		<section commented="no" display-inline="no-display-inline" id="H3DD8B59C69064496B3413823948B1AA1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>National Windstorm Impact Reduction
			 Act Reauthorization of 2013</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="H4FA60253E97C449C86CA53BAAEAABE23" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="no-display-inline">Section 203(1) of the National Windstorm
			 Impact Reduction Act of 2004 (<external-xref legal-doc="usc" parsable-cite="usc/42/15702">42 U.S.C. 15702(1)</external-xref>) is amended by striking
			 <quote>Director of the Office of Science and Technology Policy</quote> and
			 inserting <quote>Director of the National Institute of Standards and
			 Technology</quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="HA8EE11880C284849BCE2546C58F6384F" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">National Windstorm Impact Reduction
			 Program</header><text display-inline="no-display-inline">Section 204 of the
			 National Windstorm Impact Reduction Act of 2004 (<external-xref legal-doc="usc" parsable-cite="usc/42/15703">42 U.S.C. 15703</external-xref>) is
			 amended—</text>
			<paragraph id="H1B485A44A6274E798B0E257A4760BAF8"><enum>(1)</enum><text>by striking
			 subsections (a), (b), and (c) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="H89582A1A2056400DA00DCAA9CC590441" style="OLC">
					<subsection id="HBF98FB78609B4D208ECF26B6BCA9A1A2"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established the National Windstorm
				Impact Reduction Program, the purpose of which is to achieve major measurable
				reductions in the losses of life and property from windstorms through a
				coordinated Federal effort, in cooperation with other levels of government,
				academia, and the private sector, aimed at improving the understanding of
				windstorms and their impacts and developing and encouraging the implementation
				of cost-effective mitigation measures to reduce those impacts.</text>
					</subsection><subsection id="H301A7870A1564A46B8B16A5D795F3C61"><enum>(b)</enum><header>Responsibilities
				of program agencies</header>
						<paragraph id="H501C79B12CE24E728679B976236F790A"><enum>(1)</enum><header>Lead
				agency</header><text display-inline="yes-display-inline">The National Institute
				of Standards and Technology shall have the primary responsibility for planning
				and coordinating the Program. In carrying out this paragraph, the Director
				shall—</text>
							<subparagraph id="HA38FFFD5E0554829ADB8655E2D2AD770"><enum>(A)</enum><text>ensure that the
				Program includes the necessary components to promote the implementation of
				windstorm risk reduction measures by Federal, State, and local governments,
				national standards and model building code organizations, architects and
				engineers, and others with a role in planning and constructing buildings and
				lifelines;</text>
							</subparagraph><subparagraph id="H8B049A1D36D84234AFB169465851F3FC"><enum>(B)</enum><text>support the
				development of performance-based engineering tools, and work with appropriate
				groups to promote the commercial application of such tools, including through
				wind-related model building codes, voluntary standards, and construction best
				practices;</text>
							</subparagraph><subparagraph id="H05A428EF9BE5457989033B68281C98F1"><enum>(C)</enum><text>request the
				assistance of Federal agencies other than the Program agencies, as necessary to
				assist in carrying out this Act;</text>
							</subparagraph><subparagraph id="H91B2A46C4AD74F6482A078DC59E96BE1"><enum>(D)</enum><text>coordinate all
				Federal post-windstorm investigations; and</text>
							</subparagraph><subparagraph id="H364A58204082439EA0B9C7CC96C52630"><enum>(E)</enum><text display-inline="yes-display-inline">when warranted by research or investigative
				findings, issue recommendations to assist in informing the development of model
				codes, and provide information to Congress on the use of such
				recommendations.</text>
							</subparagraph></paragraph><paragraph id="HB28E6FB8E15445309BAB24C1D332FDB6"><enum>(2)</enum><header>National
				Institute of Standards and Technology</header><text display-inline="yes-display-inline">In addition to the lead agency
				responsibilities described under paragraph (1), the National Institute of
				Standards and Technology shall be responsible for carrying out research and
				development to improve model building codes, voluntary standards, and best
				practices for the design, construction, and retrofit of buildings, structures,
				and lifelines.</text>
						</paragraph><paragraph id="H5793A6AF5BFC446A896AB0ED85699C31"><enum>(3)</enum><header>National Science
				Foundation</header><text>The National Science Foundation shall support research
				in engineering and the atmospheric sciences to improve the understanding of the
				behavior of windstorms and their impact on buildings, structures, and
				lifelines.</text>
						</paragraph><paragraph id="H105E08E9494649C18C151C83B46C142E"><enum>(4)</enum><header>National Oceanic
				and Atmospheric Administration</header><text>The National Oceanic and
				Atmospheric Administration shall support atmospheric sciences research to
				improve the understanding of the behavior of windstorms and their impact on
				buildings, structures, and lifelines.</text>
						</paragraph><paragraph id="HF2A1F56DDBEA49BE9B579419B52CB2FD"><enum>(5)</enum><header>Federal
				Emergency Management Agency</header><text>The Federal Emergency Management
				Agency shall support the development of risk assessment tools and effective
				mitigation techniques, windstorm-related data collection and analysis, public
				outreach, information dissemination, and implementation of mitigation measures
				consistent with the Agency’s all-hazards
				approach.</text>
						</paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="HA03CD08628C94EF180BDD8DD900FC31D"><enum>(2)</enum><text>by redesignating
			 subsection (d) as subsection (c);</text>
			</paragraph><paragraph id="H78159E2D70A04A2C8DEF821D8DC3E594"><enum>(3)</enum><text>by inserting after
			 subsection (c), as so redesignated, the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H3DE659347911458FB2E30AF6BD750830" style="OLC">
					<subsection commented="no" display-inline="no-display-inline" id="H6D53AD5A599E47E7B37EAE4CE241E6CE"><enum>(d)</enum><header display-inline="yes-display-inline">Interagency Coordinating Committee on
				Windstorm Impact Reduction</header>
						<paragraph commented="no" display-inline="no-display-inline" id="H49E17E56C37245C08ED22D80331DA638"><enum>(1)</enum><header display-inline="yes-display-inline">Establishment</header><text display-inline="yes-display-inline">There is established an Interagency
				Coordinating Committee on Windstorm Impact Reduction, chaired by the
				Director.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H100F940D635A416785B760CA1862F10D"><enum>(2)</enum><header display-inline="yes-display-inline">Membership</header><text display-inline="yes-display-inline">In addition to the chair, the Committee
				shall be composed of—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="H6CD7F70AEE8C4794A7C6D4AF856A4814"><enum>(A)</enum><text display-inline="yes-display-inline">the heads of—</text>
								<clause commented="no" display-inline="no-display-inline" id="H5B534383DD7A44EEA80EE5D381085BF9"><enum>(i)</enum><text display-inline="yes-display-inline">the Federal Emergency Management
				Agency;</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="H2BC9242F9D74490E9629E8F7580D37C6"><enum>(ii)</enum><text display-inline="yes-display-inline">the National Oceanic and Atmospheric
				Administration;</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="HA44D0AB1F121495FB4F6AD3BCAFC612D"><enum>(iii)</enum><text display-inline="yes-display-inline">the National Science Foundation;</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="H677D671B6FC844748ADDD7BBF268D9C9"><enum>(iv)</enum><text display-inline="yes-display-inline">the Office of Science and Technology
				Policy; and</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="H120611EBCC23498DAF5E4321DCE247C7"><enum>(v)</enum><text display-inline="yes-display-inline">the Office of Management and Budget;
				and</text>
								</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H44D1B0510A3044B292211851852948CE"><enum>(B)</enum><text display-inline="yes-display-inline">the head of any other Federal agency the
				chair considers appropriate.</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7156988444734A209FE31B10387296BA"><enum>(3)</enum><header display-inline="yes-display-inline">Meetings</header><text display-inline="yes-display-inline">The Committee shall meet not less than 2
				times a year at the call of the Director of the National Institute of Standards
				and Technology.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD97668037A6543EA8C545BF0E78281D9"><enum>(4)</enum><header display-inline="yes-display-inline">General purpose and duties</header><text display-inline="yes-display-inline">The Committee shall oversee the planning
				and coordination of the Program.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H9A31818891554946A5DD6352258F13A4"><enum>(5)</enum><header display-inline="yes-display-inline">Strategic
				plan</header><text display-inline="yes-display-inline">The Committee shall
				develop and submit to Congress, not later than one year after the date of
				enactment of the <short-title>National Windstorm Impact
				Reduction Act Reauthorization of 2013</short-title>, a Strategic Plan for the
				Program that includes—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="H1595B7996B3D4DCA8175B99E22190FA6"><enum>(A)</enum><text display-inline="yes-display-inline">prioritized goals for the Program that will
				mitigate against the loss of life and property from future windstorms;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H3547419ABD6E482587300BCE40DB792F"><enum>(B)</enum><text display-inline="yes-display-inline">short-term, mid-term, and long-term
				research objectives to achieve those goals;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HF0E43B0AC18A402497CE76A7865ACB17"><enum>(C)</enum><text display-inline="yes-display-inline">a description of the role of each Program
				agency in achieving the prioritized goals;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H1EEB308175CE4751B40C5F60582CC2F2"><enum>(D)</enum><text display-inline="yes-display-inline">the methods by which progress towards the
				goals will be assessed; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H79A19D93678440EDBD442F949D11185B"><enum>(E)</enum><text display-inline="yes-display-inline">an explanation of how the Program will
				foster the transfer of research results into outcomes, such as improved model
				building codes.</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H5F0A8757F04749729FFEFD4822F3C954"><enum>(6)</enum><header display-inline="yes-display-inline">Progress report</header><text display-inline="yes-display-inline">Not later than 18 months after the date of
				enactment of the <short-title>National Windstorm Impact
				Reduction Act Reauthorization of 2013</short-title>, the Committee shall submit
				to the Congress a report on the progress of the Program that includes—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="HF19FE265B7AC4C40BFAE415258F2759A"><enum>(A)</enum><text display-inline="yes-display-inline">a description of the activities funded
				under the Program, a description of how these activities align with the
				prioritized goals and research objectives established in the Strategic Plan,
				and the budgets, per agency, for these activities;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H66E94A1A4ABE41F28036FA8E9FCF66D0"><enum>(B)</enum><text display-inline="yes-display-inline">the outcomes achieved by the Program for
				each of the goals identified in the Strategic Plan;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HE56B405C077D44FF9CA07A67F02324F8"><enum>(C)</enum><text display-inline="yes-display-inline">a description of any recommendations made
				to change existing building codes that were the result of Program activities;
				and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HE86B1AE457C14883B8993FFA0F0C6143"><enum>(D)</enum><text display-inline="yes-display-inline">a description of the extent to which the
				Program has incorporated recommendations from the Advisory Committee on
				Windstorm Impact Reduction.</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H19B9D50AA84F4E378E82B399B5449A96"><enum>(7)</enum><header display-inline="yes-display-inline">Coordinated budget</header><text display-inline="yes-display-inline">The Committee shall develop a coordinated
				budget for the Program, which shall be submitted to the Congress at the time of
				the President’s budget submission for each fiscal
				year.</text>
						</paragraph></subsection><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H8EB1B50A07624B6DB70EA953D7426349"><enum>(4)</enum><text>by striking
			 subsections (e) and (f).</text>
			</paragraph></section><section id="H2D94449D4BCD46E6912AF4E250E31DE3"><enum>4.</enum><header>National Advisory
			 Committee on Windstorm Impact Reduction</header><text display-inline="no-display-inline">Section 205 of the National Windstorm Impact
			 Reduction Act of 2004 (<external-xref legal-doc="usc" parsable-cite="usc/42/15704">42 U.S.C. 15704</external-xref>) is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="HC7C5A0F3ECE2469F8BE18097B281B1A1" style="OLC">
				<section commented="no" display-inline="no-display-inline" id="HFC7FF01E9FE141779CDE6ECB8275B1D6"><enum>205.</enum><header display-inline="yes-display-inline">National Advisory Committee on Windstorm
				Impact Reduction</header>
					<subsection commented="no" display-inline="no-display-inline" id="H5C82E28C0CEC4563AE7A150291758FEA"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Director of the National Institute of
				Standards and Technology shall establish an Advisory Committee on Windstorm
				Impact Reduction, which shall be composed of at least 7 members, none of whom
				may be employees of the Federal Government, including representatives of
				research and academic institutions, industry standards development
				organizations, emergency management agencies, State and local government, and
				business communities who are qualified to provide advice on windstorm impact
				reduction and represent all related scientific, architectural, and engineering
				disciplines. The recommendations of the Advisory Committee shall be considered
				by Federal agencies in implementing the Program.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="HD6EEF09367E9409FB7EBA2C55D8CA347"><enum>(b)</enum><header display-inline="yes-display-inline">Assessments</header><text display-inline="yes-display-inline">The Advisory Committee on Windstorm Impact
				Reduction shall offer assessments on—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="H6A12756DB5B74FEA8BACC7DC369D84AC"><enum>(1)</enum><text display-inline="yes-display-inline">trends and developments in the natural and
				engineering sciences and practices of windstorm impact mitigation;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7AA0E5A4F7EA46BBABEBBBB55B474A88"><enum>(2)</enum><text display-inline="yes-display-inline">the priorities of the Program’s Strategic
				Plan;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H81F64E7442A245D68CD040082DC8BC63"><enum>(3)</enum><text display-inline="yes-display-inline">the coordination of the Program; and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0E46951A33B746988164E9CC4D13ADDE"><enum>(4)</enum><text display-inline="yes-display-inline">any revisions to the Program which may be
				necessary.</text>
						</paragraph></subsection><subsection id="H34A1DCF2AD334B3BA3362FC9C4666AB3"><enum>(c)</enum><header>Compensation</header><text>The
				members of the Advisory Committee established under this section shall serve
				without compensation.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="H74E4D1CA7E044DD38FC6B4EB946AD994"><enum>(d)</enum><header display-inline="yes-display-inline">Reports</header><text display-inline="yes-display-inline">At least every 2 years, the Advisory
				Committee shall report to the Director on the assessments carried out under
				subsection (b) and its recommendations for ways to improve the Program.</text>
					</subsection><subsection id="HF82FBEC4133740B29D26CED1B636C320"><enum>(e)</enum><header>Charter</header><text display-inline="yes-display-inline">Notwithstanding section 14(b)(2) of the
				Federal Advisory Committee Act (5 U.S.C. App), the Advisory Committee shall not
				be required to file a charter subsequent to its initial charter, filed under
				section 9(c) of such Act, before the termination date specified in subsection
				(f) of this section.</text>
					</subsection><subsection id="H5660AF91D8724734B6B68C9B9275ACE7"><enum>(f)</enum><header>Termination</header><text>The
				Advisory Committee shall terminate on September 30,
				2016.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="HB411A0BE4FD24F30A5F6104BB73B8C70" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="no-display-inline">Section 207 of
			 the National Windstorm Impact Reduction Act of 2004 (<external-xref legal-doc="usc" parsable-cite="usc/42/15706">42 U.S.C. 15706</external-xref>) is
			 amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="H161D1E78EE854E8EBDBAC261116F079C" style="OLC">
				<section commented="no" display-inline="no-display-inline" id="H4026C4FFF23A43189DA6E31A66A4706D" section-type="subsequent-section"><enum>207.</enum><header display-inline="yes-display-inline">Authorization of appropriations</header>
					<subsection commented="no" display-inline="no-display-inline" id="HFB35E4038ABE47D7B9EFCD7E6D793BBB"><enum>(a)</enum><header display-inline="yes-display-inline">Federal Emergency Management
				Agency</header><text display-inline="yes-display-inline">There are authorized
				to be appropriated to the Federal Emergency Management Agency for carrying out
				this title—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="H66013FFCD8944CE1BA455FBC0455F9E6"><enum>(1)</enum><text display-inline="yes-display-inline">$2,000,000 for fiscal year 2014;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H64F3EF97A94F42BA90333EB958F1C6A7"><enum>(2)</enum><text display-inline="yes-display-inline">$2,000,000 for fiscal year 2015; and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HBEDD9D45A4314A168074EEE920CB2BD5"><enum>(3)</enum><text display-inline="yes-display-inline">$2,000,000 for fiscal year 2016.</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HCE50ED734FF547E9A1ECA47EA6DF342D"><enum>(b)</enum><header display-inline="yes-display-inline">National Science Foundation</header><text display-inline="yes-display-inline">There are authorized to be appropriated to
				the National Science Foundation for carrying out this title—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="H4BABCDD309B546739E187F564B53476A"><enum>(1)</enum><text display-inline="yes-display-inline">$11,400,000 for fiscal year 2014;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H2891687C96624536900F9486F5D24630"><enum>(2)</enum><text display-inline="yes-display-inline">$11,400,000 for fiscal year 2015;
				and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HEFEB9F26F46240D1BB5ABB523A14900B"><enum>(3)</enum><text display-inline="yes-display-inline">$11,400,000 for fiscal year 2016.</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HF67896BF19FB4CE78960899090DD6ACB"><enum>(c)</enum><header display-inline="yes-display-inline">National Institute of Standards and
				Technology</header><text display-inline="yes-display-inline">There are
				authorized to be appropriated to the National Institute of Standards and
				Technology for carrying out this title—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="H5E9307EAF3744EA2B3D8E96909F022AE"><enum>(1)</enum><text display-inline="yes-display-inline">$5,500,000 for fiscal year 2014;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H770976EA052546C286D457C1C476953E"><enum>(2)</enum><text display-inline="yes-display-inline">$5,500,000 for fiscal year 2015; and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H1213E72ECDF74032A899CE016623EC94"><enum>(3)</enum><text display-inline="yes-display-inline">$5,500,000 for fiscal year 2016.</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H3C96C2B788D44591827D96EFE368FB5C"><enum>(d)</enum><header display-inline="yes-display-inline">National Oceanic and Atmospheric
				Administration</header><text display-inline="yes-display-inline">There are
				authorized to be appropriated to the National Oceanic and Atmospheric
				Administration for carrying out this title—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="H46304DEE9AF449A8A441B07ECE6C7926"><enum>(1)</enum><text display-inline="yes-display-inline">$2,500,000 for fiscal year 2014;</text>
