		<official-title>To amend the Federal Crop Insurance Act to require
		  advance public notice of any modification to be made in the terms or conditions
		  of any policy or plan of insurance offered under such Act.</official-title>

		<section id="H6B2F7B78942D45A9BEA6ACAAF99F3F43" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Creating Crop Insurance Certainty for
			 Farmers Act</short-title></quote>.</text>
		</section><section id="H81137DC10CEB4688A81C4C999EFAAD1A"><enum>2.</enum><header>Advance public
			 notice of crop insurance policy and plan changes</header><text display-inline="no-display-inline">Section 505(e) of the Federal Crop Insurance
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1505">7 U.S.C. 1505(e)</external-xref>) is amended—</text>
			<paragraph id="H8ECF3A75DBF1448B97F27BFD1D11ADDB"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (5) and (6) as
			 paragraphs (6) and (7); respectively; and</text>
			</paragraph><paragraph id="HEBAF2988919F41E8B2C26CCA2F7DFE55"><enum>(2)</enum><text>by inserting after
			 paragraph (4) the following new paragraph (5):</text>
				<quoted-block display-inline="no-display-inline" id="H477692F0F1CB4828AA694FF53BB936C5" style="OLC">
					<paragraph id="H5872422517E44F40A130265C91FC9F21"><enum>(5)</enum><header>Advance notice
				of modification before implementation</header>
						<subparagraph id="H3CB641940135493BAB098A1102342CD7"><enum>(A)</enum><header>In
				general</header><text>Any modification to be made in the terms or conditions of
				any policy or plan of insurance offered under this subtitle shall not take
				effect for a crop year unless the Secretary publishes the modification in the
				Federal Register and on the website of the Corporation and provides for a
				subsequent period of public comment—</text>
							<clause id="H5C47CCFE86254EA9AF4EE71B79B221EF"><enum>(i)</enum><text>with respect to
				fall-planted crops, not later than 60 days before June 30 during the preceding
				crop year; and</text>
							</clause><clause id="H5540135A376D4A6A9E58B413DD507950"><enum>(ii)</enum><text>with respect to
				spring-planted crops, not later than 60 days before November 30 during the
				preceding crop year.</text>
							</clause></subparagraph><subparagraph id="HB508CF7A7AC847A2845792A0ACAD0A5A"><enum>(B)</enum><header>Waiver</header><text>The
				Secretary may waive the application of subparagraph (A) in an emergency
				situation declared by the Secretary upon notice to Congress of the nature of
				the emergency and the need for immediate implementation of the policy or plan
				modification referred to in such
				subparagraph.</text>
