R. 1992</legis-num><current-chamber display="yes">IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20131212" legis-day="20131211">December 12 (legislative day, December 11), 2013</action-date><action-desc>Received; read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>AN ACT</legis-type><official-title display="yes">To amend the requirements relating to assessment of Israel’s qualitative military edge over military threats, and for other purposes.</official-title></form><legis-body id="H4D350B690038423E95AD45937E19C49F" style="OLC"><section id="H43233A05C68B4E51A1DEE1153864D8BE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Israel QME Enhancement Act</short-title></quote>.</text></section><section id="HA98E2D6E48DE4FA1A87346764E7C9B5D" section-type="subsequent-section"><enum>2.</enum><header>Amendments to requirements relating to assessment of Israel’s qualitative military edge over military threats</header><subsection id="HECB09ADD1E1A4C48A7288CAA9E220AEA"><enum>(a)</enum><header>Assessment required; reports</header><text display-inline="yes-display-inline">Section 201 of <external-xref legal-doc="public-law" parsable-cite="pl/110/429">Public Law 110–429</external-xref> (122 Stat. 4843; <external-xref legal-doc="usc" parsable-cite="usc/22/2776">22 U.S.C. 2776</external-xref> note) is amended—</text><paragraph id="H5726F061B6424B32BB68DA721B00380B"><enum>(1)</enum><text>in subsection (a), by striking <quote>an ongoing basis</quote> and inserting <quote>a biennial basis</quote>; and</text></paragraph><paragraph id="HC853CA434B9241B0ACAC576F6CFD1AD8"><enum>(2)</enum><text>in subsection (c)(2)—</text><subparagraph id="H6521B2DE9FFB47628B790D3AC145A2E2"><enum>(A)</enum><text>in the heading, by striking <quote><header-in-text level="paragraph" style="OLC">Quadrennial</header-in-text></quote> and inserting <quote><header-in-text level="paragraph" style="OLC">Biennial</header-in-text></quote>; and</text></subparagraph><subparagraph id="HC00874ED712E48628C872DF6EC8E0714"><enum>(B)</enum><text>in the text, by striking <quote>Not later than four years after the date on which the President transmits the initial report under paragraph (1), and every four years thereafter,</quote> and inserting <quote>Not later than one year after the date of the enactment of the Israel QME Enhancement Act, and biennially thereafter,</quote>.</text></subparagraph></paragraph></subsection><subsection id="HBD834B8AC5964C44B9694C335CD7C8C8"><enum>(b)</enum><header>Report</header><paragraph id="H3CB37FAFC8A940B193EA1E4108D310A4"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act, the Secretary of State shall submit to the appropriate congressional committees a report on—</text><subparagraph id="H5F72712008034B5A81CC8F166FD571B2"><enum>(A)</enum><text>the range of cyber and asymmetric threats posed to Israel by state and non-state actors; and</text></subparagraph><subparagraph id="H65315B139F2644DE891AE05ABB68C4F7"><enum>(B)</enum><text>the joint efforts of the United States and Israel to address the threats identified in subparagraph (A).</text></subparagraph></paragraph><paragraph id="HA6EC31E318AF4AB1A44F5AB9E780BF32"><enum>(2)</enum><header>Form</header><text display-inline="yes-display-inline">The report required under paragraph (1) shall be submitted in unclassified form, but may contain a classified annex.</text></paragraph><paragraph id="H1984A1AD7E5341A5ABC1915392DC8DB5"><enum>(3)</enum><header>Appropriate congressional committees defined</header><text>In this subsection, the term <quote>appropriate congressional committees</quote> means the Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate.</text></paragraph></subsection></section></legis-body><attestation><attestation-group><attestation-date chamber="House" date="20131211">Passed the House of Representatives December 11, 2013.</attestation-date><attestor display="yes">Karen L.
