		  timeline for the Secretary of Defense and the Secretary of Veterans Affairs to
		  achieve integrated electronic health records, and for other

		<section id="HC262E2C911394E86906EBD543191F5E1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>21st Century Health Care for Heroes
			 Act</short-title></quote>.</text>
		</section><section id="H31703653250A4340A3FAE1A6F789D655"><enum>2.</enum><header>Timeline for
			 implementing integrated electronic health records</header>
			<subsection id="H1E011C0BC60F4E6A8308AE6D07F25A9F"><enum>(a)</enum><header>Establishment of
			 timeline</header><text display-inline="yes-display-inline">Section 1635 of the
			 Wounded Warrior Act (<external-xref legal-doc="usc" parsable-cite="usc/10/1071">10 U.S.C. 1071</external-xref> note) is amended by adding at the end the
			 following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H14C4A62F94FA4E3B9C93F193B1568438" style="OLC">
					<subsection id="H581890CCF1FF448A99E8E63C5A4053A5"><enum>(k)</enum><header>Timeline</header><text display-inline="yes-display-inline">In carrying out this section, the Secretary
				of Defense and the Secretary of Veterans Affairs shall ensure that—</text>
						<paragraph id="HD2DF128553D443DE9CDA9ED8A358A60A"><enum>(1)</enum><text display-inline="yes-display-inline">the creation of a health data authoritative
				source is achieved by not later than 180 days after the date of the enactment
				of this subsection;</text>
						</paragraph><paragraph id="H3D70323AB9CE469FB1C8CC4E9D3B9B79"><enum>(2)</enum><text display-inline="yes-display-inline">the ability of patients of both the
				Department of Defense and the Department of Veterans Affairs to download the
				medical records of the patient (commonly referred to as the <quote>Blue Button
				Initiative</quote>) is achieved by not later than 365 days after the date of
				the enactment of this subsection;</text>
						</paragraph><paragraph id="H7604724C4762458B8285CDCDBC0C898D"><enum>(3)</enum><text display-inline="yes-display-inline">the seamless integration of personal health
				care information between the Departments is achieved by not later than 365 days
				after the date of the enactment of this subsection;</text>
						</paragraph><paragraph id="HE28344F25A3646C48BFDF3A9EB9AF05D"><enum>(4)</enum><text display-inline="yes-display-inline">the standardization of health care data of
				the Departments is achieved by not later than 365 days after the date of the
				enactment of this subsection;</text>
						</paragraph><paragraph id="H4F369DBACA024A5C8340DF4CCCB327E6"><enum>(5)</enum><text display-inline="yes-display-inline">the acceleration of the exchange of
				real-time data between the Departments is achieved by not later than 365 days
				after the date of the enactment of this subsection;</text>
						</paragraph><paragraph id="HCAE0C6183C7943C19A07E2F521B8C161"><enum>(6)</enum><text display-inline="yes-display-inline">the upgrade of the graphical user interface
				to display the new standardized health care data of the Departments is achieved
				by not later than 365 days after the date of the enactment of this
				subsection;</text>
						</paragraph><paragraph id="H1186008C8DD746ABB1B7A42744EF1B0B"><enum>(7)</enum><text>each incoming
				member of the Armed Forces and the dependent of such a member may elect to
				receive an electronic copy of the health care record of the individual
				beginning not later than October 1, 2014; and</text>
						</paragraph><paragraph id="HD1C7ACEFEF7F4F06961B4E3E278BA9B8"><enum>(8)</enum><text display-inline="yes-display-inline">each current member of the Armed Forces and
				the dependent of such a member may elect to receive an electronic copy of the
				health care record of the individual beginning not later than October 1,
				2015.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H5261737F3F774D59A402DD82B53A1956"><enum>(b)</enum><header>Cloud
			 storage</header><text>Section 1635 of such Act is further amended by adding at
			 the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H4410C956A99E4046B2D8E73C56FD28A4" style="OLC">
					<subsection id="H59C3E5400D2C4C69A65CD010F3949AD2"><enum>(l)</enum><header>Cloud
				storage</header><text display-inline="yes-display-inline">The Secretary of
				Defense and the Secretary of Veterans Affairs shall study the feasibility of
				establishing a secure, remote, network-accessible computer storage system
				(commonly referred to as <quote>cloud storage</quote>) to—</text>
						<paragraph id="H2B0D8198F6E9410E83F1579ABB842EDF"><enum>(1)</enum><text>provide members of
				the Armed Forces and veterans the ability to upload the health care records of
				the member or veteran if the member or veteran elects to do so; and</text>
						</paragraph><paragraph id="H8248B2EEB072465993F55DA6F40323AF"><enum>(2)</enum><text>allow medical
				providers of the Department of Defense and the Department of Veterans Affairs
				to access such records in the course of providing care to the member or
				veteran.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HC32A7275AF9142E683BD9A4AAC2E9FB0"><enum>(c)</enum><header>Conforming
			 amendments</header><text display-inline="yes-display-inline">Section 1635 of
			 such Act is further amended—</text>
				<paragraph id="H39CB94A966ED4814A4C0760E03154B9B"><enum>(1)</enum><text>in subsection (a),
			 by striking <quote>The Secretary</quote> and inserting <quote>In accordance
			 with the timeline described in subsection (k), the Secretary</quote>;
			 and</text>
				</paragraph><paragraph id="H25D5AB9F239247E9AECB8A9BA1BD08A4"><enum>(2)</enum><text>in the matter
			 preceding paragraph (1) of subsection (e), by inserting <quote>in accordance
			 with subsection (k)</quote> after <quote>under this section</quote>.</text>
