		<official-title>To modify the definition of armor piercing ammunition to
		  better capture its capabilities.</official-title>

		<section id="HC47748F344C8410DA27F05BCF1689DEC" section-type="section-one"><enum>1.</enum><header>Armor piercing
			 ammunition</header>
			<subsection id="HD8D20131F8FC4CF8A828458D170C51AD"><enum>(a)</enum><header>Expansion of
			 definition</header><text display-inline="yes-display-inline">Section
			 921(a)(17)(B) of title 18, United States Code, is amended—</text>
				<paragraph id="HAD348854D87C401BA2359B60201EA80D"><enum>(1)</enum><text>in clause (I), by
			 striking <quote>or</quote> at the end;</text>
				</paragraph><paragraph id="H46142F5835524C24AFA2B7F525A64442"><enum>(2)</enum><text>in clause (ii), by
			 striking the period and inserting <quote>; and</quote>; and</text>
				</paragraph><paragraph id="H57629580B7D74AE18EE3A708F4EFCEFF"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H96CA96609DFB4DC4A681374B11A7437A" style="OLC">
						<clause id="HA2FE366F57114E16ABFFF5417F7E2B91"><enum>(iii)</enum><text display-inline="yes-display-inline">a projectile that—</text>
							<subclause id="H89E3AF3490484CB0AFC3878CAC6EA3BB"><enum>(I)</enum><text>may be used in a
				handgun; and</text>
							</subclause><subclause id="HE813D6EEA98F431A8DE59D721005D000"><enum>(II)</enum><text>the Attorney
				General determines, under section 926(d), to be capable of penetrating body
				armor.</text>
							</subclause></clause><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H267CA91C7BC54BD6AF2BF7356C5DF3D4"><enum>(b)</enum><header>Determination of
			 capability of projectiles To penetrate body armor</header>
				<paragraph id="H5B7C272F20A14EFFAA6B4B875E1B48C8"><enum>(1)</enum><header>In
			 general</header><text>Section 926 of such title is amended by adding at the end
			 the following:</text>
					<quoted-block display-inline="no-display-inline" id="H5F096D91E4224E758964921364BB5C7E" style="OLC">
						<subsection id="H66F27238DB5945558EC520F9F4C32BE4"><enum>(d)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H464BEF39B1934A7791CE3123B766E2C2"><enum>(1)</enum><text display-inline="yes-display-inline">The Attorney General, in consultation with
				Director of Operational Test and Evaluation of the Department of Defense, shall
				promulgate standards for the uniform testing of projectiles against the Body
				Armor Exemplar.</text>
							</paragraph><paragraph id="H296587E5D0E64CD382DEDFA5E161C5A1" indent="up1"><enum>(2)</enum><text>The standards promulgated under
				paragraph (1) shall take into account, among other factors, variations in
				performance that are related to the type of handgun used, the length of the
				barrel of the handgun, the amount and kind of powder used to propel the
				projectile, and the design of the projectile.</text>
							</paragraph><paragraph id="H67BC4AB654354ABD9FF49FCDA743C27A" indent="up1"><enum>(3)</enum><text>In paragraph (1), the term <term>Body
				Armor Exemplar</term> means body armor that the Attorney General determines
				meets minimum standards for the protection of law enforcement
				officers.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HD287E5CC1CF74999B71A43A49F805FF1"><enum>(2)</enum><header>Timing of
			 promulgation of standards</header><text>The Attorney General shall promulgate
			 the standards required by <external-xref legal-doc="usc" parsable-cite="usc/18/926">section 926(d)</external-xref> of title 18, United States Code,
			 within 1 year after the date of the enactment of this section.</text>
				</paragraph><paragraph id="HE93C004073B84C148D8561AC1EB02C3C"><enum>(3)</enum><header>Assessment and
			 modification of standards</header><text>The Attorney General shall assess the
			 standards every 3 years, or more frequently if the Attorney General finds that
			 technological advances warrant doing so, and shall modify the standards as
			 appropriate.</text>
