		<section id="HAE538D6A1E214B7793D222CBA2867B4F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Natural Hazards Risk Reduction Act of
			 2013</short-title></quote>.</text>
		</section><section id="HCB06F5B4DCC0427BB6F721F12783C064"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="H4A42C28A4D184A7D9672DA611363E5D7"><enum>(1)</enum><text display-inline="yes-display-inline">The United States faces significant risks
			 from many types of natural hazards, including earthquakes, hurricanes,
			 tornadoes, wildfires, and floods. Increasing numbers of Americans are living in
			 areas prone to these hazards.</text>
			</paragraph><paragraph id="H297969494C224164A6E2591C3208B7FB"><enum>(2)</enum><text>Earthquakes occur
			 without warning and can have devastating effects. According to the United
			 States Geological Survey, the Northridge Earthquake in 1994 and the Loma Prieta
			 Earthquake in 1989 killed nearly 100 people, injured 12,757, and caused $33
			 billion in damages. Nearly all States face some level of seismic risk.
			 Twenty-six urban areas in 14 States have a significant seismic risk.</text>
			</paragraph><paragraph id="H6C3709A95B274363A91873AF4A636B02"><enum>(3)</enum><text display-inline="yes-display-inline">Severe weather is the most costly natural
			 hazard, measured on a per year basis. According to data from the National
			 Weather Service over the last 10 years, severe weather has caused an average of
			 278 fatalities and $24.3 billion of property damage per year. In 2012,
			 Hurricane Sandy inflicted the worst power outage caused by a natural disaster
			 in the history of the United States and resulted in an estimated $70 billion in
			 damages. The 2005 hurricane season was one of the most destructive in United
			 States history, killing 1,836 people, and causing $80 billion in damage.</text>
			</paragraph><paragraph id="HABB42253F6DC4948AF526CF0886C03A2"><enum>(4)</enum><text>The United States
			 Fire Administration reports that 38 percent of new home construction in 2002
			 was in areas adjacent to, or intermixed with, wildlands. Fires in the
			 wildland-urban interface are costly. For example, the 2007 California Witch
			 fire alone caused $1.3 billion in insured property losses, according to the
			 Insurance Services Office (ISO). In addition, the Government Accountability
			 Office reported in 2009 that the Federal spending for wildfire suppression
			 between 2001 and 2007 was, on average, $2.9 billion per year.</text>
			</paragraph><paragraph id="HB66FAA4F4AF14D1E8663DFBCCA0C1121"><enum>(5)</enum><text>Developing better
			 knowledge about natural hazard phenomena and their effects is crucial to
			 assessing the risks these hazards pose to communities. Instrumentation,
			 monitoring, and data gathering to characterize earthquakes and wind events are
			 important activities to increase this knowledge.</text>
			</paragraph><paragraph id="H329E5ED0580A472FBDEC9362D5B0A29F"><enum>(6)</enum><text>Current building
			 codes and standards can mitigate the damages caused by natural hazards. The
			 Institute for Business and Home Safety estimated that the $19 billion in damage
			 caused by Hurricane Andrew in 1994 could have been reduced by half if such
			 codes and standards were in effect. Research for the continuous improvement of
			 building codes, standards, and design practices—and for developing methods to
			 retrofit existing structures—is crucial to mitigating losses from natural
			 hazards.</text>
			</paragraph><paragraph id="H3A02AA2D9AD848B986CB6AA0DD68FA48"><enum>(7)</enum><text>Since its creation
			 in 1977, the National Earthquake Hazards Reduction Program (NEHRP) has
			 supported research to develop seismic codes, standards, and building practices
			 that have been widely adopted. The NEHRP Recommended Provisions for Seismic
			 Regulations for New Buildings and Other Structures and the Guidance for Seismic
			 Performance Assessment of Buildings are two examples.</text>
			</paragraph><paragraph id="H2D1525A22A154CF7A9FD2615C2AEC8AC"><enum>(8)</enum><text>Research to
			 understand the institutional, social, behavioral, and economic factors that
			 influence how households, businesses, and communities perceive risk and prepare
			 for natural hazards, and how well they recover after a disaster, can increase
			 the implementation of risk mitigation measures.</text>
			</paragraph><paragraph id="HF24875289CF3471993CC70BC072DCD43"><enum>(9)</enum><text display-inline="yes-display-inline">A major goal of the Federal natural
			 hazards-related research and development effort should be to reduce the loss of
			 life and damage to communities and infrastructure through increasing the
			 adoption of hazard mitigation measures.</text>
			</paragraph><paragraph id="HDF77B9CC64694C39B3D1DBCCD85F0126"><enum>(10)</enum><text>Research,
			 development, and technology transfer to secure infrastructure is vitally
			 important. Infrastructure that supports electricity, transportation, drinking
			 water, and other services is vital immediately after a disaster, and their
			 quick return to function speeds the economic recovery of a disaster-impacted
			 community.</text>
			</paragraph></section><title id="H1A252D30FD0F491CB0E98E2558D8F139"><enum>I</enum><header>Earthquakes</header>
			<section id="HFA28ACDF17D04E78B41D10A399845657"><enum>101.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This title may be cited
			 as the <quote><short-title>National Earthquake Hazards
			 Reduction Program Reauthorization Act of 2013</short-title></quote>.</text>
			</section><section id="H3C4A926C9798493A81477792A6CC85D7"><enum>102.</enum><header>Findings</header><text display-inline="no-display-inline">Section 2 of the Earthquake Hazards
			 Reduction Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/42/7701">42 U.S.C. 7701</external-xref>) is repealed.</text>
			</section><section id="HB4C5D3312C5B4CE191FBAC32CB5F735C"><enum>103.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 4 of the Earthquake Hazards
			 Reduction Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/42/7703">42 U.S.C. 7703</external-xref>) is amended by striking paragraphs (8)
			 and (9).</text>
			</section><section id="H5E4ECB68F91C4DC2B0F05B2A3C36587D"><enum>104.</enum><header>National
			 Earthquake Hazards Reduction Program</header><text display-inline="no-display-inline">Section 5 of the Earthquake Hazards
			 Reduction Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/42/7704">42 U.S.C. 7704</external-xref>) is amended—</text>
				<paragraph id="H779930CA3E1A439DB7B8C15DA1165F10"><enum>(1)</enum><text>in subsection
			 (a)—</text>
					<subparagraph id="H54B04EE97F3A4E588970D57A14E78FC5"><enum>(A)</enum><text>by amending
			 paragraph (2) to read as follows:</text>
						<quoted-block id="H3398896EB9854C19AD5811E03F97753B" style="OLC">
							<paragraph id="H85C2E3AFE4684D8B865EE043CFEAF6B1"><enum>(2)</enum><header>Program
				activities</header><text display-inline="yes-display-inline">The activities of
				the Program shall be designed to—</text>
								<subparagraph id="HB711303CD53B4D47A282CB07C36B1BC5"><enum>(A)</enum><text>research and
				develop effective methods, tools, and technologies to reduce the risk posed by
				earthquakes to the built environment, especially to lessen the risk to existing
				structures and lifelines;</text>
								</subparagraph><subparagraph id="H80D373BEDE39494CB897F1B9C8B85E54"><enum>(B)</enum><text>improve the
				understanding of earthquakes and their effects on households, businesses,
				communities, buildings, structures, and lifelines, through interdisciplinary
				and multidisciplinary research that involves engineering, natural sciences, and
				social sciences; and</text>
								</subparagraph><subparagraph id="HE64A4322F7264A79BA35018773A7BA27"><enum>(C)</enum><text>facilitate the
				adoption of earthquake risk reduction measures by households, businesses,
				communities, local, State, and Federal governments, national standards and
				model building code organizations, architects and engineers, building owners,
				and others with a role in planning for disasters and planning, constructing,
				retrofitting, and insuring buildings, structures, and lifelines through—</text>
									<clause id="HF985902EBED64027B5E8A88A5E5D7864"><enum>(i)</enum><text>grants, contracts,
				cooperative agreements, and technical assistance;</text>
									</clause><clause id="HC1F50B35DCE64086952DD61771820D6E"><enum>(ii)</enum><text>development of
				standards, guidelines, voluntary consensus standards, and other design guidance
				for earthquake hazards risk reduction for buildings, structures, and
				lifelines;</text>
									</clause><clause id="H2E21B9244894466D9BFB6B0C94EB7B30"><enum>(iii)</enum><text>outreach and
				information dissemination to communities on location-specific earthquake
				hazards and methods to reduce the risks from those hazards; and</text>
									</clause><clause id="H3F8D15D620144614828BD6C44375BE3F"><enum>(iv)</enum><text>development and
				maintenance of a repository of information, including technical data, on
				seismic risk and hazards reduction.</text>
									</clause></subparagraph></paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H922988576FAB45208FA6BE6165B2314B"><enum>(B)</enum><text>by striking
			 paragraphs (3) through (5);</text>
					</subparagraph></paragraph><paragraph id="H7970FF9EC7F048578C866ABB5AECA32D"><enum>(2)</enum><text>by amending
			 subsection (b) to read as follows:</text>
					<quoted-block id="H71ADBF542B6F4D8A97B8457D097749BF" style="OLC">
						<subsection id="HA97B74351A7848C9A5B6DE09B68C3DA1"><enum>(b)</enum><header>Responsibilities
				of program agencies</header>
							<paragraph id="HE202BEAD29804412A7A1B69FAF12CE60"><enum>(1)</enum><header>Lead
				agency</header><text>The National Institute of Standards and Technology (in
				this section referred to as the <term>Institute</term>) shall be responsible
				for planning and coordinating the Program. In carrying out this paragraph, the
				Director of the Institute shall—</text>
								<subparagraph id="H07D60610F00A4039A88398C176CD9B66"><enum>(A)</enum><text>ensure that the
				Program includes the necessary components to promote the implementation of
				earthquake hazards risk reduction measures by households, businesses,
				communities, local, State, and Federal governments, national standards and
				model building code organizations, architects and engineers, building owners,
				and others with a role in preparing for disasters, or the planning,
				constructing, retrofitting, and insuring of buildings, structures, and
				lifelines;</text>
								</subparagraph><subparagraph id="H4A75AA7C814A48DD8D61F1F36B3DA843"><enum>(B)</enum><text>support the
				development of performance-based seismic engineering tools, and work with the
				appropriate groups to promote the commercial application of such tools, through
				earthquake-related building codes, standards, and construction
				practices;</text>
								</subparagraph><subparagraph id="HD730C74919C94E328922DEE15CD3B577"><enum>(C)</enum><text>ensure the use of
				social science research and findings in informing research and technology
				development priorities, communicating earthquake risks to the public,
				developing earthquake risk mitigation strategies, and preparing for earthquake
				disasters;</text>
								</subparagraph><subparagraph id="H2ABC47BC058E4250969ABE8E89C55737"><enum>(D)</enum><text>coordinate all
				Federal post-earthquake investigations; and</text>
								</subparagraph><subparagraph id="H7EAB4E2A4E4C42E69A79C48B47A5DD68"><enum>(E)</enum><text>when warranted by
				research or investigative findings, issue recommendations for changes in model
				codes to the relevant code development organizations, and report back to
				Congress on whether such recommendations were adopted.</text>
								</subparagraph></paragraph><paragraph id="H814BFEAD0AD5431DBF618E29CF179EB8"><enum>(2)</enum><header>National
				Institute of Standards and Technology</header><text>In addition to the lead
				agency responsibilities described under paragraph (1), the Institute shall be
				responsible for carrying out research and development to improve building codes
				and standards and practices for buildings, structures, and lifelines. In
				carrying out this paragraph, the Director of the Institute shall—</text>
								<subparagraph id="HA9BA57D9988046E389C12FBD18BC0DBE"><enum>(A)</enum><text>work, in
				conjunction with other appropriate Federal agencies, to support the development
				of improved seismic standards and model codes;</text>
								</subparagraph><subparagraph id="HA1B340BAA1EC4E07AE6368514EFB0B2F"><enum>(B)</enum><text>in coordination
				with other appropriate Federal agencies, work closely with standards and model
				code development organizations, professional societies, and practicing
				engineers, architects, and others involved in the construction of buildings,
				structures, and lifelines, to promote better building practices, including
				by—</text>
									<clause id="H1FC8492DFA7B4156AB05A1DE3280B668"><enum>(i)</enum><text>developing
				technical resources for practitioners on new knowledge and standards of
				practice; and</text>
									</clause><clause id="H662E0FFD51A0463FBCA7A2370A3342B2"><enum>(ii)</enum><text>developing
				methods and tools to facilitate the incorporation of earthquake engineering
				principles into design and construction practices;</text>
									</clause></subparagraph><subparagraph id="H1E34B0EA6796440DA8DABA9CC66BE11E"><enum>(C)</enum><text>develop tools,
				technologies, methods, and practitioner guidance to feasibly and
				cost-effectively retrofit existing buildings and structures to increase their
				earthquake resiliency; and</text>
								</subparagraph><subparagraph id="H3D47926D73D64BC48826C4FF87F0EF08"><enum>(D)</enum><text>work closely with
				national standards organizations, and other interested parties, to develop
				seismic safety standards and practices for new and existing lifelines.</text>
								</subparagraph></paragraph><paragraph id="H1D7709BE31614CC6A9D03DB35C5CEDE2"><enum>(3)</enum><header>Federal
				Emergency Management Agency</header>
								<subparagraph id="H1B1EF5C99B0444C9ACA3E4B270BD0B14"><enum>(A)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Federal Emergency
				Management Agency (in this paragraph referred to as the <term>Agency</term>),
				consistent with the Agency’s all hazards approach, shall be responsible for
				facilitating the development and adoption of standards, model building codes,
				and better seismic building practices, developing tools to assess earthquake
				hazards, promoting the adoption of hazard mitigation measures, and carrying out
				a program of direct assistance to States and localities to mitigate earthquake
				risks to buildings, structures, lifelines, and communities.</text>
								</subparagraph><subparagraph id="HBFC1EB5FE6524F51B29D7EB6D7D78EF4"><enum>(B)</enum><header>Director’s
				duties</header><text>The Director of the Agency shall—</text>
									<clause id="HFE458EC994B54A5DA5BEB796C5F3CEBB"><enum>(i)</enum><text>work closely with
				other relevant Federal agencies, standards and model building code development
				organizations, architects, engineers, and other professionals, to facilitate
				the development and adoption of standards, model codes, and design and
				construction practices to increase the earthquake resiliency of new and
				existing buildings, structures, and lifelines in the—</text>
										<subclause id="HAD4AF7A810E74139871700E01C8B6C20"><enum>(I)</enum><text>preparation,
				maintenance, and wide dissemination of design guidance, model building codes
				and standards, and practices to increase the earthquake resiliency of new and
				existing buildings, structures, and lifelines;</text>
										</subclause><subclause id="H8B1607667087422C888C8244584C1AD9"><enum>(II)</enum><text>development of
				performance-based design guidelines and methodologies supporting model codes
				for buildings, structures, and lifelines; and</text>
										</subclause><subclause id="H7096D52B8B674150850447171826A51A"><enum>(III)</enum><text>development of
				methods and tools to facilitate the incorporation of earthquake engineering
				principles into design and construction practices;</text>
										</subclause></clause><clause id="H9DAAC13A5EAC4FE59451B287A243CCD1"><enum>(ii)</enum><text>develop tools,
				technologies, and methods to assist local planners, and others, to model and
				predict the potential impact of earthquake damage in seismically hazardous
				areas; and</text>
									</clause><clause id="H1FBB72150C7642599F37A9E4804C489E"><enum>(iii)</enum><text>support the
				implementation of a comprehensive earthquake education and public awareness
				program, including the development of materials and their wide dissemination to
				all appropriate audiences, and support public access to locality-specific
				information that may assist the public in preparing for, mitigating against,
				responding to, and recovering from earthquakes and related disasters.</text>
									</clause></subparagraph><subparagraph id="H4D8E8E32FA1342BAA2EA37A1A5C96579"><enum>(C)</enum><header>State assistance
				grant program</header><text display-inline="yes-display-inline">The Director of
				the Agency shall operate a program of grants and assistance to enable States to
				develop mitigation, preparedness, and response plans, compare inventories and
				conduct seismic safety inspections of critical structures and lifelines, update
				building and zoning codes and ordinances to enhance seismic safety, increase
				earthquake awareness and education, and encourage the development of multistate
				groups for such purposes. The Director shall operate such programs in
				coordination with the all hazards mitigation and preparedness programs
				authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance
				Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5121">42 U.S.C. 5121 et seq.</external-xref>), in order to ensure that such programs are as
				consistent as possible. In order to qualify for assistance under this
				subparagraph, a State must—</text>
									<clause id="HE376AA77797E434ABDE9FBCD6F4A151B"><enum>(i)</enum><text>demonstrate that
				the assistance will result in enhanced seismic safety in the State;</text>
									</clause><clause id="H10A89BA096C74F4C9BB1BC9B277CF29D"><enum>(ii)</enum><text>provide 50
				percent of the costs of the activities for which assistance is being given,
				except that the Director may lower or waive the cost-share requirement for
				these activities in exceptional cases of economic hardship; and</text>
									</clause><clause id="HC2D43C5CBE1244BDA3E1B1F96DA055E4"><enum>(iii)</enum><text>meet such other
				requirements as the Director of the Agency shall prescribe.</text>
									</clause></subparagraph><subparagraph id="HCA0C38C7F7E94C5BAB74816DFC781260"><enum>(D)</enum><header>Federal
				Emergency Management Agency role and responsibility</header><text display-inline="yes-display-inline">Nothing in this Act shall be construed to
				diminish the role and responsibility of the Federal Emergency Management Agency
				with regard to all hazards preparedness, response, recovery, and
				mitigation.</text>
								</subparagraph></paragraph><paragraph id="HF354692004834FF08DC7D905810D51D7"><enum>(4)</enum><header>United States
				Geological Survey</header><text>The United States Geological Survey (in this
				paragraph referred to as the <term>Survey</term>) shall conduct research and
				other activities necessary to characterize and identify earthquake hazards,
				assess earthquake risks, monitor seismic activity, and provide real-time
				earthquake information. In carrying out this paragraph, the Director of the
				Survey shall—</text>
								<subparagraph id="HF3A1ADFA8F504FD1932EDC05965290A3"><enum>(A)</enum><text>conduct a
				systematic assessment of the seismic risks in each region of the Nation prone
				to earthquakes, including, where appropriate, the establishment and operation
				of intensive monitoring projects on hazardous faults, detailed seismic hazard
				and risk studies in urban and other developed areas where earthquake risk is
				determined to be significant, and engineering seismology studies;</text>
								</subparagraph><subparagraph id="H160EC08A376E4CD1A032C95D57EDA51F"><enum>(B)</enum><text>work with
				officials of State and local governments to ensure that they are knowledgeable
				about the specific seismic risks in their areas;</text>
								</subparagraph><subparagraph id="H63A1AA27D3B84B77A10FF5B4E51E7B0E"><enum>(C)</enum><text display-inline="yes-display-inline">develop standard procedures, in
				consultation with the Director of the Federal Emergency Management Agency, for
				issuing earthquake alerts, including aftershock advisories, and, to the extent
				possible, ensure that such alerts are compatible with the Integrated Public
				Alerts and Warning System program authorized by section 202 of the Robert T.
				Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5132">42 U.S.C. 5132</external-xref>);</text>
								</subparagraph><subparagraph id="H937040F439C6412388F735AC5DB4EED3"><enum>(D)</enum><text>issue when
				justified, and notify the Director of the Federal Emergency Management Agency
				of, an earthquake prediction or other earthquake advisory, which may be
				evaluated by the National Earthquake Prediction Evaluation Council;</text>
								</subparagraph><subparagraph id="H51A840F0078347D79D16586660B025E6"><enum>(E)</enum><text>operate, as
				integral parts of the Advanced National Seismic Research and Monitoring System,
				a National Earthquake Information Center and a national seismic network,
				together providing timely and accurate information on earthquakes
				worldwide;</text>
								</subparagraph><subparagraph id="H994E2CDF4A99454E82416C5961836E09"><enum>(F)</enum><text>support the
				operation of regional seismic networks in areas of higher seismic risk;</text>
								</subparagraph><subparagraph id="HC3A37E2ACE4B4D7792CDFF69F687F0A1"><enum>(G)</enum><text>develop and
				support seismic instrumentation of buildings and other structures to obtain
				data on their response to earthquakes for use in engineering studies and
				assessment of damage;</text>
								</subparagraph><subparagraph id="HDAF567BBFA1F4CE2BD57883E3FDA0EAB"><enum>(H)</enum><text>monitor and assess
				Earth surface deformation as it pertains to the evaluation of earthquake
				hazards and impacts;</text>
								</subparagraph><subparagraph id="HA492A1ECB69A4B288B8E3CDE2A4F290A"><enum>(I)</enum><text>work with other
				Program agencies to maintain awareness of, and where appropriate cooperate
				with, earthquake risk reduction efforts in other countries, to ensure that the
				Program benefits from relevant information and advances in those
				countries;</text>
								</subparagraph><subparagraph id="H855B1DF3D24D4C39A9B14BCF700439A6"><enum>(J)</enum><text display-inline="yes-display-inline">maintain suitable seismic hazard maps in
				support of building codes for structures and lifelines, including additional
				maps needed for performance-based design approaches, and, to the extent
				possible, ensure that such maps are developed consistent with the multihazard
				advisory maps authorized by section 203(k) of the Robert T. Stafford Disaster
				Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5133">42 U.S.C. 5133(k)</external-xref>);</text>
								</subparagraph><subparagraph id="H6882B0C8382B4B2F9E87B06D3A80205A"><enum>(K)</enum><text>conduct a
				competitive, peer-reviewed process which awards grants and cooperative
				agreements to complement and extend related internal Survey research and
				monitoring activities; and</text>
								</subparagraph><subparagraph id="H24826AB038C143848D3FFF82CD6062EF"><enum>(L)</enum><text>operate, in
				cooperation with the National Science Foundation, a Global Seismographic
				Network for detection of earthquakes around the world and research into
				fundamental earth processes.</text>
								</subparagraph></paragraph><paragraph id="H73CA26A948A54BD59D111F85A51F7424"><enum>(5)</enum><header>National Science
				Foundation</header><text>The National Science Foundation shall be responsible
				for funding basic research that furthers the understanding of earthquakes,
				earthquake engineering, and community preparation and response to earthquakes.
				In carrying out this paragraph, the Director of the National Science Foundation
				shall—</text>
								<subparagraph id="H8B12B765B48E4101AB6C4AC13C73CBA2"><enum>(A)</enum><text>support
				multidisciplinary and interdisciplinary research that will improve the
				resiliency of communities to earthquakes, including—</text>
									<clause id="H67B065461B3D4910BEE7D1DE78013EE0"><enum>(i)</enum><text>research that
				improves the safety and performance of buildings, structures, and lifelines,
				including the use of the large-scale experimental and computational facilities
				of the George E. Brown, Jr. Network for Engineering Earthquake
				Simulation;</text>
									</clause><clause id="H52D47E0CFF6A44198AA2A3D203E3D441"><enum>(ii)</enum><text display-inline="yes-display-inline">research to support more effective
				earthquake mitigation and response measures, such as developing better
				knowledge of the specific types of vulnerabilities faced by segments of the
				community vulnerable to earthquakes, addressing the barriers they face in
				adopting mitigation and preparation measures, and developing methods to better
				communicate the risks of earthquakes and to promote mitigation; and</text>
									</clause><clause id="H73A9A6FF0D854054B5D142B6585D2894"><enum>(iii)</enum><text>research on the
				response of communities, households, businesses, and emergency responders to
				earthquakes;</text>
									</clause></subparagraph><subparagraph id="H30D2285696804FAC8212DD3935824171"><enum>(B)</enum><text>support research
				to understand earthquake processes, earthquake patterns, and earthquake
				frequencies;</text>
								</subparagraph><subparagraph id="H0D32A47D76774DFEB7175CDC61C2A9F8"><enum>(C)</enum><text>encourage prompt
				dissemination of significant findings, sharing of data, samples, physical
				collections, and other supporting materials, and development of intellectual
				property so research results can be used by appropriate organizations to
				mitigate earthquake damage;</text>
								</subparagraph><subparagraph id="HAEBCC87081E647919F15687FDC00DDA3"><enum>(D)</enum><text>work with other
				Program agencies to maintain awareness of, and where appropriate cooperate
				with, earthquake risk reduction research efforts in other countries, to ensure
				that the Program benefits from relevant information and advances in those
				countries; and</text>
								</subparagraph><subparagraph id="HB4B8D0DCDC3C48199B7BDFB59AD266A4"><enum>(E)</enum><text>include to the
				maximum extent practicable diverse institutions, including Historically Black
				Colleges and Universities, Hispanic-serving institutions, Tribal Colleges and
				Universities, Alaska Native-serving institutions, and Native Hawaiian-serving
				institutions.</text>
								</subparagraph></paragraph></subsection><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H11C190687EC74F4BB2A02FAAFC895DD7"><enum>(3)</enum><text>in subsection
			 (c)(1) by inserting <quote>on Natural Hazards Risk Reduction established under
			 section 301 of the <short-title>Natural Hazards Risk
			 Reduction Act of 2013</short-title></quote> after <quote>Interagency
			 Coordinating Committee</quote>.</text>
				</paragraph></section><section commented="no" id="H27D85FF5B7B94E14B446A7CF76FD6477"><enum>105.</enum><header>Post-earthquake
			 investigations program</header><text display-inline="no-display-inline">Section
			 11 of the Earthquake Hazards Reduction Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/42/7705e">42 U.S.C. 7705e</external-xref>) is amended
			 by striking <quote>There is established</quote> and all that follows through
			 <quote>conduct of such earthquake investigations.</quote> and inserting
			 <quote>The Program shall include a post-earthquake investigations program, the
			 purpose of which is to investigate major earthquakes so as to learn lessons
			 which can be applied to reduce the loss of lives and property in future
			 earthquakes. The lead Program agency, in consultation with each Program agency,
			 shall organize investigations to study the implications of the earthquakes in
			 the areas of responsibility of each Program agency. The investigations shall
			 begin as rapidly as possible and may be conducted by grantees and contractors.
			 The Program agencies shall ensure that the results of the investigations are
			 disseminated widely.</quote>.</text>
			</section><section id="HCE2388EC986D41DC8FC8E452721CDAA1"><enum>106.</enum><header>Authorization
			 of appropriations</header>

			 Reduction Act Reauthorization of 2013</short-title></quote>.</text>
			</section><section id="H5E19516711044F03AAF5F600FEC43C6D"><enum>202.</enum><header>Purpose</header><text display-inline="no-display-inline">Section 202 of the National Windstorm Impact
			 Reduction Act of 2004 (<external-xref legal-doc="usc" parsable-cite="usc/42/15701">42 U.S.C. 15701</external-xref>) is amended to read as follows:</text>
				<quoted-block id="H2EB5B0BABDA34DF98BF53C45FA9F53C8" style="OLC">
					<section id="H0529F6C5FE1D4C509B240AF4D78D4C2D"><enum>202.</enum><header>Purpose</header><text display-inline="no-display-inline">It is the purpose of the Congress in this
				title to achieve a major measurable reduction in losses of life and property
				from windstorms through the establishment and maintenance of an effective
				Windstorm Impact Reduction Program. The objectives of such Program shall
				include—</text>
						<paragraph id="H6501113BFFD642ACBD3C0545A0C7F369"><enum>(1)</enum><text>the education of
				households, businesses, and communities about the risks posed by windstorms,
				and the identification of locations, structures, lifelines, and segments of the
				community which are especially vulnerable to windstorm damage and disruption,
				and the dissemination of information on methods to reduce those risks;</text>
						</paragraph><paragraph id="HEFD4DEA8D10049F5A84AE355048AE6B4"><enum>(2)</enum><text>the development of
				technologically and economically feasible design and construction methods and
				procedures to make new and existing structures, in areas of windstorm risk,
				windstorm resilient, giving high priority to the development of such methods
				and procedures for lifelines, structures associated with a potential high loss
				of life, and structures that are especially needed in times of disasters, such
				as hospitals and public safety and shelter facilities;</text>
						</paragraph><paragraph id="H733D368F55A94C22A8F34360910289BA"><enum>(3)</enum><text>the
				implementation, in areas of major windstorm risk, of instrumentation to record
				and gather data on windstorms and the characteristics of the wind during those
				events, and continued research to increase the understanding of windstorm
				phenomena;</text>
						</paragraph><paragraph id="H2060741D61484E5BBE38B966163D7CEE"><enum>(4)</enum><text>the development,
				publication, and promotion, in conjunction with State and local officials and
				professional organizations, of model building codes and standards and other
				means to encourage consideration of information about windstorm risk in making
				decisions about land use policy and construction activity; and</text>
						</paragraph><paragraph id="HD6815B19A5F347DB8D3724A1A6D88A1F"><enum>(5)</enum><text>the facilitation
				of the adoption of windstorm risk mitigation measures in areas of windstorm
				risk by households, businesses, and communities through outreach, incentive
				programs, and other
				means.</text>
						</paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="H0D490155D285486DA4C8DED8C519972B"><enum>203.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 203(1) of the National Windstorm
			 Impact Reduction Act of 2004 (<external-xref legal-doc="usc" parsable-cite="usc/42/15702">42 U.S.C. 15702(1)</external-xref>) is amended by striking
			 <quote>Director of the Office of Science and Technology Policy</quote> and
			 inserting <quote>Director of the National Institute of Standards and
			 Technology</quote>.</text>
			</section><section id="HF2640C1ADFD0450B9C0AE53CB59FD8CA"><enum>204.</enum><header>National
			 windstorm impact reduction program</header><text display-inline="no-display-inline">Section 204 of the National Windstorm Impact
			 Reduction Act of 2004 (<external-xref legal-doc="usc" parsable-cite="usc/42/15703">42 U.S.C. 15703</external-xref>) is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H7C0F344ACE704202941303EE929FCFFC" style="OLC">
					<section id="HBFB1D4F02C2E49239146CD4BE15AFDC3"><enum>204.</enum><header>National
				Windstorm Impact Reduction Program</header>
						<subsection id="HEBC453B99D9C4997AA7859D3BC1E4667"><enum>(a)</enum><header>Establishment</header><text>There
				is established the National Windstorm Impact Reduction Program.</text>
						</subsection><subsection id="HC7450329A2E84E4DB1D43E08E157F27E"><enum>(b)</enum><header>Program
				Activities</header><text display-inline="yes-display-inline">The activities of
				the Program shall be designed to—</text>
							<paragraph id="H76B76259317F41139694C6CBBC3E16A3"><enum>(1)</enum><text>research and
				develop cost-effective, feasible methods, tools, and technologies to reduce the
				risks posed by windstorms to the built environment, especially to lessen the
				risk to existing structures and lifelines;</text>
							</paragraph><paragraph id="HA0AF02823D004F63A480A62EBC970CAF"><enum>(2)</enum><text>improve the
				understanding of windstorms and their impacts on households, businesses,
				communities, buildings, structures, and lifelines, through interdisciplinary
				and multidisciplinary research that involves engineering, natural sciences, and
				social sciences; and</text>
							</paragraph><paragraph id="HEB104EEE30C945B9B0D5F285B6A9A365"><enum>(3)</enum><text>facilitate the
				adoption of windstorm risk reduction measures by households, businesses,
				communities, local, State and Federal governments, national standards and model
				building code organizations, architects and engineers, building owners, and
				others with a role in planning for disasters and planning, constructing,
				retrofitting, and insuring buildings, structures, and lifelines through—</text>
								<subparagraph id="H7388EC6A4559441F944E70E7ABE65661"><enum>(A)</enum><text>grants, contracts,
				cooperative agreements, and technical assistance;</text>
								</subparagraph><subparagraph id="H119116375A664F5786F38C57A712B537"><enum>(B)</enum><text>development of
				hazard maps, standards, guidelines, voluntary consensus standards, and other
				design guidance for windstorm risk reduction for buildings, structures, and
				lifelines;</text>
								</subparagraph><subparagraph id="H203E4069B20B4D7CB6EF06A8CF54B615"><enum>(C)</enum><text>outreach and
				information dissemination to communities on site specific windstorm hazards and
				ways to reduce the risks from those hazards; and</text>
								</subparagraph><subparagraph id="H641FDE27E22140D0B99945828467CA7D"><enum>(D)</enum><text>development and
				maintenance of a repository of information, including technical data, on
				windstorm hazards and risk reduction;</text>
								</subparagraph></paragraph></subsection><subsection id="HBF1B49A698884718802525E7EBD8484A"><enum>(c)</enum><header>Responsibilities
				of Program Agencies</header>
							<paragraph id="H77FC30389E874E758130593B07CB48EF"><enum>(1)</enum><header>Lead
				agency</header><text>The National Institute of Standards and Technology (in
				this section referred to as the <term>Institute</term>) shall be responsible
				for planning and coordinating the Program. In carrying out this paragraph, the
				Director of the Institute shall—</text>
								<subparagraph id="H7088EA9D8ABA46659289C7406F777503"><enum>(A)</enum><text>ensure that the
				Program includes the necessary components to promote the implementation of
				windstorm risk reduction measures by households, businesses, communities,
				local, State, and Federal governments, national standards and model building
				code organizations, architects and engineers, building owners, and others with
				a role in planning and preparing for disasters, and planning constructing, and
				retrofitting, and insuring buildings, structures, and lifelines;</text>
								</subparagraph><subparagraph id="H51DA5E8D5313465FA5B0507BA3821886"><enum>(B)</enum><text>support the
				development of performance-based engineering tools, and work with the
				appropriate groups to promote the commercial application of such tools, through
				wind-related building codes, standards, and construction practices;</text>
								</subparagraph><subparagraph id="H758099F443B4452680234F1A7257BD62"><enum>(C)</enum><text>ensure the use of
				social science research and findings in informing the development of technology
				and research priorities, in communicating windstorm risks to the public, in
				developing windstorm risk mitigation strategies, and in preparing for windstorm
				disasters;</text>
								</subparagraph><subparagraph id="H5C96FB46A7D04F4EBE4A6BF82DFF9393"><enum>(D)</enum><text>coordinate all
				Federal post-windstorm investigations; and</text>
								</subparagraph><subparagraph id="H92D8C0510EE44FBBBBFC1112A28BF1AC"><enum>(E)</enum><text>when warranted by
				research or investigative findings, issue recommendations for changes in model
				codes to the relevant code development organizations, and report back to
				Congress on whether such recommendations were adopted.</text>
								</subparagraph></paragraph><paragraph id="HD342D3AEA5674A42B6EB6C9037856E5C"><enum>(2)</enum><header>National
				Institute of Standards and Technology</header><text>In addition to the lead
				agency responsibilities described under paragraph (1), the Institute shall be
				responsible for carrying out research and development to improve model codes,
				standards, design guidance and practices for the construction and retrofit of
				buildings, structures, and lifelines. In carrying out this paragraph, the
				Director of the Institute shall—</text>
								<subparagraph id="H50926B4A6276432787DDCA1765247D80"><enum>(A)</enum><text>support the
				development of instrumentation, data processing, and archival capabilities, and
				standards for the instrumentation and its deployment, to measure wind, wind
				loading, and other properties of severe wind and structure response;</text>
								</subparagraph><subparagraph id="HDC5A5FB1118141FFA1258821D637B96F"><enum>(B)</enum><text>coordinate with
				other appropriate Federal agencies to make the data described in subparagraph
				(A) available to researchers, standards and code developers, and local
				planners;</text>
								</subparagraph><subparagraph id="H2F091019113B488E8310E88578141CCB"><enum>(C)</enum><text>support the
				development of tools and methods for the collection of data on the loss of and
				damage to structures, and data on surviving structures after severe windstorm
				events;</text>
								</subparagraph><subparagraph id="HD4605E34295447ED97A36AB31D6E4539"><enum>(D)</enum><text>improve the
				knowledge of the impact of severe wind on buildings, structures, lifelines, and
				communities;</text>
								</subparagraph><subparagraph id="H37E4726C2364410CAEEC3645599EF9FF"><enum>(E)</enum><text>develop
				cost-effective windstorm impact reduction tools, methods, and
				technologies;</text>
								</subparagraph><subparagraph id="H3F10CA7260174CDEBCBC3F0C91BFBF02"><enum>(F)</enum><text>work, in
				conjunction with other appropriate Federal agencies, to support the development
				of wind standards and model codes; and</text>
								</subparagraph><subparagraph id="H9FD9458A81954C6A818F93FA52B08D64"><enum>(G)</enum><text>in conjunction
				with other appropriate Federal agencies, work closely with standards and model
				code development organizations, professional societies, and practicing
				engineers, architects, and others involved in the construction of buildings,
				structures, and lifelines, to promote better building practices, including
				by—</text>
									<clause id="HF6275A0D0EFC44D0806D908FB006401F"><enum>(i)</enum><text>supporting the
				development of technical resources for practitioners to implement new
				knowledge; and</text>
									</clause><clause id="HCB2FE217B4EA49FBB87E44EA29E952B4"><enum>(ii)</enum><text>supporting the
				development of methods and tools to incorporate wind engineering principles
				into design and construction practices.</text>
									</clause></subparagraph></paragraph><paragraph id="HF601312066AF4A0F9054C752EFAB112F"><enum>(3)</enum><header>Federal
				Emergency Management Agency</header><text display-inline="yes-display-inline">The Federal Emergency Management Agency,
				consistent with the Agency’s all hazards approach, shall support the
				development of risk assessment tools and effective mitigation techniques,
				assist with windstorm-related data collection and analysis, and support
				outreach, information dissemination, and implementation of windstorm
				preparedness and mitigation measures by households, businesses, and
				communities, including by—</text>
								<subparagraph id="HCCF91C69B50D4D44892D284DD3203322"><enum>(A)</enum><text>working to develop
				or improve risk-assessment tools, methods, and models;</text>
								</subparagraph><subparagraph id="H047B0A9EF60A42D193E1E23C78EC3D08"><enum>(B)</enum><text>work closely with
				other appropriate Federal agencies to develop and facilitate the adoption of
				windstorm impact reduction measures, including by—</text>
									<clause id="HB12C252D06EE43979BB441E535C71FA9"><enum>(i)</enum><text>developing
				cost-effective retrofit measures for existing buildings, structures, and
				lifelines to improve windstorm performance;</text>
									</clause><clause id="H7B67B01E3772464D845545E0B90CA348"><enum>(ii)</enum><text>developing
				methods, tools, and technologies to improve the planning, design, and
				construction of new buildings, structures, and lifelines;</text>
									</clause><clause id="HCB8799E8D5614AF68A5F57D4C64BFF0E"><enum>(iii)</enum><text>supporting the
				development of model wind codes and standards for buildings, structures, and
				lifelines; and</text>
									</clause><clause id="H88088198CE8741CAA4553B2347239875"><enum>(iv)</enum><text>developing
				technical resources for practitioners that reflect new knowledge and standards
				of practice; and</text>
									</clause></subparagraph><subparagraph id="HE8CB1905D7E542B5A2637B5C6B27CECF"><enum>(C)</enum><text>develop and
				disseminate guidelines for the construction of windstorm shelters.</text>
								</subparagraph><continuation-text continuation-text-level="paragraph">Nothing in
				this Act shall be construed to diminish the role and responsibility of the
				Federal Emergency Management Agency with regard to all hazards preparedness,
				response, recovery, and mitigation.</continuation-text></paragraph><paragraph id="H3A270B9B81554EC68ECA4C60ACC10E96"><enum>(4)</enum><header>National oceanic
				and atmospheric administration</header><text>The National Oceanic and
				Atmospheric Administration shall support atmospheric sciences research and data
				collection to improve the understanding of the behavior of windstorms and their
				impact on buildings, structures, and lifelines, including by—</text>
								<subparagraph id="H617DACCB6F834C538ABA56225DE9E5F6"><enum>(A)</enum><text>working with other
				appropriate Federal agencies to develop and deploy instrumentation to measure
				speed and other characteristics of wind, and to collect, analyze, and make
				available such data;</text>
								</subparagraph><subparagraph id="H3246098D7AFE4B2A9E93CBF695D21095"><enum>(B)</enum><text>working with
				officials of State and local governments to ensure that they are knowledgeable
				about, and prepared for, the specific windstorm risks in their area;</text>
								</subparagraph><subparagraph id="H259AE3154DA442749687CC5298FEB950"><enum>(C)</enum><text display-inline="yes-display-inline">supporting the development of suitable wind
				speed maps and other derivative products that support building codes and other
				hazard mitigation approaches for buildings, structures, and lifelines, and, to
				the extent possible, ensure that such maps and other derivative products are
				developed consistent with the multihazard advisory maps authorized by section
				203(k) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act
				(<external-xref legal-doc="usc" parsable-cite="usc/42/5133">42 U.S.C. 5133(k)</external-xref>);</text>
								</subparagraph><subparagraph id="HA683BEEE341C40C694E82AA92A8FF9E4"><enum>(D)</enum><text>conducting a
				competitive, peer-reviewed process which awards grants and cooperative
				agreements to complement the National Oceanic and Atmospheric Administration’s
				wind-related and storm surge-related research and data collection
				activities;</text>
								</subparagraph><subparagraph id="H47462E6D837B4C989BCCCCF4A5DFCC9F"><enum>(E)</enum><text display-inline="yes-display-inline">working with other appropriate Federal
				agencies and State and local governments to develop or improve risk-assessment
				tools, methods, and models; and</text>
								</subparagraph><subparagraph id="HDFCBE67A934442DEA892B952CBFAC256"><enum>(F)</enum><text display-inline="yes-display-inline">working with other appropriate Federal
				agencies to develop storm surge models to better understand the interaction
				between windstorms and bodies of water.</text>
								</subparagraph></paragraph><paragraph id="H4093246923124F0887B9AE809C312321"><enum>(5)</enum><header>National science
				foundation</header><text>The National Science Foundation shall be responsible
				for funding basic research that furthers the understanding of windstorms, wind
				engineering, and community preparation and response to windstorms. In carrying
				out this paragraph, the Director of the National Science Foundation
				shall—</text>
								<subparagraph id="HC40C9DBE41154E5C94394833679A4907"><enum>(A)</enum><text>support
				multidisciplinary and interdisciplinary research that will improve the
				resiliency of communities to windstorms, including—</text>
									<clause id="HC0031BFCFF6D40AD8FE01B6416FE84ED"><enum>(i)</enum><text>research that
				improves the safety and performance of buildings, structures, and
				lifelines;</text>
									</clause><clause id="H3183060AC6CE430A9C18D9C15199318F"><enum>(ii)</enum><text display-inline="yes-display-inline">research to support more effective
				windstorm mitigation and response measures, such as developing better knowledge
				of the specific types of vulnerabilities faced by segments of the community
				vulnerable to windstorms, addressing the barriers they face in adopting
				mitigation and preparation measures, and developing methods to better
				communicate the risks of windstorms and to promote mitigation; and</text>
									</clause><clause id="HF4D7F06E6F8C400FA5F0AA716D5951F8"><enum>(iii)</enum><text>research on the
				response of communities to windstorms, including on the effectiveness of the
				emergency response, and the recovery process of communities, households, and
				businesses;</text>
									</clause></subparagraph><subparagraph id="HC9EB755A5E1F4D89B175B0009A85842F"><enum>(B)</enum><text>support research
				to understand windstorm processes, windstorm patterns, and windstorm
				frequencies;</text>
								</subparagraph><subparagraph id="H616A264377C64DF88A85585B54F6D056"><enum>(C)</enum><text>encourage prompt
				dissemination of significant findings, sharing of data, samples, physical
				collections, and other supporting materials, and development of intellectual
				property so research results can be used by appropriate organizations to
				mitigate windstorm damage;</text>
								</subparagraph><subparagraph id="H9768E7CEC0794ABBB6373633A981819A"><enum>(D)</enum><text>work with other
				Program agencies to maintain awareness of, and where appropriate cooperate
				with, windstorm risk reduction research efforts in other countries, to ensure
				that the Program benefits from relevant information and advances in those
				countries; and</text>
								</subparagraph><subparagraph id="H73A3420B6EF243A188F568FB50630137"><enum>(E)</enum><text>include to the
				maximum extent practicable diverse institutions, including Historically Black
				Colleges and Universities, Hispanic-serving institutions, Tribal Colleges and
				Universities, Alaska Native-serving institutions, and Native Hawaiian-serving
				institutions.</text>
								</subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>

			 outcomes achieved by the Program for each of the goals identified in the
			 Strategic Plan;</text>
							</clause><clause id="H77667E67792D4E1DAEBF0818B6038FA8"><enum>(iii)</enum><text>a
			 description of any recommendations made to change existing building codes that
			 were the result of Program activities; and</text>

			 a description of how these activities align with the prioritized goals and
			 research objectives established in the Strategic Plan, and the budgets, per
			 agency, for these activities;</text>
							</clause><clause id="H90FF5FEC414F43AF8174D894D1F74C0C"><enum>(ii)</enum><text>the
			 outcomes achieved by the Program for each of the goals identified in the
			 Strategic Plan;</text>
							</clause><clause id="HD038C217FF8B4C55975DA13C932CA843"><enum>(iii)</enum><text>a
			 description of any recommendations made to change existing building codes that
			 were the result of Program activities; and</text>
							</clause><clause id="H5BB0A87737CC4BB48B3E275F7D718AEC"><enum>(iv)</enum><text>a
			 description of the extent to which the Program has incorporated recommendations
			 from the Advisory Committee on Windstorm Impact Reduction.</text>
							</clause></subparagraph></paragraph><paragraph id="H2E6BAEC66D3942BCACCA4BD238A3B670"><enum>(6)</enum><header>Coordinated
			 budget</header><text>The Committee shall develop a coordinated budget for the
			 National Earthquake Hazards Reduction Program and a coordinated budget for the
			 National Windstorm Impact Reduction Program. These budgets shall be submitted
			 to the Congress at the time of the President’s budget submission for each
			 fiscal year.</text>
					</paragraph></subsection><subsection id="H43B04C33202E43B38B5A8C9CFF9A7609"><enum>(b)</enum><header>Advisory
			 Committees on Natural Hazards Reduction</header>
					<paragraph id="H7E0EE76D47604EF99AF032C5C22996D6"><enum>(1)</enum><header>In
			 general</header><text>The Director of the National Institute of Standards and
			 Technology shall establish an Advisory Committee on Earthquake Hazards
			 Reduction, an Advisory Committee on Windstorm Impact Reduction, and other such
			 advisory committees as the Director considers necessary to advise the Institute
			 on research, development, and technology transfer activities to mitigate the
			 impact of natural disasters.</text>
					</paragraph><paragraph id="H2100614292F346BAA2E1B0A337A837F8"><enum>(2)</enum><header>Advisory
			 committee on earthquake hazards reduction</header><text>The Advisory Committee
			 on Earthquake Hazards Reduction shall be composed of at least 11 members, none
			 of whom may be employees of the Federal Government, including representatives
			 of research and academic institutions, industry standards development
			 organizations, emergency management agencies, State and local government, and
			 business communities who are qualified to provide advice on earthquake hazards
			 reduction and represent all related scientific, architectural, and engineering
			 disciplines. The recommendations of the Advisory Committee shall be considered
			 by Federal agencies in implementing the National Earthquake Hazards Reduction
			 Program.</text>
					</paragraph><paragraph id="H56F56E86C09245BBBA716C72EC8CFEB0"><enum>(3)</enum><header>Advisory
			 committee on windstorm impact reduction</header><text display-inline="yes-display-inline">The Advisory Committee on Windstorm Impact
			 Reduction shall be composed of at least 7 members, none of whom may be
			 employees of the Federal Government, including representatives of research and
			 academic institutions, industry standards development organizations, emergency
			 management agencies, State and local government, and business communities who
			 are qualified to provide advice on windstorm impact reduction and represent all
			 related scientific, architectural, and engineering disciplines. The
			 recommendations of the Advisory Committee shall be considered by Federal
			 agencies in implementing the National Windstorm Impact Reduction
			 Program.</text>
					</paragraph><paragraph id="H654E4547BDDE40088922B2AB360A36B7"><enum>(4)</enum><header>Assessments</header><text>The
			 Advisory Committee on Earthquake Hazards Reduction and the Advisory Committee
			 on Windstorm Impact Reduction shall offer assessments on—</text>
						<subparagraph id="H6EBBCB2189CC49A4B64054B64800E81C"><enum>(A)</enum><text>trends and
			 developments in the natural, social, and engineering sciences and practices of
			 earthquake hazards or windstorm impact mitigation;</text>
						</subparagraph><subparagraph id="H3C891E8995D34296A55425BB78A45AE2"><enum>(B)</enum><text>the priorities of
			 the Programs’ Strategic Plans;</text>
						</subparagraph><subparagraph id="HF30D22938C6D4AECA2CDDBA16F8F0906"><enum>(C)</enum><text>the coordination
			 of the Programs; and</text>
						</subparagraph><subparagraph id="HBEC999BE0ECE44AD90A34C70686E2500"><enum>(D)</enum><text>and any revisions
			 to the Programs which may be necessary.</text>
						</subparagraph></paragraph><paragraph id="HEDFF95D9B863464B802BB358A7E8D543"><enum>(5)</enum><header>Reports</header><text>At
			 least every two years, the Advisory Committees shall report to the Director of
			 the National Institute of Standards and Technology on the assessments carried
			 out under paragraph (4) and their recommendations for ways to improve the
			 Programs. In developing recommendations for the National Earthquake Hazards
			 Reduction Program, the Advisory Committee on Earthquake Hazards Reduction shall
			 consider the recommendations of the United States Geological Survey Scientific
			 Earthquake Studies Advisory Committee.</text>
					</paragraph></subsection><subsection id="HCB11897D5DC343DB89845326245B29D4"><enum>(c)</enum><header>Coordination of
			 Federal disaster research, development, and technology
			 transfer</header><text>Not later than 2 years after the date of enactment of
			 this Act, the Subcommittee on Disaster Reduction of the Committee on
			 Environment and Natural Resources of the National Science and Technology
			 Council shall submit a report to the Congress identifying—</text>
					<paragraph id="H9CB450EADAB046EF942053A333A2B372"><enum>(1)</enum><text>current Federal
			 research, development, and technology transfer activities that address hazard
			 mitigation for natural disasters, including earthquakes, hurricanes, tornados,
			 wildfires, floods, and the current budgets for these activities;</text>
					</paragraph><paragraph id="H4DF90FF022F14875A3BBE8C2A1424E94"><enum>(2)</enum><text>areas of research
			 that are common to two or more of the hazards identified in paragraph (1);
			 and</text>
					</paragraph><paragraph id="H843440BA77594972ADFDC3E6A4C9F6C1"><enum>(3)</enum><text>opportunities to
			 create synergies between the research activities for the hazards identified in
			 paragraph (1).</text>
					</paragraph></subsection></section></title><title id="HDB8ACD8BB5B64D26933FF84C9F619509"><enum>IV</enum><header>National
			 Construction Safety Team Act Amendments</header>
			<section id="HF28F2703D51E4B90B40D0BB85F626B01"><enum>401.</enum><header>National
			 Construction Safety Team Act amendments</header><text display-inline="no-display-inline">The National Construction Safety Team Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/15/7301">15 U.S.C. 7301 et seq.</external-xref>) is amended—</text>
