table of contents.</toc-entry><toc-entry idref="H9BB5713CC9E84AD185D1FBB3044F13C6" level="section">Sec. 2. Purposes.</toc-entry><toc-entry idref="H626E336ECCC94434AA5F7633B44DB452" level="section">Sec. 3. Amendments to the Federal Funding Accountability and Transparency Act of 2006.</toc-entry><toc-entry idref="H59FAC84FCCCC4085AE495768B288D3BD" level="section">Sec. 4. Pilot program to evaluate consolidated recipient reporting.</toc-entry><toc-entry idref="H94CF26703FFB4BC3B8061686A1C50D19" level="section">Sec. 5. Classified and protected information.</toc-entry><toc-entry idref="H63098C0161014AD1A4DA9D5B961CBDE3" level="section">Sec. 6. American Recovery and Reinvestment Act of 2009 amendments.</toc-entry><toc-entry idref="HFC93AE8BA0484A7589AC72151F3DD528" level="section">Sec. 7. Disaster Relief Appropriations Act of 2013 amendments.</toc-entry><toc-entry idref="H9ED758797862443AB122D3B981F605F1" level="section">Sec. 8. Executive agency accounting and other financial management reports and plans.</toc-entry><toc-entry idref="HA7EFBB7F8D064D41B0F08A553FDEBF72" level="section">Sec. 9. Limits and transparency for conference and travel spending.</toc-entry></toc></subsection></section><section id="H9BB5713CC9E84AD185D1FBB3044F13C6"><enum>2.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this Act are to—</text><paragraph id="H65CFCFEA41F44BE696653A75FAD95EF4"><enum>(1)</enum><text>expand the Federal Funding Accountability and Transparency Act of 2006 by disclosing direct Federal agency expenditures and linking Federal contract, loan, and grant spending information to programs of Federal agencies in order to enable taxpayers and policy makers to track Federal spending more effectively;</text></paragraph><paragraph id="H4160F9C1A1B84CFBB3FCD5C8D0EAF600"><enum>(2)</enum><text>provide consistent, reliable, and searchable Government-wide spending data that is displayed accurately for taxpayers and policy makers on USASpending.gov;</text></paragraph><paragraph id="HF8989E077C5C463890DC2AB1D7DB541E"><enum>(3)</enum><text>analyze Federal spending data to proactively prevent waste, fraud, abuse, and improper payments;</text></paragraph><paragraph id="H6CEE433789994C09A99C20533AE4382E"><enum>(4)</enum><text>simplify reporting for entities receiving Federal funds by streamlining reporting requirements and reducing compliance costs while improving transparency; and</text></paragraph><paragraph id="HC264DCD45AF7405996C0392E06747E01"><enum>(5)</enum><text>improve the quality of data submitted to USASpending.gov by holding Federal agencies accountable for the completeness and accuracy of the data submitted.</text></paragraph></section><section id="H626E336ECCC94434AA5F7633B44DB452"><enum>3.</enum><header>Amendments to the Federal Funding Accountability and Transparency Act of 2006</header><text display-inline="no-display-inline">Section 2 of the Federal Funding Accountability and Transparency Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/31/6101">31 U.S.C. 6101</external-xref> note) is amended—</text><paragraph id="H4ECE54FDA12A442692E630687CC94F26"><enum>(1)</enum><text>in the section heading, by striking <quote><header-in-text level="section" style="OLC">full disclosure of entities receiving Federal funding</header-in-text></quote> and inserting <quote><header-in-text level="section" style="OLC">disclosure of Federal funding</header-in-text></quote>;</text></paragraph><paragraph id="HE7ED45CA21FD43B284CDCB82D3754393"><enum>(2)</enum><text>in subsection (a)—</text><subparagraph id="HCC69C9402ACC4E88A716F7EE876ED514"><enum>(A)</enum><text>by redesignating paragraphs (2) and (3) as paragraphs (3) and (7), respectively;</text></subparagraph><subparagraph id="H4DB5315AC9354308B1696EC0B1C97CB4"><enum>(B)</enum><text>by inserting after paragraph (1) the following new paragraph (2):</text><quoted-block id="H5FE8663331664AC6B285D9D02A011196" style="OLC"><paragraph id="HD0DA15EE6E7745F487BEB81D8E81BC15"><enum>(2)</enum><header>Federal agency</header><text>The term <quote>Federal agency</quote> has the meaning given the term <quote>Executive agency</quote> under <external-xref legal-doc="usc" parsable-cite="usc/5/105">section 105</external-xref> of title 5, United States Code.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph id="H3F38B1CA356642B8ADD6FC6ACFE2FF74"><enum>(C)</enum><text>by inserting after paragraph (3), as redesignated by subparagraph (A), the following new paragraphs:</text><quoted-block id="HDEAEFEAC49284794AEDA875B344F7410" style="OLC"><paragraph id="H37C5DEE052B947099366B4CB138CB8FD"><enum>(4)</enum><header>Federal funds</header><text>The term <quote>Federal funds</quote> means any funds that are made available to or expended by a Federal agency.</text></paragraph><paragraph id="H68B83C196F6B40E7AC853D318C44863E"><enum>(5)</enum><header>Object class</header><text>The term <quote>object class</quote> means the category assigned for purposes of the annual budget of the President submitted under <external-xref legal-doc="usc" parsable-cite="usc/31/1105">section 1105(a)</external-xref> of title 31, United States Code, to the type of property or services purchased by the Federal Government.</text></paragraph><paragraph id="H826549D5A1464C74B031506D22C606EF"><enum>(6)</enum><header>Program activity</header><text>The term <quote>program activity</quote> has the meaning given that term under <external-xref legal-doc="usc" parsable-cite="usc/31/1115">section 1115(h)</external-xref> of title 31, United States Code.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="H33F1C7BE37404D129F451C232D3CD3BF"><enum>(D)</enum><text>in paragraph (7), as redesignated by subparagraph (A)—</text><clause id="HFFA4319D58C448A2B568E71A675732F2"><enum>(i)</enum><text>in subparagraph (B), by striking <quote>paragraph (2)(A)(i)</quote> and inserting <quote>paragraph (3)(A)(i)</quote>; and</text></clause><clause id="H9EADBC120EB848DC8938E17661E0EC47"><enum>(ii)</enum><text>in subparagraph (C), by striking <quote>paragraph (2)(A)(ii)</quote> and inserting <quote>paragraph (3)(A)(ii)</quote>;</text></clause></subparagraph></paragraph><paragraph id="H89D6C5108E234A189DA0D0D2ED46DFBB"><enum>(3)</enum><text>in subsection (b)—</text><subparagraph id="H39599A7F9EE74ADF8A2374FB0BAC56F6"><enum>(A)</enum><text>in paragraph (1)—</text><clause id="HC1E7EB5308CF480AA746322D6F8B0FC9"><enum>(i)</enum><text>by striking <quote>the Office of Management and Budget</quote> and inserting <quote>the Secretary of the Treasury</quote> each place it appears;</text></clause><clause id="HF7D3030E4F22437C9A05962FF423829B"><enum>(ii)</enum><text>in subparagraph (F)—</text><subclause id="H8193986CF10B44C38926B38C96FCD65B"><enum>(I)</enum><text display-inline="yes-display-inline">in clause (i), by redesignating subclauses (I) and (II) as items (aa) and (bb), respectively;</text></subclause><subclause id="H272160A53FAF439C816C6F1851598453"><enum>(II)</enum><text display-inline="yes-display-inline">by redesignating clauses (i) and (ii) as subclauses (I) and (II); and</text></subclause><subclause id="H53F29FD1D1554C428FD59936DBFA2CD4"><enum>(III)</enum><text display-inline="yes-display-inline">by striking the period at the end of subclause (II) as so redesignated and inserting “; and”;</text></subclause></clause><clause id="H335A4CEA3F9F4FB2BC05AF9AD33AD4E6"><enum>(iii)</enum><text>by redesignating subparagraphs (A) through (G) as clauses (i) through (vii), respectively, and adjusting the margin accordingly;</text></clause><clause id="H07BB03A098474318810B8E0481F59809"><enum>(iv)</enum><text>by striking <quote>for each Federal award—</quote> and inserting the following: “for all Federal funds—</text><quoted-block id="HA4F85A4508FD42EFA26507481263275A" style="OLC"><subparagraph id="HAD638EF44D3D4CB9A435FEBCF2723CC4"><enum>(A)</enum><text>for each Federal agency, component of a Federal agency, appropriations account, program activity, and object class (including any subcomponent of an object class), and other accounts or data as appropriate—</text><clause id="H54B1D9B133FE404AB8FFA6CF679563E7"><enum>(i)</enum><text>the amount of budget authority available;</text></clause><clause id="H040DAC9B0C7D470CBF880330139BCBF1"><enum>(ii)</enum><text>the amount obligated;</text></clause><clause id="H941E83C77022481EBB2B16E9FE78E2F1"><enum>(iii)</enum><text>the amount of outlays;</text></clause><clause id="H0FE34A301B78443D86F7CFDE5539CB0E"><enum>(iv)</enum><text>the amount of any Federal funds reprogrammed or transferred; and</text></clause><clause id="H7010F9ABE40E4FD789D5E149904CDE03"><enum>(v)</enum><text>the amount of expired and unexpired unobligated balances; and</text></clause></subparagraph><subparagraph id="H25B12FB38F744EA7B13082C82A5A6D1A"><enum>(B)</enum><text>for each Federal award—</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause><clause id="H3249E530E09A4CFCB7DCCC446342A34A"><enum>(v)</enum><text>in subparagraph (B)(iii), as so designated by this subparagraph, by inserting <quote>, which shall be assigned a unique identifier,</quote> after <quote>information on the award</quote>;</text></clause></subparagraph><subparagraph id="H31EF8B06F951490C9CF69B506F9CFC54"><enum>(B)</enum><text>in paragraph (3)—</text><clause id="H16CA221CEDA24660A505BD3683BFC18D"><enum>(i)</enum><text>by striking <quote>The Director of the Office of Management and Budget</quote> and inserting <quote>The Secretary of the Treasury</quote>; and</text></clause><clause id="H3C4F0B99DE5D474192434C89BF7183E6"><enum>(ii)</enum><text>by striking <quote>the Director</quote> and inserting <quote>the Secretary</quote>;</text></clause></subparagraph><subparagraph id="H3E89642D58AC4F81AFD059A95743F833"><enum>(C)</enum><text>in paragraph (4)—</text><clause id="HAD149F0FA0304FA7A4A1EF7EAC9006C9"><enum>(i)</enum><text display-inline="yes-display-inline">by striking <quote>the Director of the Office of Management and Budget</quote> and inserting <quote>the Secretary of the Treasury</quote>; and</text></clause><clause id="HC79B14BCD1034F22BC97ABD5DAE29BB9"><enum>(ii)</enum><text display-inline="yes-display-inline">by striking <quote>the Director</quote> and inserting <quote>the Secretary</quote>, each place it appears; and</text></clause></subparagraph><subparagraph id="H895315F65A1D4BC49E9F9AE63231F2BF"><enum>(D)</enum><text>by adding at the end the following:</text><quoted-block id="H912BF657D1474C308FD537DCD8771C36" style="OLC"><paragraph id="H30465A23396E4DAEA6E800F3F37D3195"><enum>(5)</enum><header>Application of data standards</header><text>The Secretary of the Treasury shall apply the data standards established under subsection (e) to all data collection, data dissemination, and data publication required under this section.</text></paragraph><paragraph id="H34D6A92618F44B4D8E871A3E8C783584"><enum>(6)</enum><header>Data feed to recovery accountability and transparency board</header><text>The Secretary of the Treasury shall provide the data described in paragraph (1) to the Recovery Accountability and Transparency Board so that it can be included in the Recovery Operations Center described in subsection (h).</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H500FA7C2322E487792ED0FCC87C78618"><enum>(4)</enum><text>in subsection (c)—</text><subparagraph id="HBEAF4B0141FC4E24BE2FB78AC781F3C6"><enum>(A)</enum><text>in paragraph (1)—</text><clause id="HAB0C35CD8AB644E69F2AB3F107F571AF"><enum>(i)</enum><text>in the matter preceding subparagraph (A), by striking <quote>and Grants.gov</quote> and inserting <quote>Grants.gov, the Payment Automation Manager and Financial Information Repository and other data or databases from the Department of the Treasury, the MAX Information System of the Office of Management and Budget, and other data from Federal agencies collected and identified by the Office of Management and Budget</quote>;</text></clause><clause id="H5B89F2B0DF684E7FB0F7FC465BDB969A"><enum>(ii)</enum><text>in subparagraph (B), by adding <quote>and</quote> at the end; and</text></clause><clause id="H3860C9407B034870AD00A736742BCD6F"><enum>(iii)</enum><text>by adding at the end the following:</text><quoted-block id="H247C82475AAC4BE49C2720132955ED45" style="OLC"><subparagraph id="H066FE4FBAA974933A711A480F807D24A"><enum>(C)</enum><text>specify such search shall be confined to Federal funds;</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="H44F711CE7CFA4FBD8A0DC88021E2686C"><enum>(B)</enum><text>in paragraph (2), by inserting <quote>the Payment Automation Manager and Financial Information Repository and other data or databases from the Department of the Treasury, the MAX Information System of the Office of Management and Budget, other data from Federal agencies collected and identified by the Office of Management and Budget,</quote> after <quote>Grants.gov website,</quote>;</text></subparagraph><subparagraph id="HD8EC5649541D4657B793C2F4634D2E56"><enum>(C)</enum><text>in paragraph (4)—</text><clause id="H3B0ED9AF231849AA9979C0944AB334EB"><enum>(i)</enum><text>by striking <quote>shall be updated not later</quote> and inserting the following: “shall be updated—</text><quoted-block id="H4207C922F7154EA58015A20D52BC77E2" style="OLC"><subparagraph id="HF217B6F656A7434B875102798078D4BA"><enum>(A)</enum><text>not later</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause><clause id="H6AD81C1A1EC747C984A02DF3AD3A88B9"><enum>(ii)</enum><text>by adding at the end the following:</text><quoted-block id="H2ACEC5B1B99E4862BD6558D71C5A92B5" style="OLC"><subparagraph id="H5EC341FAFF1B4B018461C284AC0024CC"><enum>(B)</enum><text>not less than once each quarter with information relating to Federal funds;</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="H6DE06D43BD7D460A95B07CD772F992F1"><enum>(D)</enum><text>in paragraph (5)—</text><clause id="HB03439F67F6B4B08BFAA0E281D766F8D"><enum>(i)</enum><text>by inserting <quote>Federal funds and</quote> before <quote>Federal awards</quote> the first place it appears;</text></clause><clause id="HE9C2EB3C18084E2F9EA64DBF9CFC6BF9"><enum>(ii)</enum><text>by striking <quote>subsection (a)(2)(A)(i) and those described in subsection (a)(2)(A)(ii)</quote> and inserting <quote>subsection (a)(3)(A)(i) and those described in subsection (a)(3)(A)(ii)</quote>; and</text></clause><clause id="HD57526C42C3F4D258F27D0EBCE72CDF7"><enum>(iii)</enum><text>by striking the period at the end and inserting a semicolon; and</text></clause></subparagraph><subparagraph id="HE759638239774DF9A2714D6EBF37A5D1"><enum>(E)</enum><text>by adding at the end the following:</text><quoted-block id="H417840E20D0B4BC7B9CBB1F34AB65064" style="OLC"><paragraph id="H64535E958F4342CAB05ABE4F6A4A29FD"><enum>(6)</enum><text>shall have the ability to aggregate data for the categories described in paragraphs (1) through (5) without double-counting data; and</text></paragraph><paragraph id="H449A3C67F3954B80B0C7853312D6732D"><enum>(7)</enum><text>shall permit all information published under this section to be downloaded in bulk.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H0CA8EC607D664340B665229663404AA7"><enum>(5)</enum><text>by redesignating subsections (e), (f), and (g) as subsections (i), (j), and (k), respectively; and</text></paragraph><paragraph id="HE940EE46E07E43B4A00110944E33702A"><enum>(6)</enum><text>by inserting after subsection (d) the following new subsections:</text><quoted-block id="HAE659DFF07954EF08433886A7FAD1F52" style="OLC"><subsection id="HBE2AF104822447C7BDB4E7439794CECE"><enum>(e)</enum><header>Department of the treasury requirements for data standards</header><paragraph id="H05918A734670488BBE8DC685D50F2A72"><enum>(1)</enum><header>In general</header><text>The Secretary of the Treasury, in consultation with the Director of the Office of Management and Budget, the Administrator of General Services, and the heads of Federal agencies, shall establish Government-wide financial data standards for Federal funds, which shall—</text><subparagraph id="H69A06FEB48654A6B91C742DDF171E622"><enum>(A)</enum><text>include common data elements, such as codes, unique award identifiers, and fields, for financial and payment information required to be reported by Federal agencies and entities receiving Federal funds, including identifiers for Federal awards and entities receiving Federal awards;</text></subparagraph><subparagraph id="H1FEA6B804D6947729DB391636C255F31"><enum>(B)</enum><text>to the extent reasonable and practicable, ensure interoperability and incorporate—</text><clause id="HC0B51433D09A4444BFD482A650C98700"><enum>(i)</enum><text>common data elements developed and maintained by an international voluntary consensus standards body, as defined by the Office of Management and Budget, such as the International Organization for Standardization;</text></clause><clause id="H47E5BFC8F9AC4AC6BB66DE5A80C42F78"><enum>(ii)</enum><text>common data elements developed and maintained by Federal agencies with authority over contracting and financial assistance, such as the Federal Acquisition Regulatory Council; and</text></clause><clause id="H4C936F2E7CE1437C90796FDAEBD1934D"><enum>(iii)</enum><text>common data elements developed and maintained by accounting standards organizations; and</text></clause></subparagraph><subparagraph id="H77692FB3F5024165BE958E943EB2C9AC"><enum>(C)</enum><text>include data reporting standards that—</text><clause id="HE3E56756AB854EF89CB901E26AC7B190"><enum>(i)</enum><text>incorporate a widely accepted, nonproprietary, searchable, platform-independent computer-readable format;</text></clause><clause id="HAF4A9E0F0A7E45C2B2E03F23136EB2A8"><enum>(ii)</enum><text>are consistent with and implement applicable accounting principles;</text></clause><clause id="H27FA2BE3E3694D53B9A43685EC490C0C"><enum>(iii)</enum><text>are capable of being continually upgraded as necessary;</text></clause><clause id="H54AF1EEE48C84153B919E7B0AF3E0C70"><enum>(iv)</enum><text>are structured to specifically support the reporting of financial and performance-related data, such as that any data produced, regardless of reporting need or software used for creation or consumption, is consistent and comparable across reporting situations;</text></clause><clause id="HE05CAD42A0D14C478819EBBEE5E4B40B"><enum>(v)</enum><text>establish, for each data point, a standard method of conveying the reporting period, reporting entity, unit of measure, and other associated attributes; and</text></clause><clause id="H1FC3401B05EC46608A8C91F60876A53C"><enum>(vi)</enum><text>incorporate nonproprietary standards in effect on the date of enactment of the Digital Accountability and Transparency Act of 2013.</text></clause></subparagraph></paragraph><paragraph id="H5BB1529696F04EF6B41ECEE5C3F305A2"><enum>(2)</enum><header>Deadlines</header><subparagraph id="H6766B1DEC908491DA8FC213664AC710A"><enum>(A)</enum><header>Guidance</header><text>The Secretary of the Treasury, in consultation with the Director of the Office of Management and Budget, shall issue guidance on the data standards established under paragraph (1) to Federal agencies not later than 1 year after the date of enactment of the Digital Accountability and Transparency Act of 2013.</text></subparagraph><subparagraph id="H5540E717E9FB4470B625DCF24653D244"><enum>(B)</enum><header>Website</header><text>Not later than 1 year after the date on which the guidance under clause (i) is issued, the Secretary of the Treasury shall ensure that the website required under this section makes data publicly available in accordance with the data standards established under paragraph (1).</text></subparagraph><subparagraph id="HDCC25041202847B58B58B65208451718"><enum>(C)</enum><header>Agencies</header><text>Not later than 180 days after the date on which the guidance under subparagraph (A) is issued, each Federal agency shall collect, report, and maintain data in accordance with the data standards established under paragraph (1).</text></subparagraph></paragraph><paragraph id="H2D51217A669E49BB9864E674D4788CBE"><enum>(3)</enum><header>Consultation</header><text>The Secretary of the Treasury shall consult with public and private stakeholders in establishing data standards under this subsection.</text></paragraph></subsection><subsection id="HA532E3D21EC94BA4A97BE675FF76B53D"><enum>(f)</enum><header>Consolidated recipient financial reports</header><text>The Director of the Office of Management and Budget shall—</text><paragraph id="HE90C63D7A2A441A1B50756F4946AEF69"><enum>(1)</enum><text display-inline="yes-display-inline">review the financial reporting required by Federal agencies for Federal award recipients to consolidate financial reporting and reduce duplicative financial reporting and compliance costs for recipients;</text></paragraph><paragraph id="H81B16512242D4EDAADAFFB38263873C1"><enum>(2)</enum><text>request input from Federal award recipients to reduce duplicative financial reporting, especially from State and local governments and institutions of higher education;</text></paragraph><paragraph id="H7FEFC8BFC24D4B678478510EF2954DCA"><enum>(3)</enum><text display-inline="yes-display-inline">not later than 1 year after the date of enactment of the Digital Accountability and Transparency Act of 2013, provide guidance to the heads of Federal agencies regarding how to simplify the reporting requirements for Federal award recipients to consolidate financial reporting, reduce duplicative reporting, and reduce compliance costs, as appropriate; and</text></paragraph><paragraph id="HD2EC6D7ECABE43FBA3CD58E593489EDF"><enum>(4)</enum><text>not later than 18 months after the date of enactment of the Digital Accountability and Transparency Act of 2013, submit to Congress a report regarding any legislative action required to consolidate, streamline, or reduce the cost of reporting requirements for Federal award recipients.</text></paragraph></subsection><subsection id="H489F633E8615471FBE57D367F8F98C49"><enum>(g)</enum><header>Accountability for Federal funding</header><paragraph id="H54543C52F5024B32B3B428C3BAFE01F6"><enum>(1)</enum><header>In general</header><text>Not later than 1 year after the date of enactment of the Digital Accountability and Transparency Act of 2013, and every 2 years thereafter until the date that is 6 years after such date of enactment, the Inspector General of each Federal agency, in consultation with the Comptroller General of the United States, shall review a sampling of the data submitted under this Act by the agency, and shall submit to Congress and make publicly available a report on the completeness, timeliness, quality, and accuracy of the data sampled and the implementation and use of consistent data standards by the Federal agency.</text></paragraph><paragraph id="H724B02F5BA804B07A04108FA38A25532"><enum>(2)</enum><header>Comptroller general</header><subparagraph id="HC4289BD2561540F5B32D2F6BEA070A05"><enum>(A)</enum><header>In general</header><text>Not later than 2 years after the date of enactment of the Digital Accountability and Transparency Act of 2013, and every 2 years thereafter until the date that is 6 years after such date of enactment, and after review of the reports submitted under paragraph (1), the Comptroller General of the United States shall submit to Congress and make publicly available a report on the completeness, timeliness, quality, and accuracy of the data submitted under this Act by each Federal agency and the implementation and use of consistent data standards by each Federal agency.</text></subparagraph><subparagraph id="H67D8C208278C4F7292E6122ECBB0EDD7"><enum>(B)</enum><header>Ranking</header><text>The Comptroller General of the United States shall make available a ranking of Federal agencies regarding data quality, accuracy, and compliance with this Act.</text></subparagraph></paragraph></subsection><subsection id="H2CB6AF92215540749A99B0280528674F"><enum>(h)</enum><header>Recovery accountability and transparency board</header><paragraph id="HE083200946BC4117B000377E6C52E1AD"><enum>(1)</enum><header>Resources and mechanisms</header><text>The Recovery Accountability and Transparency Board shall develop and test information technology resources and oversight mechanisms to enhance the transparency of and detect and remediate waste, fraud, and abuse in Federal spending for Inspectors General.</text></paragraph><paragraph id="H19486952B0C44752BB84568AAEDAA52C"><enum>(2)</enum><header>Website</header><text>The Recovery Accountability and Transparency Board shall maintain a website informing the public of its activities to identify waste, fraud, and abuse and increase transparency of Federal funds to provide support for Inspectors General.</text></paragraph><paragraph id="H11B9A1B25C2C451AAEE36606EE6E5622"><enum>(3)</enum><header>Recovery Operations Center</header><text display-inline="yes-display-inline">The Recovery Accountability and Transparency Board shall establish and maintain a Recovery Operations Center as a government-wide Internet-based data access system to carry out the functions described in paragraph (4).</text></paragraph><paragraph commented="no" id="H603C91893D6E49C39567890C31E6F2F4"><enum>(4)</enum><header>Functions of the Recovery Operations Center</header><text display-inline="yes-display-inline">The functions referred to in paragraph (3) are the following:</text><subparagraph commented="no" id="HBC392E9CE3E546D1B2844A4A622C4679"><enum>(A)</enum><header>In General</header><text>The Recovery Operations Center shall incorporate—</text><clause commented="no" id="H17054F66360B4DA8A881B4EBD0769980"><enum>(i)</enum><text>all information described in subsection (b)(1);</text></clause><clause commented="no" id="HC3196EED8EB2481C89662788E44329F6"><enum>(ii)</enum><text>other information maintained by Federal, State, local, and foreign government agencies; and</text></clause><clause commented="no" id="H616BA6708586477F9A55AA507AFF325D"><enum>(iii)</enum><text>other commercially and publicly available information.</text></clause></subparagraph><subparagraph commented="no" id="H74EEC6EC729E43529C98FE68DFDDF2D3"><enum>(B)</enum><header>Specific Functions</header><text>The Recovery Operations Center shall be designed and operated to carry out the following functions:</text><clause commented="no" id="H6577CDFE5306461BB505A690386A9FE6"><enum>(i)</enum><text>Combine information described in subsection (b)(1) with other compilations of information, including those listed in subparagraph (A).</text></clause><clause commented="no" id="H9C73FF597B7B4FCCBD66E2EEC0AAF9A3"><enum>(ii)</enum><text>Permit agencies, in accordance with applicable law, to detect and remediate waste, fraud, and abuse.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="H59FAC84FCCCC4085AE495768B288D3BD"><enum>4.</enum><header>Pilot program to evaluate consolidated recipient reporting</header><subsection id="HADC911B6C7AA4A8BAC8D74F1422DD5E6"><enum>(a)</enum><header>In general</header><text>Not later than 90 days after the date of enactment of this Act, the Recovery Accountability and Transparency Board, in consultation with the Secretary of the Treasury and the Director of the Office of Management and Budget, shall establish a pilot program relating to reporting by recipients of Federal funds (in this section referred to as the <quote>pilot program</quote>) for the purpose of increasing financial transparency to—</text><paragraph id="HA26CCEEDBEEE47DFB2CFBB5C75DA477B"><enum>(1)</enum><text>display the full cycle of Federal funds;</text></paragraph><paragraph id="H1E807212D4324BF5A03043ACD07D2A6C"><enum>(2)</enum><text>improve the accuracy of Federal financial data; and</text></paragraph><paragraph id="H723D1F064D964054B1EE59FC15D61EB3"><enum>(3)</enum><text>develop recommendations for reducing reporting required of recipients of Federal funds by consolidating and automating financial reporting requirements across the Federal Government.</text></paragraph></subsection><subsection id="H20BA4F7E09114D4CB93395274ECE8E45"><enum>(b)</enum><header>Requirements</header><text>The pilot program shall—</text><paragraph id="HC17BF7784ACC4A9BB99320A923A7AC81"><enum>(1)</enum><text>include a combination of recipients of Federal contracts, grants, and subawards, the aggregate value of which is not less than $1,000,000,000;</text></paragraph><paragraph id="HD3CA424EDE354504B86A0A95F646E186"><enum>(2)</enum><text>include a diverse group of recipients of Federal awards; and</text></paragraph><paragraph id="H3BE94143DE1E45E48C918D8F90916577"><enum>(3)</enum><text>to the extent practicable, include recipients that receive Federal awards from multiple programs across multiple agencies.</text></paragraph></subsection><subsection id="H814AB61BE29C4CB5B371B296406CE9E5"><enum>(c)</enum><header>Reporting and evaluation requirements</header><text>Each recipient of Federal funds participating in the pilot program shall submit to the Recovery Accountability and Transparency Board reports on the finances of the selected Federal awards.</text></subsection><subsection id="H4296754504F24963A3FDC36763E0E8D1"><enum>(d)</enum><header>Publication of information</header><text>All the information collected by the Recovery Accountability and Transparency Board under the pilot program shall be made publicly available and searchable on the website established under section 2 of the Federal Funding Accountability and Transparency Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/31/6101">31 U.S.C. 6101</external-xref> note).</text></subsection><subsection id="HF488B074B9964F609D1E7E37BFE6244E"><enum>(e)</enum><header>Termination</header><text>The pilot program shall terminate on the date that is 3 years after the date on which the Recovery Accountability and Transparency Board establishes the pilot program.</text></subsection><subsection id="H79BA2AA956CE489BA65A79D9ED98B783"><enum>(f)</enum><header>Report</header><text>Not later than 90 days after the date on which the pilot program terminates under subsection (e), the Recovery Accountability and Transparency Board shall submit to the Office of Management and Budget, the Committee on Homeland Security and Governmental Affairs of the Senate, and the Committee on Oversight and Government Reform of the House of Representatives a report on the pilot program, which shall include—</text><paragraph id="HCB8C96A692F84839A2DF405BB3E32617"><enum>(1)</enum><text>a description of financial data collected under the pilot program, the accuracy of the data provided, and the cost to collect the data from recipients; and</text></paragraph><paragraph id="HA572013249B84229BED2CF650F5AF7E9"><enum>(2)</enum><text>recommendations for—</text><subparagraph id="HB8AA5EC2CB2B43FA9DBACB206FC3E762"><enum>(A)</enum><text>consolidating some or all aspects of Federal financial reporting to reduce the costs to recipients of Federal funds;</text></subparagraph><subparagraph id="H0E68BBE6D05943DFADCBD7F69A833386"><enum>(B)</enum><text>automating some or all aspects of Federal financial reporting to increase efficiency and reduce the costs to recipients of Federal funds; and</text></subparagraph><subparagraph id="HB08E90C3CAEE4BEF81581181457E32A8"><enum>(C)</enum><text>improving financial transparency.</text></subparagraph></paragraph></subsection><subsection id="H16C116C5FC7644FCA664AB76667C61EF"><enum>(g)</enum><header>Government-wide implementation</header><text display-inline="yes-display-inline">Not later than 90 days after the date on which the Office of Management and Budget receives the report required by subsection (f), the Director of the Office of Management and Budget shall determine whether to authorize the Recovery Accountability and Transparency Board to extend the recipient reporting requirements of the pilot program to all Federal funds. The Recovery Accountability and Transparency Board shall begin requiring Government-wide recipient reporting at the start of the fiscal year that commences after the fiscal year during which such authorization is granted, and under such terms and conditions that the Board shall determine, in consultation with the Director.</text></subsection></section><section id="H94CF26703FFB4BC3B8061686A1C50D19"><enum>5.</enum><header>Classified and protected information</header><text display-inline="no-display-inline">Section 3 of the Federal Funding Accountability and Transparency Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/31/6101">31 U.S.C. 6101</external-xref> note) is amended to read as follows:</text><quoted-block id="H30AD690CE85E4D749954865D5B7E99F8" style="OLC"><section id="H6D13E97868EF486FA84131C8DD7FEC9D"><enum>3.</enum><header>Classified and protected information</header><text display-inline="no-display-inline">Nothing in this Act shall require the disclosure to the public or to any person without an identifiable need to know—</text><paragraph id="H3BA1C7B181B1439E9684F420D46380B9"><enum>(1)</enum><text>information protected under <external-xref legal-doc="usc" parsable-cite="usc/5/552">section 552</external-xref> of title 5, United States Code (commonly known as the <quote>Freedom of Information Act</quote>); or</text></paragraph><paragraph id="H87C9E77E858F45268BC726A94A71358B"><enum>(2)</enum><text>information protected under <external-xref legal-doc="usc" parsable-cite="usc/5/552a">section 552a</external-xref> of title 5, United States Code (commonly known as the <quote>Privacy Act of 1974</quote>), or <external-xref legal-doc="usc" parsable-cite="usc/26/6103">section 6103</external-xref> of the Internal Revenue Code of 1986.</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H63098C0161014AD1A4DA9D5B961CBDE3"><enum>6.</enum><header>American Recovery and Reinvestment Act of 2009 amendments</header><text display-inline="no-display-inline">Division A of <external-xref legal-doc="public-law" parsable-cite="pl/111/5">Public Law 111–5</external-xref> is amended—</text><paragraph id="H545CE55CC7FF4009A48BF38790C8898D"><enum>(1)</enum><text display-inline="yes-display-inline">in section 1501 of title XV, by striking paragraph (4) and inserting the following:</text><quoted-block display-inline="no-display-inline" id="HB6DDE73C8465459B85973328B127663C" style="OLC"><paragraph id="H03C335654A9045048F0FBFC848B931C4"><enum>(4)</enum><header>Covered funds</header><text display-inline="yes-display-inline">The term <quote>covered funds</quote>—</text><subparagraph id="H7A1D3923E0AC48E99DC8D597C1CAA714"><enum>(A)</enum><text>except as provided in subparagraph (B), means any funds that are expended or obligated from appropriations made under this Act; and</text></paragraph><paragraph commented="no" id="H2CB68D73D14D4B11A31FBB68E6675363"><enum>(3)</enum><text>by striking <quote>related to funds appropriated for the impact of Hurricane Sandy</quote> after <quote>on its activities</quote>.</text></paragraph></section><section id="H9ED758797862443AB122D3B981F605F1"><enum>8.</enum><header>Executive agency accounting and other financial management reports and plans</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/31/3512">Section 3512(a)</external-xref> of title 31, United States Code, is amended—</text><paragraph id="H33A4BB6E716948FF8F3DB0C4A897409C"><enum>(1)</enum><text>in paragraph (1), by inserting <quote>and make available on the website described under section 1122 of this title</quote> after <quote>appropriate committees of the Congress</quote>;</text></paragraph><paragraph id="HCA2F6B1787EB4A72B9105610FFE218EA"><enum>(2)</enum><text>in paragraph (3)(B)(vi), by inserting <quote>, system development, financial management workforce development, related risk assessment and mitigation for the Federal Government as a whole, related risk assessment and mitigation for executive agencies, development of capacity to prevent and detect fraud,</quote> after <quote>equipment acquisitions</quote>; and</text></paragraph><paragraph id="HEE4BDF258A754422814DE41ECD91B4DC"><enum>(3)</enum><text>in paragraph (4), by adding at the end the following:</text><quoted-block id="HD66D11915DA9476AB1379A66FB71C61A" style="OLC"><subparagraph id="H2E137D25034342D19CA3BB7CFFB93AB0" indent="up2"><enum>(C)</enum><text>Not later than 90 days after the date of enactment of the Digital Accountability and Transparency Act of 2013, and every 90 days thereafter, the Director shall make available on the website described under section 1122 of this title a report regarding—</text><clause id="HFBD038A1F5CC4867B4B19944A9725F05"><enum>(i)</enum><text>specific goals for the most recent full fiscal year, the fiscal year during which the report is submitted, and the fiscal year following the year during which the report is submitted that are necessary steps toward implementing the Federal Funding Accountability and Transparency Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/31/6101">31 U.S.C. 6101</external-xref> note) fully and in an effective, efficient, and accurate manner; and</text></clause><clause id="H5BBEEACEF1D947C2B638D64E667BD729"><enum>(ii)</enum><text>the status and progress achieved toward each goal described in clause (i), including any changes to the cost, schedule, or performance baselines of achieving each goal, using earned value management where appropriate.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="HA7EFBB7F8D064D41B0F08A553FDEBF72"><enum>9.</enum><header>Limits and transparency for conference and travel spending</header><subsection id="H3C8F973A17E9405F86E46530EB6E3FEA"><enum>(a)</enum><header>Amendment</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">Chapter 57</external-xref> of title 5, United States Code, is amended by inserting after <external-xref legal-doc="usc" parsable-cite="usc/5/5711">section 5711</external-xref> the following:</text><quoted-block display-inline="no-display-inline" id="H6D315F6AAE5D47289313FBE49E9E659C" style="USC"><section id="HC9275C0788064B6E98A23FDCFF42E563"><enum>5712.</enum><header>Limits and transparency for conference and travel spending</header><subsection display-inline="no-display-inline" id="HB53DAA7793D142E69D76EE3756DCE748"><enum>(a)</enum><header>Conference transparency and spending limits</header><paragraph id="H68639089A3D542ECBA66DA538E6DA049"><enum>(1)</enum><header>Public availability of conference materials</header><text display-inline="yes-display-inline">Each agency shall post on the public website of that agency detailed information on any presentation made by any employee of that agency at a conference (except to the extent the head of an agency excludes such information for reasons of national security or information described under section 552(b)) including—</text><subparagraph id="HF5A02FB88FBE4313BFC06DB49A71A0C4"><enum>(A)</enum><text display-inline="yes-display-inline">the prepared text of any verbal presentation made; and</text></subparagraph><subparagraph id="HE05CFD7597A4422AA756203A36D7B139"><enum>(B)</enum><text display-inline="yes-display-inline">any visual, digital, video, or audio materials presented, including photographs, slides, and audio-visual recordings.</text></subparagraph></paragraph><paragraph id="H5C7E6CC5DA1C49598C932FF7A2BCE969"><enum>(2)</enum><header>Limits on amount expended on a conference</header><subparagraph id="H52AFFB76A96D46ED868C097F0605660B"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Except as provided under subparagraph (B), an agency may not expend more than $500,000 to support a single conference.</text></subparagraph><subparagraph id="H7E64DA4AB28A49DD8091CD750E833A28"><enum>(B)</enum><header>Exception</header><text display-inline="yes-display-inline">The head of an agency may waive the limitation under subparagraph (A) for a specific conference after making a determination that the expenditure is justified as the most cost-effective option to achieve a compelling purpose. The head of an agency shall submit to the appropriate congressional committees a report on any waiver granted under this subparagraph, including the justification for such waiver.</text></subparagraph><subparagraph id="HFA2E059975BB4101B9A4E9FA2D72EB52"><enum>(C)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">Nothing in this paragraph shall be construed to preclude an agency from receiving financial support or other assistance from a private entity to pay or defray the costs of a conference the total cost of which exceeds $500,000.</text></subparagraph></paragraph></subsection><subsection id="H5F53FD52753344398836E0772B49A6BB"><enum>(b)</enum><header>International conference rule</header><text display-inline="yes-display-inline">An agency may not pay the travel expenses for more than 50 employees of that agency who are stationed in the United States, for any international conference, unless the Secretary of State determines that attendance for such employees is in the national interest, or the head of the agency determines that attendance for such employees is critical to the agency’s mission. The Secretary of State and the head of an agency shall submit to the appropriate congressional committees a report on any waiver granted under this subsection, including the justification for such waiver.</text></subsection><subsection id="H4DE8E1350A6048959DC59BE22D76EF73"><enum>(c)</enum><header>Reporting on travel and conference expenses required</header><text display-inline="yes-display-inline">At the beginning of each quarter of each fiscal year, each agency shall post on the public website of that agency a report on each conference that costs more than $10,000 for which the agency paid travel expenses during the preceding 3 months that includes—</text><paragraph id="H30B4B52827CF478DA9053D7B817D255E"><enum>(1)</enum><text display-inline="yes-display-inline">the itemized expenses paid by the agency, including travel, lodging, and meal expenses, and any other agency expenditures to otherwise support the conference;</text></paragraph><paragraph id="H21DC95BC4C3C457986547A22D35337CA"><enum>(2)</enum><text display-inline="yes-display-inline">the primary sponsor of the conference;</text></paragraph><paragraph id="HE6E4A71D657E4D3D8B0433456BA73EC5"><enum>(3)</enum><text display-inline="yes-display-inline">the location of the conference;</text></paragraph><paragraph id="H5ABAFA9A0F684F6C8A82513FF5DF3468"><enum>(4)</enum><text display-inline="yes-display-inline">the date of the conference;</text></paragraph><paragraph id="HD474D8F5ECE74C539B57C4BF99CE90E1"><enum>(5)</enum><text display-inline="yes-display-inline">a brief explanation of how the participation of employees from such agency at the conference advanced the mission of the agency;</text></paragraph><paragraph id="HFC7BF6F58C9A4A41908327102F3569A6"><enum>(6)</enum><text display-inline="yes-display-inline">the title of any employee, or any individual who is not a Federal employee, whose travel expenses or other conference expenses were paid by the agency;</text></paragraph><paragraph id="H9149A2CF81F2477AA3CA2C4E5C78B32F"><enum>(7)</enum><text display-inline="yes-display-inline">the total number of individuals whose travel expenses or other conference expenses were paid by the agency; and</text></paragraph><paragraph id="H6BC5BEFC539945E491CC53C740FB85E0"><enum>(8)</enum><text display-inline="yes-display-inline">in the case of a conference for which that agency was the primary sponsor, a statement that—</text><subparagraph id="HCEBF4972D767409B96DA4764B18041AC"><enum>(A)</enum><text display-inline="yes-display-inline">describes the cost to the agency of selecting the specific conference venue;</text></subparagraph><subparagraph id="HD2D695A7822E428884E0E428737E33EC"><enum>(B)</enum><text display-inline="yes-display-inline">describes why the location was selected, including a justification for such selection;</text></subparagraph><subparagraph id="H0326453E1633451FBA48D20E764B299D"><enum>(C)</enum><text display-inline="yes-display-inline">demonstrates the cost efficiency of the location;</text></subparagraph><subparagraph id="H484F80FF10334C9E9B925F1C8114715F"><enum>(D)</enum><text display-inline="yes-display-inline">provides a cost benefit analysis of holding a conference rather than conducting a teleconference; and</text></subparagraph><subparagraph id="HB30767E666FA449582A61F32F2744171"><enum>(E)</enum><text display-inline="yes-display-inline">describes any financial support or other assistance from a private entity used to pay or defray the costs of the conference, and for each case where such support or assistance was used, the head of the agency shall include a certification that there is no conflict of interest resulting from such support or assistance.</text></subparagraph></paragraph></subsection><subsection id="H9DD25BC65F504AF693DEE5301CAB153A"><enum>(d)</enum><header>Format and publication of reports</header><text display-inline="yes-display-inline">Each report posted on the public website under subsection (c) shall—</text><paragraph id="H84532FF9788D4F37A7E89886621AEAC2"><enum>(1)</enum><text display-inline="yes-display-inline">be in a searchable electronic format; and</text></paragraph><paragraph id="H07B643FA3B694351886EA47C42F62B50"><enum>(2)</enum><text display-inline="yes-display-inline">remain on that website for at least 5 years after the date of posting.</text></paragraph></subsection><subsection id="HE78DDBABFC7C4259BB4C56B30DAF7586"><enum>(e)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="H91CECD8FEF2342188E98E3DF714724E5"><enum>(1)</enum><header>Agency</header><text display-inline="yes-display-inline">The term <term>agency</term> has the meaning given that term under section 5701, but does not include the government of the District of Columbia.</text></paragraph><paragraph id="H449940096D2C4FCAB01450D9EF7D7348"><enum>(2)</enum><header>Conference</header><text display-inline="yes-display-inline">The term <term>conference</term> means a meeting, retreat, seminar, symposium, or event that—</text><subparagraph id="H64E928B7EF694EC984C52C81F87776D6"><enum>(A)</enum><text>is held for consultation, education, discussion, or training; and</text></subparagraph><subparagraph id="H3404E51B27984DDBB31842D0A019550F"><enum>(B)</enum><text>is not held entirely at a Government facility.</text></subparagraph></paragraph><paragraph id="H2F72F312B6DE44C383D103A3C6969D6C"><enum>(3)</enum><header>International conference</header><text display-inline="yes-display-inline">The term <term>international conference</term> means a conference occurring outside the United States attended by representatives of—</text><subparagraph id="HFFCFBB175A19486D8BD4F71433F57664"><enum>(A)</enum><text display-inline="yes-display-inline">the Government of the United States; and</text></subparagraph><subparagraph id="H14C1779AC2FC4470AF9B8CBC3B820082"><enum>(B)</enum><text>any foreign government, international organization, or foreign nongovernmental organization.</text></subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HD0853E17B5E14855950D27C8BE08BFAB"><enum>(b)</enum><header>Technical and conforming amendment</header><text display-inline="yes-display-inline">The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code, is amended by inserting after the item relating to <external-xref legal-doc="usc" parsable-cite="usc/5/5711">section 5711</external-xref> the following:</text><quoted-block display-inline="no-display-inline" id="H117AA0E307954192901D3C335324FDF4" style="USC"><toc regeneration="no-regeneration"><toc-entry level="section">5712. Limits and transparency for conference and travel spending.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HEF321B3DC0B54244A7262E4F7B688223"><enum>(c)</enum><header>Annual travel expense limits</header><paragraph id="HAECD3888220347E483BEDBAA8C765521"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">In the case of each of fiscal years 2014 through 2018, an agency (as defined under <external-xref legal-doc="usc" parsable-cite="usc/5/5712">section 5712(e)</external-xref> of title 5, United States Code, as added by subsection (a)) may not make, or obligate to make, expenditures for travel expenses, in an aggregate amount greater than 70 percent of the aggregate amount of such expenses for fiscal year 2010.</text></paragraph><paragraph display-inline="no-display-inline" id="H59DFEE83C2644DBC92FDC206D4894FB1"><enum>(2)</enum><header>Exemptions</header><text display-inline="yes-display-inline">The agency may exclude certain travel expenses from the limitation under paragraph (1) only if the agency head determines that inclusion of such expenses would undermine national security, international diplomacy, health and safety inspections, law enforcement, or site visits required for oversight or investigatory purposes.</text></paragraph><paragraph id="H220A5461E55849B693F863F151B779A0"><enum>(3)</enum><header>Report to Congress</header><text display-inline="yes-display-inline">In each of fiscal years 2014 through 2018, the head of each agency shall submit to the Committee on Oversight and Government Reform of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate a report containing—</text><subparagraph id="H77E9A54340374F2CA2E6D0724B1950B5"><enum>(A)</enum><text>the justification for any expenses excluded (under paragraph (2)) from the limitation under paragraph (1); and</text></subparagraph><subparagraph id="HFEF1275DA2ED41CF869EEC1BE37138E0"><enum>(B)</enum><text>the positive or negative impacts, if any, of the limitation under paragraph (1) on the agency’s mission, cost-effectiveness, efficiency, and ability to perform core functions.</text></subparagraph></paragraph><paragraph id="H6FD52D758F0441B883F1B30909B8A791"><enum>(4)</enum><header>Identification of travel expenses</header><subparagraph id="H0369F58E29624C2BBF0E40AB33EB63F8"><enum>(A)</enum><header>Responsibilities</header><text display-inline="yes-display-inline">Not later than January 1, 2014, and after consultation with the Administrator of General Services and the Director of the Administrative Office of the United States Courts, the Director of the Office of Management and Budget shall establish guidelines for the determination of what expenses constitute travel expenses for purposes of this subsection. The guidelines shall identify specific expenses, and classes of expenses, that are to be treated as travel expenses.</text></subparagraph><subparagraph id="HC1A689961B34445E92B48D2969B1E264"><enum>(B)</enum><header>Exemption for military travel</header><text display-inline="yes-display-inline">The guidelines required under subparagraph (A) shall exclude military travel expenses in determining what expenses constitute travel expenses. Military travel expenses shall include travel expenses involving military combat, the training or deployment of uniformed military personnel, and such other travel expenses as determined by the Director of the Office of Management and Budget, in consultation with the Administrator of General Services and the Director of the Administrative Office of the United States Courts.</text></subparagraph></paragraph></subsection></section></legis-body><attestation><attestation-group><attestation-date chamber="House" date="20131118">Passed the House of Representatives November 18, 2013.</attestation-date><attestor display="yes">Karen L.
