		<official-title>To require the Director of the Federal Bureau of
		  Investigation to report and obtain court approval for broad telephony metadata
		  collection searches, and for other purposes.</official-title>

		<section id="HA0AA6E16391E4473B5A688D718C92EF7" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Telephone Surveillance Accountability Act of
			 2013</short-title></quote>.</text>
		</section><section id="H24ECBD6B85A9474CA0844FF8E3B5260C"><enum>2.</enum><header>Limits on
			 Searching Telephony Metadata in the Foreign Intelligence Surveillance Act of
			 1978</header><text display-inline="no-display-inline">Section 501 of the
			 Foreign Intelligence Surveillance Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/50/1801">50 U.S.C. 1801 et seq.</external-xref>) is
			 amended by adding at the end the following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="H25E6F9B89D6B4664B5715BD7D9686C84" style="OLC">
				<subsection id="H994CF52FBCD94F48AB364776FA8673B9"><enum>(i)</enum><header>Limits on
				Searching Telephony Metadata</header>
					<paragraph id="H14D7EFD318854AD193361FDAD99C85E3"><enum>(1)</enum><header>Court Approval
				for Searching Telephony Metadata</header><text display-inline="yes-display-inline">No person may search telephony metadata
				acquired pursuant to a production order under subsection (a)(1) unless—</text>
						<subparagraph id="H1A92322A73DD45518AE00FEE5196C9E2"><enum>(A)</enum><text>the Director of
				the Federal Bureau of Investigation makes an application to a judge of the
				court established by section 103(a) that includes a statement of facts showing
				that there is a reasonable, articulable suspicion that the basis of the search
				is material and specifically relevant to an authorized investigation;
				and</text>
						</subparagraph><subparagraph id="H8DECC0703CFA4911BCFB2BB1933BD8DD"><enum>(B)</enum><text>the judge finds
				that there is a reasonable, articulable suspicion that the basis of the search
				is material and specifically relevant to an authorized investigation and enters
				an order authorizing such search.</text>
						</subparagraph></paragraph><paragraph id="H2B8CA96B625C48AA9B13028E3E26756B"><enum>(2)</enum><header>Definitions</header><text>In
				this subsection:</text>
						<subparagraph id="H79F6C61680E845E2836832B918283184"><enum>(A)</enum><text display-inline="yes-display-inline">The term <term>production order</term>
				means an order to produce any tangible thing under this section.</text>
						</subparagraph><subparagraph id="H0B2CE7F5B8A74A21961C8C3C19160C50"><enum>(B)</enum><text>The term
				<term>telephony metadata</term> means communications routing information,
				including session identifying information, an original or terminating telephone
				number, an International Mobile Subscriber Identity, an International Mobile
				Station Equipment Identity, a trunk identifier, a telephone calling card
				number, and the time or duration of a
				call.</text>
						</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H5B15E83352DF42999C2D24B825715469"><enum>3.</enum><header>Congressional
			 Oversight for Production Orders of Telephony Metadata in the Foreign
			 Intelligence Surveillance Act of 1978</header><text display-inline="no-display-inline">Section 502 of the Foreign Intelligence
			 Surveillance Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/50/1801">50 U.S.C. 1801 et seq.</external-xref>) is amended by adding at the
			 end the following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="H6D29F9CB31D1477DAF1E4BB8D39F4B99" style="OLC">
				<subsection id="H1A23D1B7DF7E48EBA84AA1F94EB3B908"><enum>(d)</enum><text display-inline="yes-display-inline">The Director of the Federal Bureau of
				Investigation shall monthly submit to the Permanent Select Committee on
				Intelligence of the House of Representatives and the Select Committee on
				Intelligence of the Senate a report describing each search made during the
				preceding month of telephony metadata pursuant to an order under section
				501(i)(1)(B).</text>
