<section id="H43A6C02AB5614F6DAEFF750F365F7730" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Israel QME Enhancement Act</short-title></quote>.</text> </section> 
<section id="HBDD1A64DF7654CA78762710C0B2E7FA2" section-type="subsequent-section"><enum>2.</enum><header>Amendments to requirements relating to assessment of Israel’s qualitative military edge over military threats</header> 
<subsection id="HEE82B22C3BE04AFC9B6DAEA99EDE77E8"><enum>(a)</enum><header>Assessment required; reports</header><text display-inline="yes-display-inline">Section 201 of <external-xref legal-doc="public-law" parsable-cite="pl/110/429">Public Law 110–429</external-xref> (122 Stat. 4843; <external-xref legal-doc="usc" parsable-cite="usc/22/2776">22 U.S.C. 2776</external-xref> note) is amended—</text> 
<paragraph id="HCE5480DE99004E1DA31F452B9764C31B"><enum>(1)</enum><text>in subsection (a), by striking <quote>an ongoing basis</quote> and inserting <quote>a biennial basis</quote>; and</text></paragraph> 
<paragraph id="HF8A158CF3377446688689670BC5D379C"><enum>(2)</enum><text>in subsection (c)(2)—</text> 
<subparagraph id="HC73FB01FDC984D2EBDD0509017E46596"><enum>(A)</enum><text>in the heading, by striking <quote><header-in-text level="paragraph" style="OLC">Quadrennial</header-in-text></quote> and inserting <quote><header-in-text level="paragraph" style="OLC">Biennial</header-in-text></quote>; and</text></subparagraph> 
<subparagraph id="H8A544654320C411DBE574BAF1EFC2558"><enum>(B)</enum><text>in the text, by striking <quote>Not later than four years after the date on which the President transmits the initial report under paragraph (1), and every four years thereafter,</quote> and inserting <quote>Not later than one year after the date of the enactment of the Israel QME Enhancement Act, and biennially thereafter,</quote>.</text></subparagraph></paragraph></subsection> 
<subsection id="HC08F147F9ECA4A7E91FD066CE0250636"><enum>(b)</enum><header>Report</header> 
<paragraph id="H03CA4A41852848669F909641B805687E"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act, the President shall submit to Congress a report on criteria used to include cyber and asymmetric threats for purposes of the assessment required under section 201(a) of <external-xref legal-doc="public-law" parsable-cite="pl/110/429">Public Law 110–429</external-xref> (122 Stat. 4843; <external-xref legal-doc="usc" parsable-cite="usc/22/2776">22 U.S.C. 2776</external-xref> note; relating to Israel’s qualitative military edge over military threats to Israel) (as amended by subsection (a)(1)).</text></paragraph> 
<paragraph id="H64A16A94813A4A659B93D3B4EBA3721C"><enum>(2)</enum><header>Definition</header><text>In this subsection, the term <term>qualitative military edge</term> has the meaning given the term in section 36(h) of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2776">22 U.S.C. 2776(h)</external-xref>). </text></paragraph></subsection></section>
