		<section id="H4DC0DA10167A4DBC8AB6F435E5F1D6E5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Hermosa Creek Watershed Protection Act
			 of 2013</short-title></quote>.</text>
		</section><section id="HB872CB32BFDC4E6FAF1EFB6B65B8CD94"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
			<paragraph id="H49376C2FFE694EEDB784ECF3237A40E5"><enum>(1)</enum><text>the ecological
			 health and integrity of the Hermosa Creek Watershed and the economic health of
			 the surrounding communities that rely on the Watershed are connected;</text>
			</paragraph><paragraph id="H21552FF180454387970E19DA04FFA8F5"><enum>(2)</enum><text>the
			 Watershed—</text>
				<subparagraph id="H942FD3FDBC7043568B6E89A12F49ED38"><enum>(A)</enum><text>is the only area
			 in the State that is not a unit of National Wilderness Preservation System to
			 achieve a designation of outstanding waters by the State;</text>
				</subparagraph><subparagraph id="H58D4954F37FF4AFFB1F8A5F20F78202B"><enum>(B)</enum><text>provides a crucial
			 source of clean drinking water for the residents of the Animas River Valley and
			 the city of Durango, Colorado; and</text>
				</subparagraph><subparagraph id="H7362179192F145BEBF0FE8EA11E94BF8"><enum>(C)</enum><text>provides high
			 quality agricultural water supplies from Hermosa Creek and the Animas
			 River;</text>
				</subparagraph></paragraph><paragraph id="H3AE58A10E8714C8CA412C41E5085C339"><enum>(3)</enum><text>the Watershed
			 helps ensure the economic prosperity of local communities in the area that
			 depend on the Watershed for water supplies, recreation, hunting, fishing,
			 hiking, biking, camping, skiing and related winter activities, off-road vehicle
			 travel, scientific research, mineral extraction, and sustainable natural
			 resource development;</text>
			</paragraph><paragraph id="HF0706FF9C1AA4E5A8B443C24DEBE1BE9"><enum>(4)</enum><text>the world-class
			 Hermosa Creek trail network contains outstanding single track mountain bike
			 riding, backcountry hiking, equestrian riding, and motorcycle riding;</text>
			</paragraph><paragraph id="H48421BCBE56B462999F7C272F2082159"><enum>(5)</enum><text>the Watershed
			 provides visitors the opportunity to enjoy the tremendous scenic, natural,
			 cultural, and recreational resources of the area;</text>
			</paragraph><paragraph id="H6A81E5E9C846496B9FE162889BB0B8F8"><enum>(6)</enum><text>ecologically
			 sustainable grazing has been conducted in a manner that has preserved the high
			 quality of the Watershed;</text>
			</paragraph><paragraph id="HD71A12EBDC9144C99A0608332FB3D0DF"><enum>(7)</enum><text>the native
			 Colorado River cutthroat trout fishery located in the Watershed—</text>
				<subparagraph id="HC91720430D66489DAE7ACE073FF55124"><enum>(A)</enum><text>is one of the most
			 important fisheries in the State;</text>
				</subparagraph><subparagraph id="H37CEC4EEC0F44ADBA2CDFAC19B6A8A5F"><enum>(B)</enum><text>is crucial for the
			 long-term survival of the cutthroat trout; and</text>
				</subparagraph><subparagraph id="H5D73F3D9281D473CA70BD55C4111FF35"><enum>(C)</enum><text>provides an
			 opportunity for anglers to have a catch and release fishery for the cutthroat
			 trout;</text>
				</subparagraph></paragraph><paragraph id="H967D1C2025CE458DB885CD5D1879A321"><enum>(8)</enum><text>the work of
			 Colorado Parks and Wildlife to enhance the fishery referred to in paragraph (7)
			 has been a tremendous success and a great example of cooperative conservation
			 efforts to recover an imperiled species of fish;</text>
			</paragraph><paragraph id="HD3C85B07F27540DA868CF017E6AB1220"><enum>(9)</enum><text>the
			 Watershed—</text>
				<subparagraph id="H8841F5E8DC2146998659C829E4525549"><enum>(A)</enum><text>provides some of
			 the best backcountry elk habitat in the State; and</text>
				</subparagraph><subparagraph id="H4768F8D074EC48F2A9018D8EBCD1F8BF"><enum>(B)</enum><text>supports
			 outstanding hunting opportunities;</text>
				</subparagraph></paragraph><paragraph id="H8A437A20620E4658B6EB8C14C0202FCB"><enum>(10)</enum><text>the large areas
			 of undisturbed forest in the Watershed (including some of the best stands of
			 old growth ponderosa pine in the State) provide excellent wildlife habitat and
			 excellent opportunities for solitude and backcountry recreation; and</text>
			</paragraph><paragraph id="H69B74F8D04D44E8B9C9E17E7D4108C5E"><enum>(11)</enum><text>designation of
			 the Hermosa Creek Wilderness Area, Watershed Protection Area, and Special
			 Management Area would protect those areas in perpetuity for the benefit of the
			 people of the United States.</text>
			</paragraph></section><section id="H84E1516BDB5A4CB29F526387A2B85035"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H6A4C94BD0893481DB4EDF5F5C83E5ADA"><enum>(1)</enum><header>County</header><text>The
			 term <term>County</term> means La Plata County, Colorado.</text>
			</paragraph><paragraph id="H9CAEF4DD12A24AE4939F9D227B773160"><enum>(2)</enum><header>Map</header><text>The
			 term <term>Map</term> means the map entitled <term>Hermosa Creek Proposed
			 Watershed Protection Area, 2012</term> and dated March 28, 2012.</text>
			</paragraph><paragraph id="HA2A7A4AD424244A58146C0C288F858AE"><enum>(3)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of Agriculture.</text>
			</paragraph><paragraph id="HF95A9A1E3B9A457C9AA869D6CF70CDA2"><enum>(4)</enum><header>Special
			 management area</header><text>The term <term>Special Management Area</term>
			 means the Hermosa Creek Special Management Area designated by section
			 5(a).</text>
			</paragraph><paragraph id="HE9A3C5168B8B43ED8BC2A9F748C7E520"><enum>(5)</enum><header>State</header><text>The
			 term <term>State</term> means the State of Colorado.</text>
			</paragraph><paragraph id="H3C9A2C43167442F9AD04E69EA3D12A4B"><enum>(6)</enum><header>Watershed
			 protection area</header><text>The term <term>Watershed Protection Area</term>
			 means the Hermosa Creek Watershed Protection Area designated by section
			 4(a).</text>
			</paragraph></section><section id="HF2480132EF2B45289B0F586EA402A925"><enum>4.</enum><header>Designation of
			 Hermosa Creek Watershed Protection Area</header>
			<subsection id="H62A8B0F92665496798D8F1E8319F0BB6"><enum>(a)</enum><header>Designation</header><text>Certain
			 Federal land in the San Juan National Forest comprising approximately 107,886
			 acres, as generally depicted on the Map, is designated as the <term>Hermosa
			 Creek Watershed Protection Area</term>.</text>
			</subsection><subsection id="H32B94C9EF0A34514A128CB25A3BB80D8"><enum>(b)</enum><header>Purposes</header><text>The
			 purposes of the Watershed Protection Area are—</text>
				<paragraph id="H2104004251B6419CA744674958D0669A"><enum>(1)</enum><text>to maintain the
			 cultural, economic, and ecological health of the Hermosa Creek Watershed and
			 the surrounding communities that rely on the Watershed;</text>
				</paragraph><paragraph id="HE80FEBDEF8A9445BA8354DB3D0520452"><enum>(2)</enum><text>to protect the
			 purity of water that comes from the Hermosa Creek Watershed and supplies
			 residents of the Animas River Valley and the city of Durango, Colorado, with
			 clean drinking water;</text>
				</paragraph><paragraph id="H935EE989ACB944379985449293B81157"><enum>(3)</enum><text>to protect the
			 purity of, and water supply from, the Hermosa Creek Watershed for agricultural
			 purposes, including irrigation and stockwater uses;</text>
				</paragraph><paragraph id="HD419A75726C8406595C3C6D16978E2A9"><enum>(4)</enum><text>to enhance the
			 economic prosperity of local communities in the area who depend on the area for
			 water, recreation, and sustainable natural resource uses;</text>
				</paragraph><paragraph id="H84A756AB25F44394BCE6BE19FC562733"><enum>(5)</enum><text>to protect and
			 provide visitors the opportunity to enjoy the recreational, geological,
			 cultural, natural, scientific, recreational, wildlife, riparian, historical,
			 educational, and scenic resources of the Watershed;</text>
				</paragraph><paragraph id="H461C6C8830974FC89C5700BB88F9B272"><enum>(6)</enum><text>to provide world
			 class opportunities for skiing, biking, hiking, fishing, hunting, horseback
			 rid­ing, snowmobiling, motorcycle riding, snow­shoeing, and camping;</text>
				</paragraph><paragraph id="HE81D4E01EAF543249E8A6B5856AE034D"><enum>(7)</enum><text>to provide for
			 economic and natural resource development (including sustainable grazing,
			 vegetation management, beneficial uses of water, and mineral extraction) in a
			 manner consistent with protecting the overall integrity of the
			 Watershed;</text>
				</paragraph><paragraph id="HB355EE45CA4B42EA8ECE89CD586F29D3"><enum>(8)</enum><text>to protect the
			 native Colorado River cutthroat trout fishery located in the Watershed;</text>
				</paragraph><paragraph id="HB5C302B51589403A86B039119E4303C2"><enum>(9)</enum><text>to designate the
			 Hermosa Creek Wilderness Area and the Special Management Area; and</text>
				</paragraph><paragraph id="H44F67E6756EB4455ABF6081C162E33CC"><enum>(10)</enum><text>to conserve,
			 protect, and manage for a healthy Hermosa Creek Watershed for the long-term
			 ecological integrity of the Watershed and the long-term economic health of
			 surrounding communities by allowing sustainable economic development and
			 traditional natural resource development in a matter consistent with the
			 purposes described in paragraphs (1) through (9).</text>
				</paragraph></subsection></section><section id="H9FC0D82664884164AF86FA1E3996BE1F"><enum>5.</enum><header>Designation of
			 Hermosa Creek Special Management Area</header>
			<subsection id="H89182C20F9B34F5CA5AD2D40517B3D23"><enum>(a)</enum><header>Designation</header><text>Subject
			 to valid existing rights, certain Federal land in the San Juan National Forest
			 comprising approximately 68,289 acres, as generally depicted on the Map, is
			 designated as the <term>Hermosa Creek Special Management Area</term>.</text>
			</subsection><subsection id="H0BFA8A635AE8476D917034229EF3937C"><enum>(b)</enum><header>Purpose</header><text>The
			 purpose of the Special Management Area is to conserve and protect for the
			 benefit of present and future generations the watershed, geological, cultural,
			 natural, scientific, recreational, wildlife, riparian, historical, educational,
			 and scenic resources and values of the Special Management Area.</text>
			</subsection><subsection id="H16EA887CAE7E4E3CB4DDB70E27E351B6"><enum>(c)</enum><header>Administration</header>
				<paragraph id="H47AC3B68739743508F60613CD904A747"><enum>(1)</enum><header>In
			 general</header><text>The Secretary shall administer the Special Management
			 Area—</text>
					<subparagraph id="H3F112F6238954E6D9D22C93A86D62EA3"><enum>(A)</enum><text>in a manner
			 that—</text>
						<clause id="H042D81B846E14048B704995774FE675A"><enum>(i)</enum><text>conserves,
			 protects, and enhances the resources and values of the Special Management Area
			 described in subsection (b); and</text>
						</clause><clause id="H403EE310FB8F4925923433D1321E313A"><enum>(ii)</enum><text>protects a viable
			 population of Colorado River Cutthroat Trout; and</text>
						</clause></subparagraph><subparagraph id="HD1081D2D86C545E9BF933358ED73C587"><enum>(B)</enum><text>in accordance
			 with—</text>
						<clause id="HA70B250B3C414B64BD6940671EE23276"><enum>(i)</enum><text>the
			 National Forest Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/16/1600">16 U.S.C. 1600 et seq.</external-xref>);</text>
						</clause><clause id="H5FD5F4F6E100466FA9FFBAC063FE79C8"><enum>(ii)</enum><text>this Act;
			 and</text>
						</clause><clause id="H5E08F5583D1C4EDA824A182DCBA424A3"><enum>(iii)</enum><text>any other
			 applicable laws.</text>
						</clause></subparagraph></paragraph><paragraph id="HE7668030F8BC4DF9B960B69C8A30C497"><enum>(2)</enum><header>Uses</header>
					<subparagraph id="H498AD2E3E5774BECBC0859A6EB82A1F7"><enum>(A)</enum><header>In
			 general</header><text>The Secretary shall allow only such uses of the Special
			 Management Area that the Secretary determines would further the purposes
			 described in subsection (b).</text>
					</subparagraph><subparagraph id="H9F39BC91AA004BB5B3D7EACA4E8EE7DF"><enum>(B)</enum><header>Motorized
			 vehicles</header>
						<clause id="H4EE8DB9F201A47DCA38AAF8F2B2E1291"><enum>(i)</enum><header>In
			 general</header><text>Except as provided in clause (ii) and as needed for
			 administrative purposes or to respond to an emergency, the use of motorized
			 vehicles in the Special Management Area shall be permitted only on roads and
			 trails designated for use by such vehicles by the Secretary.</text>
						</clause><clause id="H989A40BB130948468B9BE4433063DAB7"><enum>(ii)</enum><header>Over-snow
			 vehicles</header><text>The Secretary may authorize the use of snowmobiles and
			 other over-snow vehicles within the Special Management Area—</text>
							<subclause id="H44D9F58DC10340D78D38960F4DF6475C"><enum>(I)</enum><text>during periods of
			 adequate snow cover during the winter season; and</text>
							</subclause><subclause id="HA9C54AD4B9A742E0A6EFA55452A7B77A"><enum>(II)</enum><text>subject to such
			 terms and conditions as the Secretary may require.</text>
							</subclause></clause></subparagraph><subparagraph id="H4D1F6165B0C64BF4AF0EE06F4F5B0BEC"><enum>(C)</enum><header>Grazing</header><text>The
			 Secretary shall permit grazing within the Special Management Area, where
			 established before the date of enactment of this Act subject to all applicable
			 laws (including regulations) and Executive orders.</text>
					</subparagraph><subparagraph id="H7EAB9C9E328E42CBBE614349FE0280A5"><enum>(D)</enum><header>Prohibited
			 activities</header><text>Within the area of the Special Management Area
			 identified on the Map as <term>East Hermosa Area</term> the following
			 activities shall be prohibited:</text>
						<clause id="H2DC95E1C9A7A4745AC95427292EC7CE1"><enum>(i)</enum><text>New
			 permanent or temporary road construction or the renovation of existing
			 nonsystem roads, except as allowed under the final rule entitled <term>Special
			 Areas; Roadless Area Conservation; Applicability to the National Forests in
			 Colorado</term> (77 Fed. Reg. 39576 (July 3, 2012)).</text>
						</clause><clause id="H98F0D7B730D14A5DBCAE9E559B3D8B98"><enum>(ii)</enum><text>Projects
			 undertaken for the purpose of harvesting commercial timber (other than
			 activities relating to the harvest of merchantable products that are byproducts
			 of activities conducted for ecological restoration or to further the purposes
			 described in this Act).</text>
						</clause></subparagraph></paragraph></subsection><subsection id="H90FF08C031234D0188E3F47E5CDAE2A7"><enum>(d)</enum><header>Map and legal
			 description</header>
				<paragraph id="H19AF5AC645C24603946703A6DD9A3EA9"><enum>(1)</enum><header>In
			 general</header><text>As soon as practicable after the date of enactment of
			 this Act, the Secretary shall prepare a map and a legal description of the
			 Special Management Area.</text>
				</paragraph><paragraph id="H734C3E1465B0449B9212FC2862A637CC"><enum>(2)</enum><header>Force of
			 law</header><text>The map and legal description prepared under paragraph (1)
			 shall have the same force and effect as if included in this Act, except that
			 the Secretary may correct clerical and typographical errors in the map and
			 legal description.</text>
				</paragraph><paragraph id="H320720DCC9104CD2B84B7C19B82844F9"><enum>(3)</enum><header>Public
			 availability</header><text>The map and legal description prepared under
			 paragraph (1) shall be on file and available for public inspection in the
			 appropriate offices of the Forest Service.</text>
				</paragraph></subsection><subsection id="HFC46376BB7314C13A4249AA4CE078482"><enum>(e)</enum><header>Incorporation of
			 acquired land and interests in land</header><text>Any land or interest in land
			 that is acquired by the United States within the boundary of the Special
			 Management Area shall—</text>
				<paragraph id="H40C9444A09EA4D33990BA763A64368A9"><enum>(1)</enum><text>become part of the
			 Special Management Area;</text>
				</paragraph><paragraph id="H6B7AC10C509D4FC5B0DDADC8958866E4"><enum>(2)</enum><text>be withdrawn in
			 accordance with subsection (h); and</text>
				</paragraph><paragraph id="HD6524F86E9C64F2C9D220866E6F03B4D"><enum>(3)</enum><text>be managed in
			 accordance with—</text>
					<subparagraph id="H364F842729EC4999852ED9F1B8BC8982"><enum>(A)</enum><text>this Act;
			 and</text>
					</subparagraph><subparagraph id="H96ACB4D4FD6841B28FBC25AC3EAC88C2"><enum>(B)</enum><text>any other
			 applicable laws.</text>
					</subparagraph></paragraph></subsection><subsection id="HABE4265CE44F4345A5CB872BA8A1D1CA"><enum>(f)</enum><header>Fish and
			 wildlife</header><text>Nothing in this Act affects the jurisdiction or
			 responsibility of the State with respect to fish and wildlife in the
			 State.</text>
			</subsection><subsection id="H56A983758AF24C2B94D839BD04B0598F"><enum>(g)</enum><header>State and
			 federal water management</header><text>Nothing in this section affects the
			 potential for development, operation, or maintenance of a water storage
			 reservoir at the site in the Special Management Area that is identified
			 in—</text>
				<paragraph id="H598376DAAB3D430C97D4AA47F1D6C3DA"><enum>(1)</enum><text>pages 17 through
			 20 of the Statewide Water Supply Initiative studies prepared by the Colorado
			 Water Conservation Board and issued by the State in November 2004; and</text>
				</paragraph><paragraph id="H56D2F4754854474AB17E58402936E7A8"><enum>(2)</enum><text>page 27 of the
			 Colorado Dam Site Inventory prepared by the Colorado Water Conservation Board
			 and dated August 1996.</text>
				</paragraph></subsection><subsection id="H5110BDA7DACC4DECAF0EB38B7C84A7C9"><enum>(h)</enum><header>Withdrawal</header><text>Subject
			 to valid rights in existence on the date of enactment of this Act, the Federal
			 land within the Special Management Area is withdrawn from—</text>
				<paragraph id="HD8875EB0B4E44315933AA83FCA67E3E5"><enum>(1)</enum><text>all forms of
			 entry, appropriation, and disposal under the public land laws;</text>
				</paragraph><paragraph id="H40AEBADCE9D54D90BCE868D10C6F7A62"><enum>(2)</enum><text>location, entry,
			 and patent under the mining laws; and</text>
				</paragraph><paragraph id="HC2AF71AAF8754CB6A834D93B818AF883"><enum>(3)</enum><text>operation of the
			 mineral leasing, mineral materials, and geothermal leasing laws.</text>
				</paragraph></subsection><subsection id="H0E31AD9D086142B59DE6A2F0F8AD32B7"><enum>(i)</enum><header>Adjacent
			 management</header>
				<paragraph id="H3D8F6C8DE9FE47F1A3FEE079923455AB"><enum>(1)</enum><header>In
			 general</header><text>The Special Management Area designated by subsection (a)
			 or the wilderness designated by section 2(a)(22) of the Colorado Wilderness Act
			 of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/103/77">Public Law 103–77</external-xref>; 107 Stat. 756, 114 Stat. 1955,
			 116 Stat. 1055) (as added by section 6(a)) shall not create a protective
			 perimeter or buffer zone around the Special Management Area or
			 wilderness.</text>
				</paragraph><paragraph id="HF57611076D304FFDA7FF24B3F348BEBE"><enum>(2)</enum><header>Nonwilderness
			 activities</header><text>The fact that nonwilderness activities or uses can be
			 seen or heard from areas within the wilderness designated by section 2(a)(22)
			 of the Colorado Wilderness Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/103/77">Public Law 103–77</external-xref>;
			 107 Stat. 756, 114 Stat. 1955, 116 Stat. 1055) (as added by section 6(a)) shall
			 not preclude the conduct of the activities or uses outside the boundary of the
			 wilderness.</text>
				</paragraph></subsection><subsection id="H5667223A1CCD40609692E6A551285B96"><enum>(j)</enum><header>Winter skiing
			 and related winter activities</header><text>Nothing in this Act alters or
			 limits—</text>
				<paragraph id="H1E33161D54C24238A3ED1C39B9B1EF94"><enum>(1)</enum><text>a
			 permit held by a ski area;</text>
				</paragraph><paragraph id="H4398A3C4DEA6416BA8B10689F9274E52"><enum>(2)</enum><text>the implementation
			 of the activities governed by a ski area permit; or</text>
				</paragraph><paragraph id="H24C3A13F8FCE41648940E16B29231F31"><enum>(3)</enum><text>the authority of
			 the Secretary to modify or expand an existing ski area permit.</text>
				</paragraph></subsection><subsection id="HF6C6A392A3B049B981640781DD41D60F"><enum>(k)</enum><header>Vegetation
			 management</header><text>Nothing in this section prevents the Secretary from
			 conducting vegetation management projects within the Special Management
			 Area—</text>
				<paragraph id="HD32EE7232E1E423CA4E67769E997F173"><enum>(1)</enum><text>subject to—</text>
					<subparagraph id="HC47F0ADB5A9B48EABAA2FF5678044C04"><enum>(A)</enum><text>such reasonable
			 regulations, policies, and practices as the Secretary determines appropriate;
			 and</text>
					</subparagraph><subparagraph id="H68FCAD704FFF453B95B1A701BF9EFF69"><enum>(B)</enum><text>all applicable
			 laws (including regulations); and</text>
					</subparagraph></paragraph><paragraph id="HF0DE15AD5E70465D98DD9FC4E9A911F0"><enum>(2)</enum><text>in a manner
			 consistent with—</text>
					<subparagraph id="H92C3345E8FED4106AE99FDE0A8308D85"><enum>(A)</enum><text>the purposes
			 described in subsection (b); and</text>
					</subparagraph><subparagraph id="H2A62E0D848B64C9DA373128BC7BB9574"><enum>(B)</enum><text>this
			 section.</text>
					</subparagraph></paragraph></subsection><subsection id="H32A932B48F6B4DF99626B7979299633B"><enum>(l)</enum><header>Wildfire,
			 insect, and disease management</header><text>Consistent with this section, the
			 Secretary may take any measures that the Secretary determines to be necessary
			 to control fire, insects, and diseases in the Special Management Area,
			 including, as the Secretary determines to be appropriate, the coordination of
			 the measures with the State or a local agency.</text>
			</subsection><subsection id="H815426ECAB12495EA17CDB5295638507"><enum>(m)</enum><header>Management
			 plan</header><text>Not later than 3 years after the date of enactment of this
			 Act, the Secretary shall develop a management plan for the long-term protection
			 and management of the Special Management Area that—</text>
				<paragraph id="HC253A661A4194A8495C2C61C29BB271E"><enum>(1)</enum><text>takes into account
			 public input; and</text>
				</paragraph><paragraph id="HAAD7D56ABFA041B4A7DAFEEA4E3EDD7E"><enum>(2)</enum><text>includes a
			 certification by the Secretary that there are adequate opportunities in the
			 Special Management Area for each of the recreational opportunities referred to
			 in section 4(b)(6).</text>
				</paragraph></subsection></section><section id="H1D38DCB518014C2BB67F04E5A888447D"><enum>6.</enum><header>Additions to the
			 national wilderness preservation system</header>
			<subsection id="H9875905FC53141A2839D829C28C7D7D3"><enum>(a)</enum><header>Designation of
			 wilderness</header><text>Section 2(a) of the Colorado Wilderness Act of 1993
			 (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/103/77">Public Law 103–77</external-xref>) is amended by adding at the end the
			 following:</text>
				<quoted-block id="H67ACFAAD9EC04F959240B4E18132E07B" style="OLC">
					<paragraph id="HD4DFB64CB83D45939B8B256EF5DEC33A"><enum>(22)</enum><text>Certain land
				within the San Juan National Forest which comprise approximately 37,236 acres,
				as generally depicted on the map entitled <term>Hermosa Creek Proposed
				Watershed Protection Area, 2012</term> and dated March 28, 2012, and which
				shall be known as the <term>Hermosa Creek
				Wilderness</term>.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H92569A03D7174BFE826E84710C6B7CA8"><enum>(b)</enum><header>Effective
			 date</header><text>Any reference in the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>)
			 to the effective date of that Act shall be considered to be a reference to the
			 date of enactment of this Act for purposes of administering the wilderness area
			 designated by section 2(a)(22) of the Colorado Wilderness Act of 1993 (16
			 U.S.C. 1132 note; <external-xref legal-doc="public-law" parsable-cite="pl/103/77">Public Law 103–77</external-xref>; 107 Stat. 756, 114 Stat. 1955, 116 Stat.
			 1055) (as added by subsection (a)).</text>
			</subsection><subsection id="HED3B0D15241C4AF89E99875BB72A755B"><enum>(c)</enum><header>Fire, insects,
			 and diseases</header><text>As provided in section 4(d)(1) of the Wilderness Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(d)(1)</external-xref>), within the wilderness areas designated by section
			 2(a)(22) of the Colorado Wilderness Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; Public
			 Law 103–77; 107 Stat. 756, 114 Stat. 1955, 116 Stat. 1055) (as added by
			 subsection (a)), the Secretary may take any measure that the Secretary
			 determines to be necessary to control fire, insects, and diseases, subject to
			 such terms and conditions as the Secretary determines to be appropriate.</text>
			</subsection></section><section id="H6B1C4363FFB14D44A8180D2C1C4CEE22"><enum>7.</enum><header>Durango area
			 mineral withdrawal</header>
			<subsection id="H6FABE897CF374C438EB9091657EFAE74"><enum>(a)</enum><header>Withdrawal</header><text>Subject
			 to valid existing rights, the land and mineral interests described in
			 subsection (b) are withdrawn from all forms of—</text>
				<paragraph id="H752D9B0F6CE34BC798CF3AE1CEC472B6"><enum>(1)</enum><text>entry,
			 appropriation, or disposal under public land laws;</text>
				</paragraph><paragraph id="H850B5876A7D6439BA609103C2BCEF888"><enum>(2)</enum><text>location, entry,
			 and patent under the mining laws; and</text>
				</paragraph><paragraph id="HBF23049E8778471A8ADA8F64B60653BA"><enum>(3)</enum><text>disposition under
			 all laws relating to mineral leasing, geothermal leasing, or mineral
			 materials.</text>
				</paragraph></subsection><subsection id="H331DCEBAAA954C5A8E97A574EEE9A256"><enum>(b)</enum><header>Description of
			 land and mineral interests</header><text>The land and mineral interests
			 referred to in subsection (a) are—</text>
				<paragraph id="H984B0F76CEBE4DE9845687D96F21F682"><enum>(1)</enum><text>the approximately
			 13,086 acres of Federal land depicted on the map entitled <term>Perins Peak
			 &amp; Animas City Mountain, Horse Gulch and Lake Nighthorse mineral
			 withdrawal</term> and dated April 5, 2013; and</text>
				</paragraph><paragraph id="H00201601F5DF40159B85A7953E302705"><enum>(2)</enum><text>all Federal
			 mineral interests contained within the boundaries of the map described in
			 paragraph (1).</text>
				</paragraph></subsection><subsection id="H07869FE222C549E1999062994CF9B61D"><enum>(c)</enum><header>Buffer</header><text>Nothing
			 in this section may require—</text>
				<paragraph id="H84DF63185B5444F3B6C4F81723F41DCA"><enum>(1)</enum><text>the creation of a
			 protective perimeter or buffer area outside the boundaries of the withdrawal
			 area described in subsection (b); or</text>
				</paragraph><paragraph id="HE2180B4B25324D6BA91E8BDAFB81F6AD"><enum>(2)</enum><text>any prohibition on
			 activities outside of the boundaries of the withdrawal area described in
			 subsection (b) that can be seen or heard from within the boundaries of the
			 withdrawal area.</text>
				</paragraph></subsection></section><section id="HD2CB86242760485F9E2FCEC1166A839F"><enum>8.</enum><header>Conveyance of
			 Bureau of Land Management Land to La Plata County</header>
			<subsection id="H6BA8D8C391DB4DDCA92051741CBFD02E"><enum>(a)</enum><header>In
			 general</header><text>On the expiration of the permit numbered COC 64651 (09)
			 and dated February 24, 2009, the Secretary of the Interior shall convey to the
			 County, without consideration and subject to valid existing rights, all right,
			 title, and interest of the United States in and to the land described in
			 subsection (b).</text>
			</subsection><subsection id="H2C2A894469174CDDAF125DD17B03E1EC"><enum>(b)</enum><header>Description of
			 land</header><text>The land referred to in subsection (a) consists of
			 approximately 111 acres of land managed by the Bureau of Land Management, Tres
			 Rios District, Colorado, as generally depicted on the map entitled <term>La
			 Plata County Grandview Conveyance</term> and dated March 27, 2013.</text>
			</subsection><subsection id="H24BE34630013458E84314270EE9DCD3F"><enum>(c)</enum><header>Map and legal
			 description</header>
				<paragraph id="H12ED059CBEFB484D880D8DEB2464B4A1"><enum>(1)</enum><header>In
			 general</header><text>As soon as practicable after the date of enactment of
			 this Act, the Secretary of the Interior shall finalize the legal description of
			 the parcel to be conveyed under this section.</text>
				</paragraph><paragraph id="HE7FA6091279C48EAB4D32E9C756049B2"><enum>(2)</enum><header>Minor
			 errors</header><text>The Secretary of the Interior may correct any minor error
			 in—</text>
					<subparagraph id="H372A1911C1924F3A94C55E453852C980"><enum>(A)</enum><text>the map; or</text>
					</subparagraph><subparagraph id="H5D0D9AFA60A14A0BB9CCE57D21C8816E"><enum>(B)</enum><text>the legal
			 description.</text>
					</subparagraph></paragraph><paragraph id="HF1633BBF3BA74A0985C9FCEBF671A4BE"><enum>(3)</enum><header>Availability</header><text>The
			 map and legal description shall be on file and available for public inspection
			 in the appropriate offices of the Bureau of Land Management.</text>
				</paragraph></subsection><subsection id="H3B06C5C51472416F95D4656E82141868"><enum>(d)</enum><header>Use of conveyed
			 land</header><text>The land conveyed under this section shall be used only for
			 any public purpose consistent with uses allowed under the Act of June 14, 1926
			 (commonly known as the <term>Recreation and Public Purposes Act</term>) (43
			 U.S.C. 869 et seq.).</text>
			</subsection><subsection id="H236B5EC3F56A4B9C8E149A1CEFAA9907"><enum>(e)</enum><header>Administrative
			 costs</header><text>The Secretary of the Interior shall require the County to
			 pay all survey costs and other administrative costs necessary for the
			 preparation and completion of any patents for, and transfers of title to, the
			 land described in subsection (b).</text>
			</subsection><subsection id="H1EC791B699754C55B8C735DFB6B10EFC"><enum>(f)</enum><header>Conditions</header><text>As
			 a condition of the conveyance under subsection (a), the County shall agree in
			 writing to pay any administrative costs associated with the conveyance
			 including the costs of any environmental, wildlife, cultural, or historical
			 resources studies.</text>
			</subsection></section><section id="HBEC834B071124D4F993B88AB15F575E2"><enum>9.</enum><header>Release of
			 wilderness study areas</header>
			<subsection id="H03EDECACA674490F99075263A0F55852"><enum>(a)</enum><header>Finding</header><text>Congress
			 finds that the land described in subsection (c) has been adequately studied for
			 wilderness designation under section 603 of the Federal Land Policy and
			 Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1782">43 U.S.C. 1782</external-xref>).</text>
			</subsection><subsection id="H82786FA6CA024BBBA728A57E15C5469A"><enum>(b)</enum><header>Release</header><text>The
			 land described in subsection (c)—</text>
				<paragraph id="HC1C11DEBD8BC47F5B70C60212381C28D"><enum>(1)</enum><text>is no longer
			 subject to section 603(c) of the Federal Land Policy and Management Act of 1976
			 (<external-xref legal-doc="usc" parsable-cite="usc/43/1782">43 U.S.C. 1782(c)</external-xref>); and</text>
				</paragraph><paragraph id="H749A2CC4BA6C4C16A14A7FE65442A655"><enum>(2)</enum><text>shall be managed
			 in accordance with land management plans adopted under section 202 of that Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/43/1712">43 U.S.C. 1712</external-xref>).</text>
				</paragraph></subsection><subsection id="HA6D775095CAB44EF83EBAE945B52689B"><enum>(c)</enum><header>Description of
			 land</header><text>The land referred to in subsections (a) and (b) is the
			 approximately 461 acres of land in the West Needles Contiguous Wilderness Study
			 Area of San Juan County, Colorado, that is depicted on the map entitled
			 <term>West Needles Contiguous Wilderness Study Area Release Area</term> and
			 dated April 5, 2013.</text>
			</subsection></section><section id="H612F5730DC74428FBC0C7ECB6A023CC3"><enum>10.</enum><header>Administrative
			 costs</header><text display-inline="no-display-inline">Any signs, fixtures,
			 alterations, or additions needed in connection with the designations
			 established in this Act or for the advertisement of such designations shall be
			 paid for only with non-Federal funds or amounts made available for such
			 purposes in Acts of appropriation before the date of the enactment of this
			 Act.</text>
