		<official-title>To make payments by the Department of Homeland Security
		  to a State contingent on a State providing the Federal Bureau of Investigation
		  with certain statistics, to require Federal agencies, departments, and courts
		  to provide such statistics to the Federal Bureau of Investigation, and to
		  require the Federal Bureau of Investigation to publish such
		  statistics.</official-title>

		<section id="H12A95086025F46B796757FCE5E089B39" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Jamiel Shaw, Jr. Memorial Act of
			 2013</short-title></quote>.</text>
		</section><section id="H6127CE475D76457680008FE2BB28FBB9"><enum>2.</enum><header>Payments by the
			 Department of Homeland Security contingent on State immigration
			 reporting</header>
			<subsection id="HB3C6CDF3510B4838BE733C01E5B588D6"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">A State or any
			 political subdivision thereof may not receive funds under any program or
			 activity administered by the Department of Homeland Security unless the
			 State—</text>
				<paragraph id="H5077431C4CB4422083ED61C302CFA98C"><enum>(1)</enum><text>for each person
			 who is arrested, charged with a crime, convicted of a crime, or incarcerated
			 after being convicted of a crime by the State or any political subdivision
			 thereof, compiles statistics on such person, including—</text>
					<subparagraph id="H30F3092047DE4FC7BCC7D617A98301EC"><enum>(A)</enum><text>the immigration
			 status of such person;</text>
					</subparagraph><subparagraph id="HDDCBB95201894A26BAB094B63922901F"><enum>(B)</enum><text>the country of
			 origin of such person; and</text>
					</subparagraph><subparagraph id="HCB5858CCECD84BFFB2C1F4681FB29CCE"><enum>(C)</enum><text>the crime
			 associated with such arrest, charge, conviction, or incarceration after
			 conviction;</text>
					</subparagraph></paragraph><paragraph id="H954D41286BDD477490F52486C1E6FC0E"><enum>(2)</enum><text>reports such
			 statistics monthly to the Federal Bureau of Investigation; and</text>
				</paragraph><paragraph id="H51A8059F8EB247089D89F580179E8D4B"><enum>(3)</enum><text>monthly certifies
			 compliance with paragraphs (1) and (2) to the Secretary of Homeland
			 Security.</text>
				</paragraph></subsection><subsection id="H9B1D872EEDEB4651B469A814E584E231"><enum>(b)</enum><header>Effective
			 date</header><text>This section shall take effect with respect to funds made
			 available under a program or activity administered by the Department of
			 Homeland Security for fiscal years beginning on or after October 1,
			 2013.</text>
			</subsection></section><section id="H50FCB5BAEB634DE6B37FE578655A33C5"><enum>3.</enum><header>Federal
			 immigration reporting requirement</header>
			<subsection id="H1348A47DF8AC460CA1EA18FEAC1176E7"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Each Federal agency
			 and department shall—</text>
				<paragraph id="H02A540A21B7E415C93296BCD946320DA"><enum>(1)</enum><text display-inline="yes-display-inline">for any person such agency or department
			 arrests, charges with a crime, prosecutes to conviction of a crime, or
			 incarcerates after conviction of a crime, compile statistics on such person,
			 including—</text>
					<subparagraph id="H143A88A5952C4675A6A07E4FF39D7826"><enum>(A)</enum><text>the immigration
			 status of such person;</text>
					</subparagraph><subparagraph id="H4F42573C5BBA4FDE9D5BC8B015591BF6"><enum>(B)</enum><text>the country of
			 origin of such person; and</text>
					</subparagraph><subparagraph id="H48566F9842C24C3D9B76713579097882"><enum>(C)</enum><text display-inline="yes-display-inline">the crime associated with such arrest,
			 charge, conviction, or incarceration after conviction; and</text>
					</subparagraph></paragraph><paragraph id="HFAD28BAC7AE344399045782D28082B03"><enum>(2)</enum><text>report such
			 statistics monthly to the Federal Bureau of Investigation.</text>
				</paragraph></subsection><subsection id="H4BC54C237CAC4C2DA33B50D3C730EEF2"><enum>(b)</enum><header>Effective
			 date</header><text>This section shall take effect with respect to any person
			 arrested, charged with a crime, prosecuted to conviction of a crime, or
			 incarcerated after conviction of a crime by a Federal agency or department on
			 or after October 1, 2013.</text>
			</subsection></section><section id="H17C0DAACD6D047A980A60446C14A0CB6"><enum>4.</enum><header>Statistics to be
			 published</header><text display-inline="no-display-inline">The Federal Bureau
			 of Investigation shall annually publish all statistics reported under this Act
			 as a separate data collection of the Uniform Crime Reports issued by such
			 Bureau.</text>
		</section><section id="H5A5F785580C4437E859645477C743AF6"><enum>5.</enum><header>Definition</header><text display-inline="no-display-inline">In this Act, the term <term>crime</term>
			 means an offense listed in Table 4 of the Uniform Crime Report of the Federal
			 Bureau of Investigation, issued pursuant to <external-xref legal-doc="usc" parsable-cite="usc/28/534">section 534(a)</external-xref> of title 28, United
			 States Code.</text>
