			 Resources</committee-name>, and <committee-name committee-id="HHA00">House
			 Administration</committee-name>, for a period to be subsequently determined by
			 the Speaker, in each case for consideration of such provisions as fall within
			 the jurisdiction of the committee concerned</action-desc>

		<section id="H0FCF8B0FFE924D258BF47BD6999E1EAB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>No IRS Implementation of Obamacare
			 Act</short-title></quote>.</text>
		</section><section id="HB48AF144AE7140DB948679D0E516CFA2"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="HF8FB48BC841149D0A85F2F17F7503390"><enum>(1)</enum><text display-inline="yes-display-inline">Between March 2010 and May 2012, the
			 Internal Revenue Service (hereafter referred to as the <quote>IRS</quote>)
			 engaged in specific targeting of conservative groups that submitted 501(c)(4)
			 applications.</text>
			</paragraph><paragraph id="H6403E2C20CD941D695D62C830E7DDC13"><enum>(2)</enum><text>IRS employees
			 searched terms such as “patriots” and “tea party” and purposefully singled out
			 these small-government organizations for additional scrutiny and delay.</text>
			</paragraph><paragraph id="H2E1E9F072ABD47FFAB1B9BE1A6221A66"><enum>(3)</enum><text>The IRS sat on
			 applications from over 75 conservative groups for months, and in some cases,
			 even years while sending them exhaustive questionnaires delaying their approval
			 for as long as possible.</text>
			</paragraph><paragraph id="HD77C5925FCCF4B8B97762F79CE9C9ABA"><enum>(4)</enum><text>This blatant
			 breach of the public’s trust and misuse of taxpayer money runs counter to the
			 core function of the IRS to collect taxes from U.S. citizens regardless of
			 their political affiliations.</text>
			</paragraph><paragraph id="H8375FA0A7509452EB74323D96DEC38F1"><enum>(5)</enum><text>The IRS is
			 responsible for implementing the tax increases of Obamacare.</text>
			</paragraph><paragraph id="HC9736BDB16F340ACADDEAB17C76F6F1F"><enum>(6)</enum><text>The IRS will make
			 the final decisions of who is eligible for subsidies after sharing taxpayer
			 information with the Department of Health and Human Services.</text>
			</paragraph><paragraph id="H4338B64FD16048778477065A008683E1"><enum>(7)</enum><text>A
			 healthy democracy is one where people feel free to express their views, not one
			 where Federal agencies discriminate based on political beliefs.</text>
			</paragraph></section><section id="H6DD517897E3E46A09D1DC636F5E6CB0C"><enum>3.</enum><header>Prevention of
			 implementation and enforcement of Obamacare by IRS</header><text display-inline="no-display-inline">The
			 Secretary of the Treasury, or any delegate of the Secretary, shall not
			 implement or enforce any provisions of <external-xref legal-doc="public-law" parsable-cite="pl/111/148">Public Law 111–148</external-xref> and Public Law
			 111–152 (other than subtitle A of title II thereof).</text>
		</section><section id="H314CBCD0A302436BBAE7884E28764025"><enum>4.</enum><header>Prevention of use
			 of taxpayer funds to implement or enforce Obamacare</header><text display-inline="no-display-inline">No taxpayer funds shall be used for the
			 implementation or enforcement of <external-xref legal-doc="public-law" parsable-cite="pl/111/148">Public Law 111–148</external-xref> and <external-xref legal-doc="public-law" parsable-cite="pl/111/152">Public Law 111–152</external-xref>
			 (other than subtitle A of title II thereof).</text>
