		<section id="HB748893073224121BBF314020FF065CA" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="HB736B87AE2BC41AAA290AE6F2176C056"><enum>(1)</enum><text display-inline="yes-display-inline">The opposition forces in Syria include the
			 Al-Nusra Front, the Muslim Brotherhood of Syria, and other jihadist
			 organizations.</text>
			</paragraph><paragraph id="H7AA0F7257F90442EBBCC31B16068C306"><enum>(2)</enum><text>The Al-Nusra Front
			 has pledged allegiance to al-Qaeda and has been designated a terrorist
			 organization by the United States.</text>
			</paragraph><paragraph id="H62915A9AE8864DC8957A45ABED949914"><enum>(3)</enum><text>United States law
			 prohibits the transfer of funds or material assistance to known terrorist
			 organizations.</text>
			</paragraph><paragraph id="HCD8A266C40CB46FBAD78374C13C8C64C"><enum>(4)</enum><text>The Obama
			 Administration has not outlined a clear and definitive plan for United States
			 involvement in Syria.</text>
			</paragraph></section><section id="H1743071A6EED42EB95494B970ACA79B4" section-type="subsequent-section"><enum>2.</enum><header>Prohibition on
			 military assistance to opposition forces in Syria</header><text display-inline="no-display-inline">No funds made available to the Department of
			 Defense or any other United States Government department or agency may be
			 obligated or expended to provide military assistance to opposition forces in
			 Syria.</text>
