		<official-title>To direct the Secretary of Defense to establish within
		  the Department of Defense centers of excellence in the prevention, diagnosis,
		  mitigation, treatment, and rehabilitation of health conditions relating to
		  exposure to open burn pits.</official-title>

		<section id="H66CD34AF145C4952916A81D38F9E76AE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Helping Veterans Exposed to Toxic
			 Chemicals Act</short-title></quote>.</text>
		</section><section id="H37A60257820C48E28190B552399BB13C"><enum>2.</enum><header>Centers of
			 excellence in prevention, diagnosis, mitigation, treatment, and rehabilitation
			 of health conditions relating to exposure to open burn pits and other exposure
			 to open burn pits and other environmental exposures</header>
			<subsection id="H4A1D7DBBE85142E5842ED226C9E85158"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary of Defense shall establish
			 within the Department of Defense three centers of excellence in the prevention,
			 diagnosis, mitigation, treatment, and rehabilitation of health conditions
			 relating to exposure to open burn pits and other environmental exposures to
			 carry out the responsibilities specified in subsection (c). Such centers shall
			 be established using—</text>
				<paragraph id="H08A1C68C184C4921948A973A115E316C"><enum>(1)</enum><text>the directives,
			 policies, and Comptroller General and Inspector General recommendations in
			 effect as of the date of the enactment of this Act; and</text>
				</paragraph><paragraph id="H631423579F644552A3163253297AC0E0"><enum>(2)</enum><text>guidance issued
			 pursuant to section 313 of the National Defense Authorization Act for Fiscal
			 Year 2013 (<external-xref legal-doc="public-law" parsable-cite="pl/112/239">Public Law 112–239</external-xref>; 126 Stat. 1692; <external-xref legal-doc="usc" parsable-cite="usc/10/1074">10 U.S.C. 1074</external-xref> note).</text>
				</paragraph></subsection><subsection id="H020133AFDC074051818A4A6655306805"><enum>(b)</enum><header>Selection of
			 sites</header><text display-inline="yes-display-inline">In selecting sites for
			 the centers of excellence under subsection (a), the Secretary of Defense shall
			 select entities that—</text>
				<paragraph id="H0C65323AD6654E69A2F260DA1C0DB3E8"><enum>(1)</enum><text>are equipped with
			 the specialized equipment needed to study, diagnose, and treat health
			 conditions relating to exposure to open burn pits and other environmental
			 exposures;</text>
				</paragraph><paragraph id="H3DD1FD02E74F423A8DBFD09C78915268"><enum>(2)</enum><text display-inline="yes-display-inline">have a publication track record of
			 post-deployment health exposures among veterans from Iraq and
			 Afghanistan;</text>
				</paragraph><paragraph id="HB9FF662D7DF04972BD897E6B4D5CAA39"><enum>(3)</enum><text>have collaborated
			 with a geosciences department that has a medical geology division;</text>
				</paragraph><paragraph id="H1E58D938D9114D0AB9D2982FF2454A9B"><enum>(4)</enum><text>have developed
			 animal models and in vitro models of dust immunology and lung injury from Iraq
			 and Afghanistan; and</text>
				</paragraph><paragraph id="HB36BA5A953284B7EA3E63272C2ECA3B0"><enum>(5)</enum><text>have expertise in
			 allergy and immunology, pulmonary diseases, and industrial and management
			 engineering.</text>
				</paragraph></subsection><subsection id="H08615033F2A5462F8AA6F8BE886B6E0F"><enum>(c)</enum><header>Partnerships</header><text>The
			 Secretary shall ensure that the centers collaborate to the maximum extent
			 practicable with the Secretary of Veterans Affairs, institutions of higher
			 education, and other appropriate public and private entities (including
			 international entities) to carry out the responsibilities specified in
			 subsection (d).</text>
			</subsection><subsection id="HDDAC9E3FA52F41A6A47D3E9F730EC68C"><enum>(d)</enum><header>Responsibilities</header><text>The
			 center shall have responsibilities as follows:</text>
				<paragraph id="H85AACE390E45407B9FC5DA26467F9C22"><enum>(1)</enum><text display-inline="yes-display-inline">To implement the comprehensive plan and
			 strategy for the Department of Defense for the prevention, diagnosis,
			 mitigation, treatment, and rehabilitation of health conditions relating to
			 exposure to open burn pits and other environmental exposures.</text>
				</paragraph><paragraph id="H5FEB705222CC4CDF99076AAFC826B891"><enum>(2)</enum><text display-inline="yes-display-inline">To provide for the development, testing,
			 and dissemination within the Department of best practices for the treatment of
			 health conditions relating to exposure to open burn pits and other
			 environmental exposures.</text>
				</paragraph><paragraph id="H342EE6EB49DE4A10A79F97BBBA4AB4C8"><enum>(3)</enum><text display-inline="yes-display-inline">To provide guidance for the health system
			 of the Department in determining the personnel required to provide quality
			 health care for members of the Armed Forces with health conditions relating to
			 exposure to open burn pits and other environmental exposures.</text>
				</paragraph><paragraph id="HB630AC7AA47A4318B2D27B30BF56CDFB"><enum>(4)</enum><text display-inline="yes-display-inline">To establish, implement, and oversee a
			 comprehensive program to train health professionals of the Department in the
			 treatment of health conditions relating to exposure to open burn pits and other
			 environmental exposures.</text>
				</paragraph><paragraph id="HD557FECCABC44CC1A1448F0D5D31B298"><enum>(5)</enum><text>To facilitate
			 advancements in the study of the short-term and long-term effects of exposure
			 to open burn pits and other environmental exposures.</text>
				</paragraph><paragraph id="HEA052185EC274EAEB56CCFA0247D16C3"><enum>(6)</enum><text display-inline="yes-display-inline">To disseminate within the military medical
			 treatment facilities of the Department best practices for training health
			 professionals with respect to health conditions relating to exposure to open
			 burn pits and other environmental exposures.</text>
				</paragraph><paragraph id="H750868FCA0944202A4DF5C8895642453"><enum>(7)</enum><text display-inline="yes-display-inline">To conduct basic science and translational
			 research on health conditions relating to exposure to open burn pits and other
			 environmental exposures for the purposes of understanding the etiology of such
			 conditions and developing preventive interventions and new treatments.</text>
				</paragraph><paragraph id="H47A6F14A748C49ACBCE4B980521E67DB"><enum>(8)</enum><text display-inline="yes-display-inline">To provide medical treatment to all
			 veterans identified as part of the burn pits registry established under section
			 201 of the Dignified Burial and Other Veterans' Benefits Improvement Act of
			 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/260">Public Law 112–260</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/38/527">38 U.S.C. 527</external-xref> note).</text>
				</paragraph></subsection><subsection id="H9B2EAF1AE36F494AB334A3424E0C9285"><enum>(e)</enum><header>Use of burn pits
			 registry data</header><text display-inline="yes-display-inline">In carrying out
			 its responsibilities under subsection (c), the center shall have access to and
			 make use of the data accumulated by the burn pits registry established under
			 section 201 of the Dignified Burial and Other Veterans' Benefits Improvement
			 Act of 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/260">Public Law 112–260</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/38/527">38 U.S.C. 527</external-xref> note).</text>
			</subsection><subsection id="H165A35E68B184A9D9BE864CC1D171B9F"><enum>(f)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
				<paragraph id="H077D027C7F6C46C1831BB332ECA7C659"><enum>(1)</enum><text display-inline="yes-display-inline">The term <quote>open burn pit</quote> means
			 an area of land located in Afghanistan or Iraq that—</text>
					<subparagraph id="H14F8573991E34F05B35E7F8A8F06892F"><enum>(A)</enum><text>is designated by
			 the Secretary of Defense to be used for disposing solid waste by burning in the
			 outdoor air; and</text>
					</subparagraph><subparagraph id="H5D4E9DE614DC46CE8EEDE3738DCD249E"><enum>(B)</enum><text>does not contain a
			 commercially manufactured incinerator or other equipment specifically designed
			 and manufactured for the burning of solid waste.</text>
					</subparagraph></paragraph><paragraph id="H14982C2EEEEA46458D9654502FDBA3F2"><enum>(2)</enum><text>The term
			 <quote>other environmental exposures</quote> means exposure to environmental
			 hazards, including burn pits, dust or sand, hazardous materials, and waste at
			 any site in Afghanistan or Iraq that emits smoke containing pollutants present
			 in the environment or smoke from fires or explosions.</text>
				</paragraph></subsection><subsection id="H56D42CEC8B8C44DCAA74E9E97BFB0F18"><enum>(g)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated to carry
			 out this section $30,000,000 for each of fiscal years 2014 through 2019.</text>
