		<section id="H301D953832BD4F448174EDF0CE9A64D5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Smarter Solutions for Students
			 Act</short-title></quote>.</text>
		</section><section id="HF4196AE522DB4B809AF47EEAD90AD7B7"><enum>2.</enum><header>Student loan interest
			 rates</header><text display-inline="no-display-inline">Section 455(b) of the
			 Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087e">20 U.S.C. 1087e(b)</external-xref>) is amended—</text>
			<paragraph id="HFFE963CABD474CDE81CF8F44C5D392FA"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (7)—</text>
				<subparagraph id="HE58F032079624396A0BD9C751AE68DBD"><enum>(A)</enum><text>in the paragraph heading,
			 by inserting <quote><header-in-text level="paragraph" style="OLC">, and before
			 July 1, 2013</header-in-text></quote> after <quote><header-in-text level="paragraph" style="OLC">2006</header-in-text></quote>;</text>
				</subparagraph><subparagraph id="H71B0E40053AE4ACC9FC226CF7F4F6086"><enum>(B)</enum><text>in subparagraph (A), by
			 inserting <quote>and before July 1, 2013,</quote> after
			 <quote>2006,</quote>;</text>
				</subparagraph><subparagraph id="H68955C322C4C487E91FD606C4F739FB9"><enum>(C)</enum><text display-inline="yes-display-inline">in subparagraph (B), by inserting
			 <quote>and before July 1, 2013,</quote> after <quote>2006,</quote>; and</text>
				</subparagraph><subparagraph id="H0F83B4C0776A4445826FF4E2F1FC7A82"><enum>(D)</enum><text display-inline="yes-display-inline">in subparagraph (C), by inserting
			 <quote>and before July 1, 2013,</quote> after <quote>2006,</quote>;</text>
				</subparagraph></paragraph><paragraph id="HEC265691181744988D4EC713278FA560"><enum>(2)</enum><text>by redesignating
			 paragraphs (8) and (9) as paragraphs (9) and (10), respectively; and</text>
			</paragraph><paragraph id="H4A945ADE82CC4453B414ED0D02E877CE"><enum>(3)</enum><text>by inserting after
			 paragraph (7), the following:</text>

					<paragraph id="H0979C75F21C74C2DBF618645B4F9DB7C"><enum>(8)</enum><header>Interest rate provision
				for new loans on or after July 1, 2013</header>
						<subparagraph id="H8DB199FB65FC44C4A33C8ED984DDD986"><enum>(A)</enum><header>Rates for fdsl and
				fdusl</header><text display-inline="yes-display-inline">Notwithstanding the
				preceding paragraphs of this subsection, for Federal Direct Stafford Loans and
				Federal Direct Unsubsidized Stafford Loans for which the first disbursement is
				made on or after July 1, 2013, the applicable rate of interest shall, during
				any 12-month period beginning on July 1 and ending on June 30, be determined on
				the preceding June 1 and be equal to—</text>
							<clause id="HB51484556BD749948B0323C5650EE163"><enum>(i)</enum><text>the high-yield 10-year
				Treasury notes auctioned at the final auction held prior to such June 1;
				plus</text>
							</clause><clause id="HC674D3C2FB904637906C605C3E0F1262"><enum>(ii)</enum><text>2.5 percent,</text>
							</clause><continuation-text continuation-text-level="subparagraph">except that such rate shall not exceed
				8.5 percent.</continuation-text></subparagraph><subparagraph id="HF071099F3E9E46EFB379CDD884261040"><enum>(B)</enum><header>PLUS
				Loans</header><text display-inline="yes-display-inline">Notwithstanding the
				preceding paragraphs of this subsection, for any Federal Direct PLUS Loan for
				which the first disbursement is made on or after July 1, 2013, the applicable
				rate of interest shall, during any 12-month period beginning on July 1 and
				ending on June 30, be determined on the preceding June 1 and be equal
				to—</text>
							<clause id="HF780CCFE18404577BA373AED997A1AD4"><enum>(i)</enum><text>the high-yield 10-year
				Treasury notes auctioned at the final auction held prior to such June 1;
				plus</text>
							</clause><clause commented="no" id="H030EE7860888484DB6A514023DD95DF9"><enum>(ii)</enum><text>4.5 percent,</text>
							</clause><continuation-text continuation-text-level="subparagraph">except that such rate shall not exceed
				10.5 percent.</continuation-text></subparagraph><subparagraph commented="no" id="HD57D525233BD4F8DBE0960D428A108E4"><enum>(C)</enum><header>Consolidation
				Loans</header><text display-inline="yes-display-inline">Notwithstanding the
				preceding paragraphs of this subsection, any Federal Direct Consolidation Loan
				for which the application is received on or after July 1, 2013, shall bear
				interest at an annual rate on the unpaid principal balance of the loan that is
				equal to the weighted average of the interest rates on the loans consolidated,
				rounded to the nearest higher one-eighth of one
				percent.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H56CB37B4BDB74410BD583DAEE5F9AE6B"><enum>3.</enum><header>Budgetary
			 effects</header>
			<subsection id="H8139029E3AEA45B081B7DF01FE4BD48E"><enum>(a)</enum><header>Paygo
			 scorecard</header><text display-inline="yes-display-inline">The budgetary
			 effects of this Act shall not be entered on either PAYGO scorecard maintained
			 pursuant to section 4(d) of the Statutory Pay-As-You-Go Act of 2010.</text>
			</subsection><subsection id="HFCFE61EA1B9447EB8461C08293D2F983"><enum>(b)</enum><header>Senate paygo
			 scorecard</header><text display-inline="yes-display-inline">The budgetary
			 effects of this Act shall not be entered on any PAYGO scorecard maintained for
			 purposes of section 201 of S. Con. Res. 21 (110th Congress).</text>
