		<official-title>To amend the Public Health Service Act to provide for the
		  national collection of data on stillbirths in a standardized manner, and for
		  other purposes.</official-title>

		<section id="H1CD9428B88A84EE781F9D1F71AA0024E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Stillbirth Awareness and Research Act
			 of 2013</short-title></quote>.</text>
		</section><section id="H7BA8B875EB824D5588A53B815027FB3E"><enum>2.</enum><header>National
			 stillbirth registry</header><text display-inline="no-display-inline">Part B of
			 title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/243">42 U.S.C. 243 et seq.</external-xref>) is amended
			 by inserting after section 317T the following:</text>
			<quoted-block display-inline="no-display-inline" id="HF982717D151E4DB3818123F07F68FCD8" style="OLC">
				<section id="H61C9B3DD203A480FA924500D78170411"><enum>317U.</enum><header>National
				stillbirth registry</header>
					<subsection id="H7CD5FCDDD7764602A28D0EF37A637A41"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">For the purposes described in subsection
				(b), the Secretary, acting through the Director of the Centers for Disease
				Control and Prevention, shall, by grant or contract, establish and maintain a
				scientific registry of stillbirths in the United States (in this section
				referred to as the <term>registry</term>).</text>
					</subsection><subsection id="HF633B6DB8AEC4AB8847A22978B5CAEB5"><enum>(b)</enum><header>Purposes</header><text>The
				purposes of the registry are—</text>
						<paragraph id="H98330A1CA0DC4ABFAD1F7240FB2E9C5C"><enum>(1)</enum><text>to provide a
				national repository for reporting and maintaining in a consistent manner data
				on stillbirths; and</text>
						</paragraph><paragraph id="HDE2BDDC053914C439C250261CBFCA4B1"><enum>(2)</enum><text>to make such data
				available for research on the causes and prevention of stillbirths.</text>
						</paragraph></subsection><subsection id="H2653382E84194C1EA4ABFA614D457B6A"><enum>(c)</enum><header>Content</header><text display-inline="yes-display-inline">The registry shall include, with respect to
				each stillbirth, information on the stillborn fetus and the mother’s health and
				pregnancy as collected and submitted by States on the U.S. Standard Report of
				Fetal Death. In submitting such information, the Director of the Centers for
				Disease Control and Prevention shall require States to use the standard
				definition of stillbirth and the standard protocol for stillbirth data
				collection and surveillance as determined pursuant to subsection (d).</text>
					</subsection><subsection id="HFCA527ECDF5C49D39A9CA9C30E88F912"><enum>(d)</enum><header>Determination of
				standard stillbirth definition and protocol</header>
						<paragraph id="HEDF4CD73125145E49D391A7F5B74D6B2"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">For purposes of this
				section, the Secretary shall provide for the development of the
				following:</text>
							<subparagraph id="HC4F2309A00454879AA56AFCD29CCF79C"><enum>(A)</enum><text>A standard
				definition of stillbirth.</text>
							</subparagraph><subparagraph id="H8C135FCF4F4D4C1790A096591237A22F"><enum>(B)</enum><text>A standard
				protocol for stillbirth data collection and surveillance.</text>
							</subparagraph></paragraph><paragraph id="H222E6953764A4B41ADBABC7C6A8F29BA"><enum>(2)</enum><header>Consultation</header><text>The
				Secretary shall ensure that the standard definition and protocol described in
				paragraph (1) are developed under such paragraph in a manner that ensures the
				consultation of representatives of health care organizations, State and local
				governments, and other interested entities specified by the
				Secretary.</text>
						</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HB9CD0DC558904146ADE38E52CD896C8E"><enum>3.</enum><header>Sense of Congress
			 on NIH funding for stillbirth research</header><text display-inline="no-display-inline">It is the sense of the Congress that the
			 Director of the National Institutes of Health should increase the allocation of
			 funds and other resources for stillbirth research.</text>
		</section><section id="H02452056CBE54EB7B2E0B91858F5AE38"><enum>4.</enum><header>National public
			 awareness campaign</header>
			<subsection id="HB481BD7774BE44AE94CF986CE55D4F76"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary of
			 Health and Human Services shall carry out a national campaign to increase
			 public awareness and knowledge of stillbirths and public and State awareness of
			 the standard stillbirth definition and standard protocol for stillbirth data
			 collection and surveillance under section 317U of the Public Health Service
			 Act, as added by section 2.</text>
			</subsection><subsection id="H3B4C1D47F4E2426EA9B222F43E28E792"><enum>(b)</enum><header>Measures To
			 reduce the incidence of stillbirths</header><text display-inline="yes-display-inline">Activities under the national campaign
			 under subsection (a) shall include—</text>
				<paragraph id="HF3A5928E523744AF8A934AF715B115BE"><enum>(1)</enum><text display-inline="yes-display-inline">the dissemination of information on
			 measures for mothers to maintain a healthy pregnancy and assess fetal
			 health;</text>
				</paragraph><paragraph id="H7A701A1F493B45EEB400511CF0B96B70"><enum>(2)</enum><text display-inline="yes-display-inline">the dissemination of information on good
			 prenatal care practices such as not drinking alcohol or smoking; and</text>
				</paragraph><paragraph id="H969D9B80938D4E3582D541FF966D89A4"><enum>(3)</enum><text display-inline="yes-display-inline">the promotion of the use of proactive steps
			 to monitor (or ascertain) a baby’s well-being, including the monitoring of
			 fetal movement beginning at approximately 28 weeks into the pregnancy.</text>
				</paragraph></subsection></section><section id="H6CBB4EDD45884DCC8F7A53833461A72C"><enum>5.</enum><header>Authorization of
			 appropriations</header>
			<subsection id="H3E1AC0E6B85E4F08B15056B4BB47EF12"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">To carry out this Act
			 and the amendment made by this Act, there is authorized to be appropriated
			 $5,000,000 for each of fiscal years 2014 through 2018.</text>
			</subsection><subsection id="HED9C146E6FC54A8C9A4A8F87462506BF"><enum>(b)</enum><header>Corresponding
			 reduction</header><text display-inline="yes-display-inline">The aggregate
			 amount authorized to be appropriated by other provisions of law to the Centers
			 for Disease Control and Prevention for business services support is reduced by
			 $5,000,000 for each of fiscal years 2014 through 2018.</text>
