		<official-title>To amend the Fair Credit Reporting Act to clarify Federal
		  law with respect to reporting positive consumer credit information to consumer
		  reporting agencies by public utility or telecommunications companies, and for
		  other purposes.</official-title>

		<section id="H841213F2C5A44E6CBB5AD817213B3CDB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>The Credit Access and Inclusion
			 Act</short-title></quote>.</text>
		</section><section id="HAA5F87EFFF384F8E9B7CC20DFF0DD4EB"><enum>2.</enum><header>Positive credit
			 reporting permitted</header>
			<subsection id="H7D226565523C4EA8BBBB8652F33CAD90"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 623 of the
			 Fair Credit Reporting Act (<external-xref legal-doc="usc" parsable-cite="usc/15/1681s-2">15 U.S.C. 1681s–2</external-xref>) is amended by adding at the end
			 the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H986C109B48ED4CEC96A2DD6EFC0DF36A" style="OLC">
					<subsection id="H360675C9173E453BA25FB5D9A9B635C1"><enum>(f)</enum><header>Full-File credit
				reporting</header>
						<paragraph id="H184DAE02B8264E49B9B18DBDC7AF6198"><enum>(1)</enum><header>Rule of
				construction</header><text>Nothing in this Act, or any regulation or rule
				established pursuant to this Act, shall be construed as to prohibit a person
				from furnishing the following information relating to a consumer to a consumer
				reporting agency:</text>
							<subparagraph id="H18865FF9BF374F259140732D34A93A04"><enum>(A)</enum><header>Identifying
				information</header><text display-inline="yes-display-inline">A consumer’s full
				name, telephone number, mother’s maiden name, address, zip code, date of birth,
				any generational designation, social security number, or any other similar
				consumer identifiers or combination thereof.</text>
							</subparagraph><subparagraph id="H5079C809D4CE4F048A43B6F4A0F23456"><enum>(B)</enum><header>Transactions or
				experiences</header><text>Information solely as to transactions or experiences
				between the consumer and the person furnishing the information.</text>
							</subparagraph><subparagraph id="HB48565EAA80944D4B88DAC450C45E864"><enum>(C)</enum><header>Public
				information</header><text>Public record information.</text>
							</subparagraph><subparagraph id="H6B52D6208D554B368932A4DBB8570D2B"><enum>(D)</enum><header>Performance of
				consumer</header><text>The performance of a consumer making payments under a
				real property lease or pursuant to a contract for a utility or
				telecommunication service.</text>
							</subparagraph></paragraph><paragraph id="H01AA91ECC57B4360BD8B72D961FCBEB9"><enum>(2)</enum><header>Limitations</header><text>Information
				about a consumer’s usage of any public utility service may be furnished to a
				consumer reporting agency only to the extent that such information relates to
				payment by the consumer for the services of such public utility or other terms
				of the provision of services to the consumer, including any deposit, discount,
				or the conditions for interruption or termination of the services.</text>
						</paragraph><paragraph id="H994FB11C02F0459EB534CE57C228D8F1"><enum>(3)</enum><header>Utility or
				telecommunication service</header><text>For purposes of this subsection, the
				term <term>utility or telecommunication service</term> means an entity that
				provides utility services to the public through pipe, wire, landline, wireless,
				cable, or other connected facilities, or radio, electronic, or similar
				transmission (including the extension of such
				facilities).</text>
