		  social security benefits are paid, to prioritize payments when the United
		  States is not able to issue new obligations due to the statutory debt limit,

		<section id="HE66C88BF60AB436FA92D44FEFDDE46EC" section-type="section-one"><enum>1.</enum><header>Timely payment of Social
			 Security benefits if statutory debt limit is reached</header>
			<subsection id="H280730DF4B9F4965A2C647FE225B17D8"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 1145 of the
			 Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1320b-15">42 U.S.C. 1320b–15</external-xref>) is amended—</text>
				<paragraph id="H67AAAD8DFA9F487790BD93212F104FF9"><enum>(1)</enum><text>by redesignating
			 subsections (b) and (c) as subsections (c) and (d), respectively; and</text>
				</paragraph><paragraph id="H9B3424468E484757B76D2E5380F6E584"><enum>(2)</enum><text>by inserting after
			 subsection (a) the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="HBA72794BCA6B41E4841ABED5CCD87FDD" style="traditional">
						<subsection id="H9571FB5795B445E8BB580C9E3AF604C6"><enum>(b)</enum><header>Timely payment
				of benefits if statutory debt limit is reached</header>
							<paragraph id="H5338D2B1097842B28EA9AC341A77DBAF"><enum>(1)</enum><header>Disinvestment of
				fund to make current benefit payments</header><text display-inline="yes-display-inline">For the purpose of making payment of cash
				benefits or administrative expenses during any debt limit default period,
				public debt obligations held by the applicable Federal fund shall be sold or
				redeemed in an amount not to exceed the sum of—</text>
								<subparagraph id="H70338F00F27B4C5786A60B4238E1BC57"><enum>(A)</enum><text>the face amount of
				obligations held by such fund which mature during such month; plus</text>
								</subparagraph><subparagraph commented="no" id="H235EAE6192C74C4C8749F87CB57CC4D1"><enum>(B)</enum><text display-inline="yes-display-inline">the amount necessary only for the purpose
				of making payment of such benefits or administrative expenses and only to the
				extent cash assets of the applicable Federal fund are not available during such
				period for making payment of such benefits or administrative expenses.</text>
								</subparagraph></paragraph><paragraph id="HD4D6928A16314E5A89EA97DDDDDE293F"><enum>(2)</enum><header>Issuance of
				corresponding debt</header><text>For purposes of undertaking the sale or
				redemption of public debt obligations held by the applicable Federal fund
				pursuant to paragraph (1), the Secretary of the Treasury shall issue
				corresponding public debt obligations to the public in order to obtain the
				amounts necessary for payment of benefits or administrative expenses from the
				applicable Federal fund, notwithstanding the public debt limit.</text>
							</paragraph><paragraph id="HB342E78EAE5D40AEA15B16E26420A49D"><enum>(3)</enum><header>Definitions</header><text>For
				purposes of this subsection—</text>
								<subparagraph id="H8CE254A36FFE466C99A627729EF310A8"><enum>(A)</enum><header>Debt limit
				default period</header><text display-inline="yes-display-inline">The term
				<term>debt limit default period</term> means a period for which cash benefits
				or administrative expenses would not otherwise be payable from the applicable
				Federal fund by reason of an inability to issue further public debt obligations
				because of the public debt limit.</text>
								</subparagraph><subparagraph id="H7D762443AF4843B79BDD3D71DD525F09"><enum>(B)</enum><header>Applicable
				Federal fund</header><text display-inline="yes-display-inline">The term
				<term>applicable Federal fund</term> means a Federal fund specified in
				paragraph (1) or (2) of subsection
				(d).</text>
								</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H0BC0CEA1AFD84A2DADA162C8A5D737F5"><enum>(b)</enum><header>Conforming
			 amendments</header>
				<paragraph id="HD25085E904114A8790948F39C944E932"><enum>(1)</enum><text>Section 1145 of
			 the Social Security Act, as amended by subsection (a), is amended—</text>
					<subparagraph id="H975838A364614AD09B2E3D36A21932D0"><enum>(A)</enum><text>by redesignating
			 subsection (d) as subsection (e), and</text>
					</subparagraph><subparagraph id="H2347D3A68998408CBFE9B42F05B08814"><enum>(B)</enum><text>by inserting after
			 subsection (c) the following new subsection:</text>
						<quoted-block display-inline="no-display-inline" id="H207E875385034D25B0DE361700809FB1" style="OLC">
							<subsection id="H5101829F0C9844F4B104CEBC2078EB0E"><enum>(d)</enum><header>Public debt
				limit</header><text display-inline="yes-display-inline">For purposes of this
				section, the term <term>public debt limit</term> means the limitation
				established under <external-xref legal-doc="usc" parsable-cite="usc/31/3101">section 3101</external-xref> of title 31, United States Code, as increased
				under section 3101A of such
				title.</text>
							</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H59841FFCC5034DA583288A7691D2156B"><enum>(2)</enum><text>Section 1145(c) of
			 the Social Security Act, as amended by subsection (a), is amended by striking
			 <quote>established under <external-xref legal-doc="usc" parsable-cite="usc/31/3101">section 3101</external-xref> of title 31, United States
			 Code</quote>.</text>
				</paragraph></subsection></section><section id="H890E44D5DAEA4563BC8490C528DF5045"><enum>2.</enum><header>Prioritization of
			 payments in event that statutory debt limit is reached</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/31/3101">Section 3101</external-xref> of title 31, United States
			 Code, is amended by adding at the end the following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="H4B1C0D8C22524369B17849804179AF8A" style="USC">
				<subsection id="HE67FE69187DD4C7898A8348B184E0F21"><enum>(d)</enum><text display-inline="yes-display-inline">In the event that the Secretary of the
				Treasury is not able to issue obligations to make all payments authorized by
				law due to the limitation under subsection (b) (as increased under section
				3101A), the Secretary shall give equal priority to the following: payments of
				principal and interest on public debt; payments of amounts that the Secretary
				of Defense (and the Secretary of Homeland Security in the case of the Coast
				Guard) determines to be necessary to continue pay and allowances (without
				interruption) to the Army, Navy, Air Force, Marine Corps, and Coast Guard,
				including reserve components thereof, who perform active service; payments
				determined by the President (and reported to the Congress) to be necessary to
				continue United States priorities of its vital national security interests; and
				payments for items and services under title XVIII of the Social Security Act
				(relating to
				Medicare).</text>
				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HD78323320BDB47CFBD78CF325B4C02EA"><enum>3.</enum><header>Continuance of
			 military pay and allowances during periods of lapsed appropriations</header>
			<subsection id="H8189D35E23334A7C818D63DB1E516B8C"><enum>(a)</enum><header>Continuance of
			 pay</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/37/19">Chapter 19</external-xref> of title 37, United States Code, is amended by
			 adding at the end the following new section:</text>
				<quoted-block id="H3F212154732141FB8B5A41E71C242261" style="OLC">
					<section id="HB3EB7E389D3A49BBAD7E4215D193D8A8"><enum>1015.</enum><header>Continuance of
				pay and allowances during periods of lapsed appropriations</header>
						<subsection id="H38AF96AF2DE54CD58824AF5865CFB101"><enum>(a)</enum><header>Definitions</header><text>In
				this section:</text>
							<paragraph id="H155CCD50B95944AC9FA4AC50429E47F4"><enum>(1)</enum><text>The term
				<term>military personnel accounts</term> means the military personnel, reserve
				personnel, and National Guard personnel accounts of the Department of Defense,
				generally title I of an annual Department of Defense appropriations Act, and
				the corresponding accounts for the Department of Homeland Security used to
				provide pay and allowances for members of the Coast Guard.</text>
							</paragraph><paragraph id="H4838EA168D92435F95BC87AE9B6404B5"><enum>(2)</enum><text>The term <term>pay
				and allowances</term> means basic pay, bonuses and special pay, allowances and
				any other forms of compensation available for members of the armed forces under
				this title or otherwise paid from the military personnel accounts.</text>
							</paragraph><paragraph id="H07866F7737C9493C92FC44A8B89124ED"><enum>(3)</enum><text>The term
				<term>period of lapsed appropriations</term>, when used with respect to members
				of the armed forces, means any period during which appropriations are not
				available due to the absence of the timely enactment of any Act or joint
				resolution (including any Act or joint resolution making continuing
				appropriations) appropriating funds for the payment of the pay and allowances
				of members of the armed forces.</text>
							</paragraph></subsection><subsection id="H4B9A7B9C0DCC46038FD7C4FF55C3D80A"><enum>(b)</enum><header>Appropriation of
				funds To continue payment of pay and allowances</header><text>For any period of
				lapsed appropriations, there are appropriated, out of any moneys in the
				Treasury not otherwise appropriated, to the Secretary of Defense (and the
				Secretary of Homeland Security in the case of the Coast Guard) to allow the
				Secretary of Defense (and the Secretary of Homeland Security in the case of the
				Coast Guard) to continue to provide pay and allowances (without interruption)
				to members of the United States armed forces.</text>
						</subsection><subsection id="H3DAE949345F64BFAA4C4A2C516C06441"><enum>(c)</enum><header>Limitation on
				amounts paid</header><text>This section only authorizes the expenditure of
				funds during a period of lapsed appropriations for the pay and allowances of a
				member of the armed forces at a rate that is equal to the rate in effect for
				that member immediately before the start of the period of lapsed
				appropriations. The rate for a member may neither exceed the rate in effect
				immediately before the start of the period of lapsed appropriations nor be less
				than that rate, unless reduced by disciplinary action under the Uniform Code of
				Military Justice.</text>
						</subsection><subsection id="H9981FA73AC764264BC05B5D6D2F5925A"><enum>(d)</enum><header>Relation to
				other pay authorities</header><text>This section shall not be construed to
				affect the entitlement of a member of the armed forces to an amount of pay and
				allowances that exceeds the amount of pay and allowances authorized to be paid
				under this section and to which the member becomes entitled under other
				applicable provisions of law.</text>
						</subsection><subsection id="HDA670F2B03A046EE86FEAE8BB2842C43"><enum>(e)</enum><header>Effect of end of
				period of lapsed appropriations</header><text>Expenditures made for any fiscal
				year pursuant to this section shall be charged to the applicable appropriation,
				fund, or authorization whenever the regular appropriation bill (or other bill
				or joint resolution making continuing appropriations through the end of the
				fiscal year) becomes
				law.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HA733B8025F8B4EE0B58517B0B8AFC8D3"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of such chapter
			 is amended by adding at the end the following new item:</text>
