		<official-title>To amend the Public Health Service Act to provide grants
		  for treatment of heroin, cocaine, methamphetamine,
		  3,4-methylenedioxymethamphet­amine (ecstasy), and phency­clidine (PCP) abuse,
		  and for other purposes.</official-title>

		<section id="H4E7B0CFC734841128F272BE5FD97B421" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Access to Substance Abuse Treatment
			 Act of 2013</short-title></quote>.</text>
		</section><section id="HB08968AC74764ED0AB6BD74A44DC58BE"><enum>2.</enum><header>Purpose</header><text display-inline="no-display-inline">It is the purpose of this Act to—</text>
			<paragraph id="H79AD63AEB9924D3C8C855E6036D02A02"><enum>(1)</enum><text display-inline="yes-display-inline">reduce crime and improve public safety by
			 making treatment for heroin, cocaine, methamphetamine,
			 3,4-methylene­dioxy­meth­am­phet­amine (ecstasy), and phen­cy­cli­dine (PCP)
			 abuse available to every American who needs it;</text>
			</paragraph><paragraph id="H57C7FA4FB9844DC78924ED1203353A3B"><enum>(2)</enum><text>keep families
			 together by encouraging alternatives to incarceration for nonviolent drug law
			 offenses;</text>
			</paragraph><paragraph id="H4386D5A60C6D4AAB9FDD25FDD178E797"><enum>(3)</enum><text display-inline="yes-display-inline">help identify root causes and most
			 effective treatment methods for heroin, cocaine, methamphetamine,
			 3,4-methylene­dioxy­meth­am­phet­amine, and phen­cy­cli­dine abuse; and</text>
			</paragraph><paragraph id="H9F906B56AFC04306BA38A93E685FDB33"><enum>(4)</enum><text display-inline="yes-display-inline">expand research into cutting-edge treatment
			 methods for stimulant abuse.</text>
			</paragraph></section><section id="H2A81098AD5474200B4123413E79F93A9"><enum>3.</enum><header>Heroin, cocaine,
			 methamphetamine, 3,4-methylene­dioxy­meth­am­phet­amine (ecstasy), and
			 phen­cy­cli­dine (PCP) treatment and wrap-around programs</header><text display-inline="no-display-inline">Subpart 1 of part B of title V of the Public
			 Health Service Act is amended—</text>
			<paragraph id="H431232E1B4A54641BD5DAE0046F309F2"><enum>(1)</enum><text>redesignating the
			 second section 514 (relating to methamphetamine and amphetamine treatment) as
			 section 514B; and</text>
			</paragraph><paragraph id="HA12AF94CC1304660B74BE9B25C697CCB"><enum>(2)</enum><text>adding at the end
			 the following new sections:</text>
				<quoted-block display-inline="no-display-inline" id="H96FDD2047A804906A55D95A175AFA9FC" style="OLC">
					<section id="H071DA6E0E8014703BADF30B2D0BCD1DF"><enum>514C.</enum><header>Initiative to
				increase heroin, cocaine, methamphetamine, ecstasy, and PCP treatment
				capacity</header>
						<subsection id="HD3D35079D48843B1AB40E223755ADB35"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Secretary may
				make grants to State, local, and tribal governments for the purpose of
				increasing the availability of treatment for heroin, cocaine, methamphetamine,
				3,4-methylene­dioxy­meth­am­phet­amine (ecstasy), and phen­cy­cli­dine (PCP)
				abuse.</text>
						</subsection><subsection id="H527E4D87CE7444E8AB1D0FA919D680EC"><enum>(b)</enum><header>Requirements</header>
							<paragraph id="HF224A17F101D4F18928FB678A97DAFCD"><enum>(1)</enum><header>In
				general</header><text>To seek a grant under
				<internal-xref idref="HD3D35079D48843B1AB40E223755ADB35" legis-path="514C.(a)">subsection (a)</internal-xref>, a State, local, or tribal
				government shall submit an application to the Secretary at such time, in such
				manner, and containing such information and assurances as the Secretary may
				require.</text>
							</paragraph><paragraph display-inline="no-display-inline" id="H3C40165B4AE84F7A8A4DADA79716FDFF"><enum>(2)</enum><header>Use of grant
				funds</header><text display-inline="yes-display-inline">The grants made under
				<internal-xref idref="HD3D35079D48843B1AB40E223755ADB35" legis-path="514C.(a)">subsection (a)</internal-xref> may only be used
				to—</text>
								<subparagraph id="HC2E0207026D8411B807866ED14928E5D"><enum>(A)</enum><text>build treatment
				centers;</text>
								</subparagraph><subparagraph id="H100EC84464854DF992B8FA1F290E5652"><enum>(B)</enum><text>expand existing
				treatment centers;</text>
								</subparagraph><subparagraph id="HB97980495B4B466398DF3E25B4BC3BB7"><enum>(C)</enum><text>hire treatment
				professionals;</text>
								</subparagraph><subparagraph id="HB681349601D949F8A5364EA2F9C4E1C4"><enum>(D)</enum><text display-inline="yes-display-inline">provide training and education to substance
				abuse professionals, medical professionals, and educators related to the
				treatment of heroin, cocaine, methamphetamine,
				3,4-methylene­dioxy­meth­am­phet­amine, and phen­cy­cli­dine abuse; and</text>
								</subparagraph><subparagraph id="H277C5DD688FD413BB6E1E3B050205FD8"><enum>(E)</enum><text>engage in other
				activities that the Secretary has determined are relevant to the purpose of the
				grants under
				<internal-xref idref="HD3D35079D48843B1AB40E223755ADB35" legis-path="514C.(a)">subsection (a)</internal-xref>.</text>
								</subparagraph></paragraph></subsection><subsection id="H4434BE8E31614110BF359C787AC337EC"><enum>(c)</enum><header>Authorization of
				appropriations</header><text display-inline="yes-display-inline">There are
				authorized to be appropriated such sums as may be necessary to carry out this
				section for fiscal years 2014 through 2018.</text>
						</subsection></section><section commented="no" id="H016C27CDC0A247D9BEE6D45C2C8237C8"><enum>514D.</enum><header>Heroin,
				cocaine, methamphetamine, ecstasy, and PCP abuse treatment vouchers for
				underserved populations</header>
						<subsection commented="no" id="H5B8FC9B7372D46CB90972E12CB80CD6D"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Secretary may
				make grants to State, local, and tribal governments and nonprofit entities to
				provide vouchers to individuals in underserved populations for authorized
				services related to the treatment of such individuals for heroin, cocaine,
				methamphetamine, 3,4-methylene­dioxy­meth­am­phet­amine (ecstasy), and
				phen­cy­cli­dine (PCP) abuse.</text>
						</subsection><subsection id="H115176C3662745729AD7BCBB6FB067E0"><enum>(b)</enum><header>Requirements</header>
							<paragraph commented="no" id="H8E3EFCCA30C44A1098A24FE966A537AB"><enum>(1)</enum><header>Application</header><text>To
				seek a grant under
				<internal-xref idref="H5B8FC9B7372D46CB90972E12CB80CD6D" legis-path="514D.(a)">subsection (a)</internal-xref>, a State, local, or tribal
				government or a nonprofit entity shall submit an application to the Secretary
				at such time, in such manner, and containing such information and assurances as
				the Secretary may require, including a description of the method that such
				State, government, or entity will use—</text>
								<subparagraph id="HB6261047293E42DFB0D4E6D10FF70622"><enum>(A)</enum><text display-inline="yes-display-inline">to identify individuals who would benefit
				from treatment for heroin, cocaine, methamphetamine,
				3,4-methylene­dioxy­meth­am­phet­amine, or phen­cy­cli­dine abuse;</text>
								</subparagraph><subparagraph id="HAC947C33440141BBA914F2BB7F7696D2"><enum>(B)</enum><text>to identify if
				such individuals are in underserved populations; and</text>
								</subparagraph><subparagraph id="H763DCD060EA247C9AC49496DBE7A838F"><enum>(C)</enum><text>to provide
				vouchers to such individuals in such populations.</text>
								</subparagraph></paragraph><paragraph id="HEA352DF6FEA2471DB8970368E90B6C80"><enum>(2)</enum><header>Preservation of
				choice</header><text display-inline="yes-display-inline">A recipient of a grant
				under this section may not restrict the ability of an individual receiving a
				voucher under this section to use the voucher to pay for authorized services
				furnished by any provider of authorized services, so long as the provider of
				such services meets all applicable State licensure or certification
				requirements regarding the provision of such services.</text>
							</paragraph><paragraph id="HA9BD7F54297E4A7EBF334B3AE6C7C643"><enum>(3)</enum><header>Duration of
				award</header><text>With respect to a grant under this section, the period
				during which payments under such grant are made to the grant recipient may not
				exceed five years.</text>
							</paragraph><paragraph id="HB7896FA4722A4810822AA0423F89542B"><enum>(4)</enum><header>Matching
				funds</header><text display-inline="yes-display-inline">The Secretary may
				require that recipients of grants under this section provide non-Federal
				matching funds, as determined appropriate by the Secretary, to ensure the
				commitment of the grant recipients to the provision of vouchers for treatment
				to individuals who use heroin, cocaine, methamphetamine,
				3,4-methylene­dioxy­meth­am­phet­amine, or phen­cy­cli­dine. Such non-Federal
				matching funds may be provided directly or through donations from public or
				private entities and may be in cash or in-kind, fairly evaluated, including
				property, equipment, or services.</text>
							</paragraph><paragraph id="HA2CF22A167234A8484AC7B37690603CF"><enum>(5)</enum><header>Maintenance of
				effort</header><text display-inline="yes-display-inline">The Secretary may
				require that grant recipients under this section agree to maintain expenditures
				of non-Federal amounts for authorized services related to the treatment of
				heroin, cocaine, methamphetamine, 3,4-methylene­dioxy­meth­am­phet­amine, and
				phen­cy­cli­dine abuse at a level that is not less than the level of such
				expenditures maintained by the recipient for the fiscal year preceding the
				fiscal year for which the entity receives such a grant.</text>
							</paragraph></subsection><subsection commented="no" id="H7738AEFEDEF2445B89BDE7651A031865"><enum>(c)</enum><header>Report</header>
							<paragraph commented="no" id="H89853627EA59419F8451F81EC56BCA82"><enum>(1)</enum><header>In
				general</header><text>Not later than December 1, 2014, and annually thereafter,
				the Secretary shall submit a report to the Congress on the grants under
				subsection (a).</text>
							</paragraph><paragraph commented="no" id="H95070A32AFFC400FB5A840947180E2DD"><enum>(2)</enum><header>Contents of
				report</header><text display-inline="yes-display-inline">The report under
				paragraph (1) shall contain an evaluation of the effectiveness of the grants
				made under subsection (a) in improving access to heroin, cocaine,
				methamphetamine, 3,4-methylene­dioxy­meth­am­phet­amine, and phen­cy­cli­dine
				treatment for underserved populations.</text>
							</paragraph></subsection><subsection id="H967B1270B2064960B78111D11DE09EC4"><enum>(d)</enum><header>Definitions</header><text display-inline="yes-display-inline">For purposes of this section:</text>
							<paragraph id="HC3F0BFA6845746779D3750C2AB32DB57"><enum>(1)</enum><header>Authorized
				services</header><text display-inline="yes-display-inline">The term
				<term>authorized services</term> means—</text>
								<subparagraph id="H4901959CD8B348A3942C2B06461A1291"><enum>(A)</enum><text display-inline="yes-display-inline">treatment for heroin, cocaine,
				methamphetamine, 3,4-methylene­dioxy­meth­am­phet­amine, or phen­cy­cli­dine
				abuse, including individual, group, and family counseling regarding such
				abuse;</text>
								</subparagraph><subparagraph id="HF4A6792A1E9A42A19254CB73C7ACEB63"><enum>(B)</enum><text>follow-up services
				to prevent an individual from relapsing into such abuse;</text>
								</subparagraph><subparagraph id="H53825DA4354B460FBD01783408F2D27D"><enum>(C)</enum><text>wrap-around
				services, as such term is defined in section 514E(e)(4); and</text>
								</subparagraph><subparagraph id="HAD81C637B38C4E378704A5B3E9720570"><enum>(D)</enum><text>any additional
				services specified by the Secretary.</text>
								</subparagraph></paragraph><paragraph id="HB9997E0A2F564E459B6937051170AA8E"><enum>(2)</enum><header>Underserved
				population</header><text display-inline="yes-display-inline">The term
				<term>underserved population</term> means a population of individuals who
				cannot access appropriate substance abuse treatment (including comprehensive
				substance abuse treatment) due to financial, geographical, language,
				socioeconomic, or cultural barriers.</text>
							</paragraph></subsection><subsection commented="no" id="H2BC97A62C6404ECB94DF3C549629393D"><enum>(e)</enum><header>Authorization of
				appropriations</header><text display-inline="yes-display-inline">There are
				authorized to be appropriated such sums as may be necessary to carry out this
				section for fiscal years 2014 through 2018.</text>
						</subsection></section><section id="H3FF9CD8776B14E229D24C68EE90D5838"><enum>514E.</enum><header>Comprehensive
				wrap-around heroin, cocaine, methamphetamine,
				3,4-methylene­dioxy­meth­am­phet­amine (ecstasy), and phen­cy­cli­dine (PCP)
				treatment services</header>
						<subsection display-inline="no-display-inline" id="H820725CABB334B33A3930B4E72ADD68D"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Secretary may
				make grants to public, private, and nonprofit entities, Indian tribes, and
				tribal organizations to establish programs to provide for and coordinate the
				provision of wrap-around services to heroin, cocaine, methamphetamine,
				3,4-methylene­dioxy­meth­am­phet­amine, or phen­cy­cli­dine-affected
				individuals.</text>
						</subsection><subsection id="HFB05848419F141FFA3F03678CBF743D8"><enum>(b)</enum><header>Minimum
				qualifications for receipt of award</header><text display-inline="yes-display-inline">To seek a grant under
				<internal-xref idref="H820725CABB334B33A3930B4E72ADD68D" legis-path="514E.(a)">subsection (a)</internal-xref>, a public, private, or
				nonprofit entity, an Indian tribe, or a tribal organization shall submit an
				application to the Secretary at such time, in such manner, and containing such
				information and assurances as the Secretary may require, including assurances
				to the satisfaction of the Secretary that—</text>
							<paragraph id="H8A165E0708354253A1A1CEE5C96EC4A8"><enum>(1)</enum><text>the applicant has
				the capacity to carry out a program described in
				<internal-xref idref="H820725CABB334B33A3930B4E72ADD68D" legis-path="514E.(a)">subsection (a)</internal-xref>;</text>
							</paragraph><paragraph id="HF2F3B6AC67004A5BBD16790245939D58"><enum>(2)</enum><text>the applicant has
				entered into agreements with entities in the community involved, through which
				the applicant will provide wrap-around services; and</text>
							</paragraph><paragraph id="H320BE8A8C6E14367AF833C682CC21DF9"><enum>(3)</enum><text>the applicant, or
				any entity through which the applicant will provide such services, meets all
				applicable State licensure or certification requirements regarding the
				provision of such services.</text>
							</paragraph></subsection><subsection commented="no" id="HB6A507271CE842758E393D2CD5BF19A6"><enum>(c)</enum><header>Priority for
				grant distribution</header><text display-inline="yes-display-inline">In making
				grants under this section, the Secretary shall give priority to applications
				for programs that serve communities with a high or increasing rate of heroin,
				cocaine, methamphetamine, 3,4-methylene­dioxy­meth­am­phet­amine, or
				phen­cy­cli­dine abuse or addiction, as specified by the Secretary.</text>
						</subsection><subsection id="HD147D75D327D42CDAC9DA81DE28E3949"><enum>(d)</enum><header>Reports</header><text display-inline="yes-display-inline">For each year that a public, private, or
				nonprofit entity, Indian tribe, or tribal organization receives a grant under
				subsection (a) for a program, such entity, tribe, or organization shall submit
				to the Secretary a report on the results and effectiveness of the
				program.</text>
						</subsection><subsection id="H70725022811444BA82DCC1E44D9E74C3"><enum>(e)</enum><header>Definitions</header><text>For
				purposes of this section:</text>
							<paragraph id="H2A69913DB6FA4366A36C8070ECE3C5BC"><enum>(1)</enum><header>Heroin, cocaine,
				methamphetamine, 3,4-methylene­dioxy­meth­am­phet­amine, or
				phen­cy­cli­dine-affected individual</header><text>The term <term>heroin,
				cocaine, methamphetamine, 3,4-methylene­dioxy­meth­am­phet­amine, or
				phen­cy­cli­dine-affected individual</term> means an individual who—</text>
								<subparagraph id="HFEF79529B2B143CAB08D2A8619AF4963"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="H72F23D28D7DD4A07AB4897D12643A6E6"><enum>(i)</enum><text display-inline="yes-display-inline">resided in a residential inpatient
				treatment facility for the treatment of heroin, cocaine, methamphetamine,
				3,4-methylene­dioxy­meth­am­phet­amine, or phen­cy­cli­dine abuse or addiction;
				or</text>
									</clause><clause id="HBCC414883A6C4925ADE110EA21BE9E9F" indent="up1"><enum>(ii)</enum><text display-inline="yes-display-inline">received treatment for heroin, cocaine,
				methamphetamine, 3,4-methylene­dioxy­meth­am­phet­amine, or phen­cy­cli­dine
				abuse or addiction from an intensive outpatient treatment facility; and</text>
									</clause></subparagraph><subparagraph display-inline="no-display-inline" id="H4F33F206F2D54D0F8616D28BA06F65F2"><enum>(B)</enum><text>after successful
				completion of such treatment reenters the community.</text>
								</subparagraph></paragraph><paragraph id="H1F2DC7DA844B40FA969BB5BEFD9FDCF0"><enum>(2)</enum><header>Intensive
				outpatient treatment facility</header><text>The term <term>intensive outpatient
				treatment facility</term> means a facility that provides treatment for
				substance abuse and that, with respect to an individual receiving such
				treatment—</text>
								<subparagraph id="H86BFF489425C420BBDCE32BFF09AF151"><enum>(A)</enum><text display-inline="yes-display-inline">provides a minimum of seven hours of
				treatment for substance abuse during a week;</text>
								</subparagraph><subparagraph id="H2E84328615BC4B588480486C9C47EB5A"><enum>(B)</enum><text>provides regularly
				scheduled treatment sessions within a structured program; and</text>
								</subparagraph><subparagraph id="H26CD6CEA79A64D11B0381E68814B7F7E"><enum>(C)</enum><text>ensures that the
				treatment sessions are led by health professionals or clinicians.</text>
								</subparagraph></paragraph><paragraph display-inline="no-display-inline" id="HDEB9A796367D452C99ED64F86620B62A"><enum>(3)</enum><header>Residential
				inpatient treatment facility</header><text>The term <term>residential inpatient
				treatment facility</term> means a facility that provides treatment for
				substance abuse in which health professionals and clinicians provide a planned
				regimen of 24-hour professionally directed evaluation, care, and treatment for
				such substance abuse in an inpatient setting, including 24-hour observation and
				monitoring.</text>
							</paragraph><paragraph display-inline="no-display-inline" id="H38CD6C9C201148C2ABAA1DB055F745D8"><enum>(4)</enum><header>Wrap-around
				services</header><text display-inline="yes-display-inline">The term
				<term>wrap-around services</term> means, with respect to a heroin, cocaine,
				methamphetamine, 3,4-methylene­dioxy­meth­am­phet­amine, or
				phen­cy­cli­dine-affected individual, the following services:</text>
								<subparagraph id="H7D9F7D9E04A249388AD1AD25D6F66D98"><enum>(A)</enum><text>Medical
				services.</text>
								</subparagraph><subparagraph id="H5262ABE2687142ACADF6AFFA18CF5899"><enum>(B)</enum><text>Dental
				services.</text>
								</subparagraph><subparagraph id="H11426679D59C44468173EB61B29A1FB6"><enum>(C)</enum><text>Mental health
				services.</text>
								</subparagraph><subparagraph id="H231A012BF39D4C1994E46C0A92E19AE5"><enum>(D)</enum><text>Child care
				services.</text>
								</subparagraph><subparagraph id="H5220F42BC5204A419E794794DAAE268D"><enum>(E)</enum><text>Job training
				services.</text>
								</subparagraph><subparagraph id="H46BF852A71FC4AADA8554805D5A33DA6"><enum>(F)</enum><text>Housing
				assistance.</text>
								</subparagraph><subparagraph id="HCD82566CE51C4DBDAED91E910B7EED26"><enum>(G)</enum><text>Training in
				parenting.</text>
								</subparagraph><subparagraph id="H2E069EFA42304B9E9741EC0AAD167AB7"><enum>(H)</enum><text display-inline="yes-display-inline">Prevention services for family members,
				with respect to heroin, cocaine, methamphetamine,
				3,4-methylene­dioxy­meth­am­phet­amine, and phen­cy­cli­dine abuse or
				addiction.</text>

				an award under subsection (a) for an applicant is that funds awarded under

				provides services to caregiver parents who are pregnant and postpartum
				women.</text>
							</subparagraph><subparagraph commented="no" id="HD97D2371552246A78192793721AF99FC"><enum>(B)</enum><text>For a program that
				provides services to caregiver parents who are single parents and the sole
				caregivers with respect to their children.</text>
							</subparagraph><subparagraph commented="no" id="HAD2D2ABC5121488ABF8A845AC9D54E9F"><enum>(C)</enum><text>For a program that
				provides services to any caregiver parents.</text>
							</subparagraph></paragraph><paragraph commented="no" id="H8C3CB982C57542E38701948D2A06E27F"><enum>(2)</enum><header>Priority for
				certain areas served</header><text>In making awards under subsection (a), the
				Director shall give priority to any entity, tribe, or organization that agrees
				to use the award for a program serving an area that—</text>
							<subparagraph commented="no" id="H3011767DC1DE45F2B4327099E6D7899D"><enum>(A)</enum><text>is an area
				determined by the Director to have a shortage of family-based substance abuse
				treatment options; or</text>
							</subparagraph><subparagraph commented="no" id="HFB5016EDEE6B4C8ABE720B82FB4B2B0C"><enum>(B)</enum><text display-inline="yes-display-inline">is determined by the Director to have high
				rates of addiction to heroin, cocaine, methamphetamine,
				3,4-methylene­dioxy­meth­am­phet­amine, or
				phen­cy­cli­dine.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph commented="no" id="H0FF4A46060AE4EA2AE3E993B35AF12FB"><enum>(13)</enum><text>in subsection
			 (p)—</text>

			</paragraph></section><section display-inline="no-display-inline" id="H44BB5887289945AE9834DF2CDCF6CFEC"><enum>5.</enum><header>Effectiveness of
			 stimulant treatment methods</header>
			<subsection commented="no" id="H4215E20BF9D34F7BB5B0AC687BDE37ED"><enum>(a)</enum><header>Research</header><text display-inline="yes-display-inline">The Director of the National Institute on
			 Drug Abuse shall conduct research, directly or through contract with another
			 entity, on the effectiveness of the use of agonist and antagonist drugs to
			 reduce the problems associated with stimulant abuse, including cocaine and
			 methamphetamine abuse.</text>
			</subsection><subsection commented="no" id="HF47304B84BB049878169CD9C82EB9725"><enum>(b)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There are
			 authorized to be appropriated such sums as may be necessary to carry out this
			 section for fiscal years 2014 through 2018.</text>
			</subsection></section><section id="H9238A71F3F3546C883EC5584BB1F89C7"><enum>6.</enum><header>IOM Study on drug
			 treatments for stimulant abuse</header>
			<subsection id="H08767845345C4CBC9E87E9611BE62428"><enum>(a)</enum><header>Report</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services
			 shall seek to enter into a contract with the Institute of Medicine of the
			 National Academies to complete a literature review and submit a report to
			 Congress on the effectiveness of agonist and antagonist drugs for the treatment
			 of stimulant abuse, including cocaine and methamphetamine abuse.</text>
			</subsection><subsection id="H3D6AA404262F48DC8A269D6A1ED7473B"><enum>(b)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There are
			 authorized to be appropriated such sums as may be necessary to carry out this
			 section for fiscal years 2014 through 2018.</text>
			</subsection></section><section id="HDAE5FD9676E94D6A93F2CB7238B6086A"><enum>7.</enum><header>GAO Evaluation of
			 the impact of this legislation<editorial></editorial></header>
			<subsection id="HCBD9926BDAFD42B38C3C7EA677DC7E54"><enum>(a)</enum><header>Study on the
			 level of funding for treatment</header><text display-inline="yes-display-inline">The Comptroller General of the United
			 States shall conduct a study on—</text>
				<paragraph id="H92319EA1408C483996436285D5718535"><enum>(1)</enum><text display-inline="yes-display-inline">the impact of the programs authorized by
			 this Act (including the amendments made by this Act) on the effectiveness and
			 availability of treatment for heroin, cocaine, methamphetamine,
			 3,4-methylene­dioxy­meth­am­phet­amine, and phen­cy­cli­dine abuse;</text>
				</paragraph><paragraph id="H7211CCD2636E4D18ADC0816C8A953204"><enum>(2)</enum><text display-inline="yes-display-inline">whether the level of Federal funding
			 available for the treatment of heroin, cocaine, methamphetamine,
			 3,4-methylene­dioxy­meth­am­phet­amine, and phen­cy­cli­dine abuse meets,
			 exceeds, or is less than the amount necessary to provide adequate treatment for
			 such abuse; and</text>
				</paragraph><paragraph id="H46EE5E9611B84EDA9B9C3B869F457799"><enum>(3)</enum><text display-inline="yes-display-inline">the impact of effective treatment of
			 heroin, cocaine, methamphetamine, 3,4-methylene­dioxy­meth­am­phet­amine, and
			 phen­cy­cli­dine abuse on cost savings due to the reduced need for criminal
			 justice and other services.</text>
				</paragraph></subsection><subsection id="H1EA42172D3B744E2885854FFA277C63D"><enum>(b)</enum><header>Reports</header>
				<paragraph id="H20309C8EDA024923BB491E54BFA65F5F"><enum>(1)</enum><header>Interim
			 report</header><text>Not later than the last day of the two-year period
			 beginning on the date of enactment of this Act, the Comptroller General shall
			 submit to Congress a report on the interim findings of the study under
			 <internal-xref idref="HCBD9926BDAFD42B38C3C7EA677DC7E54" legis-path="7.(a)">subsection (a)</internal-xref>.</text>
				</paragraph><paragraph id="HA3DB4A5CF9224F72B003453F56465A84"><enum>(2)</enum><header>Final
			 report</header><text display-inline="yes-display-inline">Not later than 3 years
			 after the date on which the report under
			 <internal-xref idref="H20309C8EDA024923BB491E54BFA65F5F" legis-path="7.(b)(1)">paragraph (1)</internal-xref> is submitted to Congress,
			 the Comptroller General shall submit to Congress a report on the findings of
			 the study under
			 <internal-xref idref="HCBD9926BDAFD42B38C3C7EA677DC7E54" legis-path="7.(a)">subsection (a)</internal-xref>.</text>
				</paragraph></subsection></section><section id="HED84E4612C914415B490D927C185AD30"><enum>8.</enum><header>No
			 additional appropriations</header><text display-inline="no-display-inline">This
			 Act, and the amendments made by this Act, shall not be construed to increase
			 the amount of appropriations that are authorized to be approved for any fiscal
			 year.</text>
