		<official-title>To amend the Internal Revenue Code of 1986 to expand
		  access to Coverdell education savings accounts.</official-title>

		<section id="H7B0A03D6A11348FE856DBF39FAC42C91" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Helping Families Save for Education
			 Act</short-title></quote>.</text>
		</section><section id="H3373F13861DA487B94E57EFEF34B32F0"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds the following:</text>
			<paragraph id="H959567BD772C4805995F50C55365FC29"><enum>(1)</enum><text>College costs have
			 increased tremendously over the past decade. Between academic year 2002–2003
			 and academic year 2012–2013—</text>
				<subparagraph id="H5E54D573A27F4DC593024EEF7CD09FD4"><enum>(A)</enum><text>published tuition
			 and fees for students at public 4-year institutions of higher education
			 increased from $5,213 to $8,655 or by 66 percent beyond the rate of
			 inflation,</text>
				</subparagraph><subparagraph id="H55C837CCC0794A7789BD0479D744D3FC"><enum>(B)</enum><text>published tuition
			 and fees for students at public 2-year institutions of higher education
			 increased from $2,129 to $3,131 or by 47 percent beyond the rate of inflation,
			 and</text>
				</subparagraph><subparagraph id="HDD10B0957D964E069CDB835D12FA2F93"><enum>(C)</enum><text>published tuition
			 and fees for students at private 4-year institutions of higher education
			 increased from $22,974 to $29,056 or by 26 percent beyond the rate of
			 inflation.</text>
				</subparagraph></paragraph><paragraph id="H6FD8ED283DBA44BA82D0AF742C924275"><enum>(2)</enum><text>Federal financial
			 aid for students has also increased rapidly but failed to mitigate the issues
			 of rising college costs. Between academic year 2001–2002 and academic year
			 2011–2012—</text>
				<subparagraph id="HA1B2BA3C34BD4699931F1C60831A9023"><enum>(A)</enum><text>the amount of
			 Federal financial aid in the form of Federal Pell Grants, Federal student
			 loans, campus-based aid, veterans educational benefits, and tax credits
			 increased from $72.3 billion to $173.8 billion or by 140 percent beyond the
			 rate of inflation, and</text>
				</subparagraph><subparagraph id="HC612A6B02C8340EFB0633928078DC92E"><enum>(B)</enum><text>the Federal
			 Government’s share of total student aid administered increased from 67 percent
			 to 73 percent.</text>
				</subparagraph></paragraph></section><section id="H33AE1D3EE30C4B72BD1D8F8F527ECEAD"><enum>3.</enum><header>Expansion of
			 Coverdell education savings accounts</header>
			<subsection id="H4F15AB492F864B94B77FD7391DEE3041"><enum>(a)</enum><header>Increase in age
			 limitation of beneficiary after which contributions to account cannot be
			 made</header><text display-inline="yes-display-inline">Clause (ii) of section
			 530(b)(1)(A) of the Internal Revenue Code of 1986 is amended by striking
			 <quote>age 18</quote> and inserting <quote>age 22</quote>.</text>
			</subsection><subsection id="H59F41FCCF8DA41989E31325050BFA28F"><enum>(b)</enum><header>Increase in
			 annual dollar limitation on contributions to account</header><text>Clause (iii)
			 of section 530(b)(1)(A) of such Code is amended by striking
			 <quote>$2,000</quote> and inserting <quote>$10,000</quote>.</text>
			</subsection><subsection id="H0F96CC02A67A44A9AAA697EC7564F48E"><enum>(c)</enum><header>Effective
			 dates</header>
				<paragraph id="HB8571CD50196406B85C0A31412111777"><enum>(1)</enum><header>Increase in age
			 limitation</header><text>The amendment made by subsection (a) shall apply to
			 contributions made after the date of the enactment of this Act.</text>
				</paragraph><paragraph id="HD8D7912BF8854688AF957A8435EF142B"><enum>(2)</enum><header>Increase in
			 annual dollar limitation on contributions</header><text>The amendments made by
			 subsection (b) shall apply to contributions made in taxable years ending after
			 the date of the enactment of this Act.</text>
				</paragraph></subsection></section></legis-body>
