		<official-title>To amend title 28, United States Code, to authorize the
		  Attorney General to share information with agencies of State and local
		  governments that conduct criminal background checks when issuing licenses to
		  taxi drivers, chauffeurs, and other public passenger vehicle
		  operators.</official-title>

		<section id="HEB4D5B1C939847D6A0C053FE121A0C02" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Passenger Safety and Security
			 Act</short-title></quote> or the <quote><short-title>PASS
			 Act</short-title></quote>.</text>
		</section><section id="HFDBE723AE9654A428026CD53B4D44C8F"><enum>2.</enum><header>Authority of
			 Attorney General to share information with State and local government
			 agencies</header><text display-inline="no-display-inline">Section 534 of title
			 28, United States Code, is amended—</text>
			<paragraph id="H1EA3D9E362884EF0B28E814BF7BDA320"><enum>(1)</enum><text>in subsection
			 (e)—</text>
				<subparagraph id="HBA6CCDB8D5294B9DAC9D265D6D2A792E"><enum>(A)</enum><text>by striking
			 <quote>and</quote> at the end of paragraph (1);</text>
				</subparagraph><subparagraph id="HB0FB9CFCAB7C4127AB6B332D94D23BE5"><enum>(B)</enum><text display-inline="yes-display-inline">by striking the period at the end of
			 paragraph (2) and inserting <quote>; and</quote>; and</text>
				</subparagraph><subparagraph id="HDD35E07E8C664132A66D02127A2D16B8"><enum>(C)</enum><text>by adding at the
			 end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="HC74239B858754308A80F5C3B88E7085A" style="OLC">
						<paragraph id="H34503D9A2D334E0A83BE64888698152C"><enum>(3)</enum><text display-inline="yes-display-inline">agencies of State or local governments,
				including agencies of State or local governments acting through a qualified
				transportation regulation association, that conduct criminal background
				investigations as a condition of issuing a taxi, chauffeur, public passenger,
				or other similar license.</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="H79E9CF599E52411691583C894EF72A57"><enum>(2)</enum><text>in subsection
			 (f)(3)—</text>
				<subparagraph id="H3FB06DED9BDC4B769990D9CDB81DBDB9"><enum>(A)</enum><text>by striking
			 <quote>and</quote> at the end of subparagraph (A);</text>
				</subparagraph><subparagraph id="H1EC7F2991492444B8FBE91B46181CD5B"><enum>(B)</enum><text>by striking the
			 period at the end of subparagraph (B) and inserting <quote>; and</quote>;
			 and</text>
				</subparagraph><subparagraph id="H27A1D4D6B50D4633A0DD0B71B162566C"><enum>(C)</enum><text>by adding at the
			 end the following new subparagraph:</text>
					<quoted-block display-inline="no-display-inline" id="H66FD418BB49F43679D71F83B6E00E786" style="OLC">
						<subparagraph id="H59FBA071CCAD4BFFB3C42A82AC483B9C"><enum>(C)</enum><text display-inline="yes-display-inline">the term <quote>qualified transportation
				regulation association</quote> means the International Association of
				Transportation Regulators, or a wholly owned subsidiary of such association,
				used by a State or local agency for the purpose of sharing criminal background
				check information between the Department of Justice and the appropriate State
				and local
				agencies.</text>
