		<official-title>To amend title 38, United States Code, to direct the
		  Secretary of Veterans Affairs to make available for purchase Department of
		  Veterans Affairs memorial headstones and markers for members of reserve
		  components who performed certain training.</official-title>

		<section id="H2DFD1CF4F2C24A59BA55C769875AE6D0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Guard
			 Units And Reservists Deserve Remembrance Act</quote>.</text>
		</section><section id="H7513572058D14C0C93461138CC313438"><enum>2.</enum><header>Availability for
			 purchase of Department of Veterans Affairs memorial headstones and markers for
			 members of reserve components who performed certain training</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/2306">Section 2306</external-xref> of title 38, United States
			 Code, is amended by adding at the end the following new subsection:</text>
			<quoted-block id="HD87E0C7DE7024F3683F465C2CB463F02" style="OLC">
				<subsection id="H6781D60862854EE08CC0FF369E722D2F"><enum>(i)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H430D21C8167A468C86F9C5C37971F1DD"><enum>(1)</enum><text>The Secretary shall make
				available for purchase a memorial headstone or marker for the marked or
				unmarked grave of an individual described in paragraph (2) or for the purpose
				of commemorating such an individual whose remains are unavailable.</text>
					</paragraph><paragraph id="H19F377FC64204E0DA35AC03DE0D2A885" indent="up1"><enum>(2)</enum><text>An individual described in this
				paragraph is an individual who—</text>
						<subparagraph id="H122530F7F7BB40B6BFE5CED2A2FA034E"><enum>(A)</enum><text>as a member of a United States
				National Guard or Reserve component performed inactive duty training or active
				duty for training for at least 6 years but did not serve on active duty;
				and</text>
						</subparagraph><subparagraph id="H24DF4F37A54A4089A06F15ADCC97A228"><enum>(B)</enum><text>is not otherwise ineligible for a
				memorial headstone or marker on account of the nature of the individual’s
				separation from the Armed Forces or other cause.</text>
						</subparagraph></paragraph><paragraph id="H512189CDD70046FD85516C3EBA99C563" indent="up1"><enum>(3)</enum><text>A headstone or marker for the grave
				of an individual may be purchased under this subsection by—</text>
						<subparagraph id="H2FAD9E079FC54E7E867CF286C4CC7C49"><enum>(A)</enum><text display-inline="yes-display-inline">the individual;</text>
						</subparagraph><subparagraph id="H7C06CB11D90B4EA485CE6CB2DCE382D3"><enum>(B)</enum><text>the surviving spouse, child, sibling,
				or parent of the individual; or</text>
						</subparagraph><subparagraph id="HB5D43A688F2945F599E7C391AE4F95FB"><enum>(C)</enum><text>an individual other than the next of
				kin, as determined by the Secretary of Veterans Affairs.</text>
						</subparagraph></paragraph><paragraph id="HB78C2E65AB364B5FB787AD0529E0B238" indent="up1"><enum>(4)</enum><text display-inline="yes-display-inline">In establishing the prices of the
				headstones and markers made available for purchase under this section, the
				Secretary shall ensure the prices are sufficient to cover the costs associated
				with the production and delivery of such headstones and markers.</text>
					</paragraph><paragraph id="H3F6D26BE8148464489884961E31D8CE0" indent="up1"><enum>(5)</enum><text display-inline="yes-display-inline">No person may receive any benefit under the
				laws administered by the Secretary of Veterans Affairs solely by reason of this
				subsection.</text>
					</paragraph><paragraph id="H27450C56FB98485CB08497F79CA14D75" indent="up1"><enum>(6)</enum><text>This subsection does not authorize
				any new burial benefit for any person or create any new authority for any
				individual to be buried in a national cemetery.</text>
					</paragraph><paragraph id="HE037E2A85AE44745B4765AC0E78FC154" indent="up1"><enum>(7)</enum><text>The Secretary shall coordinate with
				the Secretary of Defense in establishing procedures to determine whether an
				individual is an individual described in paragraph
				(2).</text>
