		<official-title>To amend the Arms Export Control Act to provide that
		  certain firearms listed as curios or relics may be imported into the United
		  States by a licensed importer without obtaining authorization from the
		  Department of State or the Department of Defense, and for other
		  purposes.</official-title>

		<section id="H6AA8E5FB7FED43BEBC97512DDB6440F2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Collectible Firearms Protection
			 Act</short-title></quote>.</text>
		</section><section id="H6B1379F2F5754EEDAA18FFF4854CF1FE" section-type="subsequent-section"><enum>2.</enum><header>Amendments to Arms
			 Export Control Act</header>
			<subsection id="H4591A28CF6E746FEB4CC9D6761A459AB"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 38(b)(1) of
			 the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2778">22 U.S.C. 2778(b)(1)</external-xref>) is amended—</text>
				<paragraph id="H4320E72DA85D4B4BB50AA3500BAE3656"><enum>(1)</enum><text>in the first
			 subparagraph (B) (as added by section 8142 of the Department of Defense
			 Appropriations Act, 1988 (<external-xref legal-doc="public-law" parsable-cite="pl/100/202">Public Law 100–202</external-xref>; 101 Stat. 1329–88))—</text>
					<subparagraph id="H880959B6C5EA44A0BA64CBB27B6CC456"><enum>(A)</enum><text>in the matter
			 preceding clause (i), by striking <quote>subparagraph (A)</quote> and inserting
			 <quote>subparagraph (A)(i)</quote>;</text>
					</subparagraph><subparagraph id="H4FD799BAFD894D0B8E2B71094C93F271"><enum>(B)</enum><text>in clause (i), by
			 striking <quote>Secretary of the Treasury</quote> and inserting <quote>Attorney
			 General</quote>; and</text>
					</subparagraph><subparagraph id="H46EC11AB179840D7A5120691EA25ED17"><enum>(C)</enum><text>by striking clause
			 (ii) and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="H38E771CC31974B3089BF6B91A162B497" style="OLC">
							<clause id="H32C01CA2777F46E7B5468E9BB57CE594" indent="up2"><enum>(ii)</enum><text display-inline="yes-display-inline">the person seeking to export such firearms
				to the United States certifies to the Attorney General that the firearms are
				lawfully possessed under the laws of the exporting
				country.</text>
							</clause><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HB8357839493C4DA7A09DBCA3F774F254"><enum>(2)</enum><text>by redesignating
			 the second subparagraph (B) (as added by section 1255(b) of the Foreign
			 Relations Authorization Act, Fiscal Years 1988 and 1989 (<external-xref legal-doc="public-law" parsable-cite="pl/100/204">Public Law 100–204</external-xref>;
			 101 Stat. 1431)) as subparagraph (C); and</text>
				</paragraph><paragraph id="HB0EB1959D3B846BBBD865742761F3C59"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H4DEC70E3540F46EFB9D8A9F8748CC4C4" style="OLC">
						<subparagraph id="H93A5FCF5D9D4428EB4023056AC173F26" indent="up2"><enum>(D)</enum><text display-inline="yes-display-inline">Notwithstanding any other provision of law,
				regulation, or Executive order, any such firearms described in subparagraph (B)
				may be imported into the United States by an importer licensed under the
				provisions of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/44">chapter 44</external-xref> of title 18, United States Code, without the importer
				or the person described in subparagraph (B)(ii)—</text>
							<clause id="H4C7013303C8847CE969DF8B80F5E4150"><enum>(i)</enum><text display-inline="yes-display-inline">obtaining authorization from the Department
				of State or the Department of Defense for the transfer of such firearms by the
				person to the importer; or</text>
							</clause><clause id="HF59302F6A99D4B5DA85FC9E565F44684"><enum>(ii)</enum><text display-inline="yes-display-inline">providing payment to the Department of
				State or the Department of Defense of any of the proceeds of the transfer of
				such firearms by the person to the
				importer.</text>
							</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H852980D0343746E8AB62815CA6D84FF4"><enum>(b)</enum><header>Effective
			 date</header><text>The amendments made by subsection (a) apply to the
			 importation of firearms described in section 38(b)(1)(B) of the Arms Export
			 Control Act (as amended by subsection (a) of this section) on or after the date
			 of the enactment of this Act.</text>
