		<section id="HD437E0F622AC42A8B20588EA3C5A9C66" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Improving All Government Efficiency
			 Act of 2013</short-title></quote> or the <quote><short-title>IMAGE Act of 2013</short-title></quote>.</text>
		</section><section id="H4EA6C986F8424A6A8013BBFC64F14FF3"><enum>2.</enum><header>Consolidating
			 unnecessary duplicative and overlapping Government programs</header>
			<subsection id="H99C0275CE6B1473D8679AB168D16FF89"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Notwithstanding any
			 other provision of law, the Director of the Office of Management and Budget
			 shall coordinate with the heads of the relevant departments or agencies
			 to—</text>
				<paragraph id="H755FEA023041403DBE671BF26A75883A"><enum>(1)</enum><text>use available
			 administrative authority to eliminate, consolidate, or streamline Government
			 programs and agencies with duplicative and overlapping missions identified
			 in—</text>
					<subparagraph id="H1BEE14D5A16E470B8FCD8C6B53978189"><enum>(A)</enum><text>the April 2013
			 Government Accountability Office report to Congress, entitled <quote>Actions
			 Needed to Reduce Fragmentation, Overlap, and Duplication and Achieve Other
			 Financial Benefits</quote> (GAO–13–279SP);</text>
					</subparagraph><subparagraph id="H430DBBC5565F46639F3346F94EA3457A"><enum>(B)</enum><text>the February 2012
			 Government Accountability Office report to Congress, entitled
			 <quote>Opportunities to Reduce Duplication, Overlap and Fragmentation, Achieve
			 Savings, and Enhance Revenue</quote> (GAO–12–342SP); and</text>
					</subparagraph><subparagraph id="H0D3BF68A45D1490CB36651C0A43D3DC1"><enum>(C)</enum><text>the March 2011
			 Government Accountability Office report to Congress, entitled
			 <quote>Opportunities to Reduce Potential Duplication in Government Programs,
			 Save Tax Dollars, and Enhance Revenue</quote> (GAO–11–318SP) and apply the
			 savings towards deficit reduction;</text>
					</subparagraph></paragraph><paragraph id="H3E1C2195CEF34D039F06065E6C3A371B"><enum>(2)</enum><text>identify and
			 report to Congress any legislative changes required to further eliminate,
			 consolidate, or streamline Government programs and agencies with duplicative
			 and overlapping missions identified in—</text>
					<subparagraph id="H133727AD1D9B46B4908BCFA54BE1FF33"><enum>(A)</enum><text>the April 2013
			 Government Accountability Office report to Congress, entitled <quote>Actions
			 Needed to Reduce Fragmentation, Overlap, and Duplication and Achieve Other
			 Financial Benefits</quote> (GAO–13–279SP);</text>
					</subparagraph><subparagraph id="H9542A946592C41EBADAF5347F8100576"><enum>(B)</enum><text>the February 2012
			 Government Accountability Office report to Congress, entitled
			 <quote>Opportunities to Reduce Duplication, Overlap and Fragmentation, Achieve
			 Savings, and Enhance Revenue</quote> (GAO–12–342SP); and</text>
					</subparagraph><subparagraph id="H78527D3895E84466ABAFE84DAE83B076"><enum>(C)</enum><text>the March 2011
			 Government Accountability Office report to Congress, entitled
			 <quote>Opportunities to Reduce Potential Duplication in Government Programs,
			 Save Tax Dollars, and Enhance Revenue</quote> (GAO–11–318SP);</text>
					</subparagraph></paragraph><paragraph id="H5BFE6406ADC04E26B64133947DAFE91E"><enum>(3)</enum><text>determine the
			 total cost savings that shall result to each department or agency from the
			 actions described in paragraph (1); and</text>
				</paragraph><paragraph id="H2B514239915F4FF5A9842FD38DD2630D"><enum>(4)</enum><text display-inline="yes-display-inline">rescind from the amounts made available to
			 such departments or agencies the total amount of cost savings estimated by
			 paragraph (3).</text>
				</paragraph></subsection><subsection id="H9D31A6CCAF574F3A867F4599D0697C04"><enum>(b)</enum><header>Application of
			 rescission</header><text>The rescission required under subsection (a)(4) shall
			 only apply to amounts made available for Government programs that are
			 eliminated, consolidated, or streamlined under this section.</text>
			</subsection><subsection id="H5CA8A614938446BFAD45513769A50FBE"><enum>(c)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than September 30, 2013, the
			 Director of the Office of Management and Budget shall submit a report to the
			 Committees on Appropriations of the House of Representatives and the Senate
			 listing the accounts reduced by the rescission in subsection (a)(4) and the
			 amounts rescinded from each such account.</text>
			</subsection><subsection commented="no" id="H5043EE1233F149A193D22A97827221A8"><enum>(d)</enum><header>Rescission for
			 noncompliance</header><text display-inline="yes-display-inline">With respect to
			 a department or agency that does not meet the requirements of subsection (a)
			 before September 30, 2013, there is rescinded from the funds made available to
			 such department or agency in fiscal year 2013 an amount equal to 1 percent of
			 such funds.</text>
