		<official-title>To require the Director of National Intelligence to
		  conduct a study on the use of contractors for intelligence activities, and for
		  other purposes.</official-title>

		<section id="H6F7D9045C9CF42B49ED989C419B8F394" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Civilian Contractors Engaged in
			 Intelligence Activities Reduction Act of 2013</short-title></quote>.</text>
		</section><section id="H3C67160BB8C84781A05578502A6223EB"><enum>2.</enum><header>Director of
			 National Intelligence study on the use of contractors in the conduct of
			 intelligence activities</header>
			<subsection id="H04BEBEC44380420EBCF63B4D6CC2E837"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Director of National Intelligence shall
			 conduct a study to ascertain the extent to which contractors are used in the
			 conduct of intelligence activities and the type of information to which such
			 contractors are exposed or have access.</text>
			</subsection><subsection id="H40AF8A5E409E4A1F984A5EBD0D1E5223"><enum>(b)</enum><header>Report</header><text>Not
			 later than December 31, 2013, the Director of Intelligence shall submit to
			 Congress a report containing—</text>
				<paragraph id="HFC155C687C6242C48E63DD17A1A50E7E"><enum>(1)</enum><text>the results of the
			 study conducted under subsection (a); and</text>
				</paragraph><paragraph id="H122C4C553F674CF9889E1281BE4D205E"><enum>(2)</enum><text display-inline="yes-display-inline">a plan for reducing by 25 percent the
			 number of contractors to the intelligence community with top secret security
			 clearances that are engaged in intelligence activities (including intelligence
			 analysis).</text>
				</paragraph></subsection><subsection id="H09EA1BA4014B41319DC550073EBBE12B"><enum>(c)</enum><header>Reduction of
			 contractors</header><text display-inline="yes-display-inline">Not later than
			 December 31, 2014, the Director of National Intelligence shall reduce the
			 number of contractors to the intelligence community with top secret security
			 clearances that are engaged in intelligence activities (including intelligence
			 analysis) as of the date of the enactment of this Act by 25 percent.</text>
			</subsection><subsection id="H0850901239414B8FA383C3BBE1EAB1E5"><enum>(d)</enum><header>Intelligence
			 community defined</header><text>In this section, the term <quote>intelligence
			 community</quote> has the meaning given the term in section 3(4) of the
			 National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3003">50 U.S.C. 3003(4)</external-xref>).</text>
