		<official-title>To direct the Secretary of Transportation to issue
		  certain regulations with respect to motorcoach safety, and for other
		  purposes.</official-title>

		<section id="H2A5C313083B144EC99732D7B2F6AF58B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Motorcoach Safety, Accountability, and
			 Technology Act of 2013</short-title></quote>.</text>
		</section><section id="H9ED431C597944A76B2C474DCA6DCCE23"><enum>2.</enum><header>Brake performance
			 inspections</header><text display-inline="no-display-inline">Not later than 3
			 years after the date of enactment of this Act, the Secretary of Transportation
			 shall issue regulations to ensure that an individual conducts, before each trip
			 of a motorcoach carried out by a provider of motorcoach services, a brake
			 performance inspection for that motorcoach to ensure that the brake performance
			 satisfies all requirements under Federal law.</text>
		</section><section id="H2EA4E9504B1A4BCA9320D8E756DDE45F"><enum>3.</enum><header>Brake monitoring
			 systems</header><text display-inline="no-display-inline">Not later than 3 years
			 after the date of enactment of this Act, the Secretary of Transportation shall
			 issue regulations that—</text>
			<paragraph id="H0E7A0BD96E204E0A82748839686A7BAF"><enum>(1)</enum><text>establish minimum
			 performance standards for any electronic system onboard a motorcoach that is
			 used to monitor the performance of an air brake system of that motorcoach;
			 and</text>
			</paragraph><paragraph id="HDEB7156A1E344B7A88C0D180EE1DD893"><enum>(2)</enum><text>require that each
			 motorcoach with an air brake system, if manufactured after the date that is 2
			 years after the effective date of the standards established under paragraph
			 (1), be equipped with such an electronic system.</text>
			</paragraph></section><section id="H8063A70EBD9A4DC1947355837B8991AE"><enum>4.</enum><header>Automatic
			 emergency braking and collision warning systems</header><text display-inline="no-display-inline">Not later than 3 years after the date of
			 enactment of this Act, the Secretary of Transportation shall issue regulations
			 requiring that each motorcoach manufactured after the effective date of such
			 regulations be equipped with—</text>
			<paragraph id="H492FC87125F14BD1A66ADDD12FC37367"><enum>(1)</enum><text>an automatic
			 emergency braking system; and</text>
			</paragraph><paragraph id="HCB1AC1A3975C4FD6A538D249D8564223"><enum>(2)</enum><text>a
			 collision warning system.</text>
			</paragraph></section><section id="H3F688399D67E47D5A59C9A7FBF8D60AE"><enum>5.</enum><header>Lane departure
			 warning systems</header><text display-inline="no-display-inline">Not later than
			 3 years after the date of enactment of this Act, the Secretary of
			 Transportation shall issue regulations requiring that each motorcoach
			 manufactured after the effective date of such regulations, and with a gross
			 vehicle weight rating of more than 10,000 pounds, be equipped with a lane
			 departure warning system.</text>
		</section><section id="H1A7DD277F8504A7B86E430BDE1981083"><enum>6.</enum><header>Speed limiting
			 devices</header><text display-inline="no-display-inline">Not later than 3 years
			 after the date of enactment of this Act, the Secretary of Transportation shall
			 issue regulations requiring that each motorcoach manufactured after the
			 effective date of such regulations be equipped with a device that limits the
			 speed at which the motorcoach may travel to not more than 70 miles per
			 hour.</text>
		</section><section id="H8A3B3210B05144E488264A160FFF04BC"><enum>7.</enum><header>Additional
			 regulation requirements</header><text display-inline="no-display-inline">In
			 issuing regulations under sections 3, 4, 5, and 6 of this Act, the Secretary of
			 Transportation shall—</text>
			<paragraph id="H808DDABE04054310BB7FB2D44897583F"><enum>(1)</enum><text>require that the
			 technologies mandated for motorcoaches under those sections be tamper
			 resistant; and</text>
			</paragraph><paragraph id="H690E5DD35D004D7590C3AB9362FD82FF"><enum>(2)</enum><text>establish a
			 process for certifying compliance with the regulations.</text>
			</paragraph></section><section id="HE3566007D5CD41E8A853EB9ADB1615C3"><enum>8.</enum><header>Retrofitting</header>
			<subsection id="H5A615DF7FDA5449AA5E3EFCA0670D889"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Secretary of Transportation shall
			 conduct a study on the feasibility of requiring that motorcoaches, if not
			 manufactured with the technologies referenced in sections 3, 4, 5, and 6 of
			 this Act, be retrofitted with such technologies.</text>
			</subsection><subsection id="H46A43195AF8A4F20B13C2F1B0B60FC80"><enum>(b)</enum><header>Report</header><text>Not
			 later than 3 years after the date of enactment of this Act, the Secretary shall
			 submit to Congress a report on the findings of the study conducted under
			 subsection (a).</text>
			</subsection></section><section id="H25B82FDA713C4236891C3ABEE8B30B10"><enum>9.</enum><header>Regrooved,
			 recapped, and retreaded tires</header><text display-inline="no-display-inline">Not later than 3 years after the date of
			 enactment of this Act, the Secretary of Transportation shall issue regulations
			 that establish standards for the use of regrooved, recapped, or retreaded tires
			 on a motorcoach.</text>
		</section><section id="HFAAB51373B464172811AA48CD8CF2CF5"><enum>10.</enum><header>Motor carrier
			 safety assistance program</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/49/31102">Section 31102(b)(2)</external-xref> of title 49, United
			 States Code, is amended by striking subparagraph (X) and inserting the
			 following:</text>
			<quoted-block display-inline="no-display-inline" id="H81E4177A8DC54105B23CA50E3DCE2B8C" style="USC">
				<subparagraph id="HACF6DBA3F70B466C83298D134486791A"><enum>(X)</enum><text display-inline="yes-display-inline">except in the case of an imminent or
				obvious safety hazard, ensures that an inspection of a vehicle transporting
				passengers for a motor carrier of passengers is conducted at a station,
				terminal, border crossing, maintenance facility, destination, weigh station,
				rest stop, turnpike service area, or a location where adequate food, shelter,
				and sanitation facilities are available for passengers and reasonable
				accommodation is available for passengers with disabilities;
				and</text>
				</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H859A86D1911C440ABD98281E4BE39C10"><enum>11.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act, the following definitions
			 apply:</text>
			<paragraph id="HF205245A7F3643399CC3112DB2A1C64F"><enum>(1)</enum><header>Motorcoach</header><text display-inline="yes-display-inline">The term <term>motorcoach</term> has the
			 meaning given that term in section 32702(6) of MAP–21, except that the
			 reference in such section to section 3038(a)(3) of the Transportation Equity
			 Act for the 21st Century (<external-xref legal-doc="usc" parsable-cite="usc/49/5310">49 U.S.C. 5310</external-xref> note) shall be treated as referring to
			 such section 3038(a)(3) as in effect on the day before the date of enactment of
			 MAP–21.</text>
			</paragraph><paragraph id="HAA1EE3BF30F2491FB4601AB670D837D7"><enum>(2)</enum><header>Provider of
			 motorcoach services</header><text>The term <term>provider of motorcoach
			 services</term> has the meaning given that term in section 32702(10) of MAP–21,
			 except that the term <term>motorcoach</term>, as used in such section, shall be
			 treated as having the meaning given such term under paragraph (1) of this
			 section.</text>
