		<legis-type>A BILL</legis-type>
		<official-title>To require the Secretary of Energy, in coordination with
		  the Secretary of Labor, to establish a program to provide for workforce
		  training and education, at community colleges, in sustainable
		  energy.</official-title>

		<section id="HFD0AF412DB5B4D4C9C1E887D6E280CA2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Community College Energy Training Act
			 of 2013</short-title></quote>.</text>
		</section><section id="H644C81AD12224F6CA0070BA5EA9E93D7"><enum>2.</enum><header>Sustainable
			 energy training program for community colleges</header>
			<subsection id="H61279B977C524DF4842A37D796EBADE2"><enum>(a)</enum><header>Workforce
			 training and education in sustainable energy</header><text>From funds made
			 available under
			 <internal-xref idref="HC542D4412BAA4B22AC2CFE603DD7442B" legis-path="2.(c)">subsection (c)</internal-xref>, the Secretary of Energy, in
			 coordination with the Secretary of Labor, shall carry out a joint sustainable
			 energy workforce training and education program. In carrying out the program,
			 the Secretary of Energy, in coordination with the Secretary of Labor, shall
			 award grants to community colleges to provide workforce training and education
			 in industries and practices such as—</text>
				<paragraph id="HEB3A79A68A4D4404A9C43B43264671D7"><enum>(1)</enum><text>alternative
			 energy, including wind and solar energy;</text>
				</paragraph><paragraph id="H31AF526350EB4AF7B863FE36E06F22CD"><enum>(2)</enum><text>high-performance
			 green building construction, design and redevelopment;</text>
				</paragraph><paragraph id="H2193E38EE8CA42D7B2F72E4DBE5E7A15"><enum>(3)</enum><text>sustainable energy
			 technologies, including chemical technology, nanotechnology, and electrical
			 technology;</text>
				</paragraph><paragraph id="H88178124AA154B8A8899EC1085F329DA"><enum>(4)</enum><text>water, energy and
			 resource conservation;</text>
				</paragraph><paragraph id="H404DCBCE43FF46218944D13B5A2C3A92"><enum>(5)</enum><text>recycling and
			 waste reduction; and</text>
				</paragraph><paragraph id="H2166FDE5476C49FCBDF8E47495C8D6ED"><enum>(6)</enum><text>sustainable
			 agriculture and farming.</text>
				</paragraph></subsection><subsection id="HC20677A784DA422BB5FE14E4A33784A4"><enum>(b)</enum><header>Award
			 considerations</header><text>Of the funds made available under
			 <internal-xref idref="HC542D4412BAA4B22AC2CFE603DD7442B" legis-path="2.(c)">subsection (c)</internal-xref> for a fiscal year, not less
			 than one-half of such funds shall be awarded to community colleges with
			 existing (as of the date of the award) sustainability programs that lead to
			 certificates, credentials, or degrees in one or more of the industries and
			 practices described in paragraphs (1) through (6) of
			 <internal-xref idref="H61279B977C524DF4842A37D796EBADE2" legis-path="2.(a)">subsection (a)</internal-xref>.</text>
			</subsection><subsection id="HC542D4412BAA4B22AC2CFE603DD7442B"><enum>(c)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated to carry
			 out this section $100,000,000 for each of the fiscal years 2014 through
			 2018.</text>
			</subsection><subsection id="H9F21DCA2C9FB426280EABC38184E490E"><enum>(d)</enum><header>Definitions</header><text>In
			 this Act:</text>
				<paragraph id="H8ABA4B3634FF4D999A89F7E2D13E5822"><enum>(1)</enum><header>Community
			 college</header><text>The term <term>community college</term> means an
			 institution of higher education, as defined in section 101(a) of the Higher
			 Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001(a)</external-xref>), that—</text>
					<subparagraph id="H1686D03A8C8249D2932EF4857A8DD477"><enum>(A)</enum><text>provides a 2-year
			 program of instruction for which the institution awards an associate degree;
			 and</text>
					</subparagraph><subparagraph id="H3890B93433F04005B409A3D4BAA85A06"><enum>(B)</enum><text>primarily awards
			 associate degrees.</text>
					</subparagraph></paragraph><paragraph id="HC12D5E8408664535B9C191F01BD16288"><enum>(2)</enum><header>High-performance
			 green building</header><text>The term <term>high-performance green
			 building</term> has the meaning given the term in section 401(13) of the Energy
			 Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17061">42 U.S.C. 17061</external-xref>).</text>
