		<official-title>To direct the Secretary of the Interior to sell certain
		  Federal lands in Arizona, Colorado, Idaho, Montana, Nebraska, Nevada, New
		  Mexico, Oregon, Utah, and Wyoming, previously identified as suitable for
		  disposal, and for other purposes.</official-title>

		<section id="H2D0059C0DF1449B9BAD4FAF514BB56BE" section-type="section-one"><enum>1.</enum><header>Sale of certain Federal lands
			 previously identified as suitable for disposal</header>
			<subsection id="H2F8E0FD6F4F2400D99FFDA763E928C5E"><enum>(a)</enum><header>Short
			 title</header><text display-inline="yes-display-inline">This Act may be cited
			 as the <quote><short-title>Disposal of Excess Federal
			 Lands Act of 2013</short-title></quote>.</text>
			</subsection><subsection id="H59560601248D43259BE9279D1C035325"><enum>(b)</enum><header>Competitive sale
			 of lands</header><text display-inline="yes-display-inline">The Secretary shall
			 offer the identified Federal lands for disposal by competitive sale for not
			 less than fair market value as determined by an independent appraiser.</text>
			</subsection><subsection id="H0E3EB00A5833432B9CCA8DBA5660365B"><enum>(c)</enum><header>Existing
			 rights</header><text>The sale of identified Federal lands under this section
			 shall be subject to valid existing rights.</text>
			</subsection><subsection id="H7D27FDFB7FE44145857AF67F2090FC44"><enum>(d)</enum><header>Proceeds of sale
			 of lands</header><text>All net proceeds from the sale of identified Federal
			 lands under this section shall be deposited directly into the Treasury for
			 reduction of the public debt.</text>
			</subsection><subsection id="HFB08D8F9FA144663B4C20083CE8E551C"><enum>(e)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 4 years after the date of
			 the enactment of this Act, the Secretary shall submit to the Committee on
			 Natural Resources of the House of Representatives and the Committee on Energy
			 and Natural Resources of the Senate—</text>
				<paragraph id="HDFB9CCDE21FD45D298A2E57B29C2C4F5"><enum>(1)</enum><text>a
			 list of any identified Federal lands that have not been sold under subsection
			 (b) and the reasons such lands were not sold; and</text>
				</paragraph><paragraph id="HC37CC42DA6804D06BD95AA2514A9486F"><enum>(2)</enum><text display-inline="yes-display-inline">an update of the report submitted to
			 Congress by the Secretary on May 27, 1997, pursuant to section 390(g) of the
			 Federal Agriculture Improvement and Reform Act of 1996 (<external-xref legal-doc="public-law" parsable-cite="pl/104/127">Public Law 104–127</external-xref>; 110
			 Stat. 1024), including a current inventory of the Federal lands under the
			 administrative jurisdiction of the Secretary that are suitable for
			 disposal.</text>
				</paragraph></subsection><subsection id="H77EB3809E7894B6C936FFEA93F630E70"><enum>(f)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph id="H9D8CD2834ACE4924A058F77EF20B9F71"><enum>(1)</enum><header>Identified
			 Federal lands</header><text display-inline="yes-display-inline">The term
			 <term>identified Federal lands</term> means the parcels of Federal land under
			 the administrative jurisdiction of the Secretary that were identified as
			 suitable for disposal in the report submitted to Congress by the Secretary on
			 May 27, 1997, pursuant to section 390(g) of the Federal Agriculture Improvement
			 and Reform Act of 1996 (<external-xref legal-doc="public-law" parsable-cite="pl/104/127">Public Law 104–127</external-xref>; 110 Stat. 1024), except the
			 following:</text>
					<subparagraph id="H7B41E58656444D419ECD22A73C69F8C8"><enum>(A)</enum><text>Lands not
			 identified for disposal in the applicable land use plan.</text>
					</subparagraph><subparagraph id="H6E5F572DD77F41B19189335089258D28"><enum>(B)</enum><text>Lands subject to a
			 Recreation and Public Purpose conveyance application.</text>
					</subparagraph><subparagraph id="H0E90A6C421DD4823A41302B55B4CE62C"><enum>(C)</enum><text>Lands identified
			 for State selection.</text>
					</subparagraph><subparagraph id="H30E6886F3AD4412BAA899BAFC4556171"><enum>(D)</enum><text>Lands identified
			 for Indian tribe allotments.</text>
					</subparagraph><subparagraph id="HC9D8366C315B44B3AA34BD0D94175ED8"><enum>(E)</enum><text>Lands identified
			 for local government use.</text>
					</subparagraph></paragraph><paragraph id="H1407A41ED5A64632896E1407E89474F1"><enum>(2)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Interior.</text>
				</paragraph></subsection></section></legis-body>
