<section id="HFCD6E835AE5142899F7F3CBCDDBB264D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Keep the IRS Off Your Health Care Act of 2013</short-title></quote>.</text> </section>
<section id="H7CC3B13CBAC249A381721AF54EDDDEFA"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="HC691EE35D0264C88BDBAFC05212D58AF"><enum>(1)</enum><text display-inline="yes-display-inline">On May 10, 2013, the Internal Revenue Service admitted that it singled out advocacy groups, based on ideology, seeking tax-exempt status.</text> </paragraph>
<paragraph id="HFD6E4132F66845C899AA4D33668C01BC"><enum>(2)</enum><text>This action raises pertinent questions about the agency’s ability to implement and oversee <external-xref legal-doc="public-law" parsable-cite="pl/111/148">Public Law 111–148</external-xref> and <external-xref legal-doc="public-law" parsable-cite="pl/111/152">Public Law 111–152</external-xref>.</text> </paragraph>
<paragraph id="H2743EBDD830047899656F0814EBDCB84"><enum>(3)</enum><text>This action could be an indication of future Internal Revenue Service abuses in relation to <external-xref legal-doc="public-law" parsable-cite="pl/111/148">Public Law 111–148</external-xref> and <external-xref legal-doc="public-law" parsable-cite="pl/111/152">Public Law 111–152</external-xref> given that it is their responsibility to enforce a key provision, the individual mandate.</text> </paragraph>
<paragraph id="H6101FB9E14804F33A13EC14C69D97C38"><enum>(4)</enum><text>Americans accept the principle that patients, families, and doctors should be making medical decisions, not the Federal Government.</text> </paragraph></section>
<section id="HE2EFE71339054E0F9D34C6C07239AFE1"><enum>3.</enum><header>Prohibiting enforcement of PPACA and HCERA</header><text display-inline="no-display-inline">The Secretary of the Treasury, or any delegate of the Secretary, shall not implement or enforce any provisions of or amendments made by <external-xref legal-doc="public-law" parsable-cite="pl/111/148">Public Law 111–148</external-xref> or 111–152.</text> </section>
