		<section id="H3FB7CEF731914F129209840F91D1DD77" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Educator Preparation Reform
			 Act</short-title></quote>.</text>
		</section><title id="H9FAA6A27BA704B33990694EFE9D251B8"><enum>I</enum><header>Educator Quality
			 Enhancement</header>
			<section id="HB21555D2E2D147E5ABCF270DE76ADD6F"><enum>101.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 200 of the Higher Education Act of
			 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1021">20 U.S.C. 1021</external-xref>) is amended—</text>
				<paragraph id="HC190F7706B1E4DC397F09B091F22CD98"><enum>(1)</enum><text>by striking
			 paragraph (22);</text>
				</paragraph><paragraph commented="no" id="HA9DE5CF7DF9A4AA0B012A63FB711D90B"><enum>(2)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (6), (7), (8)
			 through (19), (20), (21), and (23), as paragraphs (7), (8), (10) through (21),
			 (23), (24), and (28), respectively;</text>
				</paragraph><paragraph id="H0D0D4E23FD674AAB971DEDD5FB1AC244"><enum>(3)</enum><text>by inserting after
			 paragraph (5) the following:</text>
					<quoted-block display-inline="no-display-inline" id="H9F886D0D07CE42339D9199695A641745" style="OLC">
						<paragraph id="H727B684A42F042E5A6AC6997AF8B536E"><enum>(6)</enum><header>Educator</header><text>The
				term <term>educator</term> means a teacher, principal, specialized
				instructional support personnel, or other staff member who provides or directly
				supports instruction, such as a school librarian, counselor, or
				paraprofessional.</text>
						</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H317B85779F6E460D964191D5776598BE"><enum>(4)</enum><text>by inserting after
			 paragraph (8), as redesignated by paragraph (2), the following:</text>
					<quoted-block display-inline="no-display-inline" id="HF1B69C3411CA494CA627E9F8F514DB3F" style="OLC">
						<paragraph id="HB288934CE6C4406B8773FE2CB2A0B7DE"><enum>(9)</enum><header>Evidence of
				student learning</header><text>The term <term>evidence of student
				learning</term> means multiple measures of student learning that shall include
				the following:</text>
							<subparagraph id="H24DBE1DCB59E44D18CCCEF123A6F4BE1"><enum>(A)</enum><text>Valid and reliable
				student assessment data, which may include data—</text>
								<clause id="HD0965EAC9F2743188F99AB81A54A0750"><enum>(i)</enum><text>based on—</text>
									<subclause id="HA33C068E783E444DA2228F8D3C8B50D2"><enum>(I)</enum><text>student learning
				gains on State student academic assessments under section 1111(b)(3) of the
				Elementary and Secondary Education Act of 1965; or</text>
									</subclause><subclause id="H646B876D1225477989E58C8665AB9DEA"><enum>(II)</enum><text>student academic
				achievement assessments used at the national, State, or school district levels,
				where available and appropriate for the curriculum and students taught;</text>
									</subclause></clause><clause id="H7995960C49614ACFA2D32BCD7B539C19"><enum>(ii)</enum><text>from
				classroom-based formative assessments;</text>
								</clause><clause id="H516B1CF24C8E41B89CCBEF446E8FF2E8"><enum>(iii)</enum><text>from
				classroom-based summative assessments; and</text>
								</clause><clause id="HB8EFB7FD4D844644ACF4FD333BF4543B"><enum>(iv)</enum><text>from objective
				performance-based assessments.</text>
								</clause></subparagraph><subparagraph id="HE46A4B1098334F288EF4B75DADBF1611"><enum>(B)</enum><text>Not less than one
				of the following additional measures:</text>
								<clause id="HF98DF7389AB64CDA9008589B37230CA0"><enum>(i)</enum><text>Student work,
				including measures of performance criteria and evidence of student
				growth.</text>
								</clause><clause id="HB168D05614C14BDCA5CBA0C78D06BA58"><enum>(ii)</enum><text>Teacher-generated
				information about student goals and growth.</text>
								</clause><clause id="H75B52899E8EE4EAD861E39766C1B8DF3"><enum>(iii)</enum><text>Parental
				feedback about student goals and growth.</text>
								</clause><clause id="H2DE99AF237A342E382DAE120CD478CA6"><enum>(iv)</enum><text>Student feedback
				about learning and teaching supports.</text>
								</clause><clause id="HBE2D4DFD81604393AFE6E38DA7808AF3"><enum>(v)</enum><text>Assessments of
				affective engagement and self-efficacy.</text>
								</clause><clause id="H325C2C29ABEF47B3BFF53BE6FEDCA037"><enum>(vi)</enum><text>Other appropriate
				measures as determined by the
				State.</text>
								</clause></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H8E464D11367B43D48A68AB401A4448E8"><enum>(5)</enum><text>by striking
			 paragraph (12), as redesignated by paragraph (2), and inserting the
			 following:</text>
					<quoted-block display-inline="no-display-inline" id="H9B64DF32EDFC4FA5A53229AFD6D5DA79" style="OLC">
						<paragraph id="H945F717FD43445F991F09C843BB24F40"><enum>(12)</enum><header>High-need local
				educational agency</header><text>The term <term>high-need local educational
				agency</term> means a local educational agency—</text>
							<subparagraph id="HC415ACDE1A8A4553B681F4B7562A9F55"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="HC7494293C06A484AA5FE9E902E95500F"><enum>(i)</enum><text>that serves not fewer
				than 10,000 low-income children;</text>
								</clause><clause id="H0F7D052DF29748EB938A12BB3CC14C71" indent="up1"><enum>(ii)</enum><text>for which not less than 20 percent
				of the children served by the agency are low-income children;</text>
								</clause><clause id="HE1DBB72D97724333BB32020BB4412DF7" indent="up1"><enum>(iii)</enum><text>that meets the eligibility
				requirements for funding under the Small, Rural School Achievement Program
				under section 6211(b) of the Elementary and Secondary Education Act of 1965 or
				the Rural and Low-Income School Program under section 6221(b) of such Act;
				or</text>
								</clause><clause id="H5CBC7049DFF24445AC89CB133258D013" indent="up1"><enum>(iv)</enum><text>that has a percentage of
				low-income children that is in the highest quartile among such agencies in the
				State; and</text>
								</clause></subparagraph><subparagraph id="H1EB2FABAD5B94AE8BA0A804B314266F2"><enum>(B)</enum><clause commented="no" display-inline="yes-display-inline" id="H1B62A92034A246C4BCCD46960CF1A4A7"><enum>(i)</enum><text>for which one or more
				schools served by the agency is persistently low achieving; or</text>
								</clause><clause id="H69A08719EE66408EA91BAE4925A01594" indent="up1"><enum>(ii)</enum><text>for which one or more schools
				served by the agency has a high teacher turnover
				rate.</text>
								</clause></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H8C033498051746548354675F8AC51ED8"><enum>(6)</enum><text>by striking
			 paragraph (16), as redesignated by paragraph (2), and inserting the
			 following:</text>
					<quoted-block display-inline="no-display-inline" id="H0DFF1225198A4CF5B1B0BBE5805268D0" style="OLC">
						<paragraph id="H38E208056AE349668D8EC158E7E701A1"><enum>(16)</enum><header>Induction
				program</header><text>The term <term>induction program</term> means a
				formalized program for new teachers and principals during not less than the
				first 2 years of teaching or leading a school that is designed to provide
				support for, improve the professional performance of, and advance the retention
				of beginning teachers and principals. Such program shall promote effective
				teaching and leadership skills and shall include the following
				components:</text>
							<subparagraph id="HC122F4425B48495D847831F8BB7AAE83"><enum>(A)</enum><text>High-quality
				mentoring.</text>
							</subparagraph><subparagraph id="H3F939A09F2964E45A5AFE78A493CCC2F"><enum>(B)</enum><text>Periodic,
				structured time for collaboration and classroom observation opportunities with
				teachers in the same department or field, including mentor teachers, as well as
				time for information-sharing among teachers, principals, administrators, other
				appropriate educators, and participating faculty in the partner
				institution.</text>
							</subparagraph><subparagraph id="H71FE1271AF544E309E98D2A7BA3227ED"><enum>(C)</enum><text>The application of
				empirically based practice and scientifically valid research on instructional
				practices.</text>
							</subparagraph><subparagraph id="HB15076551B2D498EBEC3389DF2ECA642"><enum>(D)</enum><text>Opportunities for
				new teachers and principals to draw directly on the expertise of mentors,
				faculty, local educational agency personnel, and researchers to support the
				integration of empirically based practice and scientifically valid research
				with practice.</text>
							</subparagraph><subparagraph id="H78C628F765924DEE89502F24C7BA5FDD"><enum>(E)</enum><text>The development of
				skills in instructional and behavioral interventions derived from empirically
				based practice, and where applicable, scientifically valid research.</text>
							</subparagraph><subparagraph id="HABFABC3EB3714EA9910F43A630BC639A"><enum>(F)</enum><text>Faculty
				who—</text>
								<clause id="HF27605DD98B64E7E92609E394B3F379B"><enum>(i)</enum><text>model the
				integration of research and practice in the classroom;</text>
								</clause><clause id="H9AB768D74E484A0DBD7D74CAB1E6488A"><enum>(ii)</enum><text>assist new
				teachers and principals with the effective use and integration of technology in
				instruction; and</text>
								</clause><clause id="H6C0AB7742D364A19BB03266BC64C6144"><enum>(iii)</enum><text>demonstrate the
				content knowledge and pedagogical skills necessary to be effective in advancing
				student achievement.</text>
								</clause></subparagraph><subparagraph id="H41A0E14F53E9428FB3BF8FC00679BC67"><enum>(G)</enum><text>Interdisciplinary
				collaboration among exemplary teachers, principals, faculty, researchers, other
				educators, and other staff who prepare new teachers and principals with respect
				to the learning process and the assessment of learning.</text>
							</subparagraph><subparagraph id="HAF3720C72DB24245A518CADB70042FD3"><enum>(H)</enum><text>Assistance with
				the understanding of data, particularly student achievement data, and the
				application of such data in classroom instruction.</text>
							</subparagraph><subparagraph id="H667231DFE4174501BCECDA3371724071"><enum>(I)</enum><text>Regular,
				structured observation and evaluation of new teachers by multiple evaluators,
				using valid and reliable measures of teaching and leadership
				skills.</text>
							</subparagraph></paragraph><after-quoted-block>;
				</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H6A6BF5F19E6A4A308890896D8F42AACB"><enum>(7)</enum><text>by inserting after
			 paragraph (21), as redesignated by paragraph (2), the following:</text>
					<quoted-block display-inline="no-display-inline" id="HCE3F89798EAB4C41BCB49A3BF543DF53" style="OLC">
						<paragraph id="H53607A01957347B3ACF6809D12416DE2"><enum>(22)</enum><header>Residency
				program</header><text>The term <term>residency program</term> means a
				school-based educator preparation program in which a prospective teacher,
				principal, or other educator—</text>
							<subparagraph id="H4A39683DE61F4E4D85827467D55BCBB4"><enum>(A)</enum><text>for 1 academic
				year, works alongside a mentor teacher, principal, or other educator who is the
				educator of record;</text>
							</subparagraph><subparagraph id="HC931829331C1444D9497595A50F81EC0"><enum>(B)</enum><text>receives
				concurrent instruction during the year described in subparagraph (A) from the
				partner institution, which courses may be taught by local educational agency
				personnel or residency program faculty, in—</text>
								<clause id="H2DD8FCE846644FAD9B4561B1145B756E"><enum>(i)</enum><text>the teaching of
				the content area in which the teacher will become certified or licensed;</text>
								</clause><clause id="HF371A9AA077C4D0194C672ADE52E5AE5"><enum>(ii)</enum><text>pedagogical
				practices; and</text>
								</clause><clause id="H181A4D5F118D4B95841D00E593FCC3FA"><enum>(iii)</enum><text>leadership,
				management, organizational, and instructional skills necessary to serve as a
				principal;</text>
								</clause></subparagraph><subparagraph id="H5F7F362998E645AC8BC7A1E7BC425EF6"><enum>(C)</enum><text>acquires effective
				teaching or leadership skills; and</text>
							</subparagraph><subparagraph id="H94A5FFC0AEBF4D8190B04729E97F48B9"><enum>(D)</enum><text>prior to
				completion of the program, earns a master's degree or other appropriate
				advanced credential, attains full State teacher or leader certification or
				licensure, and becomes highly qualified (if
				applicable).</text>
							</subparagraph></paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HB2DFF8ECBE6C450BB300A4AC903F2641"><enum>(8)</enum><text>by inserting after
			 paragraph (24), as redesignated by paragraph (2), the following:</text>
					<quoted-block display-inline="no-display-inline" id="H8838E396BABD4100BC68988324E0FA5A" style="OLC">
						<paragraph id="H9FB7727881B84FF7BED2DA66100A9040"><enum>(25)</enum><header>Teacher
				performance assessment</header><text>The term <term>teacher performance
				assessment</term> means an assessment used to measure teacher performance that
				is approved by the State and is—</text>
							<subparagraph id="HDA8B697BB79842B096522ACF48FB2DD7"><enum>(A)</enum><text>based on
				professional teaching standards;</text>
							</subparagraph><subparagraph id="HB4015BFABC19413BBC00CC12C75D6E1E"><enum>(B)</enum><text>used to measure
				the effectiveness of a teacher’s—</text>
								<clause id="H914A39F3DA8841DD806DF537897BA3BA"><enum>(i)</enum><text>curriculum
				planning;</text>
								</clause><clause id="HC4366A2211BE4C2EA60DF5DE46A65B1A"><enum>(ii)</enum><text>instruction of
				students, including appropriate plans and modifications for students who are
				limited English proficient and students who are children with
				disabilities;</text>
								</clause><clause id="H73A7618BB22D4741AC99E8025846EEF7"><enum>(iii)</enum><text>assessment of
				students, including analysis of evidence of student learning; and</text>
								</clause><clause id="H2C770C3006564B019FB060FC2A80962F"><enum>(iv)</enum><text>ability to
				advance student learning;</text>
								</clause></subparagraph><subparagraph id="H0A7E5AC67CD34798B934540E7E89DCF7"><enum>(C)</enum><text>validated based on
				professional assessment standards;</text>
							</subparagraph><subparagraph id="H0147ABB4A7EE4908BBDED940DA3E1F7D"><enum>(D)</enum><text>reliably scored by
				trained evaluators, with appropriate oversight of the process to ensure
				consistency; and</text>
							</subparagraph><subparagraph id="H7D7448A4861F4D77B75825E2E41DA891"><enum>(E)</enum><text>used to support
				continuous improvement of educator practice.</text>
							</subparagraph></paragraph><paragraph id="H62AC120C6BDD4DD8B5D1C9E2D886425A"><enum>(26)</enum><header>Teacher
				preparation entity</header><text>The term <term>teacher preparation
				entity</term> means an institution of higher education, a nonprofit
				organization, for-profit organization, or other organization that is approved
				by the State to prepare teachers to be effective in the classroom.</text>
						</paragraph><paragraph id="H24C44FDBCD864566A0C4B9C3206AE7B3"><enum>(27)</enum><header>Teacher
				preparation program</header><text>The term <term>teacher preparation
				program</term> means a program offered by a teacher preparation entity that
				leads to a specific State teacher
				certification.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="HB3A9C354197545CBA03F3495EBCEBF47"><enum>102.</enum><header>Educator
			 quality enhancement</header><text display-inline="no-display-inline">Section
			 201 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1022">20 U.S.C. 1022</external-xref>) is amended—</text>
				<paragraph id="H526D902DEB6F4490B0500812999E696C"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (2), by inserting <quote>,
			 principals, and other educators</quote> after <quote>teachers</quote> each
			 place the term appears;</text>
				</paragraph><paragraph id="H3422C2BE84FF4F7FBA1CCCD6C86BA042"><enum>(2)</enum><text>in paragraph (3),
			 by striking <quote>and</quote> after the semicolon;</text>
				</paragraph><paragraph id="H6B86220EDF8447C2BF79DD4EC19D8C07"><enum>(3)</enum><text>by striking
			 paragraph (4) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="H0EBA9776F82B4552A9DDFEA044A0D74D" style="OLC">
						<paragraph id="HEEC53C01C1B44E9DBEDCCB4E19DE3AEE"><enum>(4)</enum><text>recruit highly
				qualified individuals, including minorities and individuals from other
				occupations, as teachers, principals, and other educators;
				and</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H9D3143328C514482BED14B5E0A88A197"><enum>(4)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H9909C9CF923F4F1DADC59F6C38E76A01" style="OLC">
						<paragraph id="HEC02484BC5014DD08E1C0AC2212F7CC7"><enum>(5)</enum><text>meet the staffing
				needs of high-need local educational agencies and high-need schools through
				close partnerships with educator preparation programs within institutions of
				higher
				education.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="HC03F0DAA03224F388A9280D389ED24E6"><enum>103.</enum><header>Partnership
			 grants</header><text display-inline="no-display-inline">Section 202 of the
			 Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1022a">20 U.S.C. 1022a</external-xref>) is amended—</text>
				<paragraph id="HA0C688CAE5414FD49D284CBBF4441819"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (b)—</text>
					<subparagraph id="HF34600482EC7486CB4F4270E40130280"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1), by inserting <quote>other
			 educators,</quote> after <quote>principals,</quote>;</text>
					</subparagraph><subparagraph id="H964B2C0F26FE43CB87663259C452E166"><enum>(B)</enum><text>by striking
			 paragraph (2) and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="HAECED5B5CAFE4C0CBA38ED1C934371DE" style="OLC">
							<paragraph id="HC438039A8FF645C3B622A5A3C0B4F48E"><enum>(2)</enum><text>a description of
				the extent to which the program to be carried out with grant funds, as
				described in subsection (c), will prepare prospective and new educators with
				strong teaching, leadership, and other professional skills necessary to
				increase learning and academic
				achievement;</text>
							</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H0597D58A655D4F599A1A1FF515471A55"><enum>(C)</enum><text>in paragraph (3),
			 by inserting <quote>, principals, and other educators</quote> after
			 <quote>teachers</quote>;</text>
					</subparagraph><subparagraph id="H620BAA666B774562A03542517566337F"><enum>(D)</enum><text>in paragraph
			 (4)—</text>
						<clause id="H9188EE389C714B36AAFDBA141FEA6821"><enum>(i)</enum><text>in
			 subparagraph (A), by inserting <quote>, principal, and other educator</quote>
			 after <quote>teacher</quote>; and</text>
						</clause><clause id="H1FDB7B37E5D840E69B102ACFE5E19F63"><enum>(ii)</enum><text>in
			 subparagraph (B), by striking <quote>teacher</quote> and inserting

			 striking subparagraph (F) and inserting the following:</text>

			 striking subparagraph (G) and inserting the following:</text>
							<quoted-block display-inline="no-display-inline" id="H34A761D80F5040ACB9D7E759FEBE0034" style="OLC">
								<subparagraph id="HEC164EECCD234619A333C490ABC05C1E"><enum>(G)</enum><text>how the
				partnership will prepare educators to teach and work with students who are
				limited English
				proficient;</text>
								</subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
						</clause><clause id="HCFC1018754F446E096765A80E40D98C0"><enum>(iii)</enum><text>by
			 striking subparagraph (H) and inserting the following:</text>
							<quoted-block display-inline="no-display-inline" id="H5C7BA2B9B599434EB223D7F1BCC51C29" style="OLC">
								<subparagraph id="H211E675D626C45FCA55BBCA0EC25A7AF"><enum>(H)</enum><text>how faculty at the
				partner institution will work, during the term of the grant, with mentor
				educators in the classrooms and administrators of high-need schools served by
				the high-need local educational agency in the partnership to—</text>
									<clause id="H0A5170BEF7D24978A84C47F752040EC5"><enum>(i)</enum><text>provide
				high-quality professional development activities to strengthen the content
				knowledge and teaching skills of elementary school and secondary school
				teachers and other educators, including multi-tiered systems of support and
				universal design for learning;</text>
									</clause><clause id="H89A9B302E31C48D4A9B504FDE6719C32"><enum>(ii)</enum><text>train other
				classroom teachers, principals, school librarians, and other educators to
				implement literacy programs that incorporate the essential components of
				reading and writing instruction; and</text>
									</clause><clause id="H6AD28AC60C954CDDA545E1AA2577BF0A"><enum>(iii)</enum><text>provide
				high-quality professional development activities to strengthen the
				instructional and leadership skills of elementary school and secondary school
				principals and district superintendents, if the partner institution has a
				principal preparation
				program;</text>
									</clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
						</clause><clause id="H52087007167147409492D68ADD23D206"><enum>(iv)</enum><text>in
			 subparagraph (I), by striking <quote>teaching</quote> and inserting
			 <quote>educator</quote>; and</text>
						</clause><clause id="HBE08D5BD90434E3B8A4051031E7534AA"><enum>(v)</enum><text>in
			 subparagraph (K), by striking <quote>teachers</quote> and inserting
			 <quote>educators</quote>; and</text>
						</clause></subparagraph><subparagraph id="H77C86E36068E47B2832CA816AB80CF00"><enum>(F)</enum><text>by striking
			 paragraph (7) and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="H2E9721FB7F2E4F8FB57F6E77E1C48670" style="OLC">
							<paragraph id="H18EC858B77424F82B97A543A93D4B71D"><enum>(7)</enum><text>with respect to
				the induction program required as part of the activities carried out under this
				section—</text>
								<subparagraph id="HE3B248D1B41A44219F849D02AD6A92F0"><enum>(A)</enum><text>a description of
				how the schools and departments within the institution of higher education that
				are part of the induction program will effectively prepare educators, including
				providing content expertise and expertise in teaching and leadership, as
				appropriate;</text>
								</subparagraph><subparagraph id="H34369B8D8E574373862A46E7FECD06AE"><enum>(B)</enum><text>a description of
				the eligible partnership's capacity to use empirically based practice and
				scientifically valid research on teaching and learning;</text>
								</subparagraph><subparagraph id="HAACE81DB96564D30BB67EDC02B54AC7C"><enum>(C)</enum><text>a description of
				how the educator preparation program will design and implement an induction
				program to support all new educators who are prepared by the educator
				preparation program in the partnership and who are employed in the high-need
				local educational agency in the partnership, and, to the extent practicable,
				all new educators who teach in such high-need local educational agency;
				and</text>
								</subparagraph><subparagraph id="H705B7A11173F4327A1EADFA9E1766F3F"><enum>(D)</enum><text>a description of
				how higher education faculty involved in the induction program will be able to
				substantially participate in an early childhood education program or an
				elementary school or secondary school classroom setting, as
				applicable.</text>
								</subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HAE537CB2DDBB4C878DE7F6DCD5514441"><enum>(2)</enum><text>by striking
			 subsection (c) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="HBDB9C342DE9E425BA4D419F92DE3F3AB" style="OLC">
						<subsection id="H54927FEBAA644B649813C0747D341781"><enum>(c)</enum><header>Use of grant
				funds</header><text>An eligible partnership that receives a grant under this
				section—</text>
							<paragraph id="H8E6D01FB3A6049C3992C5EB7C4C343E2"><enum>(1)</enum><text>shall use grant
				funds to carry out a program for the pre-baccalaureate or post-baccalaureate
				preparation of teachers under subsection (d), a teaching or principal residency
				program under subsection (e), or a combination of such programs; and</text>
							</paragraph><paragraph id="H10EDEE8DF0164C408DA0D7974F35B58A"><enum>(2)</enum><text>may use funds to
				carry out other educator development programs under subsection (f), based upon
				the results of the needs assessment in subsection
				(b)(1).</text>
							</paragraph></subsection><after-quoted-block>;
				</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H9A44F8F703714D80B16BA6587DCFAF38"><enum>(3)</enum><text>by striking
			 subsection (e) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="H219C91CEAD8643159FA5466A44A95C53" style="OLC">
						<subsection id="H4770FA32452642E0B0D29F7940E87A88"><enum>(e)</enum><header>Partnership
				Grants for the Establishment of Teaching and Principal Residency
				Programs</header>
							<paragraph id="HFC3FBD206B8B43329B2A5A187CDAB883"><enum>(1)</enum><header>In
				general</header><text>An eligible partnership receiving a grant to carry out an
				effective teaching or principal residency program shall carry out a program
				that includes the following activities:</text>
								<subparagraph id="H5BA4A51C84A3400E886B0EDF94A39DCD"><enum>(A)</enum><header>For teaching
				residency programs</header><text>An eligible partnership carrying out a
				teaching residency program shall carry out both of the following
				activities:</text>
									<clause id="H811ABF07A74F4A4392364EB9E8177DF5"><enum>(i)</enum><text>Supporting a
				teaching residency program described in paragraph (2) for high-need schools and
				in high-need subjects and areas, as determined by the needs of the high-need
				local educational agency in the partnership.</text>
									</clause><clause id="HAA67CB0D4123473D9207489CBF18134F"><enum>(ii)</enum><text>Placing graduates
				of the teaching residency program in cohorts that facilitate professional
				collaboration, both among graduates of the residency program and between such
				graduates and mentor teachers in the receiving school.</text>
									</clause></subparagraph><subparagraph id="HD965BBF5F67048FBBAEA07C4B8D7574C"><enum>(B)</enum><header>For principal
				residency programs</header><text>An eligible partnership carrying out a
				principal residency program shall support a program described in paragraph (3)
				for high-need schools, as determined by the needs of the high-need local
				educational agency in the partnership.</text>
								</subparagraph></paragraph><paragraph id="H133DF983E57848E1904C9B215CC8AFFB"><enum>(2)</enum><header>Teacher
				residency programs</header>
								<subparagraph id="H575281EDDDA74DB69316F6257FD73850"><enum>(A)</enum><header>Establishment
				and design</header><text>A teaching residency program under this paragraph
				shall be a program based upon models of successful teaching residencies that
				serves as a mechanism to prepare teachers for success in high-need schools in
				the eligible partnership and shall be designed to include the following
				characteristics of successful programs:</text>
									<clause id="H8CD20EA4F8D24F658559AA899438EEEA"><enum>(i)</enum><text>The integration of
				pedagogy, classroom practice and teacher mentoring.</text>
									</clause><clause id="HB800BE4A31EF4BB69148C20B45CF73CE"><enum>(ii)</enum><text>The exposure to
				principles of child development as well as understanding and applying
				principles of learning and behavior.</text>
									</clause><clause id="HD86FAC2DB09F4F0996AB209323FB7AFE"><enum>(iii)</enum><text>Engagement of
				teaching residents in rigorous graduate-level coursework to earn a master’s
				degree while undertaking a guided teaching apprenticeship.</text>
									</clause><clause id="H5C18EB1154814ACB819F40782FD549B8"><enum>(iv)</enum><text>Experience and
				learning opportunities alongside a trained and experienced mentor
				teacher—</text>
										<subclause id="HDCF12711975647E9B2E7FC6B053E8E5E"><enum>(I)</enum><text>whose teaching
				shall complement the residency program so that school-based clinical practice
				is tightly aligned with coursework;</text>
										</subclause><subclause id="H9A59BA746602420D971A83C1954BDC43"><enum>(II)</enum><text>who shall have
				extra responsibilities as a teacher leader of the teaching residency program,
				as a mentor for residents, and as a teacher coach during the induction program
				for new teachers, and for establishing, within the program, a learning
				community in which all individuals are expected to continually improve their
				capacity to advance student learning; and</text>
										</subclause><subclause id="H9DE6929696DA479F987A4B48DABAF857"><enum>(III)</enum><text>who may be
				relieved from teaching duties or may be offered a stipend as a result of such
				additional responsibilities.</text>
										</subclause></clause><clause id="H6CBAE39B38D6404A82852458892F487C"><enum>(v)</enum><text>The establishment
				of clear criteria for the selection of mentor teachers based on the appropriate
				subject area knowledge and measures of teacher effectiveness, which shall be
				based on, but not limited to, observations of the following:</text>
										<subclause id="H0A1FA498032C427C8C933D1543F81AD0"><enum>(I)</enum><text>Planning and
				preparation, including demonstrated knowledge of content, pedagogy, and
				assessment, including the use of formative, summative, and diagnostic
				assessments to improve student learning.</text>
										</subclause><subclause id="H0056A4EBDC16449F852765C8FA3FC791"><enum>(II)</enum><text>Appropriate
				instruction that engages all students.</text>
										</subclause><subclause id="HC515F73CC81A410D975A0638EB4FD393"><enum>(III)</enum><text>Collaboration
				with colleagues to improve instruction.</text>
										</subclause><subclause id="H580DE0E4F8E5408189F58FACFB21431F"><enum>(IV)</enum><text>Analysis of
				evidence of student learning.</text>
										</subclause></clause><clause id="HFB86D4B081F74B289A562CD753F5D256"><enum>(vi)</enum><text>The development
				of admissions goals and priorities—</text>
										<subclause id="H5E7C0BC9830744089D1E958ACAFDF928"><enum>(I)</enum><text>that are aligned
				with the hiring objectives of the local educational agency partnering with the
				program, as well as the instructional initiatives and curriculum of such agency
				to hire qualified graduates from the teaching residency program; and</text>
										</subclause><subclause id="H7060D24F5A27473F85657D1885612B4A"><enum>(II)</enum><text>which may include
				consideration of applicants who reflect the communities in which they will
				teach as well as consideration of individuals from underrepresented populations
				in the teaching profession.</text>
										</subclause></clause><clause id="H4CDC789805074C64A058C0ECC71731EC"><enum>(vii)</enum><text>Support for
				residents once such residents are hired as the teachers of record, through an
				induction program, professional development, and networking opportunities to
				support the residents through not less than the residents’ first 2 years of
				teaching.</text>
									</clause></subparagraph><subparagraph id="H0046FCC014A24FC1B83CB6E599503C01"><enum>(B)</enum><header>Selection of
				individuals as teacher residents</header>
									<clause id="H451A86538BA84081B2DC736C6E55844B"><enum>(i)</enum><header>Eligible
				individual</header><text>In order to be eligible to be a teacher resident in a
				teacher residency program under this paragraph, an individual shall—</text>
										<subclause id="H210B0E097A1B4651AB4A22E9B6278525"><enum>(I)</enum><text>be a recent
				graduate of a 4-year institution of higher education or a mid-career
				professional possessing strong content knowledge of a record of professional
				accomplishment; and</text>
										</subclause><subclause id="HABB163429AAA4CBF957855DEC8E8BF1D"><enum>(II)</enum><text>submit an
				application to the residency program.</text>
										</subclause></clause><clause id="H624CC01012A743CBBED70A331597E1BE"><enum>(ii)</enum><header>Selection
				criteria</header><text>An eligible partnership carrying out a teaching
				residency program under this subsection shall establish criteria for the
				selection of eligible individuals to participate in the teaching residency
				program based on the following characteristics:</text>
										<subclause id="H9DDB100896C547EF95F855126E41DEAF"><enum>(I)</enum><text>Strong content
				knowledge or record of accomplishment in the field or subject area to be
				taught.</text>
										</subclause><subclause id="H2E0D8F407DA84DDBBAF8F7780A6DDAC8"><enum>(II)</enum><text>Strong verbal and
				written communication skills, which may be demonstrated by performance on
				appropriate assessments.</text>
										</subclause><subclause id="H819EED5C7C4540C98A4D4C0BAF798DA1"><enum>(III)</enum><text>Other attributes
				linked to effective teaching, which may be determined by interviews or
				performance assessments, as specified by the eligible partnership.</text>
										</subclause></clause></subparagraph></paragraph><paragraph id="HAAA50AEC42C5432696B350D7A54E32EA"><enum>(3)</enum><header>Principal
				residency programs</header>
								<subparagraph id="HF2580D424D8E45FAB1C1AC96EEDA3ED9"><enum>(A)</enum><header>Establishment
				and design</header><text>A principal residency program under this paragraph
				shall be a program based upon models of successful principal residencies that
				serve as a mechanism to prepare principals for success in high-need schools in
				the eligible partnership and shall be designed to include the following
				characteristics of successful programs:</text>
									<clause id="HAC27E10E4A5440CDBFC7D96260F4F150"><enum>(i)</enum><text>Engagement of
				principal residents in rigorous graduate-level coursework to earn an
				appropriate advanced credential while undertaking a guided principal
				apprenticeship.</text>
									</clause><clause id="HB2ACE9CB6454445DA03B5B62D2FF33C8"><enum>(ii)</enum><text>Experience and
				learning opportunities alongside a trained and experienced mentor
				principal—</text>
										<subclause id="HC9DD147791804DBD8F690E5307D7F9C9"><enum>(I)</enum><text>whose mentoring
				shall be based on standards of effective mentoring practice and shall
				complement the residence program so that school-based clinical practice is
				tightly aligned with coursework; and</text>
										</subclause><subclause id="HFC2A52EE22F14BDDBF4781DE7BEC2802"><enum>(II)</enum><text>who may be
				relieved from some portion of principal duties or may be offered a stipend as a
				result of such additional responsibilities.</text>
										</subclause></clause><clause id="HDD9BDCCE7B5649CC8CF12CF6D830D095"><enum>(iii)</enum><text>The
				establishment of clear criteria for the selection of mentor principals, which
				may be based on observations of the following:</text>
										<subclause id="HBBB9D5CC6275439CA25E9AB973E0F013"><enum>(I)</enum><text>Demonstrating
				awareness of, and having experience with, the knowledge, skills, and attitudes
				to—</text>
											<item id="H536C0E7F11F449C2A461AC3AFDAD672A"><enum>(aa)</enum><text>establish and
				maintain a professional learning community that effectively extracts
				information from data to improve the school culture and personalize instruction
				for all students to result in improved student achievement;</text>
											</item><item id="HE69908541767482BA3638FD44B937FA9"><enum>(bb)</enum><text>create and
				maintain a learning culture within the school that provides a climate conducive
				to the development of all members of the school community, including one of
				continuous learning for adults tied to student learning and other school
				goals;</text>
											</item><item id="H355D7FA3AB13479589F8A35728E6F14B"><enum>(cc)</enum><text>engage in
				continuous professional development, utilizing a combination of academic study,
				developmental simulation exercises, self-reflection, men­tor­ship, and
				internship;</text>
											</item><item id="H53D35465535E428F91E8E8C1BD1002FF"><enum>(dd)</enum><text>understand youth
				development appropriate to the age level served by the school, and use this
				knowledge to set high expectations and standards for the academic, social,
				emotional, and physical development of all students; and</text>
											</item><item id="H39A0469D27AE4991811E315FCA4E3C31"><enum>(ee)</enum><text>actively engage
				the community to create shared responsibility for student academic performance
				and successful development.</text>
											</item></subclause><subclause id="H89B11F2ACAAC439ABB91D7B2880726B8"><enum>(II)</enum><text>Planning and
				articulating a shared and coherent schoolwide direction and policy for
				achieving high standards of student performance.</text>
										</subclause><subclause id="H451B9561A28E466181F91BFD9E0D0E69"><enum>(III)</enum><text>Identifying and
				implementing the activities and rigorous curriculum necessary for achieving
				such standards of student performance.</text>
										</subclause><subclause id="HFFA4AE49EDF94A4C818360216BA61655"><enum>(IV)</enum><text>Supporting a
				culture of learning, collaboration, and professional behavior and ensuring
				quality measures of instructional practice.</text>
										</subclause><subclause id="HEEB29636C800462EB99ECC13B504277E"><enum>(V)</enum><text>Communicating and
				engaging parents, families, and other external communities.</text>
										</subclause><subclause id="H70830447B207455CBB59622AFAC5EA62"><enum>(VI)</enum><text>Collecting,
				analyzing, and utilizing data and other evidence of student learning and
				evidence of classroom practice to guide decisions and actions for continuous
				improvement and to ensure performance accountability.</text>
										</subclause></clause><clause id="H9B73228A6A3342EB806845445390A60F"><enum>(iv)</enum><text>The development
				of admissions goals and priorities—</text>
										<subclause id="H1CD3E34CCB7B49B8ACE115F74814E664"><enum>(I)</enum><text>that are aligned
				with the hiring objectives of the local educational agency partnering with the
				program, as well as the instructional initiatives and curriculum of such agency
				to hire qualified graduates from the principal residency program; and</text>
										</subclause><subclause id="H2AA8835CDDFE4FBBA55FE036F4AFA664"><enum>(II)</enum><text>which may include
				consideration of applicants who reflect the communities in which they will
				serve as well as consideration of individuals from underrepresented populations
				in school leadership positions.</text>
										</subclause></clause><clause id="H8CA70BF938A746F28DA57420161D7163"><enum>(v)</enum><text>Support for
				residents once such residents are hired as principals, through an induction
				program, professional development to support the knowledge and skills of the
				principal in a continuum of learning and content expertise in developmentally
				appropriate or age-appropriate educational practices, and networking
				opportunities to support the residents through not less than the residents’
				first 2 years of serving as principal of a school.</text>
									</clause></subparagraph><subparagraph id="H2181C30F98FB4804BFD3FEF02EB7675C"><enum>(B)</enum><header>Selection of
				individuals as principal residents</header>
									<clause id="HD0E5D412D57F4091B6369EBDF1A67F5C"><enum>(i)</enum><header>Eligible
				individual</header><text>In order to be eligible to be a principal resident in
				a principal residency program under this paragraph, an individual shall—</text>
										<subclause id="HE14BBE0240A5410C898BF7077921BFD8"><enum>(I)</enum><text>have prior
				prekindergarten through grade 12 teaching experience;</text>
										</subclause><subclause id="H1E78F17A7E3E490C8C0016AE155C8BAA"><enum>(II)</enum><text>have experience
				as an effective leader, manager, and written and oral communicator; and</text>
										</subclause><subclause id="H5E28BCEE6FDB43E3AD3F18BF01982E61"><enum>(III)</enum><text>submit an
				application to the residency program.</text>
										</subclause></clause><clause id="H8CF68267CF274493983B91553FA2126A"><enum>(ii)</enum><header>Selection
				criteria</header><text>An eligible partnership carrying out a principal
				residency program under this subsection shall establish criteria for the
				selection of eligible individuals to participate in the principal residency
				program based on the following characteristics:</text>
										<subclause id="H2B1698BD983C4A30A22B5E7AE81750AC"><enum>(I)</enum><text>Strong
				instructional leadership skills in an elementary school or secondary school
				setting.</text>
										</subclause><subclause id="HA934A47C2FD646658F1F7B7E965BD458"><enum>(II)</enum><text>Strong verbal and
				written communication skills, which may be demonstrated by performance on
				appropriate assessments.</text>
										</subclause><subclause id="H79A9674B23614DDAAA0562D8ABB4D5A8"><enum>(III)</enum><text>Other attributes
				linked to effective leadership, such as sound judgment, organizational
				capacity, collaboration, and openness to continuous learning, which may be
				determined by interviews or performance assessment, as specified by the
				eligible partnership.</text>
										</subclause></clause></subparagraph></paragraph><paragraph id="HE67E433911404A3DB464239D86AADC1B"><enum>(4)</enum><header>Stipends or
				salaries; applications; agreements; repayments</header>
								<subparagraph id="H152A40E666004A64B989A3AEF70279DF"><enum>(A)</enum><header>Stipends or
				salaries</header><text>A teaching or principal residency program under this
				subsection—</text>
									<clause id="HBFAE359BAC424355986F4938F758E061"><enum>(i)</enum><text>shall provide a
				1-year living stipend or salary to teaching or principal residents during the
				1-year teaching or principal residency program; and</text>
									</clause><clause id="HA3856BD6D6644C61A6EEDB0C3427D4FE"><enum>(ii)</enum><text>may provide a
				stipend to a mentor teacher or mentor principal.</text>
									</clause></subparagraph><subparagraph id="H164D2A9715D14FC6802D9F2BDB2D8145"><enum>(B)</enum><header>Applications for
				stipends or salaries</header><text>Each teacher or principal residency
				candidate desiring a stipend or salary during the period of residency shall
				submit an application to the eligible partnership at such time, and containing
				such information and assurances, as the eligible partnership may
				require.</text>
								</subparagraph><subparagraph id="HB1D29B5C8A8347C3A78FCCFDDB41D920"><enum>(C)</enum><header>Agreements to
				serve</header><text>Each application submitted under subparagraph (B) shall
				contain or be accompanied by an agreement that the applicant will—</text>
									<clause id="HE1AD750268CA4ECA9BA3498257CD3A6A"><enum>(i)</enum><text>serve as a
				full-time teacher or principal for a total of not less than 3 academic years
				immediately after successfully completing the 1-year teaching or principal
				residency program;</text>
									</clause><clause id="HDBE31630F50E49F2952A9DE906FFD9D2"><enum>(ii)</enum><text>fulfill the
				requirement under clause (i)—</text>
										<subclause id="HF8B7AFDEFE9845A397F01D7CE4145E98"><enum>(I)</enum><text>by teaching or
				serving as a principal in a high-need school served by the high-need local
				educational agency in the eligible partnership and, if a teacher, teaching a
				subject or area that is designated as high need by the partnership; or</text>
										</subclause><subclause id="H7EEEB2170DBF49C39183E4949D127CC8"><enum>(II)</enum><text>if there is no
				appropriate position available in a high-need school served by the high-need
				local educational agency in the eligible partnership, by teaching or serving as
				a principal in any other high-need school;</text>
										</subclause></clause><clause id="H144D6452A74B47EDB88B3B777D973A44"><enum>(iii)</enum><text>provide to the
				eligible partnership a certificate, from the chief administrative officer of
				the local educational agency in which the resident is employed, of the
				employment required under clauses (i) and (ii) at the beginning of, and upon
				completion of, each year or partial year of service;</text>
									</clause><clause id="HA4C06498FE934E8186520EB1EB57890E"><enum>(iv)</enum><text>for teacher
				residents, meet the requirements to be a highly qualified teacher, as defined
				in section 9101 of the Elementary and Secondary Education Act of 1965, or
				section 602 of the Individuals with Disabilities Education Act, when the
				applicant begins to fulfill the service obligation under this clause;
				and</text>
									</clause><clause id="H9C438963658144AD8F65BA419F8B427D"><enum>(v)</enum><text>comply with the
				requirements set by the eligible partnership under subparagraph (D) if the
				applicant is unable or unwilling to complete the service obligation required by
				this subparagraph.</text>
									</clause></subparagraph><subparagraph id="H409357BE96C144C198BDF910F3C58DC0"><enum>(D)</enum><header>Repayments</header>
									<clause id="H5C622AE902DC46B7A08BE87BE9A1F916"><enum>(i)</enum><header>In
				general</header><text>An eligible partnership carrying out a teaching or
				principal residency program under this subsection shall require a recipient of
				a stipend or salary under subparagraph (A) who does not complete, or who
				notifies the partnership that the recipient intends not to complete, the
				service obligation required by subparagraph (C) to repay such stipend or salary
				to the eligible partnership, together with interest, at a rate specified by the
				partnership in the agreement, and in accordance with such other terms and
				conditions specified by the eligible partnership, as necessary.</text>
									</clause><clause id="HA481F4F73A1C497E96CB2B1B547E922F"><enum>(ii)</enum><header>Other terms and
				conditions</header><text>Any other terms and conditions specified by the
				eligible partnership may include reasonable provisions for prorata repayment of
				the stipend or salary described in subparagraph (A) or for deferral of a
				teaching resident's service obligation required by subparagraph (C), on grounds
				of health, incapacitation, inability to secure employment in a school served by
				the eligible partnership, being called to active duty in the Armed Forces of
				the United States, or other extraordinary circumstances.</text>
									</clause><clause id="HC0BEDCA5D3C840B18C1EF5C54BF75617"><enum>(iii)</enum><header>Use of
				repayments</header><text>An eligible partnership shall use any repayment
				received under this subparagraph to carry out additional activities that are
				consistent with the purposes of this
				section.</text>
									</clause></subparagraph></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H0A5438F4C5E24CA9BB94AE06185CE517"><enum>(4)</enum><text>by striking
			 subsection (f) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="H6CD8EAF52A2D4260912AE27B5E7D376A" style="OLC">
						<subsection id="HFE57AC2D703F466BB59CBD13A00980C7"><enum>(f)</enum><header>Partnership
				grants for educator development</header><text>An eligible partnership that
				receives a grant under this section may carry out effective educator
				development programs for other educators besides teachers and principals based
				on the needs identified in subsection (b)(1) that may include the following
				activities:</text>
							<paragraph id="H5ABC17DC6BC543A4BFEE987AB001DE9F"><enum>(1)</enum><text>Implementing
				curriculum changes that improve, evaluate, and assess how well prospective and
				new educators develop instructional skills.</text>
							</paragraph><paragraph id="HC8618F682F28435A82A11E6C526C058B"><enum>(2)</enum><text>Preparing
				educators to use empirically based practice and scientifically valid research,
				where applicable.</text>
							</paragraph><paragraph id="HECC63C92A9BB453E8FF5B59AFBD4D739"><enum>(3)</enum><text>Providing
				pre-service clinical experience.</text>
							</paragraph><paragraph id="HF655854D8B70437EB21DC78EBD903110"><enum>(4)</enum><text>Creating induction
				programs for new educators.</text>
							</paragraph><paragraph id="H133DBEE8799949FCAF441576699119F7"><enum>(5)</enum><text>Aligning
				recruitment and admissions goals and priorities with the hiring objectives of
				the high-need local educational agency in the eligible partnership.</text>
							</paragraph><paragraph id="H0D3814806EE44CBA8FD1F28C739E93B3"><enum>(6)</enum><text>Professional
				development and training for mentor teachers and
				principals.</text>
							</paragraph></subsection><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H3FD0C52200F044D28475FD0D5CD37867"><enum>(5)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HAAFE3ADCC37341AE94386684A15CC7FD" style="OLC">
						<subsection id="HD2E84D14CD5F409AB14C43B51662A644"><enum>(l)</enum><header>Continuation of
				awards</header><text>Notwithstanding any other provision of law, from funds
				appropriated to carry out this part, the Secretary shall continue to fund any
				multiyear grant awarded under this part (as such provisions were in effect on
				the day before the date of enactment of the <short-title>Educator Preparation Reform Act</short-title>), for the
				duration of such multiyear grant in accordance with its
				terms.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="HE603F0668359405A900DB6E8191969D7"><enum>104.</enum><header>Administrative
			 provisions</header><text display-inline="no-display-inline">Section 203 of the
			 Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1022b">20 U.S.C. 1022b</external-xref>) is amended—</text>
				<paragraph id="H858B132A6609452C8C18F648E39FF4D8"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking paragraph
			 (2) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="H99C30457D9B9447395F494FEB78B8E83" style="OLC">
						<paragraph id="H2421C296C70C48E49492AE62327358EA"><enum>(2)</enum><header>Number of
				awards</header><text>An eligible partnership may not receive more than 1 grant
				during a 5-year period, except such partnership may receive an additional grant
				during such period if such grant is used to establish a teacher or principal
				residency program if such residency program was not established with the prior
				grant. Nothing in this title shall be construed to prohibit an individual
				member, that can demonstrate need, of an eligible partnership that receives a
				grant under this title from entering into another eligible partnership
				consisting of new members and receiving a grant with such other eligible
				partnership before the 5-year period described in the preceding sentence
				applicable to the eligible partnership with which the individual member has
				first partnered has expired.</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H9D3012082FF944C486C019B7B1F80A01"><enum>(2)</enum><text>in subsection
			 (b)(2)(A), by striking <quote>teacher preparation program</quote> and inserting
			 <quote>teacher education program or educator development
			 program</quote>.</text>
				</paragraph></section><section id="HB72B26B4184B467DADDB214842F86783"><enum>105.</enum><header>Accountability
			 and evaluation</header><text display-inline="no-display-inline">Section 204(a)
			 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1022c">20 U.S.C. 1022c(a)</external-xref>) is amended to read as
			 follows</text>
				<quoted-block display-inline="no-display-inline" id="H05BE024B7E0B46AC9178F08675470618" style="OLC">
					<subsection id="HA4F6F492917D492C90E3683019760801"><enum>(a)</enum><header>Eligible
				partnership evaluation</header><text>Each eligible partnership submitting an
				application for a grant under this part shall establish, and include in such
				application, an evaluation plan that includes strong and measurable performance
				objectives. The plan shall include objectives and measures for—</text>
						<paragraph id="H5611095F711B4AD4B862E420B78E3779"><enum>(1)</enum><text>achievement for
				all prospective and new educators as measured by the eligible
				partnership;</text>
						</paragraph><paragraph id="H946253E7B34D448DBA45DD3886A9E8D8"><enum>(2)</enum><text>educator retention
				in the first 3 years;</text>
						</paragraph><paragraph id="HE9ADCD7F53BB4463ABE1DC63D0ED4BFF"><enum>(3)</enum><text>pass rates and
				scaled scores for initial State certification or licensure of teachers or pass
				rates and average scores on valid and reliable teacher performance assessments;
				and</text>
						</paragraph><paragraph id="H5F5CB1E567B54B4FB353435BB765AF37"><enum>(4)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H5A384C2338374DEAB705E3AC65BACF9B"><enum>(A)</enum><text>the percentage of highly
				qualified teachers, principals, and other educators hired by the high-need
				local educational agency participating in the eligible partnership;</text>
							</subparagraph><subparagraph id="H0EBBEE7BC5D840698FF9EB0AF635FDD1" indent="up1"><enum>(B)</enum><text>the percentage of highly qualified
				teachers, principals, and other educators hired by the high-need local
				educational agency who are members of underrepresented groups;</text>
							</subparagraph><subparagraph id="H97F3C2C039C94D37B29ABC963B08543A" indent="up1"><enum>(C)</enum><text>the percentage of highly qualified
				teachers hired by the high-need local educational agency who teach high-need
				academic subject areas (such as reading, mathematics, science, and foreign
				language, including less commonly taught languages and critical foreign
				languages);</text>
							</subparagraph><subparagraph id="HF2E4ECD47EC5491AA44063ABE999D5A8" indent="up1"><enum>(D)</enum><text>the percentage of highly qualified
				teachers hired by the high-need local educational agency who teach in high-need
				areas (including special education, bilingual education, language instruction
				educational programs for limited English proficient students, and early
				childhood education);</text>
							</subparagraph><subparagraph id="H17D6E3639BBF45ED9F12096BF20C573D" indent="up1"><enum>(E)</enum><text>the percentage of highly qualified
				teachers and other educators hired by the high-need local educational agency
				who teach in high-need schools, disaggregated by the elementary school and
				secondary school levels;</text>
							</subparagraph><subparagraph id="HF613A89D084243168156CFF501A4CE26" indent="up1"><enum>(F)</enum><text>as applicable, the percentage of early
				childhood education program classes in the geographic area served by the
				eligible partnership taught by early childhood educators who are highly
				competent; and</text>
							</subparagraph><subparagraph id="H7203E4A1086745738C5462D244BA2A91" indent="up1"><enum>(G)</enum><text>as applicable, the percentage of
				educators trained to—</text>
								<clause id="H3C81DBD57D50454AA1EFDDE985B994A1"><enum>(i)</enum><text>integrate technology effectively
				into curricula and instruction, including technology consistent with the
				principles of universal design for learning; and</text>
								</clause><clause id="H116F4482ABD34537A17331B6C612A617"><enum>(ii)</enum><text>use technology effectively to
				collect, manage, and analyze data to improve teaching and learning for the
				purpose of improving student learning
				outcomes.</text>
								</clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="H94D26AE2F9B64F658EDAAD201E9E193F"><enum>106.</enum><header>Accountability
			 for programs that prepare teachers</header><text display-inline="no-display-inline">Section 205 of the Higher Education Act of
			 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1022d">20 U.S.C. 1022d</external-xref>) is amended—</text>
				<paragraph id="H2EACBC6E5DD94358B5572C7B79070DE6"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)—</text>
					<subparagraph id="HDA95C3CE435C42529BC73E0F3B117AB1"><enum>(A)</enum><text>by striking the
			 subsection heading and inserting <quote><header-in-text level="subsection" style="OLC">Teacher Preparation Entity Report Cards</header-in-text></quote>;
			 and</text>
					</subparagraph><subparagraph id="HE2DE64119DE04D26B82D6D74C421DECE"><enum>(B)</enum><text>by striking
			 paragraph (1) and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="H6146E5B708324E93986090F17B2E0726" style="OLC">
							<paragraph commented="no" display-inline="no-display-inline" id="HE7B7FEE9028447CB9E772BACA9A47A87"><enum>(1)</enum><header display-inline="yes-display-inline">Report card</header><text display-inline="yes-display-inline">Each teacher preparation entity approved to
				operate teacher preparation programs in the State and that receives or enrolls
				students receiving Federal assistance shall report annually to the State and
				the general public, in a uniform and comprehensible manner that conforms with
				the definitions and methods established by the Secretary, the following:</text>
								<subparagraph id="H382AA35A2FDF45FFA0C8CF263D884FC6"><enum>(A)</enum><header>Goals and
				assurances</header>
									<clause id="H6EA6622F36DB4935A423148FB4531639"><enum>(i)</enum><text>For the most
				recent year for which the information is available for the entity whether the
				goals set under section 206 have been met.</text>
									</clause><clause id="HDA988E34DC9D41A880484B728D5E35EE"><enum>(ii)</enum><text>A
				description of the steps the entity is taking to improve its performance in
				meeting the annual goals set under section 206.</text>
									</clause><clause id="H1B17A90781364936B0DA31CA10D7EB62"><enum>(iii)</enum><text>A description of
				the activities the entity has implemented to meet the assurances provided under
				section 206.</text>
									</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HB227E886D5BD4E788932595BE84F7F94"><enum>(B)</enum><header>Pass rates and
				scaled scores</header><text>For the most recent year for which the information
				is available the following:</text>
									<clause commented="no" display-inline="no-display-inline" id="HF1EC87F740CD43CAA3153414180A71E0"><enum>(i)</enum><text>Except as provided
				in clause (ii), for those students who took the assessments used for teacher
				certification or licensure by the State in which the entity is located and are
				enrolled in the teacher preparation program or, and for those who have taken
				such assessments and have completed the teacher preparation program during the
				two-year period preceding such year, for each of such assessments—</text>
										<subclause id="HBA688BE9BE6E42DE9869B1595C683D15"><enum>(I)</enum><text>the percentage of
				all students who passed such assessment;</text>
										</subclause><subclause id="H35C5C74B16AA452FA05CB619662AA79E"><enum>(II)</enum><text>the percentage of
				students who have taken such assessment who enrolled in and completed the
				teacher preparation program; and</text>
										</subclause><subclause id="H609F263325AC4C4F8681E714ABA6BA1D"><enum>(III)</enum><text>the average
				scaled score for all students who took such assessment.</text>
										</subclause></clause><clause id="H2CD9CAA01C4B4E3BA61F5E64BDEB1CD0"><enum>(ii)</enum><text>In the case of an
				entity that requires a valid and reliable teacher performance assessment in
				order to complete the preparation program, the entity may submit in lieu of the
				information described in clause (i) the pass rate and average score of students
				taking the teacher performance assessment, disaggregated by subject area, race,
				ethnicity, and gender, except that such disaggregation shall not be required in
				a case in which the result would reveal personally identifiable information
				about an individual student.</text>
									</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H5806139D8C14446F82C0BC80CE20C9CC"><enum>(C)</enum><header>Entity
				information</header><text>A description of the following:</text>
									<clause id="H58F1B702DFB843669108975F62BDA547"><enum>(i)</enum><text>The median grade
				point average and range of grade point averages for admitted students.</text>
									</clause><clause id="H82C8D7B796E84E05B730931671B819B6"><enum>(ii)</enum><text>The number of
				students in the entity (disaggregated by race, ethnicity, and gender).</text>
									</clause><clause id="HF69CEB8F11D34D2C858BCA485B1AE2FF"><enum>(iii)</enum><text>The number of
				hours and types of supervised clinical preparation required.</text>
									</clause><clause id="HA62C6B7D0AD04972B2854A5532139D8B"><enum>(iv)</enum><text>The total number
				of students who have completed programs for certification or licensure
				(disaggregated by subject area).</text>
									</clause></subparagraph><subparagraph id="H548DBB99BEAD4D52B056DCD1527AA959"><enum>(D)</enum><header>Accreditation</header><text>Whether
				the program is accredited by a specialized accrediting agency recognized by the
				Secretary for accreditation of professional teacher education programs.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H55A3BE51C7FF453E8EDD128585E3840D"><enum>(E)</enum><header>Designation as
				low-performing</header><text>Whether the program has been designated as
				low-performing by the State under section
				207(a).</text>
								</subparagraph></paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H01F23411525D4410953921B7A43D8971"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b)—</text>
					<subparagraph id="H228335B5E22B411B92957E889341CE3C"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1)—</text>
						<clause id="H76873C3D3BC04A288467002808598EB3"><enum>(i)</enum><text display-inline="yes-display-inline">in subparagraph (A), by inserting <quote>,
			 including teacher performance assessments</quote> after
			 <quote>State</quote>;</text>

										<subclause commented="no" display-inline="no-display-inline" id="HE73690D4CB7E44F3AB8781BCC47BDE93" indent="up1"><enum>(I)</enum><text>the percentage of all such students in
				all such programs and entities who have taken the assessment who pass such
				assessment;</text>
										</subclause><subclause commented="no" display-inline="no-display-inline" id="H6ADB0A39BFF14BE489AC5CD7FF3426CF" indent="up1"><enum>(II)</enum><text>the percentage of students who have
				taken the assessment who enrolled in and completed a teacher preparation
				program; and</text>
										</subclause><subclause commented="no" display-inline="no-display-inline" id="H93DCBE0995584241BA871D94C34E783A" indent="up1"><enum>(III)</enum><text>the average scaled score of individuals
				participating in such a program, or who have completed such a program during
				the two-year period preceding the first year for which the annual State report
				card is provided, who took each such assessment.</text>
										</subclause></clause><clause commented="no" display-inline="no-display-inline" id="HC3428356838A4103AE27544981CD13EB" indent="up1"><enum>(ii)</enum><text>In the case of a State that has
				implemented a valid and reliable teacher performance assessment, the State may
				submit in lieu of the information described in clause (i) the pass rate and
				average score of students taking the teacher performance assessment,
				disaggregated by subject area, race, ethnicity, and gender, except that such
				disaggregation shall not be required in a case in which the result would reveal
				personally identifiable information about an individual
				student.</text>
									</clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
						</clause><clause id="HFDDBEA0A3C9E490694BFEB62944E7D88"><enum>(iii)</enum><text>by
			 striking subparagraph (G) and inserting the following:</text>
							<quoted-block display-inline="no-display-inline" id="HC88CCB06AE3D43FBB0F0AF41CF1B928E" style="OLC">
								<subparagraph id="HAABE4DCB47634E6FA805C425CDDD0A79"><enum>(G)</enum><text>For each teacher
				preparation program in the State the following:</text>
									<clause id="H15BAE17D9ECC477EA0BB10BC012D8AC4"><enum>(i)</enum><text>The median grade
				point average and range of grade point averages for admitted students.</text>
									</clause><clause id="H2F7F45879E6A43DD81BE406016B96732"><enum>(ii)</enum><text>The number of
				students in the program (disaggregated by race, ethnicity, and gender).</text>
									</clause><clause id="HED4F1D662D504F56B831E396B1A73B3B"><enum>(iii)</enum><text>The number of
				hours and types of supervised clinical preparation
				required.</text>
									</clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
						</clause><clause id="H817D5708C61C44228580AE7CC2BD8DE9"><enum>(iv)</enum><text>by
			 striking subparagraph (H) and inserting the following:</text>
							<quoted-block display-inline="no-display-inline" id="H8AD7A72EF0EC4204BDB33234B09E6842" style="OLC">
								<subparagraph id="H8AE727DE483A48C0A0F4F5A51D6376ED"><enum>(H)</enum><text>For the State as a
				whole, and for each teacher preparation entity in the State, the number of
				teachers prepared, in the aggregate and reported separately by the
				following:</text>
									<clause id="HB6C4F1500BA54F72B491532543552F55"><enum>(i)</enum><text>Area of
				certification or licensure.</text>
									</clause><clause id="HC556F91CA3BE471DA1EEC70A15604DDA"><enum>(ii)</enum><text>Academic
				major.</text>
									</clause><clause id="H04677DB078134A2294F755EDF741B409"><enum>(iii)</enum><text>Subject area for
				which the teacher has been prepared to teach.</text>
									</clause><clause id="H38BB8E27840C499D90B1C6E0F8AF4070"><enum>(iv)</enum><text>The relationship
				of the subject area and grade span of teachers graduated by the teacher
				preparation entity to the teacher workforce needs of the State.</text>
									</clause><clause id="H81DA1063DC6B467EA3FCC3C7D7F996EB"><enum>(v)</enum><text>The percentage of
				teachers graduated teaching in high-need
				schools.</text>
									</clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
						</clause><clause id="H672456B1B879454FA89EE23B404B8DC7"><enum>(v)</enum><text>by
			 striking subparagraphs (I), (J), (K), and (L); and</text>
						</clause><clause id="H7E2D0EABDA2945BD81700EA2AA3EBECF"><enum>(vi)</enum><text>by
			 adding at the end the following:</text>
							<quoted-block display-inline="no-display-inline" id="H12067939000A4109A454E8683B097EC6" style="OLC">
								<subparagraph id="H1E5B26C839244EE3BE9EB3BB552C0B47"><enum>(I)</enum><text>The capacity of
				the statewide longitudinal data system to report valid and reliable outcome
				data on the graduates of teacher preparation entities in the State and where
				available the results of such data on the following:</text>
									<clause id="H41FFA827B9234BDA8714B84E5C638B92"><enum>(i)</enum><text>Evidence of
				student learning, including information on the academic performance of students
				with disabilities and limited English proficient students taught by graduates
				of teacher preparation entities in the State by subject area and grade.</text>
									</clause><clause id="H4C0B184C70264D81AF08612C2969F9B4"><enum>(ii)</enum><text>Job placement of
				program completers within 12 months of graduation.</text>
									</clause><clause id="HD5FF959D17BA4FD2803FDE88F681DCCA"><enum>(iii)</enum><text>Retention of
				program completers in teaching after 3 years.</text>
									</clause><clause id="H0D0EDF92532B41C2AB7641EC9C0F22AB"><enum>(iv)</enum><text>Other outcome
				indicators, such as average results from teacher
				evaluations.</text>
									</clause></subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
						</clause></subparagraph><subparagraph id="HBC653BB41E9C4158A16B80FE40B1C412"><enum>(B)</enum><text>by adding at the
			 end the following:</text>
						<quoted-block display-inline="no-display-inline" id="H91889591F8164387929876BA0A3EBA70" style="OLC">
							<paragraph id="H8C8F38876D0D4309999CDF68095B52E7"><enum>(3)</enum><header>No requirement
				for reporting on students not residing in the State</header><text>Nothing in
				this section shall require a State to report data on program completers who do
				not reside in such
				State.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></section><section id="H95B0B87230B645DFB6548F356B8B37A9"><enum>107.</enum><header>Teacher
			 development</header><text display-inline="no-display-inline">Section 206 of the
			 Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1022e">20 U.S.C. 1022e</external-xref>) is amended—</text>
				<paragraph id="HA314D3EF98AC4A2485D9E53F0772A1EB"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>Each
			 institution</quote> and all that follows through <quote>under this Act,</quote>
			 and inserting <quote>Each teacher preparation entity that enrolls students
			 receiving Federal assistance under this Act, or receives other Federal funding
			 to support its teacher preparation programs,</quote>;</text>
				</paragraph><paragraph id="H829B96E44CFC4698B56DD0427092AC61"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b)—</text>
					<subparagraph id="H81CF8B0AD2F5466B9BCCD5862014C6CB"><enum>(A)</enum><text display-inline="yes-display-inline">in the matter preceding paragraph (1), by

								</subparagraph><subparagraph id="HFFCCE09098854833A9C8725D00171FB7"><enum>(B)</enum><text>training in
				providing instruction to diverse populations, including children with
				disabilities, limited English proficient students, gifted students, and
				children from low-income families; and</text>
								</subparagraph><subparagraph id="HD3C640A7560A4EFCBCCBCB99043C66EC"><enum>(C)</enum><text>training on how to
				effectively teach in urban and rural schools, as
				applicable.</text>
								</subparagraph></paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H0BEB6FBC287E4570A99D53774CCBD8BB"><enum>(3)</enum><text>in subsection (c),
			 by striking <quote>institution</quote> and inserting
			 <quote>entity</quote>.</text>
				</paragraph></section><section id="HCE57B6FAB1724971A6523175B5E14D74"><enum>108.</enum><header>State
			 functions</header><text display-inline="no-display-inline">Section 207 of the
			 Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1022f">20 U.S.C. 1022f</external-xref>) is amended to read as
			 follows:</text>
				<quoted-block display-inline="no-display-inline" id="H49DB92ACAA29459F90FE1EC33639C8F9" style="OLC">
					<section id="HDEC40FA106C543EA87D7FE97DB61E317"><enum>207.</enum><header>State
				functions</header>
						<subsection id="HF9AB9705D4B84490A3717953F2B00B29"><enum>(a)</enum><header>State
				assessment</header>
							<paragraph id="H759C55FF20EB44D098FF83C2EED5F6E9"><enum>(1)</enum><header>In
				general</header><text>In order to receive funds under this Act, a State shall
				conduct an assessment to identify at-risk and low-performing teacher
				preparation programs in the State and to assist such programs through the
				provision of technical assistance.</text>
							</paragraph><paragraph id="HFA9BCB5DA82640CEBF6650F0BD4F4F7C"><enum>(2)</enum><header>Provision of low
				performing list</header><text>Each State described in paragraph (1)
				shall—</text>
								<subparagraph id="H38D04E52A62E4DD8BD3F3D5059E0F9FE"><enum>(A)</enum><text>provide the
				Secretary with an annual list of low-performing teacher preparation programs
				and an identification of those programs at risk of being placed on such list,
				as applicable;</text>
								</subparagraph><subparagraph id="H44D1F0937ECC4356AB11A888F2180347"><enum>(B)</enum><text>report any teacher
				preparation program that has been closed and the reasons for such closure;
				and</text>
								</subparagraph><subparagraph id="HE86B9A9E2C694BCEAEF3D71F3B85E67B"><enum>(C)</enum><text>describe the
				assessment, described in paragraph (1), in the report under section
				205(b).</text>
								</subparagraph></paragraph><paragraph id="H48A03585AC0E4958BE464A55C223FC80"><enum>(3)</enum><header>Determination of
				at risk and low-performing programs</header><text>The levels of performance and
				the criteria for meeting those levels for purposes of the assessment under
				paragraph (1) shall be determined by the State in consultation with a
				representative group of community stakeholders, including, at a minimum,
				representatives of leaders and faculty of traditional and alternative route
				teacher preparation programs, pre-kindergarten through 12th grade leaders and
				instructional staff, current teacher candidates participating in traditional
				and alternative route teacher preparation programs, the State’s standards board
				or other appropriate standards body, and other stakeholders identified by the
				State. In making such determination, the State shall consider multiple measures
				and the information reported by teacher preparation entities under section
				205.</text>
							</paragraph></subsection><subsection id="HBA1DA896A36C40448A3E4398236B6D84"><enum>(b)</enum><header>Reporting and
				improvement</header><text>In order to receive funds under this Act, a State
				shall—</text>
							<paragraph id="H0423B0B4AB3F4EB3BD7DB8D11E242584"><enum>(1)</enum><text>report any
				programs described in subsection (a) to the Secretary;</text>
							</paragraph><paragraph id="H97BFE45CB3724EB29EB5E027CE891F43"><enum>(2)</enum><text>establish a period
				of improvement and redesign (as established by the State) for programs
				identified as at-risk under subsection (a);</text>
							</paragraph><paragraph id="H982DF09FAD054332B92FF528BB839A21"><enum>(3)</enum><text>provide programs
				identified as at-risk under subsection (a) with technical assistance for a
				period of not longer than 3 years;</text>
							</paragraph><paragraph id="H55663A180C594EACA8347824F6AFC016"><enum>(4)</enum><text>identify at-risk
				programs as low-performing if there is not sufficient improvement following the
				period of technical assistance provided by the State; and</text>
							</paragraph><paragraph id="H82819840EC4641A2B64A5CB45057DAB2"><enum>(5)</enum><text>subject
				low-performing programs to the provisions described in subsection (c) (as
				determined by the State) not later than 1 year after the date of such
				identification as a low-performing program.</text>
							</paragraph></subsection><subsection id="H2BCC000208E84F1382C8825026DBBAA7"><enum>(c)</enum><header>Termination of
				eligibility</header><text>Any teacher preparation program that is projected to
				close—</text>
							<paragraph id="H14D2613D9D294D0F8A84BD43A7A965A6"><enum>(1)</enum><text>shall be
				ineligible for any funding for professional development activities awarded by
				the Department;</text>
							</paragraph><paragraph id="H4C77439BFE684A5A911D51F6061BEBC7"><enum>(2)</enum><text>may not be
				permitted to provide new awards under subpart 9 of part A of title IV;
				and</text>
							</paragraph><paragraph id="H6E17EE15C983420881EC927D15EF0E92"><enum>(3)</enum><text>shall provide
				transitional support, including remedial services if necessary, for students
				enrolled in the program in the year prior to such closure.</text>
							</paragraph></subsection><subsection id="H18E082FF9E3B48AB858F84E4D8177311"><enum>(d)</enum><header>Application of
				the requirements</header><text>The requirements of this section shall apply to
				both traditional teacher preparation programs and alternative routes to State
				certification and licensure
				programs.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="H0AAD39BC472A4B6CADF2612EC3664036"><enum>109.</enum><header>Authorization
			 of appropriations</header><text display-inline="no-display-inline">Section 209
			 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1022h">20 U.S.C. 1022h</external-xref>) is amended—</text>
				<paragraph id="HDCEB7830942144B4A097746D5ABCB1AA"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>2009</quote> and
			 inserting <quote>2014</quote>; and</text>
				</paragraph><paragraph id="H119AD02F09B64B2683E29CD49E5A6DF3"><enum>(2)</enum><text>by striking
			 <quote>two</quote> and inserting <quote>5</quote>.</text>
				</paragraph></section></title><title id="HC52122B5D9BC4B089EEAC9FC42B51BBA"><enum>II</enum><header>Partnerships with
			 higher education to improve teacher preparation programs</header>
			<section id="H114332B345B546BA840FC3B24E083EC3"><enum>201.</enum><header>State use of
			 funds</header><text display-inline="no-display-inline">Section 2113 of the
			 Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6613">20 U.S.C. 6613</external-xref>) is
			 amended—</text>
				<paragraph id="HD0654DC7BA6844ED99C6406E0FBFD954"><enum>(1)</enum><text>in subsection
			 (a)(2) by striking <quote>to make subgrants</quote> and all that follows and
			 inserting <quote>for activities consistent with subpart 3; and</quote>;
			 and</text>
				</paragraph><paragraph id="H044158413BF44C09BE6279C18A1CD3BE"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HCDC0780C6F144FAC9679B32ECFF3A257" style="OLC">
						<subsection id="HA32E1E9FEEA64962B1E396A017667B39"><enum>(g)</enum><header>Additional
				activities</header><text>The State educational agency for a State that receives
				a grant under section 2111 shall assist the State higher education agency (if
				the State higher education agency is not the State educational agency) in
				conducting the activities described under subpart 3.</text>
						</subsection><subsection id="H57DE8BF14BAA45B5B6CDF83DAD57439A"><enum>(h)</enum><header>Activities
				related to the Higher Education Act</header><text>A State that receives a grant
				under section 2111 shall—</text>
							<paragraph id="HC4B117800C444D2CA66C3FEC5B905835"><enum>(1)</enum><text>apply the
				requirements of section 207 of the Higher Education Act of 1965 to all teacher
				preparation programs in the State, including programs operated by institutions
				of higher education (whether such institutions are public, private, or
				for-profit), and any other program in the State which provides teacher
				preparation; and</text>
							</paragraph><paragraph id="H7D504CFC42CB4639B42F03A940FF701C"><enum>(2)</enum><text>develop and
				solicit public comment on criteria used to assess or identify low-performing
				teacher preparation programs under section 207 of the Higher Education Act of
				1965 (including any criteria in existence on the day before the date of
				enactment of the <short-title>Educator Preparation Reform
				Act</short-title>) and make any such criteria publicly available.</text>
							</paragraph></subsection><subsection id="HCF148B01F6C74A2E834B38672FA0D6FA"><enum>(i)</enum><header>Criteria</header><text>The
				criteria described under subsection (h)(2) shall—</text>
							<paragraph id="H22C2098B5B56454592122EF6A14205E0"><enum>(1)</enum><text>include multiple
				measures of performance of individual teachers, such as teacher and principal
				evaluation, student satisfaction, and evidence of student learning; and</text>
							</paragraph><paragraph id="HDAE854F7087F434DBB0DA9A5DB7FC1CB"><enum>(2)</enum><text>consider
				information reported by teacher preparation entities under section 205 of the
				Higher Education Act of 1965.</text>
							</paragraph></subsection><subsection id="H0384D8EEFEE6403097EDCE36F0E47D49"><enum>(j)</enum><header>Withholding of
				State administrative funds</header><text>The Secretary may withhold
				administrative funds provided to States under this Act if a State fails to
				develop, implement, and publicly disclose its criteria for low-performing and
				at-risk teacher preparation
				programs.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="H017F68F0DC414088B9472F1249978A29"><enum>202.</enum><header>State Agency
			 for Higher Education</header><text display-inline="no-display-inline">Subpart 3
			 of part A of title II of the Elementary and Secondary Education Act of 1965 (20
			 U.S.C. 6631 et seq.) is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H8968E281F33D4F0DA5D3B540ED6FC6A9" style="OLC">
					<subpart id="HBA191B7C1F184470829D0C9ADE4276D7"><enum>3</enum><header>State educational
				agency or State agency for higher education grants</header>
						<section id="H118703698B9F409CA55D740E1FEE0F29"><enum>2131.</enum><header>Grants</header>
							<subsection id="H1634BD7F0B1D4B0F9B647419628D365D"><enum>(a)</enum><header>In
				general</header><text>The State agency for higher education for a State that
				receives a grant under section 2111, working in conjunction with the State
				educational agency (if such agencies are separate), shall use the funds
				reserved under section 2113(a)(2) to carry out the activities described in
				section 2133, either directly or through subgrants to eligible entities, as
				described in this subpart.</text>
							</subsection><subsection id="HEFC71DED0BE64FFF8F6CF14939B758FA"><enum>(b)</enum><header>Distribution</header><text>In
				making subgrants to eligible entities under this subpart, the State agency for
				higher education shall ensure that such subgrants are equitably distributed by
				geographic area within the State.</text>
							</subsection></section><section id="H08446A6825DA445088D04EAB5983AD32"><enum>2132.</enum><header>Applications</header><text display-inline="no-display-inline">If the State agency for higher education
				makes subgrants under this subpart to carry out the activities described in
				section 2133, to be eligible to receive a subgrant, an eligible entity shall
				submit an application to the State agency for higher education at such time, in
				such manner, and containing such information as the agency may require.</text>
						</section><section id="H25FA12F5738D4722B76657D846B4A79B"><enum>2133.</enum><header>Use of funds
				and withholding</header>
							<subsection id="HDD07B42851B84FF4824480AC6841D2EA"><enum>(a)</enum><header>In
				general</header>
								<paragraph id="H68C9DC8C03894F75BDBC20C6A87B4A20"><enum>(1)</enum><header>Required uses of
				funds</header><text>In using the funds reserved under section 2113(a)(2), the
				State agency for higher education shall, directly or through subgrants to
				eligible entities, use such funds for the following activities:</text>
									<subparagraph id="HA22D8EDC7E1140B09B53826FB95294CF"><enum>(A)</enum><text>Providing
				technical assistance to and closing low-performing teacher preparation
				programs, as identified under section 207 of the Higher Education Act of 1965,
				under which the State agency for higher education shall—</text>
										<clause id="H58D47E7A392D4AB384D6702DA34DCD40"><enum>(i)</enum><text>assist teacher
				preparation programs that are at risk of being identified as low performing, or
				have been identified as low performing, under such section, through—</text>
											<subclause id="H5FC3439E422746838B06E872D2C60939"><enum>(I)</enum><text>technical
				assistance designed to identify the reasons such programs are at risk of being
				identified, or have been identified, as low performing;</text>
											</subclause><subclause id="H633061510B6F4F5A93502CA18FDECB36"><enum>(II)</enum><text>the development
				of an improvement plan to address the reasons identified under subclause
				(I);</text>
											</subclause><subclause id="H6F2F09A629A24EE69B2CB9448EEA8FE4"><enum>(III)</enum><text>technical
				assistance to implement the plan described under subclause (II); and</text>
											</subclause><subclause id="HA9667F12500F430DAD376DDBD34BEEEB"><enum>(IV)</enum><text>other such
				assistance that responds to the reasons for such identification; and</text>
											</subclause></clause><clause id="HE36194C9F1314121806F4EFD40589103"><enum>(ii)</enum><text>if such a program
				described under clause (i) is identified as low performing after such technical
				assistance and a period of time for program improvement (as determined by the
				State), terminate the eligibility of such a program as described in section 207
				of the Higher Education Act of 1965 or if the State agency for higher education
				does not oversee such program, assisting such other State agency in terminating
				such eligibility.</text>
										</clause></subparagraph><subparagraph id="H0A7F7B996D6B43B894E9A46CBC0BAAD4"><enum>(B)</enum><text>Developing a
				system for assessing the quality and effectiveness of professional development
				offered throughout the State (in conjunction with the appropriate State agency,
				if an agency other than the State agency for higher education is responsible
				for professional development of teachers in such State).</text>
									</subparagraph></paragraph><paragraph id="H2BC669F589424591871CDF8DFEF918CB"><enum>(2)</enum><header>Allowable uses
				of funds</header><text>In using the funds reserved under section 2113(a)(2),
				the State agency for higher education may, directly or through subgrants to
				eligible entities, use such funds for the following activities:</text>
									<subparagraph id="HF42F170132D24A3CA845E554AB3AEDC3"><enum>(A)</enum><text>Developing and
				implementing a valid and reliable teacher performance assessment for use
				by—</text>
										<clause id="H39AC4871420C4059B7862000718A235A"><enum>(i)</enum><text>institutions of
				higher education and other providers of teacher preparation in the State in
				assessing the effectiveness of graduates of teacher preparation
				programs;</text>
										</clause><clause id="HA7C36D2D7A8F435EBE5C9859A9A682DC"><enum>(ii)</enum><text>a
				State educational agency (or other State agency if such agency is responsible
				under State law for certification or licensure of teachers in such State) in
				determining any certification or licensure, including certification through
				alternative routes and full State certification or licensure; or</text>
										</clause><clause id="HA9FBF499B3004EBA9DA458992A75DA3B"><enum>(iii)</enum><text>a local
				educational agency to inform hiring decisions, induction, and mentoring
				programs, and to facilitate the alignment of such performance assessments to
				the criteria used in teacher evaluations.</text>
										</clause></subparagraph><subparagraph id="H37307BD6D5F647AD9676AE51DC44F90B"><enum>(B)</enum><text>Professional
				development activities in core academic subjects to ensure that—</text>
										<clause id="HAE58597434B747F987C5736A42D11682"><enum>(i)</enum><text>teachers and
				highly qualified paraprofessionals, and, if appropriate, principals have
				subject matter knowledge in the academic subjects that the individuals teach,
				including the use of computer related technology to enhance student learning;
				and</text>
										</clause><clause id="H2306148012C44F7E827611B652157EB8"><enum>(ii)</enum><text>principals have
				the instructional leadership skills that will help such principals work most
				effectively with teachers to help students master core academic
				subjects.</text>
										</clause></subparagraph><subparagraph id="H875E621AD45E4894B7210C4C647F03FC"><enum>(C)</enum><text>Developing and
				providing assistance to local educational agencies and individuals who are
				teachers, highly qualified paraprofessionals, or principals of schools served
				by such agencies, for sustained, high-quality professional development
				activities that—</text>
										<clause id="H9C2F42A12C304533AAD79856ED8C1BE6"><enum>(i)</enum><text>ensure that the
				individuals are able to use challenging State academic content standards and
				student academic achievement standards, and State assessments, to improve
				instructional practices and improve student academic achievement;</text>
										</clause><clause id="H3F68B83546CF4CA2BDC29A572F5E0066"><enum>(ii)</enum><text>may include
				intensive programs designed to prepare such individuals who will return to a
				school to provide instruction related to the professional development described
				in clause (i) to other such individuals within such school; and</text>
										</clause><clause id="H4FA3289E30984470A19BAC807C1721F0"><enum>(iii)</enum><text>may include
				activities of partnerships between one or more local educational agencies, one
				or more schools served by such local educational agencies, and one or more
				institutions of higher education for the purpose of improving teaching and
				learning at low-performing schools.</text>
										</clause></subparagraph></paragraph></subsection><subsection id="H16432EF6D44148C1BDF951D820FBC89B"><enum>(b)</enum><header>Withholding</header><text>In
				any fiscal year, if a State does not meet the requirements of section 207 of
				the Higher Education Act of 1965, including any requirements described under
				this part related to such section 207, the Secretary shall withhold a portion
				of the administrative funds that would be allocated to such State under this
				Act.</text>
							</subsection></section><section id="HFF10D906A116450893D2BB4A332B31A8"><enum>2134.</enum><header>Rule of
				construction</header><text display-inline="no-display-inline">Nothing in this
				subpart shall be construed to alter or otherwise affect the rights, remedies,
				and procedures afforded to the employees of local educational agencies under
				Federal, State, or local laws (including applicable regulations or court
				orders) or under the terms of collective bargaining agreements, memoranda of
				understanding, or other agreements between such employees and their
				employers.</text>
						</section><section id="HA20D9DBB95D847D79336E5DEB187B72A"><enum>2135.</enum><header>Definition of
				eligible entity</header><text display-inline="no-display-inline">In this
				subpart, the term <term>eligible entity</term> means—</text>
							<paragraph id="HCF498122786C417AA18FA9A22875A7A5"><enum>(1)</enum><text>an institution of
				higher education, as defined in section 101(a) of the Higher Education Act of
				1965;</text>
							</paragraph><paragraph id="HF6EDB291F65A4B29BBF02F6C470B8B82"><enum>(2)</enum><text>a local
				educational agency;</text>
							</paragraph><paragraph id="HC45D4EA234244CE290C7864E045F176B"><enum>(3)</enum><text>a school or
				college of education;</text>
							</paragraph><paragraph id="HEAD97920141C4182992ED3AB84CAE960"><enum>(4)</enum><text>a nonprofit
				organization; or</text>
							</paragraph><paragraph id="HB9A3AEDAA6F94CB0BAAC2B94AC5C46F6"><enum>(5)</enum><text>a partnership of
				any of the entities described in paragraphs (1) through
				(4).</text>
							</paragraph></section></subpart><after-quoted-block>.</after-quoted-block></quoted-block>
			</section></title><title id="H40062F25A4F045C5A9245DA41D9FC80D"><enum>III</enum><header>Amendments to
			 the Teach Grants</header>
			<section id="HECC63744BC2C4C6586CBCC19978C0C5F"><enum>301.</enum><header>Program
			 established</header><text display-inline="no-display-inline">Section 420M of
			 the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070g-1">20 U.S.C. 1070g–1</external-xref>) is amended by adding at
			 the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H6E83C7CBA1AE4A7AA1459128CCD8A24D" style="OLC">
					<subsection id="HEC75BC8FF8DD49A3AE874EA8EF215CE2"><enum>(e)</enum><header>Programs
				projected To close</header><text display-inline="yes-display-inline">An
				institution of higher education that offers a teacher preparation program that
				is projected to close—</text>
						<paragraph id="H6B9CFA6B4A184B31BABCB27121783E5F"><enum>(1)</enum><text display-inline="yes-display-inline">may not provide new awards under this
				subpart; and</text>
						</paragraph><paragraph id="H6B79DD8DFAA349B6BEDB861293720E8E"><enum>(2)</enum><text display-inline="yes-display-inline">shall provide transitional support,
				including remedial services if necessary, for students enrolled in the program
				in the year prior to such
				closure.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="H53E79D58D6A04CF09288B36C5D86F233"><enum>302.</enum><header>Applications;
			 eligibility</header><text display-inline="no-display-inline">Section 420N of
			 the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070g-2">20 U.S.C. 1070g–2</external-xref>) is amended—</text>
				<paragraph id="H48702E1F8DC641C7BFD11C3FEB837ED3"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)(2)—</text>
					<subparagraph id="H0B25237682CB4AD0B5BAE20D13DC5ADF"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (A), by striking clause
			 (iii) and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="HC7EEE74710734588A77E738223EAE5DF" style="OLC">
							<clause id="HFB33CD74CD61470E9898ADBF22EB07B4"><enum>(iii)</enum><text>the student is
				completing the third, fourth, or fifth year of a program of undergraduate
				education or a program of postbaccalaureate education, necessary to begin a
				career in teaching; or</text>
							</clause><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="HF9840DC476D342B6A5DF1AF7141DC95B"><enum>(B)</enum><text>in subparagraph
			 (B), by striking clause (ii) and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="H1473BFB9FBF443458FDFF71D736DF449" style="OLC">
							<clause id="H31DC5C1A4DBB4A5BB0135096C0958654"><enum>(ii)</enum><text>the applicant is
				or was a teacher who is using alternative certification routes that have not
				been identified as low performing or at risk by the
				State.</text>
							</clause><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H561FF1C18203453188BC08B0EC62F6B9"><enum>(2)</enum><text>in subsection (b),
			 by striking paragraph (2) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="HCBCE5509FBEE4C5092DC71E675547045" style="OLC">
						<paragraph id="HB36DF8CA943F4F929732C4156F8A65ED"><enum>(2)</enum><text>in the event that
				the applicant is determined to have failed or refused to carry out such service
				obligation, the sum of the amounts of any TEACH Grants received by such
				applicant, pro-rated by the percentage of service obligation that has not been
				met, will be treated as a loan and collected from the applicant in accordance
				with subsection (c) and regulations thereunder;
				and</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section></title></legis-body>
