		<section id="H970C162996B64AE3AEB7321D3D093B4F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Pregnant and Parenting Students Access
			 to Education Act of 2013</short-title></quote>.</text>
		</section><section id="H8E14746A59374E03B7A0D95DC0B5CC52"><enum>2.</enum><header>Findings and
			 purposes</header>
			<subsection id="HFA632A8888E84FD7A009206960B3FEF5"><enum>(a)</enum><header>Findings</header><text>The
			 Congress finds the following:</text>
				<paragraph id="H46529EAC79C64954B7728B2830B5C51E"><enum>(1)</enum><text>There are
			 approximately 750,000 teen pregnancies and 400,000 teen births annually in the
			 United States.</text>
				</paragraph><paragraph id="HA5EEC0419B64482C9E02248500BB86A6"><enum>(2)</enum><text display-inline="yes-display-inline">Although teen pregnancy and birth rates in
			 the United States have declined by 42 percent and 49 percent respectively since
			 the early 1990s, it is still the case that nearly 3 in 10 girls in the United
			 States become pregnant at least once by age 20.</text>
				</paragraph><paragraph id="HCB874F1DA2B149BBB71175FF5416F778"><enum>(3)</enum><text>The teen pregnancy
			 and birth rates in the United States are higher than in any other Western
			 industrialized country.</text>
				</paragraph><paragraph id="HE57F834B9BEA4BF09EB9218FC028C7D6"><enum>(4)</enum><text display-inline="yes-display-inline">The figure is even higher among Latinas (44
			 percent) and African-American girls (48 percent).</text>
				</paragraph><paragraph id="HE4CE805FD56E4A20A9A72AE47D776305"><enum>(5)</enum><text display-inline="yes-display-inline">There are geographic variations in teen
			 childbearing; in 2010, the teen birth rate in rural counties was nearly
			 one-third higher compared to the rest of the country regardless of age, race,
			 or ethnicity.</text>
				</paragraph><paragraph id="H0A556809F3A843888FD3414A970B06E9"><enum>(6)</enum><text>Many pregnant and
			 parenting students face significant barriers in enrolling, attending, and
			 succeeding in school, including—</text>
					<subparagraph id="HDFAC395849224BF39C3FB81B89446780"><enum>(A)</enum><text>discrimination in
			 violation of title IX of the Education Amendments of 1972, including
			 stigmatization at school by administrators, teachers, and peer students;</text>
					</subparagraph><subparagraph id="H726A689D6182462AAAB3947E5F13E57B"><enum>(B)</enum><text>a lack of
			 consistent policies at the State, district, and school levels that allow for
			 excused absences for prenatal and postnatal health care appointments in order
			 for teen parents to successfully complete their education;</text>
					</subparagraph><subparagraph id="H3FF238343A55497690E2D9868F1689DE"><enum>(C)</enum><text>difficulty
			 maintaining academic progress while out of school leading up to or following
			 the birth of a child;</text>
					</subparagraph><subparagraph id="HCBA92B63B3434E6891F6C03B639E17A5"><enum>(D)</enum><text>juggling school
			 work with parenting responsibilities;</text>
					</subparagraph><subparagraph id="H279C4CF160D44C62A6436BC5E9EE35A6"><enum>(E)</enum><text>lack of access to
			 affordable quality child care and transportation to and from the child care
			 arrangement and school, which can, as a practical matter, make it virtually
			 impossible for a parenting student to attend school regularly; and</text>
					</subparagraph><subparagraph id="H3BD342228B114EB687578877C30A0B43"><enum>(F)</enum><text>stereotypes that
			 future opportunities for postsecondary education or careers are limited for
			 pregnant and parenting students, which can diminish students’ motivation to
			 stay engaged in school.</text>
					</subparagraph></paragraph><paragraph id="H63CA7A4ABD5947D094750FAF8B643D82"><enum>(7)</enum><text display-inline="yes-display-inline">Fully 30 percent of teen girls who have
			 dropped out of school cite pregnancy or parenthood as a reason.</text>
				</paragraph><paragraph id="H3282BDB91CD7441ABA7CBA001317B192"><enum>(8)</enum><text>Only about half
			 (51 percent) of teen mothers earned a high school diploma by age 22 compared to
			 89 percent of women who didn’t have a teen birth.</text>
				</paragraph><paragraph id="H7E6CF826FA684C26B6D0F7D5372FBB8E"><enum>(9)</enum><text display-inline="yes-display-inline">Less than 2 percent of young teen mothers
			 attain a college degree by age 30.</text>
				</paragraph><paragraph id="H3F6DE8BEE2464A25887FBA6B4FD80919"><enum>(10)</enum><text>Studies of
			 females and males who dropped out of high school indicate that becoming a
			 parent played a role in their discontinuation of school, and in many cases it
			 played a major role. For example, nearly half of all female dropouts and
			 one-third of male dropouts said that becoming a parent played a role in their
			 decision to leave school.</text>
				</paragraph><paragraph id="H8A13D5D7E88948AB88C92E552EBCC679"><enum>(11)</enum><text display-inline="yes-display-inline">Nearly 1 in 5 births to mothers aged 15
			 through 19 is a repeat birth, totaling nearly 67,000 repeat births.</text>
				</paragraph><paragraph id="H814083E58B5146E9B9E25E6EFB75279D"><enum>(12)</enum><text>Because teen
			 pregnancy and parenting are significant risk factors for dropout, teen
			 pregnancy prevention can go a long way toward improving high school graduation
			 rates.</text>
				</paragraph><paragraph id="HC95825BDEC2F4F07AEEAD5F1121FEBE0"><enum>(13)</enum><text>Females who do
			 not earn a high school diploma are especially likely to face severe economic
			 consequences—to be unemployed, to earn very low wages, and to have to rely on
			 public support programs—that significantly affect not only individual students
			 and their families, but also our national economy as a whole.</text>
				</paragraph><paragraph id="H75634FE1164D40D6AD82637CD642D71E"><enum>(14)</enum><text>Teen childbearing
			 in the United States cost taxpayers (Federal, State and local) at least $10.9
			 billion in 2008.</text>
				</paragraph><paragraph id="HD1EA46474B6C41C4BF4032E4947AF641"><enum>(15)</enum><text>Title IX of the
			 Education Amendments of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/20/1681">20 U.S.C. 1681 et seq.</external-xref>) prohibits educational
			 institutions that receive Federal funding from discriminating against pregnant
			 and parenting students, and its implementing regulations detail schools’
			 obligations to ensure that pregnant and parenting students have access to equal
			 educational opportunities.</text>
				</paragraph><paragraph id="H0FA5ED98FCBD4FC0A506A31FAB824985"><enum>(16)</enum><text>Some States
			 currently collect data about the pregnancy and parenting status of secondary
			 school students, but most do not, and there is no nationwide data collection on
			 this important dimension of the student population.</text>
				</paragraph><paragraph id="HE26AAB9D1E474F6985AF2A0A442AAA71"><enum>(17)</enum><text>Some local
			 educational agencies are making active efforts to engage and re-engage pregnant
			 and parenting youth in secondary education by implementing voluntary programs
			 that provide or arrange academic and support services for them, including
			 individualized graduation plans, flexible scheduling, homebound instruction for
			 extended absences, school-based child care, transportation assistance, health
			 and social service referrals, and parent education courses.</text>
				</paragraph><paragraph id="HDEC0B3FF433048F0BD84A5B46620616F"><enum>(18)</enum><text>The
			 responsibilities of pregnancy and parenting can also interfere with the
			 attainment of a college degree. 61 percent of women who have children after
			 enrolling in community college do not graduate. Women who do not have children
			 after enrollment graduate at a 65 percent higher rate than women who do.</text>
				</paragraph><paragraph id="HFF43CACCF66D4D28AA355403D2CAFE67"><enum>(19)</enum><text>Federal financial
			 assistance to local educational agencies to start or expand voluntary student
			 academic and support service programs and initiatives for pregnant and
			 parenting students is imperative to helping these students prepare for careers
			 and post-secondary education opportunities, and care for their children without
			 need for long-term public assistance.</text>
				</paragraph></subsection><subsection id="HFC339F68CA904D82B7292A511C8DA72A"><enum>(b)</enum><header>Purposes</header><text>The
			 purposes of this Act are—</text>
				<paragraph id="HD50A400DCDBE4C5DAA7DF0D53AE324D0"><enum>(1)</enum><text>to ensure that
			 each pregnant and parenting student has equal access to the same free,
			 appropriate, high-quality public education that is provided to other
			 students;</text>
				</paragraph><paragraph id="H5F376AFBE9B447E2A0ED6FF0048B9905"><enum>(2)</enum><text>to improve high
			 school graduation rates, career-readiness, access to postsecondary educational
			 opportunities, and outcomes for pregnant and parenting students and their
			 children; and</text>
				</paragraph><paragraph id="H927A8013A673434CAA4CF08017E92240"><enum>(3)</enum><text>to assist each
			 State and local educational agency in improving its graduation rates and
			 fulfilling its responsibilities under title IX of the Education Amendments of
			 1972 (<external-xref legal-doc="usc" parsable-cite="usc/20/1681">20 U.S.C. 1681 et seq.</external-xref>) with respect to pregnant and parenting
			 students.</text>
				</paragraph></subsection></section><section id="H91700A03F83A4BB3868500C69C19A8F9"><enum>3.</enum><header>Grants for State
			 and local activities for the education of pregnant and parenting
			 students</header>
			<subsection id="H49B7619F4E454DFDBF5A472902E37A82"><enum>(a)</enum><header>In
			 general</header><text>The Secretary of Education is authorized to make grants
			 to States to carry out the activities described in subsection (d). A grant made
			 under this section shall be for a minimum of 3 years, and the Secretary shall
			 have the discretion to renew the grant at the end of the grant period.</text>
			</subsection><subsection id="H24C56A66B45D41B6AF5BE83F0C9A53B5"><enum>(b)</enum><header>Application</header><text display-inline="yes-display-inline">A State desiring to receive a grant under
			 this section shall submit an application to the Secretary at such time, in such
			 manner, and containing such information as the Secretary may reasonably
			 require, including, at a minimum, the State plan described in subsection
			 (f).</text>
			</subsection><subsection id="HE62D3C4B917E4B74951A606F0CAD7704"><enum>(c)</enum><header>Allocation of
			 funds</header>
				<paragraph id="H0FD426ACCF7B4454A368BFFE32CC0C1D"><enum>(1)</enum><header>Reservation of
			 funds for national activities</header><text>From the funds made available to
			 carry out this Act, the Secretary may reserve not more than 5 percent for
			 national activities.</text>
				</paragraph><paragraph id="H16E7AD60ED234B3B9042696C8D478CEC"><enum>(2)</enum><header>Allotment to the
			 Secretary of the Interior</header><text display-inline="yes-display-inline">The
			 amount allocated for payments under this Act to the Secretary of the Interior
			 for any fiscal year shall be, as determined pursuant to criteria established by
			 the Secretary, the amount necessary to meet the needs of—</text>
					<subparagraph id="H06E0E851AEB84DDA9EE26CF7ABE53875"><enum>(A)</enum><text>Indian children on
			 reservations served by secondary schools for Indian children operated or
			 supported by the Department of the Interior; and</text>
					</subparagraph><subparagraph id="H438386F7DF3D423B82725F29ACFEE2EC"><enum>(B)</enum><text>out-of-State
			 Indian children in elementary schools and secondary schools in local
			 educational agencies under special contracts with the Department of the
			 Interior.</text>
					</subparagraph></paragraph><paragraph id="H86097A213F51411AA379E614D64E737C"><enum>(3)</enum><header>Formula grants
			 to States</header><text display-inline="yes-display-inline">The Secretary shall
			 allocate to States having approved applications the funds remaining after the
			 application of paragraphs (1) and (2) based on the percentage of the State’s
			 number of teen births compared to the number of teen births nationally, except
			 that the minimum grant for a State shall be $300,000.</text>
				</paragraph><paragraph id="H1A57DCEDC1B74739814A1F8A90889602"><enum>(4)</enum><header>Supplement not
			 supplant</header><text>Grant funds provided under paragraph (3) shall be used
			 only to supplement the funds that would, in the absence of such Federal funds,
			 be made available from non-Federal sources for the education of pupils
			 participating in programs assisted under this Act, and not to supplant such
			 funds.</text>
				</paragraph></subsection><subsection id="H967F0F954B924672ACF7169F02A84D8A"><enum>(d)</enum><header>Use of
			 funds</header>
				<paragraph id="HD996B5125DE249C8A7F51C16E3E019E8"><enum>(1)</enum><header>In
			 general</header><text>Funds made available to a State under this Act shall be
			 used for the following:</text>
					<subparagraph id="HB6A5017AF184451EA02CA1A0EC3B1769"><enum>(A)</enum><text display-inline="yes-display-inline">To provide or enhance educational programs
			 and related services that enable pregnant and parenting students to enroll in,
			 attend, and succeed in school, and that are culturally and linguistically
			 competent.</text>
					</subparagraph><subparagraph commented="no" id="HAD8419B51A34468095DEE4BC764FC65B"><enum>(B)</enum><text>To designate a
			 Coordinator for Education of Pregnant and Parenting Students in the State
			 educational agency to direct and manage the State educational agency’s
			 activities related to this Act, in collaboration with the State’s designated
			 employee responsible for the State’s efforts to comply with and carry out, to
			 the fullest extent, its responsibilities under title IX of the Education
			 Amendments of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/20/1681">20 U.S.C. 1681 et seq.</external-xref>).</text>
					</subparagraph><subparagraph id="H1E3B03C0F8F84062BBA4225AC877CE1F"><enum>(C)</enum><text>To prepare and
			 carry out a State plan described in subsection (f).</text>
					</subparagraph><subparagraph id="H31801B0A10374DEF87147B32F24553D4"><enum>(D)</enum><text>To develop and
			 implement high-quality professional development programs for local educational
			 agencies and school personnel.</text>
					</subparagraph><subparagraph id="H31F0FB97914C4A14B587825EAE40E4AA"><enum>(E)</enum><text display-inline="yes-display-inline">To direct grants to rural and other local
			 educational agencies without capacity to prepare an application for funds so
			 that such local educational agencies may carry out the activities described in
			 subsections (e) and (f) of section 4.</text>
					</subparagraph><subparagraph id="HE13FF8A13EFA42039F266342B5715828"><enum>(F)</enum><text display-inline="yes-display-inline">To ensure that information about the
			 program is disseminated to all local educational agencies and made publicly and
			 readily available on the State educational agency’s Web site, including—</text>
						<clause id="H9E1D1DFBDAA0467E808BE1DC0A6CBD60"><enum>(i)</enum><text>the
			 name and contact information for the individuals described in subparagraph
			 (B);</text>
						</clause><clause id="HB0671B4C1B754F46ABCEDF87CC0AFABD"><enum>(ii)</enum><text>a
			 list of subgrantees; and</text>
						</clause><clause id="H8609590C57634592939BFA22C480C88E"><enum>(iii)</enum><text>an
			 explanation of the rights of students and responsibilities of schools under
			 title IX of the Education Amendments of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/20/1681">20 U.S.C. 1681 et seq.</external-xref>),
			 including investigation and complaint procedures as required under subsection
			 (a) and (b) of <external-xref legal-doc="regulation" parsable-cite="cfr/34/106.8">section 106.8</external-xref> of title 34, Code of Federal Regulations (as in
			 effect on the date of the enactment of this Act).</text>
						</clause></subparagraph></paragraph><paragraph id="HA30BA67261A74139BF3BBEB85AB76EB2"><enum>(2)</enum><header>Reservation for
			 State-level activities</header><text>From the funds made available to a State
			 under this Act, a State may reserve not more than 10 percent for State-level
			 activities.</text>
				</paragraph><paragraph id="HEF478F551D314BF7A03B1354A62BFD41"><enum>(3)</enum><header>Subgrants</header><text>The
			 State shall distribute at least 90 percent of each State grant as subgrants to
			 local educational agencies in accordance with section 4.</text>
				</paragraph></subsection><subsection id="H087A933821364F918BC29BFDD2C24915"><enum>(e)</enum><header>Coordinator for
			 Education of Pregnant and Parenting Students</header><text>The Coordinator for
			 Education of Pregnant and Parenting Students in the State educational agency
			 described in subsection (d)(1)(B) shall—</text>
				<paragraph id="H21FC57992D874E1982A50B4CEE962158"><enum>(1)</enum><text display-inline="yes-display-inline">gather information on the nature and extent
			 of State and local efforts to prevent teen pregnancy and the nature and extent
			 of barriers to educational access and success facing pregnant and parenting
			 students in the State, including information on reported incidents of
			 discrimination;</text>
				</paragraph><paragraph id="H19AF75F1DB0141F4B11BF87095B1F0AF"><enum>(2)</enum><text>develop and carry
			 out the State plan described in subsection (f);</text>
				</paragraph><paragraph id="H0077C1033B2646229317F1E1AE16FE82"><enum>(3)</enum><text display-inline="yes-display-inline">collect and report information to the
			 Secretary of Education, such as that which is listed in subparagraphs (A)
			 through (G) of section 6(a)(6);</text>
				</paragraph><paragraph id="H2E0053359C394C8A97B4F69F25CE5DB5"><enum>(4)</enum><text display-inline="yes-display-inline">facilitate the coordination of services
			 with the State agencies responsible for administering programs affecting
			 children, youth, and families (including for the purposes of maximizing the
			 leveraging of resources from such agencies), including—</text>
					<subparagraph id="HF0C7E5CE51BE4DB48C36925A5A5E5DE6"><enum>(A)</enum><text>Temporary
			 Assistance for Needy Families;</text>
					</subparagraph><subparagraph id="H6B74B932F07046BDA44DFE7EA20249CD"><enum>(B)</enum><text>Medicaid;</text>
					</subparagraph><subparagraph id="H63E5856D550846DC95874BEE28703D12"><enum>(C)</enum><text>Children’s Health
			 Insurance Program;</text>
					</subparagraph><subparagraph id="HE2381832457D45B397C8A94B75C3C2FC"><enum>(D)</enum><text>teen pregnancy
			 prevention, family planning, and maternal and child health programs;</text>
					</subparagraph><subparagraph id="HFA40514B983D4764AE400118CA3277F2"><enum>(E)</enum><text>Women, Infants and
			 Children Food and Nutrition Service;</text>
					</subparagraph><subparagraph id="H3A5A95EE88744380BDCCF1CB9871C960"><enum>(F)</enum><text>Supplemental
			 Nutrition Assistance Program;</text>
					</subparagraph><subparagraph id="H09E179B7C72E4EF99B984DDD510080E7"><enum>(G)</enum><text>child care
			 programs;</text>
					</subparagraph><subparagraph id="HF05BBE77FCB2455EAAB49EB1F41F7DFC"><enum>(H)</enum><text>early childhood
			 education, home visitation, and child welfare programs;</text>
					</subparagraph><subparagraph id="HCB963EC265A54C34A745A13C25827537"><enum>(I)</enum><text>workforce
			 investment programs and postsecondary education;</text>
					</subparagraph><subparagraph id="HC95BACEEC8CD4EB9BB836DE37347FA22"><enum>(J)</enum><text>housing assistance
			 and homeless assistance programs;</text>
					</subparagraph><subparagraph id="HF8290F76EFC241AAB5D3E2E7082D2ACA"><enum>(K)</enum><text>school-based
			 health services programs; and</text>
					</subparagraph><subparagraph id="HEDB97164FAA64C40B6D357E76EC90C2F"><enum>(L)</enum><text>programs carried
			 out by Federally qualified health centers (as defined in sections 1861(aa)(4)
			 and 1905(a)(2)(B) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395x">42 U.S.C. 1395x(aa)(4)</external-xref> and
			 1396d(a)(2)(B))), health centers (as defined in section 330 of the Public
			 Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b</external-xref>)), and outpatient health programs and
			 facilities operated by tribal organizations;</text>
					</subparagraph></paragraph><paragraph id="HD78FE682F5EA47D9B7A3E99B4946698D"><enum>(5)</enum><text>coordinate and
			 collaborate with educators, service providers, and local educational agency
			 pregnant and parenting student liaisons;</text>
				</paragraph><paragraph id="HDF5FD0E8F16E4D5DB56EA606DF42709A"><enum>(6)</enum><text display-inline="yes-display-inline">provide technical assistance and training
			 to local educational agencies, including the dissemination of best practices;
			 and</text>
				</paragraph><paragraph id="H1CA21BE60286486B9982284F381DF67F"><enum>(7)</enum><text display-inline="yes-display-inline">report to the Secretary any complaints
			 received by the State about discrimination based on pregnancy or parenting
			 status and what actions were taken to address those complaints.</text>
				</paragraph></subsection><subsection id="H56824FC29E6D4798B530EAECEF838884"><enum>(f)</enum><header>State
			 plan</header><text>Pursuant to subsection (d)(1)(C), each State shall submit a
			 plan to provide for the education of pregnant and parenting students. Such plan
			 shall include the following:</text>
				<paragraph id="HADBCCFD746F2464B94E6D106DBAFF430"><enum>(1)</enum><text>A
			 description of how such students will be given the opportunity to meet the same
			 rigorous academic achievement and college and career-readiness standards that
			 all students are expected to meet.</text>
				</paragraph><paragraph id="HC50ADE355EA24EAEAACE2AB24EF7DDB2"><enum>(2)</enum><text display-inline="yes-display-inline">The policy, protocol, or procedure that
			 each district or State implements once a pregnancy has been discovered on
			 campus; including how each district ensures the student understands his or her
			 rights under title IX of the Education Amendments of 1972 (20 U.S.C. 1681 et
			 seq.).</text>
				</paragraph><paragraph id="HFDADC8681FF44739A50BFC1D9F493B00"><enum>(3)</enum><text>A
			 description of how the State will identify such students.</text>
				</paragraph><paragraph id="HCE28E0C3A991405EBD705C54C06F6F37"><enum>(4)</enum><text>A
			 description of training programs to raise awareness of school personnel
			 regarding the rights and educational needs of pregnant and parenting
			 students.</text>
				</paragraph><paragraph id="HF718A2ADC3BB471DBC11A7417161CCBA"><enum>(5)</enum><text>A
			 description of procedures designed to ensure that students eligible for
			 Federal, State, or local food, housing, health care, temporary assistance, or
			 child care programs are informed of their eligibility for, assisted in
			 enrolling in, and able to participate in such programs.</text>
				</paragraph><paragraph id="H221F4EE75A3D47BFB86AAAFC6AFF9660"><enum>(6)</enum><text>A
			 description of procedures designed to ensure that students eligible for
			 Federal, State, or local after-school programs or supplemental educational
			 services are enrolled in and able to participate in such programs.</text>
				</paragraph><paragraph id="HF117A324A26F4435915AA00DA81F9209"><enum>(7)</enum><text>Strategies that
			 respond to the problems identified under subsection (e)(1).</text>
				</paragraph><paragraph id="H6683B6791A1B4C5FA354BA3BDCF189DE"><enum>(8)</enum><text display-inline="yes-display-inline">A demonstration that the State and its
			 local educational agencies have developed, reviewed, and revised policies to
			 remove barriers to enrollment and retention of pregnant and parenting students
			 in schools in the State.</text>
				</paragraph><paragraph id="HC7F3B5410DEE4CEAA3BD3A504D30AF94"><enum>(9)</enum><text>Assurances
			 that—</text>
					<subparagraph id="H744E974DC5AC4F55A35F82AB12DE7757"><enum>(A)</enum><text display-inline="yes-display-inline">State educational agencies and local
			 educational agencies will not stigmatize, discriminate against, or
			 involuntarily segregate students on the basis of pregnancy or parenting;</text>
					</subparagraph><subparagraph id="HA82EC62967FD4D30B045DE415E21610A"><enum>(B)</enum><text display-inline="yes-display-inline">local educational agencies will designate a
			 pregnant and parenting student liaison to communicate with the Coordinator for
			 Education of Pregnant and Parenting Students in the State educational agency
			 and oversee the provision of services at the local educational agency and
			 school levels; and</text>
					</subparagraph><subparagraph id="H7295EBC6170147AF901BE90CE84242EA"><enum>(C)</enum><text display-inline="yes-display-inline">State educational agencies and local
			 educational agencies will ensure that transportation is provided for students
			 who have an inability to pay for transportation and who—</text>
						<clause id="H2972E3C03DC24601872BC99B25C4E04C"><enum>(i)</enum><text display-inline="yes-display-inline">choose to attend programs for pregnant and
			 parenting students located outside of their school of origin; or</text>
						</clause><clause id="H15295AEF9CF84D59914EEC37B20336B8"><enum>(ii)</enum><text display-inline="yes-display-inline">need transportation to and from school and
			 the student’s child care provider for the student and the student’s child,
			 respectively.</text>
						</clause></subparagraph></paragraph><paragraph id="H17700770B3B5466AB34B5985BBF26195"><enum>(10)</enum><text display-inline="yes-display-inline">Description of how the State will ensure
			 that local educational agencies comply with requirements of this Act.</text>
				</paragraph><paragraph id="H15244094131D41BC8F895D385988C42B"><enum>(11)</enum><text display-inline="yes-display-inline">A description of technical assistance to be
			 provided to local educational agencies.</text>
				</paragraph></subsection><subsection id="HA953506119FF42648ABBF6761E4A4665"><enum>(g)</enum><header>Professional
			 development and public education</header><text display-inline="yes-display-inline">Each State and each local educational
			 agency shall include in professional development and public education materials
			 reference to, and shall ensure that school personnel, students, and family
			 members of students are aware of title IX of the Education Amendments of 1972
			 (<external-xref legal-doc="usc" parsable-cite="usc/20/1681">20 U.S.C. 1681 et seq.</external-xref>) and its implementing regulations, which set forth the
			 Federal civil right to be free from discrimination on the basis of a student’s
			 pregnancy, childbirth, false pregnancy, termination of pregnancy, or recovery
			 therefrom. This includes the right to be free from harassment and
			 stigmatization on those bases, as well as the following:</text>
				<paragraph id="H409EE28C3CD64D4DB0271ED05BAEBAD7"><enum>(1)</enum><text>The right to
			 enroll in any school or program for which they would otherwise qualify.</text>
				</paragraph><paragraph id="HB0D5076C2C3C410596485721BF894847"><enum>(2)</enum><text>If enrolled into a
			 special program or separate school, the right to an education equal in quality
			 to that offered to other students in the <term>mainstream</term> or
			 <term>originating</term> school.</text>
				</paragraph><paragraph id="HB865FCC2EE914728BD98AB0C9AADD080"><enum>(3)</enum><text>The right to
			 decline to participate in a specialized program or separate school.</text>
				</paragraph><paragraph id="H211501A6237D425380FF41BDDEF67C4B"><enum>(4)</enum><text display-inline="yes-display-inline">The right to continue their education in
			 the school in which they were enrolled, or would have been enrolled, prior to
			 the student’s pregnancy, childbirth, false pregnancy, termination of pregnancy,
			 or recovery therefrom, including elementary or secondary schools, charter
			 schools, honors and magnet programs, Advanced Placement and International
			 Baccalaureate programs, career and technical education programs, special
			 education and non-public school placements, alternative options or programs,
			 migrant education, free and reduced lunch programs, services for English
			 language learners, physical education programs, after-school academic programs,
			 and any others for which they are otherwise qualified.</text>
				</paragraph><paragraph id="H6C783F7E70E7486DBF64D6D0A6A4172F"><enum>(5)</enum><text display-inline="yes-display-inline">The right to participate in school
			 activities including graduations and other ceremonies; to receive awards or
			 peer recognition; to participate on field trips, student clubs and councils, in
			 after-school activities, including cheerleading or athletics teams; and in any
			 other school-related programs, subject to providing a medical release if that
			 is required of all students who have physical or emotional conditions requiring
			 the attention of medical personnel and who want to continue
			 participating.</text>
				</paragraph><paragraph id="HBCFDFE20AF1D4767BB49C90E0E828E39"><enum>(6)</enum><text>The right to the
			 same benefits and services offered to students with other temporary
			 disabilities.</text>
				</paragraph><paragraph id="H5A41939EF30A41A3B42CDD31909F2D04"><enum>(7)</enum><text>The right to an
			 excused absence for as long as the student’s physician deems it medically
			 necessary, without penalty, and automatic return to the status the student held
			 prior to the leave of absence.</text>
				</paragraph><paragraph id="H25897EF3715F4404B31A0F78E45E3FB5"><enum>(8)</enum><text>The right not to
			 be retaliated against for raising awareness of, complaining about, or reporting
			 discrimination.</text>
				</paragraph></subsection><subsection id="HAD6CA8255F304C5BBDE2560824552931"><enum>(h)</enum><header>Coordination for
			 support services</header><text display-inline="yes-display-inline">Local
			 educational agencies may coordinate with social services agencies, public
			 health agencies, youth services providers, or other community-based
			 organizations for the purposes of ensuring that pregnant and parenting students
			 have access to the academic support services they need to continue their
			 education; and to raise awareness among agencies about pregnant and parenting
			 students and their educational rights and opportunities.</text>
			</subsection><subsection id="HB34E1210948547E7A73C9133E1A6956E"><enum>(i)</enum><header>Pregnant and
			 parenting student liaison</header><text display-inline="yes-display-inline">The
			 duties of a local educational agency’s pregnant and parenting student liaison
			 shall include—</text>
				<paragraph id="H3010AE9AD35F4D0FBDBE687EBE81E1FF"><enum>(1)</enum><text display-inline="yes-display-inline">identification, by consulting with school
			 personnel, and by self-reports, of pregnant and parenting students in need of
			 services to help them stay in school and succeed;</text>
				</paragraph><paragraph id="H0DE3679F4D034680BF9B0B3ECC13FE4F"><enum>(2)</enum><text display-inline="yes-display-inline">gathering information on the nature and
			 extent of barriers to educational access and success facing pregnant and
			 parenting students in the geographic area served by the local educational
			 agency, including information on reported incidents of discrimination;</text>
				</paragraph><paragraph id="HC1E9E06F229648AAB5D2AB7B0ECB3DA6"><enum>(3)</enum><text display-inline="yes-display-inline">ensuring and facilitating the continued
			 enrollment of pregnant and parenting students in school in an academic program
			 that best meets the educational goals of the student and his or her
			 family;</text>
				</paragraph><paragraph id="H63805106AD3141ECA6563589C43D07AF"><enum>(4)</enum><text display-inline="yes-display-inline">ensuring that the educational and related
			 barriers faced by pregnant and parenting students are addressed, and that any
			 services and referrals provided are culturally and linguistically
			 competent;</text>
				</paragraph><paragraph id="H399543AE851B4644B7D36B0C488C3747"><enum>(5)</enum><text display-inline="yes-display-inline">informing pregnant and parenting students
			 of educational and related services extended to pregnant and parenting students
			 and of their right under title IX of the Education Amendments of 1972 (20
			 U.S.C. 1681 et seq.) to continue their education; and</text>
				</paragraph><paragraph id="H43DBD29127A24C44B7B02162D5B62011"><enum>(6)</enum><text display-inline="yes-display-inline">coordinating the provision of services in
			 conjunction with the Coordinator for Education of Pregnant and Parenting
			 Students in the State educational agency and with community organizations and
			 partners.</text>
				</paragraph></subsection></section><section id="HD0C036A9264140F5915132343720D4B6"><enum>4.</enum><header>Local educational
			 agency subgrants for the education of pregnant and parenting students</header>
			<subsection id="H3E15F836600149ABA4A64967EB4E4469"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">A State educational
			 agency receiving a grant under section 3 shall make competitive subgrants to
			 local educational agencies for the purpose of facilitating the enrollment,
			 attendance, and success in school of pregnant and parenting students. Services
			 may be provided on school grounds or at other facilities.</text>
			</subsection><subsection id="H483C1F16F9364344B4B9A8C2FFA8DC06"><enum>(b)</enum><header>Application</header><text>Local
			 educational agencies seeking subgrants shall submit an application to the State
			 educational agency in time and manner required by the State. The application
			 shall include—</text>
				<paragraph id="HDE295A6FA8C0497886D3B45E1E96BED6"><enum>(1)</enum><text>an assessment of
			 the educational and related needs of pregnant and parenting students in the
			 local educational agency;</text>
				</paragraph><paragraph id="H444848FFCC684F40B192318A217E7C5F"><enum>(2)</enum><text display-inline="yes-display-inline">a description of the local educational
			 agency’s plan for addressing those needs, and assurance that the specific
			 services and programs for which subgrants are being sought are culturally and
			 linguistically competent;</text>
				</paragraph><paragraph id="HC5F9FBD7EE8B46DE90B1F5C385C3F29E"><enum>(3)</enum><text display-inline="yes-display-inline">assurance of the local educational agency’s
			 compliance with local educational agency requirements established in section 3;
			 and</text>
				</paragraph><paragraph id="HC6406F38CFC54E53B1ED1107E3AF8977"><enum>(4)</enum><text display-inline="yes-display-inline">a description of the local educational
			 agency’s plan for continuing specific services and programs for which subgrants
			 are being sought in case of the loss of or absence of Federal
			 assistance.</text>
				</paragraph></subsection><subsection id="H6EF9C6FF6D644C32B12AA04E7F8C883B"><enum>(c)</enum><header>Awards</header><text display-inline="yes-display-inline">Subgrants under this section shall be
			 awarded on the basis of need and the strength of the application in meeting the
			 requirements and goals of this Act. Priority consideration shall be given to
			 applications from local educational agencies serving students in geographic
			 areas with—</text>
				<paragraph id="H53CE7910CFCD46D7B051FBFAB47A2E20"><enum>(1)</enum><text display-inline="yes-display-inline">teen birth rates that are higher than the
			 State average; or</text>
				</paragraph><paragraph id="H6252520C463449EBAC4F9F998B2319E8"><enum>(2)</enum><text display-inline="yes-display-inline">teen birth rates below the State average
			 but having one or more racial or ethnic groups with teen birth rates higher
			 than the State average.</text>
				</paragraph></subsection><subsection id="H8B70092DD51D4D80A39F278521727E71"><enum>(d)</enum><header>Duration</header><text>Subgrants
			 under this section shall be for periods not to exceed 3 years.</text>
			</subsection><subsection id="H7967D3C19E9B434CA7DFB2483B24047D"><enum>(e)</enum><header>Required
			 activities</header><text>Subgrant funds shall be expended for activities that
			 include—</text>
				<paragraph id="HAFF90925A39242808FDEF6CDC6A05562"><enum>(1)</enum><text display-inline="yes-display-inline">the provision of academic support services
			 for pregnant and parenting students, which may include, but are not limited to
			 academic counseling, the development of individualized graduation plans,
			 assistance with class scheduling, assistance with planning for and gaining
			 access to postsecondary educational opportunities, assistance securing tutoring
			 or other academic support services, supplemental instruction, homework
			 assistance, tutoring, or other educational services, such as homebound
			 instruction services to be provided during extended leaves of absence due to
			 pregnancy complications, childbirth, or the illness of a student’s child, to
			 keep the student on track to finish the student’s classes and graduate;</text>
				</paragraph><paragraph id="H90B5650D14FD48CDB92CAB426D657A4C"><enum>(2)</enum><text>assistance to
			 pregnant and parenting students in gaining access to quality, affordable child
			 care and early childhood education services;</text>
				</paragraph><paragraph id="HEC13C509AA514E1B867E0B0EF99A37DC"><enum>(3)</enum><text>the provision of
			 transportation services or assistance so that parenting students and their
			 children can get to and from school and child care, respectively, and so that
			 pregnant students unable to walk long distances can get to school if
			 transportation is not already provided for that student;</text>
				</paragraph><paragraph id="H1D19B02EB7DA4F1295EB261F8C151CD8"><enum>(4)</enum><text display-inline="yes-display-inline">the provision of services and programs to
			 attract, engage, and retain pregnant and parenting students in school,
			 including informing pregnant and parenting teenagers and their family members
			 and caring adults of their right to continue their education, the importance of
			 doing so, and the consequences of not doing so;</text>
				</paragraph><paragraph id="HF95CAF375CD44C5C9A3AFB5E48889336"><enum>(5)</enum><text>the education of
			 students, parents and community members about the educational rights of
			 pregnant and parenting students;</text>
				</paragraph><paragraph id="H1CA1203C38FE49DFBD6BDF55D5F21FFD"><enum>(6)</enum><text>the professional
			 development of school personnel regarding the challenges facing pregnant and
			 parenting students and their educational rights;</text>
				</paragraph><paragraph id="HAEBA760A32334F7F88E6D9A8B3C5BF3F"><enum>(7)</enum><text>proactive outreach
			 efforts to assist pregnant and parenting teenagers with excessive absences and
			 to re-enroll pregnant or parenting teenagers who have dropped out of
			 school;</text>
				</paragraph><paragraph id="HB955ACAC9F7C4A85BDAC942DE8764AF0"><enum>(8)</enum><text display-inline="yes-display-inline">the revision of school policies and
			 practices to remove barriers and to encourage pregnant and parenting students
			 to continue their education, including—</text>
					<subparagraph id="H4D44A91167614BE188A8DD398825698B"><enum>(A)</enum><text display-inline="yes-display-inline">the revision of attendance policies to
			 allow for students to be excused from school, school activities, after-school
			 activities, or school-related programs for—</text>
						<clause id="H3BA0EB7F45ED442587D08290D6943DA0"><enum>(i)</enum><text display-inline="yes-display-inline">attendance at pregnancy-related medical
			 appointments, including expectant fathers who are students;</text>
						</clause><clause id="H7AA9037D9BD147D78E68B8C55F306096"><enum>(ii)</enum><text>fulfillment of
			 the student’s parenting responsibilities, including arranging child care,
			 caring for the student’s sick child or children, and attending medical
			 appointments for the student’s child or children; and</text>
						</clause><clause id="H49676B916CBD45A0BFFE9F90B1108E4D"><enum>(iii)</enum><text>such other
			 situations beyond the control of the student as determined by the board of
			 education in each local educational agency, or such other circumstances which
			 cause reasonable concern to student or the student’s parent for the safety or
			 health of the student, for example addressing circumstances resulting from
			 domestic or sexual violence; and</text>
						</clause></subparagraph><subparagraph id="H0C30CD855C804299AD8613D71FFC21C5"><enum>(B)</enum><text>the creation and
			 implementation of a policy flexible enough to meet the individualized lactation
			 and medical needs of student mothers, including reasonable break time from
			 class, access to a clean, private space and protection from retaliation for
			 this purpose;</text>
					</subparagraph></paragraph><paragraph id="HE112B4220F8C462491FAF255D8EBE7A1"><enum>(9)</enum><text>the provision to
			 student parents, and at a student’s request, also to a non-student parent or
			 other family members and caring adults, of training and support in parenting
			 skills, healthy relationship skills, strategies to prevent future unplanned
			 pregnancy, and other life skills such as goal setting, budgeting, time
			 management, financial literacy, networking, job interviewing, applying for
			 college and securing financial aid; and</text>
				</paragraph><paragraph id="H1BDD84B7DFE74F9A8358AE43D5B6F088"><enum>(10)</enum><text>the provision to
			 pregnant and parenting students of educational and career mentoring services
			 and peer groups, whether during school hours or after school.</text>
				</paragraph></subsection><subsection id="H68452E01C47C469B8DB061B5827D2C65"><enum>(f)</enum><header>Allowable
			 activities</header>
				<paragraph id="H1A1A90DFBE1B49FEAA5C1407C98BB6CE"><enum>(1)</enum><header>In
			 general</header><text>Subgrant funds may be expended for allowable activities
			 such as—</text>
					<subparagraph id="H3670E038F9264C54B620BBD8D6BF1B29"><enum>(A)</enum><text>the provision of
			 child care and early childhood education for the child of the parenting
			 student, either by providing these services directly on school grounds or by
			 other arrangement, such as by providing financial assistance to obtain such
			 services at a child care facility within a reasonable distance of the
			 school;</text>
					</subparagraph><subparagraph id="H433515AABD59474A98FE2FCA48B20A68"><enum>(B)</enum><text display-inline="yes-display-inline">the provision of case management services
			 to pregnant and parenting students, such as assistance with applying for and
			 accessing public benefits and Federal financial aid for postsecondary education
			 and training;</text>
					</subparagraph><subparagraph id="H6519BBB9BDA643FCB2438130B2223529"><enum>(C)</enum><text display-inline="yes-display-inline">the provision of, or referrals to,
			 pregnancy prevention, primary health care, maternal and child health, family
			 planning, mental health, substance abuse, housing assistance, homeless
			 assistance, legal aid services, including paternity testing, establishing
			 parental rights, child custody arrangements, and other services needed by the
			 student;</text>
					</subparagraph><subparagraph id="HAF819C412D9E4AC48E827913EFA58668"><enum>(D)</enum><text>the provision of
			 emergency financial or in-kind assistance to a parenting student to fulfill the
			 basic human needs of a student and the student’s child;</text>
					</subparagraph><subparagraph id="H0CC14399C4C54BAC869DB79547861139"><enum>(E)</enum><text display-inline="yes-display-inline">efforts to create a positive school climate
			 for pregnant and parenting students, including addressing discrimination
			 against, harassment and stigmatization of pregnant and parenting students;
			 and</text>
					</subparagraph><subparagraph id="H65AC0CD56F3C4B19AA2D53C7E9A52E17"><enum>(F)</enum><text display-inline="yes-display-inline">the provision of training practicums for
			 graduate students in social work to carry out the purpose of the grant.</text>
					</subparagraph></paragraph><paragraph id="HEAA43329C1A8407D8A60E7CD006D00F4"><enum>(2)</enum><header>Medically
			 accurate and complete information</header>
					<subparagraph id="H179FED86D6DB4824A8510AA52CEE615D"><enum>(A)</enum><header>In
			 general</header><text>With respect to information provided under paragraph
			 (1)(C) and subsection (e)(9), whether provided by local educational agencies or
			 by contract or arrangement as described in subsection (g), the information
			 shall be, where appropriate, medically accurate and complete and
			 developmentally appropriate for the intended audience.</text>
					</subparagraph><subparagraph id="HD656F48C7FCB4DF19706A24C7C663B05"><enum>(B)</enum><header>Definition</header><text>For
			 purposes of this paragraph, the term <term>medically accurate and
			 complete</term> means verified or supported by the weight of research conducted
			 in compliance with accepted scientific methods and—</text>
						<clause id="H4A3A5C07B82F4847BCCDF9BB8829284B"><enum>(i)</enum><text>published in
			 peer-reviewed journals, where applicable; or</text>
						</clause><clause id="H61EB3715B3EB4D3EA68E02457417558A"><enum>(ii)</enum><text>comprising
			 information that leading professional organizations and agencies with relevant
			 expertise in the field recognize as accurate, objective, and complete.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="HE9A097F84B23498A8EBB30476483CDCF"><enum>(g)</enum><header>Activities of
			 nonprofit community organizations</header><text display-inline="yes-display-inline">Local educational agencies may provide and
			 expend subgrant funds on required activities authorized in subsection (e) or
			 allowable activities authorized in subsection (f) directly or by contract or
			 arrangement with social services agencies, public health agencies, youth
			 services providers, or other nonprofit community-based organizations with
			 experience effectively assisting pregnant and parenting students to stay in
			 school by conducting the activities described in subsections (e) and
			 (f).</text>
			</subsection></section><section commented="no" id="H88D219D07312498ABB343014D4A94975"><enum>5.</enum><header>Conversion to
			 categorical program in event of failure of state regarding expenditure of
			 grants</header>
			<subsection commented="no" id="HDD769ECD02D847CFBF07BE3931D66995"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary shall,
			 from the amounts specified in subsection (b), make grants to local educational
			 agencies in a State described in subsection (b) for the required activities
			 specified in section 4(e) and the allowable activities specified in section
			 4(f).</text>
			</subsection><subsection commented="no" id="HB09B6589A8154CF4A243FC30C5600684"><enum>(b)</enum><header>Application</header><text>A
			 local educational agency desiring a grant under this section shall submit an
			 application to the Secretary at such time and in such manner as the Secretary
			 may require.</text>
			</subsection><subsection commented="no" id="H86D77ADB5FC048C4883EC6FC973D8FF0"><enum>(c)</enum><header>Specification of
			 funds</header><text display-inline="yes-display-inline">The amounts referred to
			 in subsection (a) are any amounts that would have been allocated to a State
			 under section 3(c)(3) that are not paid to the State as a result of—</text>
				<paragraph commented="no" id="HBDEE02F094A2496B81323BB705B61A05"><enum>(1)</enum><text display-inline="yes-display-inline">the failure of the State to submit an
			 application under section 3(b);</text>
				</paragraph><paragraph commented="no" id="H6F3CEB8ACE0240E2A9F0B2D976A6FED9"><enum>(2)</enum><text display-inline="yes-display-inline">the failure of the State, in the
			 determination of the Secretary, to prepare the application in accordance with
			 such section or to submit the application within a reasonable period of time;
			 or</text>
				</paragraph><paragraph commented="no" id="H69FF8CE561654D27ACCE2B4708F528A5"><enum>(3)</enum><text display-inline="yes-display-inline">the State informing the Secretary that the
			 State does not intend to expend the full amount of such allocation.</text>
				</paragraph></subsection></section><section id="H17EB4DD8FCA94610B1A2AFA89E29EA96"><enum>6.</enum><header>National
			 activities</header>
			<subsection id="H2B2B0B45EB984393826E955087C9C2BC"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary of
			 Education shall carry out the following activities:</text>
				<paragraph id="HB50D8BB84E8C4B3382817D89FBF0348A"><enum>(1)</enum><text display-inline="yes-display-inline">Review of State plans to ensure they
			 adequately address all of the elements listed in section 3(f) of this
			 Act.</text>
				</paragraph><paragraph id="H4889C3DC64064ACDB422919D222FC20A"><enum>(2)</enum><text>Provide technical
			 assistance to State educational agencies.</text>
				</paragraph><paragraph id="HAEE62650E6A34BA7B9120FD4BC514496"><enum>(3)</enum><text display-inline="yes-display-inline">Provide guidance to Federal programs and
			 grantees likely to have contact with pregnant and parenting students and their
			 family members and caring adults regarding the educational rights of pregnant
			 and parenting students and the State educational agencies responsibilities,
			 including the responsibilities under this Act.</text>
				</paragraph><paragraph id="H040BE5C3D06B4078A37F49BB9CE1B905"><enum>(4)</enum><text display-inline="yes-display-inline">At the end of each 3-year grant period,
			 conduct a rigorous, evidence-based, comprehensive evaluation of the local
			 educational agency programs funded by these grants and their effectiveness in
			 improving graduation rates and educational outcomes for pregnant and parenting
			 students, including acceptance and enrollment in higher education. The findings
			 of such evaluations shall be reported to Congress.</text>
				</paragraph><paragraph id="H3947948AD39C4019A5386C3CC3ADE23B"><enum>(5)</enum><text display-inline="yes-display-inline">Conduct a one-time national evaluation of
			 pregnant and parenting student access to education program service delivery
			 models, directly or via contract with an independent research institution.
			 Identify and disseminate the findings and best practices at the State and local
			 levels, including models of programs that are successful at, or show promise
			 of, serving specific racial or ethnic groups or have been modified and tested
			 with specific racial or ethnic groups, and create an online best practices
			 clearinghouse as a resource for other State educational agencies and local
			 educational agencies.</text>
				</paragraph><paragraph id="H428DBD9864B24A6280E5D37437485C62"><enum>(6)</enum><text display-inline="yes-display-inline">Annually collect and disseminate
			 nonpersonally identifiable data and information, in a manner protective of
			 student privacy, and disaggregated by each school or alternative program
			 identified pursuant to subparagraph (B) and by whether services for pregnant
			 and parenting students are offered in school or off-site, on—</text>
					<subparagraph id="H3E30873F9D5B4E0DAC7F996106AB2CCC"><enum>(A)</enum><text display-inline="yes-display-inline">the number of pregnant and parenting
			 students enrolled in school;</text>
					</subparagraph><subparagraph id="H8C1405BD70E646DCB89CFFCB6AFE4ECC"><enum>(B)</enum><text display-inline="yes-display-inline">rates and participation of pregnant and
			 parenting students in mainstream or originating schools, rates and
			 participation of pregnant and parenting students in alternative programs and,
			 for each alternative program, an indication as to whether it is offered in a
			 mainstream school or off-site;</text>
					</subparagraph><subparagraph commented="no" id="H84B123BD3A73474F8AE8375F293FEAF7"><enum>(C)</enum><text display-inline="yes-display-inline">pregnant and parenting students’
			 performance on academic assessments;</text>
					</subparagraph><subparagraph commented="no" id="HAFBBCF82183442D984EBAC506A98AFE3"><enum>(D)</enum><text display-inline="yes-display-inline">pregnant and parenting students’ graduation
			 rates, dropout rates and transfer rates;</text>
					</subparagraph><subparagraph commented="no" id="H520EE7961B3F408EB8B90CFB14089100"><enum>(E)</enum><text display-inline="yes-display-inline">rates of usage by pregnant and parenting
			 students of child care services or assistance (if offered);</text>
					</subparagraph><subparagraph commented="no" id="HB1A0347820A64305A5C3281461A07E77"><enum>(F)</enum><text display-inline="yes-display-inline">rates of usage by pregnant or parenting
			 students of other services offered (broken down by type of service); and</text>
					</subparagraph><subparagraph id="H0EF208E856D44F6982368E5783F3D64F"><enum>(G)</enum><text display-inline="yes-display-inline">such other data and information as the
			 Secretary determines to be necessary and relevant.</text>
					</subparagraph></paragraph><paragraph id="H8220137A369A41CE8E9F843FA28E2765"><enum>(7)</enum><text>Coordinate data
			 collection and dissemination with the agencies and entities that receive funds
			 under this Act and those that administer programs in accordance with this
			 Act.</text>
				</paragraph></subsection><subsection id="H7C1CE781E8FD48368B1954513400BAA2"><enum>(b)</enum><header>Reporting
			 rates</header><text display-inline="yes-display-inline">Notwithstanding
			 subsection (a)(6)(B) through (F), if the number of pregnant and parenting
			 students in a particular school or program in a State is smaller than a size
			 determined by such State, it shall be reported by the applicable local
			 educational agency, and if the number of pregnant and parenting students under
			 the jurisdiction of a local educational agency in a State is smaller than a
			 size determined by such State, it shall be reported by such State.</text>
			</subsection></section><section id="HB521DAAF27C74C948421E5C161A75547"><enum>7.</enum><header>Effect on Federal
			 and State nondiscrimination laws</header><text display-inline="no-display-inline">Nothing in this Act shall be construed to
			 preempt, invalidate, or limit rights, remedies, procedures, or legal standards
			 available to victims of discrimination or retaliation under any other Federal
			 law or a law of a State or political subdivision of a State, including title VI
			 of the Civil Rights Act of 1964 (<external-xref legal-doc="usc" parsable-cite="usc/42/2000d">42 U.S.C. 2000d et seq.</external-xref>), title IX of the
			 Education Amendments of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/20/1681">20 U.S.C. 1681 et seq.</external-xref>), section 504 of the
			 Rehabilitation Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/29/794">29 U.S.C. 794</external-xref>), the Americans with Disabilities Act
			 of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12101">42 U.S.C. 12101 et seq.</external-xref>), section 1557 of the Patient Protection and
			 Affordable Care Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18116">42 U.S.C. 18116</external-xref>), or section 1979 of the Revised Statutes
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/1983">42 U.S.C. 1983</external-xref>). The obligations imposed by this Act are in addition to those
			 imposed by title IX of the Education Amendments of 1972 (20 U.S.C. 1681 et
			 seq.), title VI of the Civil Rights Act of 1964 (<external-xref legal-doc="usc" parsable-cite="usc/42/2000d">42 U.S.C. 2000d et seq.</external-xref>), the
			 Americans with Disabilities Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12101">42 U.S.C. 12101 et seq.</external-xref>), and section
			 1557 of the Patient Protection and Affordable Care Act (42 U.S.C.
			 18116).</text>
		</section><section id="H7C8EAAC36D7F48C3A5C84AEA5653F8D9"><enum>8.</enum><header>Definition of
			 State</header><text display-inline="no-display-inline">For purposes of this
			 Act, the term <term>State</term> means each of the 50 States, the District of
			 Columbia, the Commonwealth of Puerto Rico, the Commonwealth of the Northern
			 Mariana Islands, American Samoa, Guam, the United States Virgin Islands, and
			 any other territory or possession of the United States.</text>
		</section><section commented="no" id="H2060E23D532D412CA464AB3A929CC52D"><enum>9.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There is
			 authorized to be appropriated to carry out this Act such sums as may be
			 necessary for fiscal years 2014 through 2018.</text>
