		<section id="HA40F24876F4C4187B0D54FBB08D538DB" section-type="section-one"><enum>1.</enum><header>Bio-based aviation fuel
			 research and development, education, and training efforts</header>
			<subsection id="H095E6CCC04EE4891802B33ABFB7CB285"><enum>(a)</enum><header>Competitive
			 grants authorized</header>
				<paragraph id="H8A445E189DBD449A94AF52E23309A4F8"><enum>(1)</enum><header>Authorization
			 and primary purpose</header><text display-inline="yes-display-inline">The
			 Secretary of the Air Force may make a grant, on a competitive basis, to an
			 existing biofuels research center in the United States to conduct pilot-scale
			 research, development, and testing of bio-based fuels that are suitable for use
			 by the Air Force as an aviation fuel for jet aircraft.</text>
				</paragraph><paragraph id="H579E9D2F419C48178C686D35219F1375"><enum>(2)</enum><header>Additional
			 purposes</header><text>Grant funds provided under paragraph (1) may also be
			 used by the grant recipient to train military and civilian personnel in the new
			 technologies and to conduct a study regarding the economic feasibility of a
			 full-scale bio-based aviation fuel production facility.</text>
				</paragraph></subsection><subsection id="HC4000FFE2E7A40C3AC87018D69B8A051"><enum>(b)</enum><header>Grant
			 applications and selection</header>
				<paragraph id="H1F888E38AB274290B7271BBF73839B80"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Grant applicants
			 shall submit an application to the Secretary of the Air Force at such time, in
			 such manner, and accompanied by such information as the Secretary may
			 reasonably require.</text>
				</paragraph><paragraph id="HABB2161DB8DB4B0491BE83D0F0564353"><enum>(2)</enum><header>Selection
			 preference</header><text display-inline="yes-display-inline">In conducting the
			 competition for selection of the grant recipient, the Secretary shall give a
			 preference to an existing biofuels research center in the United States
			 that—</text>
					<subparagraph id="H9628B2683C09449F8F4B5113DCA6C70A"><enum>(A)</enum><text>has the capacity
			 and expertise necessary to quickly and efficiently conduct the pilot-scale
			 research, development, and testing described in subsection (a)(1); and</text>
					</subparagraph><subparagraph id="H6157525D29C848A898885CF15F498DF0"><enum>(B)</enum><text>is located in
			 close proximity to—</text>
						<clause id="HE8C13F93AF1F4AEBABB266D48439126F"><enum>(i)</enum><text>the
			 raw materials specified in subparagraph (B) of subsection (a)(1);</text>
						</clause><clause id="H49DCAC178A70446AA5F2996ECB3AE4C9"><enum>(ii)</enum><text display-inline="yes-display-inline">a military installation with responsibility
			 for military air transportation; and</text>
						</clause><clause id="H070DA4D519A44AC8940B1CD369CB3D52"><enum>(iii)</enum><text>a
			 private or commercial airport with capacity to host a research and pilot
			 production facility.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="H8856106AE1134E16958187F36D512EF1"><enum>(c)</enum><header>Grant
			 amounts</header><text display-inline="yes-display-inline">Grants under
			 subsection (a) may not exceed a total $25,000,000. With the approval of the
			 Secretary of the Air Force, grant funds may be used for infrastructure to
			 facilitate the pilot-scale research, development, and testing described in
			 subsection (a)(1).</text>
