		<official-title>To amend the Internal Revenue Code of 1986 to allow a
		  $1,000 refundable credit for individuals who are bona fide volunteer members of
		  volunteer firefighting and emergency medical service
		  organizations.</official-title>

		<section id="HF008E6B93914474CB79A38BACC418424" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Supporting Emergency Responders
			 Volunteer Efforts Act of 2013</short-title></quote> or the <quote><short-title>SERVE Act of 2013</short-title></quote>.</text>
		</section><section id="H0EB639AE158A4B98B7EC05DC869F07EA"><enum>2.</enum><header>Refundable credit
			 for bona fide volunteer members of volunteer emergency response
			 organizations</header>
			<subsection id="HE06A6CE4A388465C8A1A501D088E4700"><enum>(a)</enum><header>In
			 general</header><text>Subpart C of part IV of subchapter A of chapter 1 of the
			 Internal Revenue Code of 1986 (relating to refundable credits) is amended by
			 inserting after section 36C the following new section:</text>
				<quoted-block id="H5E8E85B436014199803D1BCB60AC09B2" style="OLC">
					<section id="HCBBF1DDAEDC14B1EB2B86D38CEC14766"><enum>36D.</enum><header>Bona fide
				volunteer members of volunteer emergency response organizations</header>
						<subsection id="HC4EEE519ECEC493B9049DB8460C45953"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">In the case of any
				individual who—</text>
							<paragraph id="HFBE9E14839634026BCFCE2440B61A637"><enum>(1)</enum><text>is a bona fide
				volunteer of a qualified volunteer emergency response organization, and</text>
							</paragraph><paragraph id="H28E471676BA84830898D57397BBA4480"><enum>(2)</enum><text>meets the
				requirements of subsection (b) for the taxable year,</text>
							</paragraph><continuation-text continuation-text-level="subsection">there
				shall be allowed as a credit against the tax imposed by this subtitle an amount
				equal to $1,000.</continuation-text></subsection><subsection id="H35762A343DB74EE5917BAF688FFFDD00"><enum>(b)</enum><header>Service
				requirements</header>
							<paragraph id="H85177CAC00624EDFB8A6FE12361E13D8"><enum>(1)</enum><header>In
				general</header><text>An individual meets the requirements of this subsection
				for any taxable year if such individual—</text>
								<subparagraph id="H05562F17473A473E8A3283F6745D25D3"><enum>(A)</enum><text>has served as a
				bona fide volunteer performing qualified services for the qualified volunteer
				emergency response organization for more than 6 months in such taxable year,
				and</text>
								</subparagraph><subparagraph id="HC52E45CEB9E64344A39562C43DD797F5"><enum>(B)</enum><text>has provided more
				than 40 hours of such services—</text>
									<clause id="HAA0077B357734DCDA56A99C775D972DC"><enum>(i)</enum><text display-inline="yes-display-inline">actively engaged in the prevention,
				control, or extinguishment of fires or response to emergency situations where
				life, property, or the environment is at risk, or</text>
									</clause><clause id="H02C8C1FD605D46919F1B6A354C2C4D0D"><enum>(ii)</enum><text>stationed at the
				premises of the qualified volunteer emergency response organization in
				anticipation of being so actively engaged.</text>
									</clause></subparagraph></paragraph><paragraph id="H989163B239954954BF8D57E1506986D3"><enum>(2)</enum><header>Qualified
				services</header><text display-inline="yes-display-inline">For purposes of this
				subsection—</text>
								<subparagraph id="HC76BBBEE55BE48E79A08CD1892FFA86F"><enum>(A)</enum><header>In
				general</header><text>The term <term>qualified services</term> means fire
				fighting and prevention services, emergency medical services, and ambulance
				services.</text>
								</subparagraph><subparagraph id="HF86FDF81970B47C091D642E43AC43DD1"><enum>(B)</enum><header>Training and
				certification requirements</header><text>An individual shall not be treated as
				performing qualified services unless such individual meets all applicable
				training and certification requirements of the qualified volunteer emergency
				response organization for which such services are performed.</text>
								</subparagraph></paragraph></subsection><subsection id="HE2DE568087AC4A6CBC25B1EB69973D40"><enum>(c)</enum><header>Definitions</header><text>For
				purposes of this section—</text>
							<paragraph id="H426ECE7569D5421BB7E597E524358333"><enum>(1)</enum><header>Bona fide
				volunteer</header><text>The term <term>bona fide volunteer</term> has the
				meaning given such term by section 457(e)(11)(B)(i).</text>
							</paragraph><paragraph id="H69B2A75BC464422397BB54E3D4032071"><enum>(2)</enum><header>Qualified
				volunteer emergency response organization</header><text>The term
				<term>qualified volunteer emergency response organization</term> has the
				meaning given such term by section
				139B(c)(3).</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H98213F30AD0B4DE987BD5CFE11CE6295"><enum>(b)</enum><header>Conforming
			 amendments</header>
				<paragraph id="HB48B96C0FB0349E69AFAB2A97FCDA8D6"><enum>(1)</enum><text>Paragraph (2) of
			 <external-xref legal-doc="usc" parsable-cite="usc/31/1324">section 1324(b)</external-xref> of title 31, United States Code, is amended by inserting
			 <quote>36D,</quote> after <quote>36B,</quote>.</text>
				</paragraph><paragraph id="H62210E1D022D4B189402DD92C99FA132"><enum>(2)</enum><text>The table of
			 sections for subpart C of part IV of subchapter A of chapter 1 of the Internal
			 Revenue Code of 1986 is amended by inserting after the item relating to section
			 36C the following new item:</text>

						</toc>
						<after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H68E23CDA0380466181F4A8BE16905F09"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to taxable
			 years beginning after the date of the enactment of this Act.</text>
