		<legis-type>A BILL</legis-type>
		<official-title>To amend the Violent Crime Control and Law Enforcement
		  Act of 1994 to expand the cause of action relating to the pattern or practice
		  of conduct by a governmental authority that deprives a person of rights
		  protected by the Constitution to such conduct relating to adults as well as
		  juveniles.</official-title>

		<section id="H5B4338E7312B484FACD7C883D96F9CB6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Right to Counsel and Taxpayer Protection
			 Act</short-title></quote>.</text>
		</section><section id="HCDBE660B52364A4D85438DCBE8388C64"><enum>2.</enum><header>Pattern or
			 practice litigation</header>
			<subsection id="H86611E1CD99D4B7DBBED3740B0442397"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 210401(a) of
			 the Violent Crime Control and Law Enforcement Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/42/14141">42 U.S.C. 14141(a)</external-xref>)
			 is amended—</text>
				<paragraph id="HCD5167D6B77A454E8710753B1B1EFF6B"><enum>(1)</enum><text display-inline="yes-display-inline">after <quote>responsibility for the
			 administration of</quote>, by striking <quote>juvenile justice</quote> and
			 inserting <quote>criminal justice, juvenile justice,</quote> ; and</text>
				</paragraph><paragraph id="H136A5FF44D72440EBD39EE02A82151B4"><enum>(2)</enum><text display-inline="yes-display-inline">after <quote>or the incarceration
			 of</quote>, by striking <quote>juveniles</quote> and inserting <quote>persons
			 (including juveniles)</quote>.</text>
				</paragraph></subsection><subsection id="H1D54E3EEC9724B239BC36D8F8AE779DA"><enum>(b)</enum><header>Clerical
			 amendment</header><text display-inline="yes-display-inline">Section 210401(b)
			 of the Violent Crime Control and Law Enforcement Act of 1994 (42 U.S.C.
			 14141(b)) is amended by striking <quote>paragraph (1)</quote> and inserting
			 <quote>subsection (a)</quote>.</text>
