		<official-title>To amend title I of the Omnibus Crime Control and Safe
		  Streets Act of 1968 to allow funds provided under the Matching Grant Program
		  for School Security to be used to improve information sharing between law
		  enforcement and schools, and for other purposes.</official-title>

		<section id="HF8A82FCEDA8A4511A1C92CD9EBF44861" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Multi-Hazard School Disaster Planning
			 and Response Act of 2013</short-title></quote>.</text>
		</section><section id="HA7AAC19D7E0A4BFB8D060E4910CD98B4"><enum>2.</enum><header>Expanding
			 permissible uses of funds under the Matching Grant Program for School Security
			 to improve information sharing between law enforcement and schools</header>
			<subsection id="H7270E02831A443D696FB98B660A2ADEA"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 2701 of title
			 I of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C.
			 3797a(b)) is amended—</text>
				<paragraph id="HEDDC729C95C049D79459712CC64B4539"><enum>(1)</enum><text>in subsection
			 (b)—</text>
					<subparagraph id="H75C6D99901DF4B7487D26076DF0F9F82"><enum>(A)</enum><text>by redesignating
			 paragraph (5) as paragraph (6); and</text>
					</subparagraph><subparagraph id="HBCA90F176D7E4011B89316D3DA364E1E"><enum>(B)</enum><text>by inserting after
			 paragraph (4) the following new paragraph:</text>
						<quoted-block display-inline="no-display-inline" id="HB9FD965B3A33425BA1F3CC7C164D1330" style="OLC">
							<paragraph id="HA107E6CA829E4750AC465B14DE7A3C99"><enum>(5)</enum><text display-inline="yes-display-inline">Any law enforcement and school information
				sharing activity described in subsection
				(g)(1).</text>
							</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HDDF682F7697C4E6AA83132558F768F04"><enum>(2)</enum><text>by adding at the
			 end the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="H969AC7735FEE4A7485842EE7203F2EE0" style="OLC">
						<subsection id="HB5981C45E32742A980E06833E1F0AE0C"><enum>(g)</enum><header>Law enforcement
				and school information sharing activities</header>
							<paragraph id="HD8E3D5F68C7645508609BF165593C68B"><enum>(1)</enum><header>In
				general</header><text>For purposes of subsection (b)(5), a law enforcement and
				school information sharing activity described in this paragraph is any of the
				following activities conducted in accordance with paragraphs (3) and (4):</text>
								<subparagraph id="H09DF11D57E874F539701B9D83EAF2903"><enum>(A)</enum><text>Establishing or
				improving an electronic data management system for the purpose of sharing
				specified emergency response plan data with first responders.</text>
								</subparagraph><subparagraph id="HBA5641DE61134E96A14B082819FE4EA8"><enum>(B)</enum><text display-inline="yes-display-inline">Assisting local law enforcement and local
				schools with costs associated with collecting information on, evaluating,
				updating, and digitizing specified emergency response plan data and making such
				plans electronically available to local dispatch centers and first responders
				through mobile data terminals and mobile data computers.</text>
								</subparagraph><subparagraph id="H61C86204E74B42069715AE29192D6E15"><enum>(C)</enum><text display-inline="yes-display-inline">Enabling law enforcement to consult with
				schools to develop emergency plans, including specified emergency response plan
				data, in order to ensure such plans are comprehensive, complete, and
				current.</text>
								</subparagraph></paragraph><paragraph id="HB8751021849045D6AF5751D1797E69C4"><enum>(2)</enum><header>Specified
				emergency response plan data</header><text>For purposes of paragraph (1), the
				term <term>specified emergency response plan data</term> means, with respect to
				a school, emergency plan and response information, as specified by the Attorney
				General, for such school—</text>
								<subparagraph id="H26C3938F37F34FCAAEE4DCF673BCB153"><enum>(A)</enum><text>that includes
				floor plans, aerial and internal photographs, and key emergency contact
				information for administrative personnel, custodial staff, and relevant service
				vendors for such school; and</text>
								</subparagraph><subparagraph id="HFF21602B5F2A4E7DB14F55A66BF18F8E"><enum>(B)</enum><text>that is to be
				shared, in accordance with paragraph (3), with only first responders.</text>
								</subparagraph></paragraph><paragraph commented="no" id="HD8018DE0936C4C93BD45CF226DF85E9B"><enum>(3)</enum><header>Dissemination of
				data</header><text display-inline="yes-display-inline">Any specified emergency
				response plan data that is disseminated through a law enforcement and school
				information sharing activity for which funds are made available under this part
				shall be so disseminated only to a local dispatch center for first responders
				through an electronic means and for purposes of being made available to mobile
				data terminals or mobile data computers of first responders.</text>
							</paragraph><paragraph id="H29E156F3319247DA93EEE1AB5C251A14"><enum>(4)</enum><header>Review and
				update of data</header><text display-inline="yes-display-inline">Any specified
				emergency response plan data that is disseminated through a law enforcement and
				school information sharing activity for which funds are made available under a
				grant under this part shall be annually reviewed by the State, unit of local
				government, or Indian tribe receiving such grant and updated as
				necessary.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HEB0811FF8A1A4174A8098D68699357CB"><enum>(b)</enum><header>Preferential
			 consideration for applications for new authorized uses</header><text display-inline="yes-display-inline">Section 2701(c) of such Act (42 U.S.C.
			 3797a(c)) is amended—</text>
				<paragraph id="HC5D9F78D69674D6FBF985B7F8A9847FC"><enum>(1)</enum><text>by striking
			 <quote><header-in-text level="subsection" style="OLC">Consideration.—</header-in-text>In awarding</quote> and inserting
			 the following:</text>
					<quoted-block display-inline="yes-display-inline" id="H8A161BA701CD4BE795BCB1B0F90DB1C5" style="OLC">
						<text><header-in-text level="subsection" style="OLC">Considerations.—</header-in-text></text><paragraph id="H2E0C671002FA4746999E7FBC5E73C2F9"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">Subject to paragraph
				(2), in awarding</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H0C92250871F44D039EBDB99623E195C5"><enum>(2)</enum><text>by adding at the
			 end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H503984F6E84249A59F89DFC469D6D70F" style="OLC">
						<paragraph id="H00F51836ECD74B3E8391FEF3E9D05055"><enum>(2)</enum><header>Preferential
				consideration for applications for information sharing purposes</header><text display-inline="yes-display-inline">In awarding grants under this part for a
				use described in subsection (b)(5), the Director shall give preferential
				consideration, if feasible, to an application from a jurisdiction that
				demonstrates the activity for which the grant will be used will cover a
				significant number of schools, demonstrates such jurisdiction uses (or will use
				such grant to develop) an electronic record management system that is
				compatible across multiple jurisdictions, or demonstrates community interest
				with respect to such activity for which the grant will be used.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HC0506BA3AEAA44E6A9AE8FDC918BCD4C"><enum>(c)</enum><header>Funding</header>
				<paragraph id="H8DBE873D35744863B961F7A8B366B03E"><enum>(1)</enum><header>Reauthorization
			 of program</header><text>Section 2705 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3797e">42 U.S.C. 3797e</external-xref>) is amended
			 by striking <quote>2001 through 2009</quote> and inserting <quote>2014 through
			 2017</quote>.</text>
				</paragraph><paragraph id="H314237FE63464021B1EB04C105323FCF"><enum>(2)</enum><header>Additional
			 authorization for funds for new authorized uses</header><text>Such section is
			 further amended by adding at the end the following new sentence: <quote>In
			 addition to the amounts authorized to be appropriated under the previous
			 sentence for a fiscal year, there is authorized to be appropriated for grants
			 under this part for a use described in section 2701(b)(5), $10,000,000 for each
			 of fiscal years 2014 through 2017.</quote>.</text>
				</paragraph></subsection></section></legis-body>
