBE97D354F187A90F"><enum>2.</enum><header>Empower tribes to
			 accept restricted fee tribal lands</header>
			<subsection id="HEC620CC012F2448A9D4F629A4A63762E"><enum>(a)</enum><header>Conveyance of
			 tribal trust lands to restricted fee tribal lands</header><text>Notwithstanding
			 any other provision of law, not later than 180 days after receipt by the
			 Secretary of the Interior of a written request adopted by the governing body of
			 a federally recognized Indian tribe, the Secretary shall, subject to a
			 restriction imposed by the United States against alienation and taxation,
			 convey to the Indian tribe all right, title, and interest held by the United
			 States in land specifically requested by the Indian tribe which the United
			 States held in trust for that Indian tribe.</text>
			</subsection><subsection id="H92360AA53C8843F6AF5EDA41168D0E6E"><enum>(b)</enum><header>Attributes of
			 restricted fee tribal lands</header><text>Any land held by a federally
			 recognized Indian tribe subject to a restriction imposed by the United States
			 against alienation and taxation, shall be deemed, for all purposes, to
			 be—</text>
				<paragraph id="H0FE5AF7CF2044A85BC853BD6E7F9D228"><enum>(1)</enum><text>Indian country as
			 defined in <external-xref legal-doc="usc" parsable-cite="usc/18/1151">section 1151</external-xref> of title 18, United States Code; and</text>
				</paragraph><paragraph id="HB2D712B2D0204FF8B54F225C03C844FC"><enum>(2)</enum><text>the Indian lands
			 of that Indian tribe subject to the provisions of the Act of June 30, 1834 (25
			 U.S.C. 177; 4 Stat. 730).</text>
				</paragraph></subsection><subsection id="H0DA315CB0FB54193B5709A78A8BEEF84"><enum>(c)</enum><header>Tribal authority
			 over restricted fee tribal lands</header><text>Notwithstanding the provisions
			 of the Act of August 9, 1955 (<external-xref legal-doc="usc" parsable-cite="usc/25/415">25 U.S.C. 415</external-xref>; commonly known as the
			 <quote>Long-term Leasing Act</quote>), an Indian tribe may lease land subject
			 to a restriction imposed by the United States against alienation and taxation,
			 or grant an easement or right-of-way thereon, for any period of time without
			 review and approval by the Secretary.</text>
			</subsection><subsection id="HC8B138EB4B984AE79E351F8961BC187C"><enum>(d)</enum><header>Tribal
			 preemption authority over restricted fee tribal lands</header><text>The laws of
			 a federally recognized Indian tribe establishing a system of land tenure
			 governing the use of land it holds, subject to a restriction imposed by the
			 United States against alienation and taxation, shall preempt any provision of
			 Federal law or regulation governing the use of such lands. Such tribal law
			 shall be given preemptive effect only upon having been first published in the
			 Federal Register. The Secretary of the Interior shall cause such tribal law to
			 be published in the Federal Register not later than 120 days after receiving a
			 copy of the tribal law from the Indian tribe.</text>
			</subsection><subsection id="HB214553126A94D32B44900D3EFEF7173"><enum>(e)</enum><header>Trust
			 responsibility not diminished</header><text>Nothing in this section shall be
			 construed to diminish the Federal trust responsibility to any Indian
			 tribe.</text>
