		<section id="H8A2D36519E9C4FCDA7EBB01CE2CFE029" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Educating Tomorrow's Engineers
			 Act</short-title></quote>.</text>
		</section><title id="H919DDEEFACC84E748BAB048C6A25FDE9"><enum>I</enum><header>Amendments to the
			 Elementary and Secondary Education Act of 1965</header>
			<part id="H5CFCF2B3F99C4F9ABDA588CA49741DF9"><enum>A</enum><header>Engineering
			 standards and assessments</header>
				<section id="H20521521D6324A27A02FC43F4EC65B58"><enum>111.</enum><header>Academic
			 standards, academic assessments, and accountability</header><text display-inline="no-display-inline">Section 1111(b) of the Elementary and
			 Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6311">20 U.S.C. 6311(b)</external-xref>) is amended—</text>
					<paragraph id="H6B420A6D68B54290954BEF475C543B9E"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1), by adding at the end the
			 following:</text>
						<quoted-block display-inline="no-display-inline" id="H7C9CA86E4A4F415096316C82A195EE87" style="OLC">
							<subparagraph id="H8A3F7D2222EF46EF88EC3EC250D567CC"><enum>(G)</enum><header>Integration of
				engineering skills and practices into science standards</header><text>By not
				later than the 2016–2017 school year, each State plan shall demonstrate that
				the State has incorporated engineering design skills and practice into the
				State science challenging academic content standards and student academic
				achievement standards that are required under this
				paragraph.</text>
							</subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</paragraph><paragraph id="H585CEAB0D5944EC797BB19FFE87809E1"><enum>(2)</enum><text>in paragraph
			 (3)(C)(v)(II), by inserting <quote>(including, beginning not later than the
			 2016–2017 school year, engineering design skills and practices)</quote> after
			 <quote>science</quote>.</text>
					</paragraph></section><section id="H115BECD61F844FA99F9FF84CACC48C0F"><enum>112.</enum><header>Grants for
			 State assessments and related activities</header><text display-inline="no-display-inline">Section 6111(1) of the Elementary and
			 Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7301">20 U.S.C. 7301(1)</external-xref>) is amended by inserting
			 <quote>, including the integration of engineering concepts into science
			 assessments,</quote> before <quote>and standards</quote>.</text>
				</section></part><part id="HD35CAA0B398846219EC729F48F4431AE"><enum>B</enum><header>Professional
			 development and instructional materials</header>
				<section id="H4BCDC7626069419EBBF6243FF9B602D4"><enum>121.</enum><header>Teacher and
			 principal training and recruiting fund</header><text display-inline="no-display-inline">Section 2113 of the Elementary and Secondary
			 Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6613">20 U.S.C. 6613</external-xref>) is amended—</text>
					<paragraph id="HF900941D49B5478994DB0D7AD53DE29E"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)—</text>
						<subparagraph id="HA0A306B4A01D486B9064B73BD97A1EAE"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking
			 <quote>95</quote> and inserting <quote>85</quote>;</text>
						</subparagraph><subparagraph id="H5CB5541D0AEE41B8AA43330D112D18C9"><enum>(B)</enum><text>in paragraph (2),
			 by striking <quote>and</quote> after the semicolon;</text>
						</subparagraph><subparagraph id="H2C56075895AF45B7B1C2509AEF10AACE"><enum>(C)</enum><text>by redesignating
			 paragraph (3) as paragraph (4); and</text>
						</subparagraph><subparagraph id="H4BED48F7CB7C4E07B3FBC86B07B07FC6"><enum>(D)</enum><text>by inserting after
			 paragraph (2) the following:</text>

								<paragraph id="HD08117B2D2494A1A90D63059A7DCE847"><enum>(3)</enum><text>reserve 10 percent
				of the funds made available through the grant to make subgrants in accordance
				with subsection (e);
				and</text>
								</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
						</subparagraph></paragraph><paragraph id="H6D2CC9744B4F40948682154A0BAD74AD"><enum>(2)</enum><text>by redesignating
			 subsections (e) and (f) as subsections (f) and (g), respectively; and</text>
					</paragraph><paragraph id="HCA9058AE7D5C403E95D17CB110A098D0"><enum>(3)</enum><text>by inserting after
			 subsection (d) the following:</text>

							<subsection id="H0DF6A05CAD714105992747BA283E27E5"><enum>(e)</enum><header>STEM
				professional development and instructional materials grants</header><text>A
				State educational agency that receives a grant under this part shall use the
				funds described in subsection (a)(3) to award grants, on a competitive basis,
				to nonprofit organizations, and other entities, with expertise and a
				demonstrated record of success in STEM fields to enable such organizations and
				entities to develop and provide professional development and instructional
				materials for STEM in the
				State.</text>

					</paragraph></section><section id="H0CDCA13DD6A14DBAB20F08ED0CDA7717"><enum>122.</enum><header>STEM
			 partnerships</header><text display-inline="no-display-inline">Part B of title
			 II of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 6661 et
			 seq.) is amended—</text>
					<paragraph id="H2E62C6AC39F14FB1AD47A61735CB51DB"><enum>(1)</enum><text>in the part
			 heading, by striking <quote><header-in-text level="part" style="OLC">Mathematics and science partnerships</header-in-text></quote> and
			 inserting <quote><header-in-text level="part" style="OLC">Stem
			 partnerships</header-in-text></quote>;</text>
					</paragraph><paragraph id="H7F22E4632EDD49FF9AFEC482EE15C6AA"><enum>(2)</enum><text>in section
			 2201—</text>

				<section id="H91BFF5E076C34EC1853A98DC727DA100"><enum>131.</enum><header>21st century
			 learning centers</header><text display-inline="no-display-inline">Section
			 4205(a)(2) of the Elementary and Secondary Education Act of 1965 (20 U.S.C.
			 7175(a)(2)) is amended by striking <quote>mathematics and science</quote> and
			 inserting <quote>STEM</quote>.</text>
				</section></part><part id="H3CBE9674704241078B6EFD5BD51DFA7D"><enum>D</enum><header>Rural
			 education</header>
				<section id="H1F93E3FAE6C040F384C4B259AE390726"><enum>141.</enum><header>Rural and
			 low-income school program</header><text display-inline="no-display-inline">Section 6222(a)(2) of the Elementary and
			 Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6351a">20 U.S.C. 6351a(a)(2)</external-xref>) is amended by inserting
			 <quote>and professional development in the area of engineering
			 education</quote> before the period at the end.</text>
				</section></part><part id="HA7F67B9221EC4D53992F3A00B2F699BB"><enum>E</enum><header>General
			 provisions</header>
				<section id="HDF940D4AFDB14C4ABBEC9DE5C27F3F62"><enum>151.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 9101 of the Elementary and Secondary
			 Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>) is amended—</text>
					<paragraph id="H101675C2E11949DDB0075AEDED7ED293"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (37) through
			 (43) as paragraphs (38) through (44), respectively; and</text>
					</paragraph><paragraph id="H12BF093EAB7B48B3BED6E4EEF7E05208"><enum>(2)</enum><text>by inserting after
			 paragraph (37) the following:</text>
						<quoted-block display-inline="no-display-inline" id="H0345A09079234FC9BA32A8372DC57C90" style="OLC">

					</paragraph></section></part></title><title id="HB4B2962FC9F44F5E924E99E6AE77489A"><enum>II</enum><header>Amendments to the
			 Education Science Reform Act of 2002</header>
			<section id="HE8A818F647B746019D664673FB33C386"><enum>201.</enum><header>National center
			 for education research</header><text display-inline="no-display-inline">The
			 Education Sciences Reform Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/20/9501">20 U.S.C. 9501 et seq.</external-xref>) is
			 amended—</text>
				<paragraph id="HC8ECE47091B54A61B480AA8CD6B06808"><enum>(1)</enum><text display-inline="yes-display-inline">in section 131(b)(1)(C) (20 U.S.C.
			 9531(b)(1)(C)), by striking <quote>mathematics, science,</quote> and inserting
			 <quote>STEM (as defined in section 9101 of the Elementary and Secondary
			 Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>)),</quote>; and</text>
				</paragraph><paragraph id="H03129FA5982F47D9B2010782118C783B"><enum>(2)</enum><text display-inline="yes-display-inline">in section 133(a)(11) (20 U.S.C.
			 9533(a)(11)) by striking <quote>mathematics and science</quote> and inserting
			 <quote>STEM (as defined in section 9101 of the Elementary and Secondary
			 Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>))</quote>.</text>
				</paragraph></section><section id="H735BB5D702864A94AD12BDDBD0375658"><enum>202.</enum><header>Research on
			 engineering education</header>
				<subsection id="H167BAF1BCBD64523AD9DB419BED57E8A"><enum>(a)</enum><header>In
			 general</header><text>The Secretary of Education, acting through the Director
			 of the Institute of Education Sciences, shall support, directly or through
			 grants or contracts, research on engineering education, including studies and
			 evaluations that—</text>
					<paragraph id="H50242D2D20A24D1AB86069AEB83E5834"><enum>(1)</enum><text>identify and
			 assess how science inquiry and mathematical reasoning can be connected to
			 engineering design in kindergarten through grade 12 curricula and teacher
			 professional development;</text>
					</paragraph><paragraph id="H800E428C57BA40F795A3482B22400EB5"><enum>(2)</enum><text>identify best
			 practices and promising innovations in the field of kindergarten through grade
			 12 engineering education; and</text>
					</paragraph><paragraph id="H43A0B441800A476DB16E8029786B1202"><enum>(3)</enum><text>include any other
			 information or assessments the Secretary of Education may require.</text>
					</paragraph></subsection><subsection id="HDDA093F5809C4A0E8C29009F59F77F7D"><enum>(b)</enum><header>Dissemination</header><text>The
			 Secretary of Education shall, based on the results of the research described in
			 subsection (a), disseminate information and analysis to the public, and provide
			 technical assistance to State educational agencies, on best practices and
			 promising innovations in the field of kindergarten through grade 12 engineering
			 education.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="H008439F64D734A44B703AFF0B41EC90B"><enum>(c)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated to carry
			 out this section such sums as may be necessary for each of fiscal years 2014
			 through 2018.</text>
