		<official-title>To authorize the Secretary of Education to award grants
		  to promote civic learning and engagement, and for other

		<section id="HA73F0229B6A64836A8CB6F8EB0572693" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Sandra Day O’Connor Civic Learning Act
			 of 2013</short-title></quote>.</text>
		</section><section id="HD4257A7568C64A9A8DA0222D0962A904"><enum>2.</enum><header>Sense of
			 Congress</header><text display-inline="no-display-inline">It is the sense of
			 Congress that the Commissioner for Education Statistics, in administering the
			 National Assessment of Educational Progress, should increase the sample size of
			 students tested to improve disaggregation and analysis of data regarding
			 progress in history and civics.</text>
		</section><section id="H358F50DB42A44E8682A59A6C309D5AAA"><enum>3.</enum><header>Civic learning
			 grants</header>
			<subsection id="H7EB1996D49B148A694509BCD08AE7AA0"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subpart 3 of part C
			 of title II of the Elementary and Secondary Education Act of 1965 (20 U.S.C.
			 6711 et seq.) is amended—</text>
				<paragraph id="HF7A29769470046DFA9E07E90304C5817"><enum>(1)</enum><text>by repealing
			 sections 2341 through 2344 and inserting the following:</text>
					<quoted-block id="H2B2B40714B2E463E863B5D3A7D43B27A">
						<section id="H6E6C57503F964C69A001DEAE0F03E592"><enum>2341.</enum><header>Civic learning
				grants</header>
							<subsection id="HCAC1FDAF2C0245A89D95BAE8BB837D0B"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Secretary may
				award competitive grants to eligible entities for the development and
				implementation of programs to promote civic learning and engagement.</text>
							</subsection><subsection id="H612CE2D1E8F947E0A77F34C4F6EAC318"><enum>(b)</enum><header>Use of
				funds</header><text>An eligible entity shall use a grant received under this
				section to develop and implement a program to promote civic learning and
				engagement through instruction, professional development, and evaluation
				activities that promote any of the following:</text>
								<paragraph id="HF09D2A59B3EC43C4A5DD9AA0DBE60CFE"><enum>(1)</enum><text>Equity through
				access to funding and program benefits, including—</text>
									<subparagraph id="H907498C0937B4D1F8B55216F427B0C70"><enum>(A)</enum><text>programs that meet
				the needs of students with divergent learning styles, students of varying
				ethnic, racial, and socio-economic backgrounds, and students who are English
				language learners; and</text>
									</subparagraph><subparagraph id="HFC24B25CDC104F739580B4A6A73BAA2C"><enum>(B)</enum><text>resources that
				serve student populations that have not traditionally received opportunities
				for high quality, engaging civic learning, with a special emphasis on
				inner-city and rural underserved students.</text>
									</subparagraph></paragraph><paragraph id="HB999A0487BAB4611AEAE07E4B7A7A43E"><enum>(2)</enum><text>Innovation through
				design, settings, and delivery, including service learning, interactive on-line
				programming, and other approaches to engaging students in active learning and
				civic participation.</text>
								</paragraph><paragraph id="H4359E5F3554F465C986B35BD2F998016"><enum>(3)</enum><text>Scalability
				through broad, cost-effective implementation and institutionalization,
				including—</text>
									<subparagraph id="H73919D79F092481B80D85A8AF6D5AF37"><enum>(A)</enum><text>use of the latest
				technological developments;</text>
									</subparagraph><subparagraph id="H61203D80DC26414E9C6396B1D8E8E8DB"><enum>(B)</enum><text>an emphasis on
				programs designed to address relevant State and National educational standards;
				and</text>
									</subparagraph><subparagraph id="H492C892BB31A4EDFB96C564A8446AFF6"><enum>(C)</enum><text>utilization of low
				per-participant cost models of expanding the number of active students and
				teachers.</text>
									</subparagraph></paragraph><paragraph id="H435091BB23C0402D87B0DDCE320D816E"><enum>(4)</enum><text>Accountability
				through assessment and identification of best practice models,
				including—</text>
									<subparagraph id="H821B5439207E4DDDB26373AFE01990AE"><enum>(A)</enum><text>independent
				research and evaluation to help assess the effects of civic education programs
				on students’ knowledge, skills, and traits of character essential for the
				preservation and improvement of constitutional democracy;</text>
									</subparagraph><subparagraph id="HF50794CB991E4E3288FFFFCC0C385A8E"><enum>(B)</enum><text>identifying
				techniques that succeed with traditionally underserved student populations;
				and</text>
									</subparagraph><subparagraph id="H5C92B9DECD9E484EB1B7E4C754545F79"><enum>(C)</enum><text>evaluation of
				teachers’ knowledge and the adequacy of the teaching facility.</text>
									</subparagraph></paragraph></subsection><subsection id="H0890AC8FE66E4183B6326F9944971A19"><enum>(c)</enum><header>Definition of
				eligible entity</header><text>In this section, the term <term>eligible
				entity</term> means a nonprofit educational
				organization.</text>
							</subsection></section><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H9ABD6E93DF7A4C6E851F04B4F42E1431"><enum>(2)</enum><text>by redesignating
			 sections 2345 and 2346 as sections 2342 and 2343, respectively.</text>
				</paragraph></subsection><subsection id="H9542B51C23024A18A6E4E8D084390040"><enum>(b)</enum><header>Conforming
			 changes</header>
				<paragraph id="H6BD282DF537D4CEA8F01545E4144FA5E"><enum>(1)</enum><text>Section 2342 of
			 such Act (<external-xref legal-doc="usc" parsable-cite="usc/20/6715">20 U.S.C. 6715</external-xref>), as redesignated by subsection (a)(2), is
			 amended—</text>
					<subparagraph display-inline="no-display-inline" id="HFBF17023F337452E8FE9F33B332ECB24"><enum>(A)</enum><text>in subsection
			 (a)—</text>
						<clause id="H2EFB2BCCED8B48A6A09E75E6EB87BA8B"><enum>(i)</enum><text>by
			 striking <quote>organizations described in section 2343(a)(3)</quote> each
			 place it appears and inserting <quote>organizations experienced in the
			 development of curricula and programs in civics and government education and
			 economic education for students in elementary schools and secondary schools in
			 countries other than the United States</quote>; and</text>
						</clause><clause id="H1194BD1FF54743529EDE1EAB8EF5FF5E"><enum>(ii)</enum><text display-inline="yes-display-inline">by striking <quote>use funds made available
			 under grants or contracts under section 2343 to</quote>;</text>
						</clause></subparagraph><subparagraph id="H034A013044BE46B49A0C5590B2495079"><enum>(B)</enum><text>in subsection (b),
			 by striking <quote>the Center for Civic Education, the National Council on
			 Economic Education, and organizations described in section 2343(a)(3)</quote>
			 and inserting <quote>an entity specified in subsection (a)</quote>;</text>
					</subparagraph><subparagraph id="H74E4F317856043B1B5D5E8B3449D6A85"><enum>(C)</enum><text>in subsection (e),
			 by striking <quote>described in section 2343</quote> and inserting
			 <quote>specified in subsection (a)</quote>; and</text>
					</subparagraph><subparagraph id="H4FD794CBCF59468393542AEE356F1274"><enum>(D)</enum><text>in subsection
			 (f)(2), by striking <quote>the Center for Civic Education, the National Council
			 on Economic Education, or organizations described in section 2343(a)(3)</quote>
			 and inserting <quote>an entity specified in subsection (a)</quote>.</text>
					</subparagraph></paragraph><paragraph id="H1D780664DADB4ED49812870B9033C9C8"><enum>(2)</enum><text>The table of
			 contents of such Act (<external-xref legal-doc="usc" parsable-cite="usc/20/6301">20 U.S.C. 6301 et seq.</external-xref>) is amended by striking the items
			 relating to sections 2341 through 2346 and inserting the following:</text>

				</paragraph></subsection><subsection id="HAD835BC1B5A241069DD36BA1398804A7"><enum>(c)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">Section 2343
			 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/20/6716">20 U.S.C. 6716</external-xref>), as redesignated by subsection (a)(2), is amended
			 to read as follows:</text>

				grants under section 2341; and</text>
						</paragraph><paragraph id="H391F6D2E8FE04F7B8EA432E9CAC561D7"><enum>(2)</enum><text>$1,500,000 for
				programs under section
				2342.</text>
