		<official-title>To provide for the timely consideration of all licenses,
		  permits, and approvals required under Federal law with respect to the siting,
		  construction, expansion, or operation of any natural gas pipeline
		  projects.</official-title>

		<section id="H1D639021BB2C4665B0B852FDAB96EA84" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Natural Gas Pipeline Permitting Reform
			 Act</short-title></quote>.</text>
		</section><section id="H8C04AA3DC21F45898E1933224ED12D12"><enum>2.</enum><header>Regulatory
			 approval of natural gas pipeline projects</header><text display-inline="no-display-inline">Section 7 of the Natural Gas Act (15 U.S.C.
			 717f) is amended by adding at the end the following new subsections:</text>
			<quoted-block display-inline="no-display-inline" id="HB42ACECB42EF4DCFA32C6DF813692956" style="traditional">
				<subsection id="HC915F80282CF42BE8880D7E36E94FD04"><enum>(i)</enum><text display-inline="yes-display-inline">The Commission shall approve or deny a
				certificate of public convenience and necessity that is sought under this Act
				not later than 12 months after providing public notice of the
				application.</text>
				</subsection><subsection id="H4A7CD69E7BAC4BDCB541A7CB742D42B7"><enum>(j)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H6D08061D7CC74692A2067015C5F1B93C"><enum>(1)</enum><text display-inline="yes-display-inline">The agency responsible for issuing any
				license, permit, or approval required under Federal law in connection with the
				siting, construction, expansion, or operation of any natural gas pipeline
				project for which a certificate of public convenience and necessity is sought
				under this Act shall approve or deny the issuance of the license, permit, or
				approval not later than 90 days after the Commission issues its final
				environmental document relating to the project.</text>
					</paragraph><paragraph id="HBC6926963E784D39932F9BB3626F7947" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">An agency may request that the Commission
				extend the time period under paragraph (1) by 30 days. The Commission shall
				grant such extension if the agency demonstrates that the extension is necessary
				because of unforeseen circumstances beyond the control of the agency.</text>
					</paragraph><paragraph id="H49832F7FDA14484799E715EB1C0C8832" indent="up1"><enum>(3)</enum><text display-inline="yes-display-inline">If an agency described in paragraph (1)
				does not approve or deny the issuance of the license, permit, or approval
				within the time period specified under para-graph (1) or (2), as applicable,
				such license, permit, or approval shall go into effect.</text>
