		<official-title>To provide for the repayment of amounts borrowed by
		  Fannie Mae and Freddie Mac from the Treasury of the United States, together
		  with interest, over a 30-year period, and for other purposes.</official-title>

		<section id="HE11EEC56AD064A508D3F6AFBDF47F71B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Let the GSEs Pay Us Back Act of
			 2013</short-title></quote>.</text>
		</section><section id="H6FF72BD770EE4AE88D66B52E9BA374C5"><enum>2.</enum><header>Repayment of
			 Treasury borrowing</header><text display-inline="no-display-inline">The
			 Secretary of the Treasury and each enterprise (acting through the conservator
			 for the enterprise appointed pursuant to section 1367 of the Federal Housing
			 Enterprises Financial Safety and Soundness Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/12/4617">12 U.S.C. 4617</external-xref>)) shall
			 enter into an agreement with that modifies the Preferred Stock Purchase
			 Agreement for such enterprise to provide as follows:</text>
			<paragraph id="H53EAB5FC730D441CAAEC2B94D8CF7CFB"><enum>(1)</enum><header>Termination of
			 dividends</header><text>That after such modification, any Senior Preferred
			 Stock purchased under such Agreement by the Department of the Treasury shall
			 not accrue further dividends.</text>
			</paragraph><paragraph id="H5A519D68DAF747BAABA618105022C905"><enum>(2)</enum><header>Treatment of
			 enterprise draws on Treasury</header><text display-inline="yes-display-inline">That any amounts received, before or after
			 such modification, during a single year by the enterprise as a draw on the
			 commitment made by the Department of the Treasury under such an Agreement,
			 shall be treated as a loan made by the Treasury to the enterprise that—</text>
				<subparagraph id="H2BE467AD35194B34B78E9B14169111A1"><enum>(A)</enum><text>was originated on
			 the date of the last such draw during such year;</text>
				</subparagraph><subparagraph id="H00E0E6EB912D408394FE3845C4947475"><enum>(B)</enum><text>has an original
			 principal obligation in an amount equal to the aggregate amount of such
			 draws;</text>
				</subparagraph><subparagraph id="HE440675287374ADBAC1C85538E832C74"><enum>(C)</enum><text>has a term to
			 maturity of 30 years;</text>
				</subparagraph><subparagraph id="H848E12C72D20493FA7FB1B2136197370"><enum>(D)</enum><text>has an annual
			 interest rate of 5 percent for the entire term of the loan;</text>
				</subparagraph><subparagraph id="H4317C9C522214EFBAC025AFE0EEE0334"><enum>(E)</enum><text>has terms that
			 provide for full amortization of the loan over such term to maturity;
			 and</text>
				</subparagraph><subparagraph id="H51C59855993248BC96C25B621658BDAC"><enum>(F)</enum><text>shall be repaid by
			 the enterprise in accordance with the amortization schedule established for the
			 loan pursuant to subparagraph (E) of this paragraph, subject to paragraph
			 (3).</text>
				</subparagraph></paragraph><paragraph id="H9436A17653B14B42BD5021662E4AF456"><enum>(3)</enum><header>Treatment of
			 dividends paid</header><text>That any dividends paid by the enterprise to the
			 Department of the Treasury under the Senior Preferred Stock Agreement before
			 such modification of such Agreement shall be treated as payments of principal
			 and interest due under the loan referred to in paragraph (2), and shall be
			 credited against payments due under the terms of such loan (in accordance with
			 the amortization schedule established for such loan pursuant to paragraph
			 (2)(E)), first to such loan have the earliest origination date that has not yet
			 been fully repaid until such loan is repaid, and then to the next such loan
			 having the next earliest origination date until such loan is repaid.</text>
			</paragraph></section><section id="H4FB856E0892E41F4B67C3235DC290395"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">For purposes of this Act, the following
			 definitions shall apply:</text>
			<paragraph id="H6256D46C85444D989CA96A05484DC670"><enum>(1)</enum><header>Enterprise</header><text display-inline="yes-display-inline">The term <term>enterprise</term> has the
			 meaning given such term in section 1303 of the Federal Housing Enterprises
			 Financial Safety and Soundness Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/12/4502">12 U.S.C. 4502</external-xref>).</text>
			</paragraph><paragraph id="H5E5E5D5C2B1146458EEC76A324CDEC72"><enum>(2)</enum><header>Preferred stock
			 purchase agreement</header><text display-inline="yes-display-inline">The term
			 <term>Preferred Stock Purchase Agreement</term> means, with respect to an
			 enterprise, the Amended and Restated Senior Preferred Stock Purchase
			 Agreements, dated September 26, 2008, amended May 6, 2009, further amended
			 December 24, 2009, and further amended December 24, 2009 (as such agreements
			 may be further amended), between the United States Department of the Treasury
			 and such enterprise.</text>
			</paragraph></section></legis-body>
