		<official-title>To require a report from the Comptroller General of the
		  United States regarding implementation of the Immigration Reform and Control
		  Act of 1986, and for other purposes.</official-title>

		<section id="H46D5623A350244EDB12F4219BBBA9B67" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>1986 Amnesty Transparency
			 Act</short-title></quote>.</text>
		</section><section id="HAFE26252DD854A2DB000D8689E990DB9"><enum>2.</enum><header>GAO
			 report</header><text display-inline="no-display-inline">Not later than the date
			 that is 1 year after the date of enactment of this Act, the Comptroller General
			 of the United States shall submit to the Committee on the Judiciary of the
			 House of Representatives, the Committee on the Judiciary of the Senate, the
			 Committee on Homeland Security of the House of Representatives, and the
			 Committee on Homeland Security and Governmental Affairs of the Senate a report
			 on the implementation of the Immigration Reform and Control Act of 1986 that
			 includes information on the following:</text>
			<paragraph id="H5471E73A275E4F688F02892EF2924331"><enum>(1)</enum><text display-inline="yes-display-inline">What employer requirements were
			 implemented.</text>
			</paragraph><paragraph id="H7AC600EFC6874A338B1DE16DF8AD66DE"><enum>(2)</enum><text display-inline="yes-display-inline">How the Federal Government enforces the
			 laws that prohibit hiring aliens who were unlawfully present in the United
			 States or unauthorized to work in the United States.</text>
			</paragraph><paragraph id="H3D489B6F0DB849B98768E776E4B502B1"><enum>(3)</enum><text>How many
			 individuals were denied employment.</text>
			</paragraph><paragraph id="H5FF7F4DA445449A8A2112F58E6D9E907"><enum>(4)</enum><text>Were any employers
			 sanctioned.</text>
			</paragraph><paragraph id="HEB4AD1A1A3ED42E389B2C9D589506D41"><enum>(5)</enum><text>What border
			 enforcement mechanisms were enhanced to prevent an increase of illegal
			 immigration.</text>
			</paragraph><paragraph id="H73EC8765B5694B07B04868A9BF22381E"><enum>(6)</enum><text>How visa overstay
			 issues were addressed.</text>
			</paragraph><paragraph id="HE12D33954F554348AC43F0AED35A8E0D"><enum>(7)</enum><text>The added cost to
			 society through increased social benefits provided to aliens who were
			 unlawfully present in the United States.</text>
			</paragraph><paragraph id="HD40E7124C65942349409E95E28F8A91D"><enum>(8)</enum><text display-inline="yes-display-inline">How implementation of the Act impacted
			 United States workers, including any impact on wages of workers by industry
			 sector and on the unemployment rate.</text>
			</paragraph><paragraph id="HF5A46F9BD48F44AC817C57BE2930F687"><enum>(9)</enum><text display-inline="yes-display-inline">The cost of implementation of the
			 Act.</text>
			</paragraph><paragraph id="H63891F224BFE4CC8B3FDF2B70A4483DE"><enum>(10)</enum><text display-inline="yes-display-inline">The rates of fraud that took place as a
			 result of the Act, including the controls and mechanisms implemented to address
			 and prevent illegal immigrants from using fraudulent documents to claim
			 amnesty.</text>
			</paragraph><paragraph id="H2B0F6A20B8794FDD8893B636AF4617C5"><enum>(11)</enum><text>How could similar
			 incidents be prevented in any future program to provide for legalization of
			 presence.</text>
