		<official-title>To amend the Uniformed and Overseas Citizens Absentee
		  Voting Act to promote the efficient delivery and receipt of absentee ballots
		  and other voting materials to absent uniformed services voters, and for other
		  purposes.</official-title>

		<section id="HBB6AF7E2D4204B0EAD80143F0A9161F9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Helping Heroes Vote Act of
			 2013</short-title></quote>.</text>
		</section><section id="HA343298DD1E34DB6A9DEF5B32C472033"><enum>2.</enum><header>Provision of
			 information to election officials on deployments of absent uniformed services
			 voters</header>
			<subsection id="HF9F5D6FAE97641E9BA884AD906A64687"><enum>(a)</enum><header>Requiring
			 secretary of defense To provide information</header><text display-inline="yes-display-inline">Section 101(b) of the Uniformed and
			 Overseas Citizens Absentee Voting Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ff">42 U.S.C. 1973ff(b)</external-xref>) is amended—</text>
				<paragraph id="H80CB5B76CB0B40C380DC78AD003A904D"><enum>(1)</enum><text>by striking
			 <quote>and</quote> at the end of paragraph (10);</text>
				</paragraph><paragraph id="HD8FD35948C394D618E124805141F6598"><enum>(2)</enum><text>by striking the
			 period at the end of paragraph (11) and inserting <quote>; and</quote>;
			 and</text>
				</paragraph><paragraph id="HB73D42185D094EA29CBC267F96A7B42A"><enum>(3)</enum><text>by adding at the
			 end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H2344461963B5460AA0E936F1A4D94A8F" style="OLC">
						<paragraph id="HFEF52F3457F84822BD16703FF1D24DBB"><enum>(12)</enum><text display-inline="yes-display-inline">to the greatest extent practicable, notify
				the appropriate election official of the State in which an absent uniformed
				services voter is registered to vote of any change in the current mailing
				address of the voter which results from the voter being deployed on active duty
				for a period of more than 30 days from the voter’s permanent duty station or
				redeployed from such a deployment without first returning to the voter’s
				permanent duty
				station.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HFFE6634A815546A1A9B3BE9F5E1E184E"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by subsection (a) shall apply with
			 respect to deployments or redeployments occurring on or after the date of the
			 enactment of this Act.</text>
			</subsection></section><section display-inline="no-display-inline" id="H29343D898F2045E2B2FA134947A5EBD0" section-type="subsequent-section"><enum>3.</enum><header>Revisions to 45-day
			 absentee ballot transmission rule</header>
			<subsection id="H7945564E283A4557B50881003D9500C7"><enum>(a)</enum><header>Repeal of waiver
			 authority</header>
				<paragraph id="HB9F30818F54C42BF9B64941A5826BEE4"><enum>(1)</enum><header>In
			 general</header><text>Section 102 of the Uniformed and Overseas Citizens
			 Absentee Voting Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ff-1">42 U.S.C. 1973ff–1</external-xref>) is amended by striking subsection
			 (g).</text>
				</paragraph><paragraph id="H2F1980B6E3D44A1A866C3717D70EC8C6"><enum>(2)</enum><header>Conforming
			 amendment</header><text>Section 102(a)(8)(A) of such Act (42 U.S.C.
			 1973ff–1(a)(8)(A)) is amended by striking <quote>except as provided in
			 subsection (g),</quote>.</text>
				</paragraph></subsection><subsection id="HC5AD611E062B4F49A22AAB1B4BCC9EC8"><enum>(b)</enum><header>Requiring use of
			 express delivery in case of failure To meet requirement</header><text>Section
			 102 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ff-1">42 U.S.C. 1973ff–1</external-xref>), as amended by subsection (a), is amended
			 by inserting after subsection (f) the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H7671A082FA3240008E07799F6A4AB866" style="OLC">
					<subsection id="H631E797789A54EA088E0334C4527CEB3"><enum>(g)</enum><header>Requiring use of
				express delivery in case of failure To transmit ballots within
				deadlines</header>
						<paragraph id="HFC2BED6210FF4C05A4FBF809945F46E3"><enum>(1)</enum><header>Transmission of
				ballot by express delivery</header><text display-inline="yes-display-inline">If
				a State fails to meet the requirement of subsection (a)(8)(A) to transmit a
				validly requested absentee ballot to an absent uniformed services voter or
				overseas voter not later than 45 days before the election (in the case in which
				the request is received at least 45 days before the election)—</text>
							<subparagraph id="H02105B37ED804718B6FFF9BD9D0B4A88"><enum>(A)</enum><text>the State shall
				transmit the ballot to the voter by express delivery; or</text>
							</subparagraph><subparagraph id="H983C728DE3F2460C8126C076A866C172"><enum>(B)</enum><text display-inline="yes-display-inline">in the case of a voter who has designated
				that absentee ballots be transmitted electronically in accordance with
				subsection (f)(1), the State shall transmit the ballot to the voter
				electronically.</text>
							</subparagraph></paragraph><paragraph id="H30B730F1EE6C4D86BC9A902D5048C7CD"><enum>(2)</enum><header>Special rule for
				transmission fewer than 40 days before the election</header><text>If, in
				carrying out paragraph (1), a State transmits an absentee ballot to an absent
				uniformed services voter or overseas voter fewer than 40 days before the
				election, the State shall enable the ballot to be returned by the voter by
				express delivery, except that in the case of an absentee ballot of an absent
				uniformed services voter for a regularly scheduled general election for Federal
				office, the State may satisfy the requirement of this paragraph by notifying
				the voter of the procedures for the collection and delivery of such ballots
				under section
				103A.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HD937AF769F1D4CEC8399711A4FB6154A"><enum>(c)</enum><header>Clarification of
			 treatment of weekends</header><text display-inline="yes-display-inline">Section
			 102(a)(8)(A) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ff-1">42 U.S.C. 1973ff–1(a)(8)(A)</external-xref>) is amended by striking
			 <quote>the election;</quote> and inserting the following: <quote>the election
			 (or, if the 45th day preceding the election is a weekend or legal public
			 holiday, not later than the most recent weekday which precedes such 45th day
			 and which is not a legal public holiday, but only if the request is received by
			 at least such most recent weekday);</quote>.</text>
			</subsection><subsection id="HCCE20DA6B028457BA5E40E2019D8B90B"><enum>(d)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 this section shall apply with respect to elections occurring on or after
			 January 1, 2014.</text>
			</subsection></section><section id="H850916411B484358859456B5AF6B7633"><enum>4.</enum><header>Establishment of
			 alternative procedures to accept and process absentee ballots of military
			 voters and overseas citizens in event of major disasters</header>
			<subsection id="H7E9C88C23E434D3B924AC2B5A591A6F2"><enum>(a)</enum><header>Responsibilities
			 of State election officials</header><text display-inline="yes-display-inline">Section 102(a) of the Uniformed and
			 Overseas Citizens Absentee Voting Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ff-1">42 U.S.C. 1973ff–1(a)</external-xref>) is
			 amended—</text>
				<paragraph id="H662D892D938B4D69944715D4EA4B9883"><enum>(1)</enum><text>by striking
			 <quote>and</quote> at the end of paragraph (10);</text>
				</paragraph><paragraph id="H57E8EF9FCBB0445A84D9E0338BF345F3"><enum>(2)</enum><text>by striking the
			 period at the end of paragraph (11) and inserting <quote>; and</quote>;
			 and</text>
				</paragraph><paragraph id="H6370E47EDBA041A59236009D1C37163E"><enum>(3)</enum><text>by adding at the
			 end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H3CF751396DD343D8BC65611C2EE7C911" style="OLC">
						<paragraph id="H2DCB381503C04F21ACCEB7C791C76282"><enum>(12)</enum><text display-inline="yes-display-inline">establish procedures to ensure the
				effective and timely acceptance and processing of absentee ballots transmitted
				by absent uniformed services voters and overseas voters in the event of a major
				disaster (as defined in section 102 of the Robert T. Stafford Disaster Relief
				and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5122">42 U.S.C. 5122</external-xref>)) in the
				State.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H9D211FFA3CDA470FB639A8471FD00FB3"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by subsection (a) shall apply with
			 respect to elections for Federal office held on or after the date of the
			 enactment of this Act.</text>
			</subsection></section><section id="H2A33435A21E2454EAC0DD7B4866117B6"><enum>5.</enum><header>Prohibition of
			 refusal to accept voter registration and absentee ballot applications from
			 overseas voters on grounds of early submission</header><text display-inline="no-display-inline">Section 104 of the Uniformed and Overseas
			 Citizens Absentee Voting Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ff-3">42 U.S.C. 1973ff–3</external-xref>) is amended—</text>
			<paragraph id="HF5617F7ED7914FC0AE3D2D16F50E1ED5"><enum>(1)</enum><text>by inserting
			 <quote>or overseas voter</quote> after <quote>absent uniformed services
			 voter</quote>; and</text>
			</paragraph><paragraph id="H63BCBE4498FF4EC1BA75FDF4E258311A"><enum>(2)</enum><text>by striking
			 <quote>uniformed services.</quote> and inserting <quote>uniformed services or
			 who do not reside outside the United States.</quote>.</text>
			</paragraph></section><section id="H4940BAAF3A604388ABE7163D5F82BA5F"><enum>6.</enum><header>Additional
			 funding to carry out uocava</header>
			<subsection id="H8402A8ED9FF7478782C7E3729A65ED37"><enum>(a)</enum><header>Funding</header><text>There
			 are authorized to be appropriated to the Presidential designee under the
			 Uniformed and Overseas Citizens Absentee Voting Act $25,000,000 to carry out
			 the requirements of such Act.</text>
			</subsection><subsection id="H150D9DC607494AB78A75EF28322081F8"><enum>(b)</enum><header>Treatment of
			 funds</header><text>Any amounts appropriated pursuant to the authorization
			 under subsection (a)—</text>
				<paragraph id="HA1F3A999FBAC4D29960C3B1CC761A386"><enum>(1)</enum><text display-inline="yes-display-inline">shall be in addition to any other amounts
			 appropriated to the Presidential designee under the Uniformed and Overseas
			 Citizens Absentee Voting Act pursuant to any other authorization under law;
			 and</text>
				</paragraph><paragraph id="HFDBCE15C307847E68CEC594DAA6D767D"><enum>(2)</enum><text>shall remain
			 available until expended.</text>
				</paragraph></subsection></section></legis-body>
