			</subsection></section><section id="HAFC1311B09ED4E34B12216531558D609"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds that:</text>
			<paragraph id="HE745B69BD2BC43708ABFE95C55EB5562"><enum>(1)</enum><text>Children and young
			 adults are increasingly disconnected from the natural world around them,
			 spending less time outside playing, exploring, and learning.</text>
			</paragraph><paragraph id="HDFEB1FFBD3D84036B241EF68F2601CF6"><enum>(2)</enum><text>Play and learning
			 in nature is important to the intellectual, social, and physical development of
			 youth.</text>
			</paragraph><paragraph id="H47427035EF6B435B951FC51FEA33DA57"><enum>(3)</enum><text>Environmental
			 education, as part of the formal prekindergarten through grade 12 school
			 curriculum, provides opportunities for youth to get outside and learn about the
			 natural world, has positive impacts on student achievement in all subjects and
			 especially in science, reading, mathematics, and social studies, and improves
			 critical thinking skills, enthusiasm for learning, stewardship, and healthy
			 lifestyles.</text>
			</paragraph><paragraph id="H451234E073D1451C85DEE823106854E5"><enum>(4)</enum><text>By many
			 indicators, the United States is falling behind other nations in preparing
			 students with the educational tools necessary to compete for the growing
			 opportunities in the sciences, including environmental, natural resource, and
			 energy-related careers.</text>
			</paragraph><paragraph id="HB4D901D9D37E4CA5B2CEF3DE5DC3BA8A"><enum>(5)</enum><text>Reports by boards
			 of the National Science Foundation, the National Environmental Education
			 Advisory Council, and the National Council for Science and the Environment,
			 among others, have called for a systemic approach to environmental education in
			 the formal education system to improve the environmental literacy of youth and
			 better prepare students for college and the 21st century workforce.</text>
			</paragraph><paragraph id="H726F972FC4ED4CA9A3DFB40E12CF81A2"><enum>(6)</enum><text>Forty-eight States
			 have developed, or are in the process of developing, environmental literacy
			 plans to effectively integrate environmental education into the prekindergarten
			 through grade 12 curriculum and ensure that students graduate from high school
			 environmentally literate. At the same time, most states are aligning curricula
			 with the Common Core State Standards.</text>
			</paragraph><paragraph id="H7789115806E342349B2F9A6A51500A8A"><enum>(7)</enum><text>Support from the
			 Department of Education is needed to help State and local educational agencies,
			 and the partners of such agencies, implement environmental literacy plans and
			 advance State curriculum frameworks for environmental and natural resource
			 education that meets new State academic content and student achievement
			 standards and aligns with the Next Generation Science Framework.</text>
			</paragraph><paragraph id="H5C6A99292A0A484283057906BF1E2B4E"><enum>(8)</enum><text>Federal science
			 and natural resource agencies have important resources, including Federal lands
			 and laboratories, content experts, data, and programs that can inform and
			 support State and local environmental literacy policies and programming.</text>
			</paragraph></section><section id="HB0A80CC3DE6B48ADAFE135215712490A"><enum>3.</enum><header>References</header><text display-inline="no-display-inline">Except as otherwise specifically provided,
			 whenever in this Act an amendment or repeal is expressed in terms of an
			 amendment to, or a repeal of, a section or other provision, the reference shall
			 be considered to be made to a section or other provision of the Elementary and
			 Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6301">20 U.S.C. 6301 et seq.</external-xref>).</text>
		</section><section id="HB5502E1370604FC5A585662BA222808E"><enum>4.</enum><header>Authorization of
			 appropriations</header>
			<subsection id="H0A3FD8EEFAF34CF6AD0BF75F0FD24344"><enum>(a)</enum><header>Authorization</header><text>There
			 are authorized to be appropriated to carry out subpart 22 of the Elementary and
			 Secondary Education Act of 1965, such sums as may be necessary for fiscal year
			 2014 and each of the 4 succeeding fiscal years.</text>
			</subsection><subsection id="H9FA4FEBFE7A9428B9C8D44C3F3739972"><enum>(b)</enum><header>Distribution</header><text>With
			 respect to any amount appropriated under subsection (a) for a fiscal
			 year—</text>
				<paragraph id="H409333347CD343D2ACEAC35FEE591467"><enum>(1)</enum><text>not less than 70
			 percent of such amount shall be used to carry out section 5622 of the
			 Elementary and Secondary Education Act of 1965 for such fiscal year; and</text>
				</paragraph><paragraph id="H6177F031FB7C4288BE50A559873BBD36"><enum>(2)</enum><text>not more than 30
			 percent of such amount shall be used to carry out section 5623 of such Act for
			 such fiscal year.</text>
				</paragraph></subsection></section><title id="H6DDE8A1E62DF421EB804164645B352D2"><enum>I</enum><header>Environmental
			 Literacy</header>
			<section id="H36C53DC39A45406999F10A2D23144D64"><enum>101.</enum><header>Environmental
			 Literacy</header><text display-inline="no-display-inline">Part D of title V (20
			 U.S.C. 7201 et seq.) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HDC34A784C708400E974CB0E3BABA951F" style="OLC">
					<subpart id="H12D5B391E6EA49389D3A7A1EB0C89105"><enum>22</enum><header>Environmental
				Literacy</header>
						<section id="H46E433B4F18940968A7E22EA971AA4B4"><enum>5621.</enum><header>Definitions</header><text display-inline="no-display-inline">In this subpart:</text>
							<paragraph id="HF276776680C04141BDFC43A2D1CA8C4F"><enum>(1)</enum><header>Eligible
				partnership</header><text>The term <term>eligible partnership</term> means a
				partnership that includes a local educational agency and not less than 1 of the
				following partners:</text>
								<subparagraph id="H60ED9B54EBFA48B1A5908BE205A2990E"><enum>(A)</enum><text>A teacher
				preparation program at an institution of higher education.</text>
								</subparagraph><subparagraph id="HC1063CDAB5624EF1AB996CA5DAA375BF"><enum>(B)</enum><text>The environmental
				or life sciences department of an institution of higher education.</text>
								</subparagraph><subparagraph id="HDEC5C4D69954476DB59895DFC87847F8"><enum>(C)</enum><text>Another local
				educational agency, a public charter school, a public elementary school or
				secondary school, or a consortium of such schools.</text>
								</subparagraph><subparagraph id="H1E2EF7CB3C494D3A9CE8BEA91F522A2D"><enum>(D)</enum><text>A Federal, State,
				regional, or local environmental or natural resource management agency, or
				parks and recreation department, that has demonstrated effectiveness,
				expertise, and experience in the field of environmental literacy, including the
				professional development of teachers.</text>
								</subparagraph><subparagraph id="HE58615160A9C4D9EB147A58CC48CBF65"><enum>(E)</enum><text>A nonprofit
				organization that has demonstrated effectiveness, expertise, and experience in
				the field of environmental literacy, including the professional development of
				teachers.</text>
								</subparagraph></paragraph><paragraph id="H40751B82F56D4CD98F1C9E028581AD98"><enum>(2)</enum><header>Environmental
				literacy</header><text>The term <term>environmental literacy</term> means a
				fundamental understanding of ecological principles, the systems of the natural
				world, and the relationships and interactions between natural and man-made
				environments.</text>
							</paragraph><paragraph id="HA0DFFDBDA9BD48FFA663C5048B7E51DF"><enum>(3)</enum><header>Environmental
				literacy plan</header><text>The term <term>environmental literacy plan</term>
				means a plan developed, approved, or sponsored by the State educational agency
				in consultation with State environmental agencies, State environmental
				education associations, and State natural resource agencies, and with input
				from the public, that:</text>
								<subparagraph id="H35C59D2F5F8E4946BDA654248FC94822"><enum>(A)</enum><text>Prepares students
				to understand ecological principles, the systems of the natural world, and the
				relationships and interactions between natural and man-made
				environments.</text>
								</subparagraph><subparagraph id="H068FF80C9B4842AFAF07AAE1C4443196"><enum>(B)</enum><text>Provides field and
				hands-on experiences as part of the regular school curriculum and creates
				programs that contribute to healthy lifestyles through outdoor recreation and
				sound nutrition.</text>
								</subparagraph><subparagraph id="H0B64E4CBCDF14B9D96EFB5C7285D9AFF"><enum>(C)</enum><text>Provides
				environmental service learning opportunities.</text>
								</subparagraph><subparagraph id="H5BFC7A7A502F46A996755010C4313644"><enum>(D)</enum><text>Provides targeted
				professional development opportunities for teachers that improves the
				teachers'—</text>
									<clause id="H77F32FD7A02F45F6A418B6C9761CFD1F"><enum>(i)</enum><text>environmental and
				natural resource content knowledge; and</text>
									</clause><clause id="H2722E82CFA504AFAAEC4EDBB39E2EA54"><enum>(ii)</enum><text>pedagogical
				skills in teaching about the environment, including the use of—</text>
										<subclause id="HFA8683682A344569BE6703E63CBB7D7F"><enum>(I)</enum><text>interdisciplinary,
				field-based, and research-based learning; and</text>
										</subclause><subclause id="HB510B07F1202474584E5F7998B0DE8C5"><enum>(II)</enum><text>science,
				technology, engineering, and mathematics content knowledge and tools.</text>
										</subclause></clause></subparagraph><subparagraph id="H0AE72A05673B4186B3EEC2620C709A79"><enum>(E)</enum><text>Describes the
				measures the State will use to assess the environmental literacy of students,
				including—</text>
									<clause id="H554B3F976D2B40B6978D92DB9C48D605"><enum>(i)</enum><text>relevant State
				academic content standards and content areas regarding environmental education,
				and courses or subjects where environmental education instruction will be
				integrated throughout the prekindergarten through grade 12 curriculum;
				and</text>
									</clause><clause id="H16EB85866E9C47EFA7D1CB385E2FF65F"><enum>(ii)</enum><text>a
				description of the relationship of the plan to the secondary school graduation
				requirements of the State.</text>
									</clause></subparagraph><subparagraph id="H5EF2A2DE315C44BFB2BFE252CE7DD33F"><enum>(F)</enum><text>Describes how the
				State educational agency will implement the plan, in partnership with
				non-governmental organizations, Federal agencies, State environmental agencies,
				State environmental education associations, State natural resource agencies,
				and local educational agencies, including how the State educational agency will
				secure funding and other necessary support.</text>
								</subparagraph><subparagraph id="HD916C1A2ECB14BFB875943C653876987"><enum>(G)</enum><text>Is periodically
				updated by the State educational agency not less often than every 5
				years.</text>
								</subparagraph></paragraph><paragraph id="H2C84B590225E4853B382AE33F6F4D0BC"><enum>(4)</enum><header>High-need local
				educational agency</header><text>The term <quote>high-need local educational
				agency</quote> means a local educational agency—</text>
								<subparagraph id="H0BD746A70378471B97BADED2C855335D"><enum>(A)</enum><text>for which not less
				than 20 percent of the children served by the agency are children from
				low-income families;</text>
								</subparagraph><subparagraph id="HC2F198B7FD1C4AE3947805FE044E3FA3"><enum>(B)</enum><text>that serves not
				fewer than 10,000 children from low-income families;</text>
								</subparagraph><subparagraph id="H8F77DE44B4B046DCBE473C666256E0BC"><enum>(C)</enum><text>that meets the
				eligibility requirements for funding under section 6211(b); or</text>
								</subparagraph><subparagraph id="HFE5742BA0ED345F4A587662246891C35"><enum>(D)</enum><text>that meets the
				eligibility requirements for funding under section 6221(b).</text>
								</subparagraph></paragraph></section><section id="H29AB55AAB11F499386164979705AB07F"><enum>5622.</enum><header>Grants for
				Implementation of Environmental Literacy Plans</header>
							<subsection id="H435F41CC0DBA4E3DBCD363B49228560A"><enum>(a)</enum><header>Program
				authorized</header><text display-inline="yes-display-inline">From amounts
				appropriated for this section, the Secretary shall award grants to States to
				enable the States to award subgrants, on a competitive basis, to eligible
				partnerships to support the implementation of the State environmental literacy
				plan.</text>
							</subsection><subsection id="HF5EEE8796D2946C0B97266F38D93B263"><enum>(b)</enum><header>Application</header>
								<paragraph id="HD31141B99F0C42E399B3CA8799144D70"><enum>(1)</enum><header>In
				general</header><text>A State that desires a grant under this section shall
				submit an application to the Secretary, at such time, in such manner, and
				containing such information as the Secretary may require.</text>
								</paragraph><paragraph id="HF1158E612B6948C3A50F26695D44B99B"><enum>(2)</enum><header>Contents</header><text>Each
				application under this subsection shall—</text>
									<subparagraph id="H51BEF401C84041398E775359E9E33482"><enum>(A)</enum><text>include the
				State’s environmental literacy plan and information on the status of
				implementation of such plan;</text>
									</subparagraph><subparagraph id="HE368C7A9DD60412D9D29E351E0444F33"><enum>(B)</enum><text>describe how funds
				received under this subsection will assist the State in furthering the
				implementation of the State’s environmental literacy plan;</text>
									</subparagraph><subparagraph id="HFD6D40EA31E24632A3C7C2A388B366F6"><enum>(C)</enum><text>describe the
				process the State will use to make subgrants to eligible partnerships;
				and</text>
									</subparagraph><subparagraph id="HB16A44405D3642508D90C5B248647629"><enum>(D)</enum><text>describe the
				process the State will use to evaluate the impact of the activities assisted
				under this subpart.</text>
									</subparagraph></paragraph></subsection><subsection id="H8EB922C52F5241748616387DB31E673F"><enum>(c)</enum><header>Peer
				review</header><text>The Secretary shall—</text>
								<paragraph id="H61FAE6C53EE841D0B898A17109207DA1"><enum>(1)</enum><text>establish a peer
				review process to assist in the review of grant applications under this
				section;</text>
								</paragraph><paragraph id="HDD1D7E13727D4ED28EF44697735A1A18"><enum>(2)</enum><text>appoint
				individuals to the peer review process who—</text>
									<subparagraph id="HE94FF1A528914227AD06C7683452A174"><enum>(A)</enum><text>are representative
				of parents, teachers, State educational agencies, State environmental agencies,
				State natural resource agencies, local educational agencies, and
				nongovernmental organizations; and</text>
									</subparagraph><subparagraph id="H61446550320A4533AF19B63AA29C9906"><enum>(B)</enum><text>are familiar with
				national environmental issues and the health and educational needs of students;
				and</text>
									</subparagraph></paragraph><paragraph commented="no" id="H6A8FDE5841F54015B4D1FB305CE35142"><enum>(3)</enum><text>include, in the
				peer review process, appropriate representatives from the Department of
				Commerce, the Department of the Interior, the Department of Energy, the
				Environmental Protection Agency, and other appropriate Federal agencies, to
				provide environmental expertise and background for evaluation of the State
				environmental literacy plan.</text>
								</paragraph></subsection><subsection id="H459764A114FD4F53926EDDF276DC93E4"><enum>(d)</enum><header>Administrative
				expenses</header><text>A State receiving a grant under this subsection may use
				not more than 2.5 percent of the grant funds for administrative
				expenses.</text>
							</subsection><subsection id="HF313EAD277EE482E8F354E41C90237D2"><enum>(e)</enum><header>State
				Educational Agency Report</header>
								<paragraph id="HC18D21324C494984A9A7E662DF67E137"><enum>(1)</enum><header>In
				general</header><text>Each State receiving a grant under this subpart shall
				prepare and submit an annual report to the Secretary containing information
				about—</text>
									<subparagraph id="HD631EAB19E1C45BABFA28CA75D3D177B"><enum>(A)</enum><text>the implementation
				of the environmental literacy plan; and</text>
									</subparagraph><subparagraph id="HF51770B16FA8441081FFBEED46F57278"><enum>(B)</enum><text>the grant
				activities supported under this subpart.</text>
									</subparagraph></paragraph><paragraph id="H22C7D4979BF044BFB1A0793E4F661DDB"><enum>(2)</enum><header>Report
				requirements</header><text>The report required by this section shall be—</text>
									<subparagraph id="H1205AA5857AC40F48682C403387939CC"><enum>(A)</enum><text>in the form
				specified by the Secretary;</text>
									</subparagraph><subparagraph id="H21D88BAAE4E44062984FA2F7FE57B414"><enum>(B)</enum><text>based on the
				State's ongoing evaluation activities; and</text>
									</subparagraph><subparagraph id="HED2419D8ED0F4C7ABE714A6BEB7750CE"><enum>(C)</enum><text>made readily
				available to the public.</text>
									</subparagraph></paragraph></subsection><subsection id="H0F2F1A4A0E534E089A53798ECEEDAD68"><enum>(f)</enum><header>Subgrants
				authorized</header>
								<paragraph id="HEA82F3F079804AD99F92B0F6CE448FF2"><enum>(1)</enum><header>Subgrants to
				eligible partnerships</header><text>From amounts made available to a State
				educational agency under subsection (a), the State educational agency shall
				award subgrants, on a competitive basis, to eligible partnerships serving the
				State, to enable the eligible partnerships to carry out the authorized
				activities described in subsection (h).</text>
								</paragraph><paragraph id="H451189DA3AA9477FB3E6426A53BD1695"><enum>(2)</enum><header>Duration</header><text>The
				State educational agency shall award each subgrant under this section for a
				period of not more than 3 years.</text>
								</paragraph><paragraph id="HFD2DDB6903C2463AA2119317AB80A3AE"><enum>(3)</enum><header>Priority</header><text>In
				making subgrants under this section, a State shall give priority to eligible
				partnerships that include a high-need local educational agency.</text>
								</paragraph><paragraph id="H7D358D61BE124249A12B61D6FF0C6583"><enum>(4)</enum><header>Supplement, not
				supplant</header><text>Funds provided to an eligible partnership under this
				section shall be used to supplement, and not supplant, funds that would
				otherwise be used for activities authorized under this section.</text>
								</paragraph></subsection><subsection id="HB1AE8B82A922498DBF5C5D2B9154C00E"><enum>(g)</enum><header>Application
				requirements</header>
								<paragraph id="H0FB296C27FE14DBBAB7F023ABCE30B8F"><enum>(1)</enum><header>In
				general</header><text>Each eligible partnership desiring a subgrant under this
				section shall submit an application to the State educational agency, at such
				time, in such manner, and accompanied by such information as the State
				educational agency may require.</text>
								</paragraph><paragraph id="H78E393BDC60B4FBAA3AFD6F6C302FD1B"><enum>(2)</enum><header>Contents</header><text>Each
				application submitted under paragraph (1) shall include—</text>
									<subparagraph id="HCC68C184E6BE4010BA668DA89016268E"><enum>(A)</enum><text>a description of
				teacher professional development needs, with respect to the teaching and
				learning of environmental content;</text>
									</subparagraph><subparagraph id="H5E86FD9EFACB49489D6CD6344ADB1948"><enum>(B)</enum><text>an explanation of
				how the activities to be carried out by the eligible partnership are expected
				to improve student academic achievement and strengthen the quality of
				environmental instruction;</text>
									</subparagraph><subparagraph id="HC9E83EFD9E9C409490CD3E6521C3BB34"><enum>(C)</enum><text>a description of
				how the activities to be carried out by the eligible partnership—</text>
										<clause id="H1BE45E35709A49D3971E58437CD85F94"><enum>(i)</enum><text>will be aligned
				with challenging State academic content standards and student academic
				achievement standards in environmental education, to the extent such standards
				exist, and with the State's environmental literacy plan; and</text>
										</clause><clause id="H2E27810036A946E0A940B1E2302C5DE3"><enum>(ii)</enum><text>will advance the
				teaching of interdisciplinary courses that integrate the study of natural,
				social, and economic systems and that include strong field components in which
				students have the opportunity to directly experience nature through outdoor
				environmental learning;</text>
										</clause></subparagraph><subparagraph id="H1EFD58DB2B3544ACAA9EC60683DD43DD"><enum>(D)</enum><text>a description of
				how the activities to be carried out by the eligible partnership will ensure
				that teachers are trained in the use of field-based or service learning to
				enable the teachers—</text>
										<clause id="H30B67E3CB70442B5B3D6D2568261F77A"><enum>(i)</enum><text>to
				use the local environment and community as a resource; and</text>
										</clause><clause id="H4AC25581CE8B4649856901A91F564812"><enum>(ii)</enum><text>to improve
				student understanding of the environment and increase academic
				achievement;</text>
										</clause></subparagraph><subparagraph id="H898A597A9694437A8786D9F7A638EF86"><enum>(E)</enum><text>a description
				of—</text>
										<clause id="HD7C7A8F4756D47DE9806CCA8C4A0CEE5"><enum>(i)</enum><text>how the eligible
				partnership will carry out the authorized activities described in subsection
				(h); and</text>
										</clause><clause id="H84D1913D5353431986E5E57C5C9D8053"><enum>(ii)</enum><text>the eligible
				partnership's evaluation and accountability plan described in subsection (i);
				and</text>
										</clause></subparagraph><subparagraph id="HD83777E0083345858FB4EA7167690C09"><enum>(F)</enum><text>a description of
				how the eligible partnership will continue the activities funded under this
				section after the grant period has expired.</text>
									</subparagraph></paragraph></subsection><subsection id="H27C95277CEAE44C5B0A6AA665D1C909A"><enum>(h)</enum><header>Authorized
				activities</header><text>An eligible partnership shall use the subgrant funds
				provided under this section for 1 or more of the following activities related
				to elementary schools or secondary schools:</text>
								<paragraph id="H5C3CAA33319D4EB8823EF15D0968240C"><enum>(1)</enum><text>Providing
				targeted, job-embedded professional development opportunities for teachers that
				improve the environmental content knowledge and pedagogical skills in teaching
				about the environment of such teachers, including in the use of—</text>
									<subparagraph id="HD651124F544B4FEDAE1226ADE899F719"><enum>(A)</enum><text>interdisciplinary,
				research-based, and field-based learning; and</text>
									</subparagraph><subparagraph id="H3AFE9F563D45479398DFD7DDF045DD50"><enum>(B)</enum><text>technology in the
				classroom.</text>
									</subparagraph></paragraph><paragraph id="HE52407F49D91482094692B4F0B4BB479"><enum>(2)</enum><text>Establishing and
				operating environmental education summer workshops or institutes, including
				follow-up professional development, for elementary and secondary school
				teachers, and preschool teachers, as appropriate, to improve pedagogical skills
				and content knowledge for the teaching of environmental education.</text>
								</paragraph><paragraph id="H6E62A382B2044BEFB4A71AEDDB333495"><enum>(3)</enum><text>Developing or
				redesigning more rigorous environmental education curricula that—</text>
									<subparagraph id="H8527D7800D644E9FBDCE04967F7E38C5"><enum>(A)</enum><text>are aligned with
				challenging State academic content standards in environmental education, to the
				extent such standards exist, and with the State environmental literacy plan;
				and</text>
									</subparagraph><subparagraph id="H8F755216EC1F431DBADD5DB31C897050"><enum>(B)</enum><text>advance the
				teaching of interdisciplinary courses that integrate the study of natural,
				social, and economic systems and that include strong field components.</text>
									</subparagraph></paragraph><paragraph id="HFED307A1A3ED4FA580E4C4EF65A6E987"><enum>(4)</enum><text>Designing programs
				to prepare teachers at a school to provide mentoring and professional
				development to other teachers at such school to improve teacher environmental
				education content knowledge and pedagogical skills.</text>
								</paragraph><paragraph id="HA156C448AB2F474AA703A88B42D4D9AC"><enum>(5)</enum><text>Establishing and
				operating programs to bring teachers and students into contact with working
				professionals in environmental fields to deepen such teachers' knowledge of
				environmental content and research practices.</text>
								</paragraph><paragraph id="HF39F75ABFC0E49588BE57698C4A6B62E"><enum>(6)</enum><text>Creating
				initiatives that seek to incorporate environmental education within teacher
				training programs or accreditation standards consistent with the State
				environmental literacy plan.</text>
								</paragraph><paragraph id="H49DAF52662BD4E83AC530DD0D19B601D"><enum>(7)</enum><text>Promoting the
				integration of outdoor environmental education lessons into the regular school
				curriculum and schedule in order to further the knowledge and professional
				development of teachers and help students directly experience nature.</text>
								</paragraph></subsection><subsection id="HF6A51FEF44844963A3927CA2F81DFEB2"><enum>(i)</enum><header>Evaluation and
				accountability plan</header>
								<paragraph id="HB6578D1A27C24F18B526E71EC34BF32E"><enum>(1)</enum><header>In
				general</header><text>Each eligible partnership receiving a subgrant under this
				section shall develop an evaluation and accountability plan for activities
				assisted under this section that includes rigorous objectives that measure the
				impact of the activities.</text>
								</paragraph><paragraph id="HAE82405F4017476EBEFF21F255F7EB5F"><enum>(2)</enum><header>Contents</header><text>The
				plan developed under paragraph (1) shall include measurable objectives to
				increase the number of teachers who participate in environmental education
				content-based professional development activities.</text>
								</paragraph></subsection><subsection id="HB9CEA638F5F347F39F61430990C9CAEC"><enum>(j)</enum><header>Report by
				eligible partnerships</header><text>Each eligible partnership receiving a
				subgrant under this section shall report annually, for each year of the
				subgrant, to the State educational agency regarding the eligible partnership's
				progress in meeting the objectives described in the accountability plan of the
				eligible partnership under subsection (i).</text>
							</subsection></section><section id="H04E4CFAC457042B8BACAD59C31F7CFF0"><enum>5623.</enum><header>Environmental
				education grant program to help build national capacity</header>
							<subsection id="HB9894FDB10994104B16E1022F98DD41C"><enum>(a)</enum><header>Purposes</header><text display-inline="yes-display-inline">The purposes of this section are—</text>
								<paragraph id="HB103C9389C3446E7BF9F44ACC339355A"><enum>(1)</enum><text display-inline="yes-display-inline">to strengthen environmental education as an
				integral part of the elementary school and secondary school curriculum;
				and</text>
								</paragraph><paragraph id="H5321DA7D90024B0AAA5F12D345079E12"><enum>(2)</enum><text display-inline="yes-display-inline">to disseminate information about best
				practices and resources available to support environmental literacy
				programs.</text>
								</paragraph></subsection><subsection id="H1BD671725DDA46CEAF52BD0FE756794C"><enum>(b)</enum><header>Grant program
				authorized</header>
								<paragraph id="H02CB8D5C1E5D41839283301B6AEEBA5E"><enum>(1)</enum><header>In
				General</header><text>The Secretary is authorized to award grants, on a
				competitive basis, to eligible partnerships to enable the eligible partnerships
				to pay the Federal share of the costs of activities under this section.</text>
								</paragraph><paragraph id="H371A3827719A4999B1CAE29C846F5FC2"><enum>(2)</enum><header>Duration</header><text>Each
				grant under this section shall be for a period of not less than 1 year and not
				more than 3 years.</text>
								</paragraph><paragraph id="HB4E5ABF1BA1943648B523BB4E45AB2E3"><enum>(3)</enum><header>Priority</header><text>In
				making grants under this section, the Secretary shall give priority to eligible
				partnerships that include a high-need local educational agency.</text>
								</paragraph></subsection><subsection id="H3AA01E9231E34D7D998A46B21F2577FA"><enum>(c)</enum><header>Applications</header><text display-inline="yes-display-inline">Each eligible partnership desiring a grant
				under this section shall submit to the Secretary an application that
				contains—</text>
								<paragraph id="HB89E1EBCD2884D959CB2B15E7E24123B"><enum>(1)</enum><text display-inline="yes-display-inline">a plan to initiate, expand, or improve
				environmental education programs in order to make progress toward
				meeting—</text>
									<subparagraph id="H3E71A9AA9C7A4287BD47E8440FF61110"><enum>(A)</enum><text>challenging State
				academic content standards and student academic achievement standards in
				environmental education, to the extent such standards exist; and</text>
									</subparagraph><subparagraph id="H237B0CC328F54CDC98ACAF30EF2B3396"><enum>(B)</enum><text>academic standards
				that are aligned with the State's environmental literacy plan; and</text>
									</subparagraph></paragraph><paragraph id="H578B1E47A7C14E4EB222CBB8AAE93683"><enum>(2)</enum><text>an evaluation and
				accountability plan for activities assisted under this section that includes
				rigorous objectives that measure the impact of activities funded under this
				section.</text>
								</paragraph></subsection><subsection id="HAD124799D21B4CAC9D2844EF88393E21"><enum>(d)</enum><header>Use of
				funds</header><text display-inline="yes-display-inline">Grant funds made
				available under this section shall be used for 1 or more of the
				following:</text>
								<paragraph id="HCF387F6C31CE4FB4B2A3F836FD5F2981"><enum>(1)</enum><text>Developing and
				implementing State curriculum frameworks for environmental education that
				meet—</text>
									<subparagraph id="H780E55158A804582B02F9F3C742F1DC1"><enum>(A)</enum><text>challenging State
				academic content standards and student academic achievement standards for
				environmental education, to the extent such standards exist; and</text>
									</subparagraph><subparagraph id="H72565FB3DE0E4FC4B67BCDE24C772AFE"><enum>(B)</enum><text>academic standards
				that are aligned with the State's environmental literacy plan under section
				5622.</text>
									</subparagraph></paragraph><paragraph id="HBF1CB8C0EE0149819D7D2E5A4972CE4A"><enum>(2)</enum><text>Replicating or
				disseminating information about proven and tested model environmental education
				programs that—</text>
									<subparagraph id="HB3F1E3E626E84E7BB7FB0FDEFAD5F713"><enum>(A)</enum><text>use the
				environment as an integrating theme or content throughout the curriculum;
				or</text>
									</subparagraph><subparagraph id="H12E9274616AD4F299E4504541D91996E"><enum>(B)</enum><text>provide
				integrated, interdisciplinary instruction about natural, social, and economic
				systems along with field experience that provides students with opportunities
				to directly experience nature in ways designed to improve students' overall
				academic performance, personal health (including addressing child obesity
				issues), and understanding of nature.</text>
									</subparagraph></paragraph><paragraph id="H0C5013C6C7054F6BBA1BCF219DAFD851"><enum>(3)</enum><text>Developing and
				implementing new approaches to advancing environmental education, and to
				advancing the adoption and use of environmental education content standards, at
				the State and local levels.</text>
								</paragraph></subsection><subsection id="H535501B9198047C38290DA4F4236B67A"><enum>(e)</enum><header>Eligible
				partnership report</header><text>In order to continue receiving grant funds
				under this section after the first year of a multiyear grant under this
				section, the eligible partnership shall submit to the Secretary an annual
				report that—</text>
								<paragraph id="H852708AFC84C4B4FAF6B088D0733C1C2"><enum>(1)</enum><text>describes the
				activities assisted under this section that were conducted during the preceding
				year;</text>
								</paragraph><paragraph id="H218F184CF9C34F2EA04478BBEC2435D0"><enum>(2)</enum><text>demonstrates that
				progress has been made in helping schools to meet the State academic standards
				for environmental education described in subsection (d)(3); and</text>
								</paragraph><paragraph id="H4143117AF82B49B891D40220909DD6CA"><enum>(3)</enum><text>describes the
				results of the eligible partnership's evaluation and accountability
				plan.</text>
								</paragraph></subsection><subsection id="H7DC6527F5E7640799B1ED9CBC811B4F9"><enum>(f)</enum><header>Administrative
				provisions</header>
								<paragraph id="HDCBDD4470D4A4F0190A6A93FEBDDEA87"><enum>(1)</enum><header>Federal
				share</header><text>The Federal share of a grant under this section shall not
				exceed—</text>
									<subparagraph id="H0A98ED031E1542A8BCE273E429D4BAAF"><enum>(A)</enum><text>90 percent of the
				total costs of the activities assisted under the grant for the first year for
				which the program receives assistance under this section; and</text>
									</subparagraph><subparagraph id="H4F2F0ABACE6B4CB58804017F062C4DBB"><enum>(B)</enum><text>75 percent of such
				costs for each of the second and third years.</text>
									</subparagraph></paragraph><paragraph id="H2216A68047C74661A9D6F09FE18D18AB"><enum>(2)</enum><header>Administrative
				expenses</header><text>Not more than 7.5 percent of the grant funds made
				available to an eligible partnership under this section for any fiscal year may
				be used for administrative expenses.</text>
								</paragraph><paragraph id="H24580F2C8CC544C9A830470F0E79D522"><enum>(3)</enum><header>Availability of
				funds</header><text>Amounts made available to the Secretary to carry out this
				section shall remain available until expended.</text>
								</paragraph></subsection><subsection id="H346CF798AA1A48DFBF344D0F3DD01E92"><enum>(g)</enum><header>Supplement, not
				supplant</header><text display-inline="yes-display-inline">Funds made available
				under this section shall be used to supplement, and not supplant, any other
				Federal, State, or local funds available for environmental education
				activities.</text>
							</subsection></section><section id="H768C2C053C314EC590508421AFC2D00A"><enum>5624.</enum><header>Report to
				Congress</header><text display-inline="no-display-inline">Not later than 2
				years after the date of enactment of the <short-title>No
				Child Left Inside Act of 2013</short-title> and every 2 years thereafter, the
				Secretary shall submit a report to Congress that—</text>
							<paragraph id="HCC823C9438484F96A5E950A8615D651F"><enum>(1)</enum><text>describes the
				programs assisted under this subpart;</text>
							</paragraph><paragraph id="H05CDE120D7464A6481EC4EE6F2C667FF"><enum>(2)</enum><text>documents the
				success of such programs in improving national and State environmental
				education capacity; and</text>
							</paragraph><paragraph id="H4828C6DB93104589BECA9F7E75BD0DB2"><enum>(3)</enum><text>makes such
				recommendations as the Secretary determines appropriate for the continuation
				and improvement of the programs assisted under this
				subpart.</text>
							</paragraph></section></subpart><after-quoted-block>.</after-quoted-block></quoted-block>
			</section></title><title id="H687ADE43B5B0456C95C77598D1889322"><enum>II</enum><header>Promoting
			 environmental literacy in education programs</header>
			<section id="HD795C177E36846BB8706E34EA4726D38"><enum>201.</enum><header>Amendments to
			 title II, part B</header>
				<paragraph id="H2491354A1A5E46A2A5B95689D473B64B"><enum>(1)</enum><text display-inline="yes-display-inline">Section 2201(b)(1)(B) (20 U.S.C.
			 6661(b)(1)(B)) is amended—</text>
					<subparagraph id="H59017A70D28A4AD4B55646EE874075BA"><enum>(A)</enum><text display-inline="yes-display-inline">in clause (iii) by striking
			 <quote>or</quote>;</text>
					</subparagraph><subparagraph id="HA31B216FD43D456BA1E399BD238409A0"><enum>(B)</enum><text display-inline="yes-display-inline">in clause (iv) by striking the period at
			 the end and inserting <quote>; or</quote>; and</text>
					</subparagraph><subparagraph id="H265834C7913B4612974A627D93FE36A4"><enum>(C)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="H90E8F6FFFE444ED199786260FFED6ED4" style="OLC">
							<clause id="HA90075B4CBFA4EA9835FA06AA6A100A3"><enum>(v)</enum><text>a
				Federal, State, regional, or local science, environmental, or natural resource
				management agency or a nonprofit environmental education organization that has
				demonstrated effectiveness in improving the quality of mathematics and science
				instruction.</text>
							</clause><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HE909D79D36EA4FC2B14459D1F97F75E7"><enum>(2)</enum><text>Section 2202 (20
			 U.S.C. 6662) is amended—</text>
					<subparagraph id="H228B167549554F54BBD09CC0C111A62E"><enum>(A)</enum><text>in subsection
			 (b)(2)(B), by inserting <quote>, including any State environmental literacy
			 plan described in section 5621(a),</quote> after <quote>reform
			 activities</quote>; and</text>
					</subparagraph><subparagraph id="HD678D7C583884A0AB9BC453DA2E57860"><enum>(B)</enum><text>in subsection (c),
			 by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="HAD7915EC41C44708BE02B12DF384D7A2" style="OLC">
							<paragraph id="HF89B686CE05640278780BBEB4008E53C"><enum>(11)</enum><text>Professional

					</subparagraph></paragraph></section><section id="H8FBC7BC3B2624878932E0B58DDE1F285"><enum>202.</enum><header>Amendments to
			 title IV, part B</header>
				<paragraph id="H6C8EDD0FAD64474DA90E650EBA49F8A1"><enum>(1)</enum><text>Section
			 4201(b)(1)(A) (<external-xref legal-doc="usc" parsable-cite="usc/20/7171">20 U.S.C. 7171(b)(1)(A)</external-xref>) is amended by inserting
			 <quote>environmental literacy,</quote> after <quote>technology</quote>.</text>
				</paragraph><paragraph id="H917090BEFDBC44709B8C364B9D092317"><enum>(2)</enum><text>Section 4205(a)
			 (<external-xref legal-doc="usc" parsable-cite="usc/20/7175">20 U.S.C. 7175(a)</external-xref>) is amended—</text>

					</subparagraph></paragraph></section></title><title id="HD6528F53703B465788CA5CD828E358AF"><enum>III</enum><header>National
			 Activities</header>
			<section commented="no" id="HA534710A419C490C9A0A978AAF34A2F3"><enum>301.</enum><header>Availability of
			 other environmental literacy information</header>
				<subsection commented="no" id="HBF0834D477CE411E8BF7B86502314963"><enum>(a)</enum><header>Nondepartmental
			 environmental literacy assistance programs</header><text display-inline="yes-display-inline">The Secretary of Education shall request
			 that all Federal departments and agencies provide information on any
			 environmental literacy assistance program operated, sponsored, or supported by
			 such Federal department or agency, including information about the application
			 procedures, financial terms and conditions, and other relevant information for
			 each program, and each Federal department or agency shall promptly respond to
			 surveys or other requests from the Secretary of Education for the information
			 described in this subsection.</text>
				</subsection><subsection commented="no" id="H77E22486B29C4DE58B94C43E48CDF30D"><enum>(b)</enum><header>Public
			 Information</header><text>The Secretary of Education shall ensure that not
			 later than 90 days after the Secretary of Education receives the information
			 required under subsection (a), the eligibility requirements, application
			 procedures, financial terms and conditions, and other relevant information for
			 each nondepartmental environmental literacy assistance program are searchable
			 and accessible through the Department of Education’s website and
			 cross-referenced with the United States Green Ribbon School application
			 information, in a manner that is simple and understandable for school districts
			 and communities.</text>
				</subsection></section><section commented="no" id="H4D029D8A4F794333835AB3B77C6945C2"><enum>302.</enum><header>Federal
			 interagency coordination on environmental literacy</header>
				<subsection commented="no" id="H94697BD0FB344AA2A08BD6CAC290F58D"><enum>(a)</enum><header>In
			 General</header><text>The Secretary of Education shall coordinate environmental
			 literacy activities between the Department of Education, the Environmental
			 Protection Agency, the Department of the Interior, and the Department of
			 Commerce, including by carrying out the activities described in subsection
			 (b).</text>
				</subsection><subsection commented="no" id="H9F6E892249D549C9A799001C8527DA97"><enum>(b)</enum><header>Coordination
			 activities</header><text>In coordinating environmental literacy activities, the
			 Secretary of Education shall—</text>
					<paragraph commented="no" id="H43247BE0494C477F87A61ECC34D113F8"><enum>(1)</enum><text>assess current
			 Federal environmental education programs, goals, and budget items across
			 agencies;</text>
					</paragraph><paragraph commented="no" id="H1216C251529241E5A01EB08214ACDF27"><enum>(2)</enum><text>assess
			 environment-based science, technology, engineering, and mathematics (referred
			 to as ‘‘eSTEM’’) achievement to demonstrate that learning about and in the
			 environment is an effective strategy for increasing engagement in learning and
			 academic achievement in STEM subject areas; and</text>
					</paragraph><paragraph commented="no" id="H92066E304BE249F4BD67B9F51C15E2A6"><enum>(3)</enum><text>produce adaptable
			 environmental literacy plan guidelines and identify coordinated resources
			 across Federal agencies that States and local educational agencies can follow
			 as States and local educational agencies work to develop environmental literacy
			 plans and programs of their own.</text>
					</paragraph></subsection><subsection commented="no" id="HB0EB6A53443C4D818BAEF144BAD8663F"><enum>(c)</enum><header>Advisory
			 Panel</header><text>The Secretary of Education shall appoint an advisory panel
			 of stakeholders, including representatives from State educational agencies,
			 local educational agencies, businesses, and nonprofit organizations that are
			 engaged in local environmental literacy efforts representing the geographic,
			 economic, and cultural diversity of the country, who shall meet quarterly to
			 advise and support interagency planning and assessment regarding environmental
			 literacy activities.</text>
				</subsection><subsection commented="no" id="HD138714237A6452BB8B36C5542682133"><enum>(d)</enum><header>Report to
			 Congress</header><text>Not later than 1 year after the date of enactment of
			 this Act, and annually thereafter, the Secretary of Education, the
			 Administrator of the Environmental Protection Agency, the Secretary of the
			 Interior, and the Secretary of Commerce shall prepare and submit a joint report
			 to Congress containing information about the coordination of environmental
			 literacy activities between Federal agencies.</text>
				</subsection></section></title></legis-body>
