		<section id="HD6EDA84B972A4CA8BE5DFF94E8710CB7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>School Principal Recruitment and
			 Training Act of 2013</short-title></quote>.</text>
		</section><section id="H47E3D8ED1EA14222A370F9900B6FAF6B"><enum>2.</enum><header>Purpose</header><text display-inline="no-display-inline">The purpose of this Act is to recruit,
			 prepare, and support principals through capacity-building measures that will
			 improve student academic achievement in high-need schools.</text>
		</section><section id="H29C67AC354D6449BB93099023B56813A"><enum>3.</enum><header>Program
			 establishment and activities</header><text display-inline="no-display-inline">Part A of title II of the Elementary and Secondary Education Act of 1965 (20
			 U.S.C. 6601 et seq.) is amended by adding at the end the following:</text>

				<subpart id="HFDE9108E96374BED82805E97F5761A65"><enum>6</enum><header>Principal
				Recruitment and Training </header>
					<section id="H24F0852C96664A3EB307E58D76B858BB"><enum>2161.</enum><header>Principal
				recruitment and training grant program</header>
						<subsection id="H29F304EB139540FC890575E95ACA1577"><enum>(a)</enum><header>Definitions</header><text>In
				this section:</text>
							<paragraph id="H18EF9FD338B747A18E28AA89B0CFCA8E"><enum>(1)</enum><header>Current
				principal</header><text>The term <term>current principal</term> means an
				individual who, as of the date of the determination of participation in a
				program under this section, is employed as a principal or has been employed as
				a principal.</text>
							</paragraph><paragraph id="HE54A717A0C0E4E5D9CD6B4D478F2314D"><enum>(2)</enum><header>Eligible
				entity</header><text>The term <term>eligible entity</term> means—</text>
								<subparagraph id="H521FED59CC634264B222FD299A3B38AB"><enum>(A)</enum><text>a local
				educational agency that serves an eligible school or a consortium of such
				agencies;</text>
								</subparagraph><subparagraph id="H7DFB8B1025074858917F512A95AD915D"><enum>(B)</enum><text>a State
				educational agency or a consortium of such agencies;</text>
								</subparagraph><subparagraph id="HF1BE5DE44A6F4FD2BFD643464D7541D4"><enum>(C)</enum><text>a State
				educational agency in partnership with one or more local educational agencies
				that serve an eligible school; or</text>
								</subparagraph><subparagraph id="H73B29DEE5518467CB23667F35D5E2A1D"><enum>(D)</enum><text>an entity
				described in subparagraph (A) or (B), or in partnership with one or more
				nonprofit organizations or institutions of higher education.</text>
								</subparagraph></paragraph><paragraph id="H31E111562AAE4871909EDFF8E593C418"><enum>(3)</enum><header>Eligible
				school</header><text>The term <term>eligible school</term> means a public
				school, including a public charter school, that meets one or more of the
				following criteria:</text>
								<subparagraph id="HE363A461123147E386F9D9BD512BEF00"><enum>(A)</enum><text>Is a high-need
				school.</text>
								</subparagraph><subparagraph id="H756B610889E74D4BAC44130F6094345B"><enum>(B)</enum><text>Is a persistently
				low-achieving school, as described in section 1116.</text>
								</subparagraph><subparagraph id="H68AB66A3CD1344E6B7AEA318E2842DB8"><enum>(C)</enum><text>Is an achievement
				gap school, as described in section 1116.</text>
								</subparagraph><subparagraph id="H9435CA26975745D3ACB8E78F9AF9935A"><enum>(D)</enum><text>In the case of a
				public school containing middle grades, feeds into a public high school that
				has less than a 60-percent graduation rate.</text>
								</subparagraph><subparagraph id="HA82E258F792F4E84BA3E41A9656A597B"><enum>(E)</enum><text>Is a rural school
				served by a local educational agency that is eligible to receive assistance
				under part B of title VI.</text>
								</subparagraph></paragraph><paragraph id="H6603D070DC994A2687F090E93EC6F325"><enum>(4)</enum><header>Mentor
				principal</header><text>The term <term>mentor principal</term> means an
				individual with the following characteristics:</text>
								<subparagraph id="HE5A90B9AB61B4DB6A944CA74D5C9A7C8"><enum>(A)</enum><text>Strong
				instructional leadership skills in an elementary school or secondary school
				setting.</text>
								</subparagraph><subparagraph id="H48B39D46BE814D44BA34CCD548B5F56E"><enum>(B)</enum><text>Strong verbal and
				written communication skills, which may be demonstrated by performance on
				appropriate assessments.</text>
								</subparagraph><subparagraph id="HE827821797C24F8895AE1FB938D6666D"><enum>(C)</enum><text>Knowledge, skills,
				and attitudes to—</text>
									<clause id="HC7C1FE2FDDEB4F9DAD9EE90822A84009"><enum>(i)</enum><text>establish and
				maintain a professional learning community that effectively extracts
				information from data to improve the school culture and personalize instruction
				for all students to result in improved student achievement;</text>
									</clause><clause id="H6CBEFC089545445FAFEE313687983779"><enum>(ii)</enum><text>create and
				maintain a learning culture within the school that provides a climate conducive
				to the development of all members of the school community, including one of
				continuous learning for adults tied to student learning and other school
				goals;</text>
									</clause><clause id="H86415133F3D1471099763F5C72DAE109"><enum>(iii)</enum><text>engage in
				continuous professional development, utilizing a combination of academic study,
				developmental simulation exercises, self-reflection, mentorship and
				internship;</text>
									</clause><clause id="H2DD34C5B5B5049A6B2046FEC4317EA4F"><enum>(iv)</enum><text>understand youth
				development appropriate to the age level served by the school and from this
				knowledge sets high expectations and standards for the academic, social,
				emotional and physical development of all students; and</text>
									</clause><clause id="H2126441636D74EBFAA99CBFB9DE5B47C"><enum>(v)</enum><text>actively engage
				the community to create shared responsibility for student academic performance
				and successful development.</text>
									</clause></subparagraph></paragraph><paragraph id="H0CF84A6E517E4DB08AD868F76A2E75EB"><enum>(5)</enum><header>Middle
				grades</header><text>The term <term>middle grades</term> means any of grades 5
				through 8.</text>
							</paragraph><paragraph id="H36E87CD388E04FE7BEAFC693919CFFD7"><enum>(6)</enum><header>School-level
				student outcomes</header><text>The term <term>school-level student
				outcomes</term> means, at the whole school level and for each subgroup of
				students described in section 1111(a)(2)(B)(ix) served by the school—</text>
								<subparagraph id="H484FF398C53B408DAFB06340290409D9"><enum>(A)</enum><text>student academic
				achievement and student growth; and</text>
								</subparagraph><subparagraph id="HCE937131913044D7A881F026A1DF2392"><enum>(B)</enum><text>additional
				outcomes, including, at the high school level, graduation rates and the
				percentage of students taking college-level course­work.</text>
								</subparagraph></paragraph></subsection><subsection id="H956A4D182E394DFF8282EB7D68270E4A"><enum>(b)</enum><header>Program
				authorized</header>
							<paragraph id="H53DEE445732C43E7A7FF89430B6B0F26"><enum>(1)</enum><header>Principal,
				recruitment and training grant program</header><text>The Secretary shall award
				grants to eligible entities to enable such entities to recruit, prepare, place,
				and support principals in eligible schools.</text>
							</paragraph><paragraph id="HAF89B74447464D349B942ACB7B195CF5"><enum>(2)</enum><header>Duration</header>
								<subparagraph id="H73E03988468D437D80F731E95C7EB0BC"><enum>(A)</enum><header>In
				general</header>
									<clause id="HF28780C566794158BBC1A4927F888D03"><enum>(i)</enum><header>Not more than 5
				year duration</header><text>A grant awarded under this section shall be not
				more than 5 years in duration.</text>
									</clause><clause id="H764C0B821CEB4980868932A66DCEA7EE"><enum>(ii)</enum><header>Renewal</header><text>The
				Secretary may—</text>
										<subclause id="H1234EE1BDE154C768CF11B15A1172CD1"><enum>(I)</enum><text>renew a grant
				awarded under this section based on performance; and</text>
										</subclause><subclause id="H6D6DA5AA6349471783714C67056152CA"><enum>(II)</enum><text>in renewing a
				grant under subclause (I), award the grantee increased funding to scale up or
				replicate the grantee’s program.</text>
										</subclause></clause></subparagraph><subparagraph id="H609FE759E6464A93A2558FA41C7EF942"><enum>(B)</enum><header>Performance</header><text>In
				evaluating performance for purposes of subparagraph (A)(ii)(1)—</text>
									<clause id="H4378E86A7F744F5EAF4C4580FC26384A"><enum>(i)</enum><text>the Secretary’s
				primary consideration shall be the extent to which the principals recruited,
				prepared, placed, or supported by the grantee have improved school-level
				student outcomes in eligible schools; and</text>
									</clause><clause id="HD4D92796EB874EF794B75780CAA7C261"><enum>(ii)</enum><text>the Secretary
				shall also consider the percentage of program graduates—</text>
										<subclause id="H2CE48981D17F4302BC937773C2C494A0"><enum>(I)</enum><text>who become
				principals in eligible schools;</text>
										</subclause><subclause id="H035E47C3D5BB48FB8F30B3F5ACA5D6BA"><enum>(II)</enum><text>who remain
				principals in eligible schools for multiple years; and</text>
										</subclause><subclause id="H38BF0EC824AF44F7A62B0DCC297A9BEE"><enum>(III)</enum><text>who are highly
				rated principals under a teacher and principal evaluation system, if
				applicable.</text>
										</subclause></clause></subparagraph></paragraph></subsection><subsection id="HC81559A1EC7D4CE5A15CEA6E486C12CE"><enum>(c)</enum><header>Application and
				selection criteria</header>
							<paragraph id="H6F683C0344064E9C8328D40C0532800F"><enum>(1)</enum><header>Application</header><text>An
				eligible entity that desires a grant under this section shall submit to the
				Secretary an application at such time, in such manner, and accompanied by such
				information as the Secretary may require.</text>
							</paragraph><paragraph id="H01854CEE222E43B9A52C7F2733478922"><enum>(2)</enum><header>Selection
				criteria</header><text>In awarding grants under this section, the Secretary
				shall consider—</text>
								<subparagraph id="H54135EB60F9C4532A3B947E42587F422"><enum>(A)</enum><text>the extent to
				which the entity has the capacity to implement the activities described in
				subsection (e) that the entity proposes to implement;</text>
								</subparagraph><subparagraph id="H0FB53E7DACB94B8891C14327E20A7240"><enum>(B)</enum><text>the extent to
				which the entity has a demonstrated record of effectiveness or an
				evidenced-based plan for preparing principals to improve school-level student
				outcomes in eligible schools;</text>
								</subparagraph><subparagraph id="H0E9BA7739A134CDCABBEF4E02EA7207E"><enum>(C)</enum><text>the extent to
				which the entity has a demonstrated record of effectiveness or an
				evidence-based plan for providing principals trained by the entity with the
				guidance, support, and tools they need to improve school-level student outcomes
				in eligible schools, including providing principals with resources, such as
				funding to ensure supports for quality teaching, and decisionmaking authority
				over areas such as personnel, budget, curriculum, or scheduling; and</text>
								</subparagraph><subparagraph id="H7755F5796F394C9CBE9999D4F371F99F"><enum>(D)</enum><text>the likelihood of
				the entity sustaining the project with funds other than funds provided under
				this section, which other funds may include funds provided under this title
				other than this section, once the grant is no longer available to the
				entity.</text>
								</subparagraph></paragraph></subsection><subsection id="H850C863B01FF4ACF9D7146970DF9B01B"><enum>(d)</enum><header>Awarding
				grants</header>
							<paragraph id="HA12429C4414348AD9B65B6AEFAB0BC51"><enum>(1)</enum><header>Priority</header><text>In
				awarding grants under this section, the Secretary shall, give priority to an
				eligible entity that has the ability to provide data on principal preparation
				or a record of preparing or developing principals who—</text>
								<subparagraph id="H648C1DF07A7A40BEA98A0C7E0A4141D1"><enum>(A)</enum><text>have improved
				school-level student outcomes;</text>
								</subparagraph><subparagraph id="HB0D9C18016F44150A1D5F1C0F72F3ADB"><enum>(B)</enum><text>have become
				principals in eligible schools; and</text>
								</subparagraph><subparagraph id="H4157B2C23DE0410ABF8CC6C9749FCF87"><enum>(C)</enum><text>remain principals
				in eligible schools for multiple years.</text>
								</subparagraph></paragraph><paragraph id="H39B7274251F94CD6AC50E319E4E44AE1"><enum>(2)</enum><header>Grants for rural
				schools and low-performing schools</header><text>In awarding grants under this
				section, the Secretary shall, consistent with the quality of
				applications—</text>
								<subparagraph id="H6B18EBD61C9F44838BA6AF87A86AD901"><enum>(A)</enum><text>award not less
				than one grant to an eligible entity that intends to establish a program that
				focuses on training or supporting principals and other school leaders for rural
				schools; and</text>
								</subparagraph><subparagraph id="HD84FB1F4F9D94B1FBDA5E4F86BCE77F0"><enum>(B)</enum><text>award not less
				than one grant to an eligible entity that intends to establish a program to
				train and support principals and other school leaders to lead reform efforts in
				a State or more than one State, as determined under section 1116.</text>
								</subparagraph></paragraph><paragraph id="HE083FCC2DE39453BB445315670E714B1"><enum>(3)</enum><header>Reform
				efforts</header><text>An eligible entity that receives a grant under this
				section to carry out a program described in paragraph (2)(B)—</text>
								<subparagraph id="H20F98C75A6CF4D2A940E2544F43C86C1"><enum>(A)</enum><text>during the first
				year of the grant, shall use grant funds—</text>
									<clause id="HB8B6EB6BA2804C8B86F5132B1F18DA32"><enum>(i)</enum><text>to
				bring together experts and stakeholders who are committed to dramatic and
				effective reform of persistently low-achieving schools who can provide input
				about what the evidence base shows regarding effective school leadership in
				such schools;</text>
									</clause><clause id="H6F473AD31901400CA5FF31AD6C95AC26"><enum>(ii)</enum><text>to collect and
				develop, in consultation with experts and stakeholders, a core body of
				knowledge regarding effective school reform leadership in persistently
				low-achieving schools, which is evidence based;</text>
									</clause><clause id="HF45B9CC35EF1436288367243C8D18FC1"><enum>(iii)</enum><text>to develop,
				drawing on the core body of knowledge developed in clause (ii), a leadership
				training program for principals, mentors, and other school leaders, to prepare
				and support the principals, mentors, and leaders to lead effective school
				reform efforts in persistently low achieving schools; and</text>
									</clause></subparagraph><subparagraph id="H54D904BB941D489BB54FC1398386355F"><enum>(B)</enum><text>during each year
				of the grant after the first year, shall use grant funds—</text>
									<clause id="H0BE2960F1D5C4FFC9D236947788F9B2B"><enum>(i)</enum><text>to
				carry out the leadership training program described in subparagraph
				(A)(iii);</text>
									</clause><clause id="H2AC954A0FEA24B7AA22DC4A395E70EA3"><enum>(ii)</enum><text>to ensure that
				the leadership training program described in subparagraph (A)(iii) is informed,
				on an ongoing basis, by consultation with experts and stakeholders, and by the
				program’s tracking of the performance of its graduates in leading school reform
				efforts in persistently low-achieving schools;</text>
									</clause><clause id="HF15A393CDE2A4508B0A90B0BD65CD04F"><enum>(iii)</enum><text>to select
				cohorts of experienced principals to lead school reform efforts in persistently
				low-achieving schools;</text>
									</clause><clause id="HEA7F7652FBCD4523AA5169E29299BAA2"><enum>(iv)</enum><text>to provide
				support for, and encourage interaction among, cohorts of principals after
				completion of the leadership training program described in subparagraph
				(A)(iii); and</text>
									</clause><clause id="H6500845A3B1342A4822D57E094EA8646"><enum>(v)</enum><text>to
				disseminate information to principals, mentors, and other school leaders
				engaging in reform efforts in persistently low-achieving schools.</text>
									</clause></subparagraph></paragraph></subsection><subsection id="H39F5BA69F8BB4306B606DE7D4BC35E6E"><enum>(e)</enum><header>Activities</header><text>Each
				eligible entity that receives a grant under this section shall use grant funds
				to carry out the following:</text>
							<paragraph id="HBBFD47F5536A4041838202547D63505F"><enum>(1)</enum><text>To recruit and
				select, using rigorous, competency-based, selection criteria, and train and
				support a diverse group of aspiring or current principals, or both, for work in
				eligible schools.</text>
							</paragraph><paragraph id="HEC0865DD1E0E4726BB16DE720DF8096B"><enum>(2)</enum><text>Tracking
				participants to determine if such individuals are attaining, or have attained,
				the competencies needed to complete the training and enter into an effective
				leadership role, and provide counseling and, if appropriate, separation, to
				participants who the entity determines will not attain, or have not attained,
				those competencies.</text>
							</paragraph><paragraph id="HB44A3E2F23A3422C9AB966E21BC67693"><enum>(3)</enum><text>If the eligible
				entity provides a program for aspiring principals—</text>
								<subparagraph id="H8D192680B8364065B6F86CA897238B57"><enum>(A)</enum><text>candidates must
				demonstrate awareness of and have experience with the knowledge, skills and
				attitudes to—</text>
									<clause id="H24072BA5E66249229E4B2066FE6A25D6"><enum>(i)</enum><text>establish and
				maintain a professional learning community that effectively extracts
				information from data to improve the school culture and personalize instruction
				for all students to result in improved student achievement;</text>
									</clause><clause id="HB4B32E69422946EBAC53C8DDD18DEF95"><enum>(ii)</enum><text>create and
				maintain a learning culture within the school that provides a climate
				conductive to the development of all members of the school community, including
				one of continuous learning for adults tied to student learning and other school
				goals;</text>
									</clause><clause id="H933F5245B7DE44E384CF7662E7EAA257"><enum>(iii)</enum><text>engage in
				continuous professional development, utilizing a combination of academic study,
				developmental simulation exercises, self-reflection, mentorship and
				internship;</text>
									</clause><clause id="H7E2B27934D3C439EB8B499516AE035CC"><enum>(iv)</enum><text>understand youth
				development appropriate to the age level served by the school and from this
				knowledge set high expectations and standards for the academic, social,
				emotional and physical development of all students; and</text>
									</clause><clause id="HA1417B093B1A4950B4DEE68471A1F329"><enum>(v)</enum><text>actively engage
				the community to create shared responsibility for student academic performance
				and successful development; a preservice residency that is not less than 1 year
				in length, and that includes coaching from a mentor principal, and
				instructional leadership and organizational management experience; and</text>
									</clause></subparagraph><subparagraph id="H037928303403438D8126EE73D4CD0549"><enum>(B)</enum><text display-inline="yes-display-inline">the program shall provide aspiring
				principals with—</text>
									<clause id="HBB05E30E2E4D4657872896B4AF923176"><enum>(i)</enum><text>a
				preservice residency that is not less than 1 year in length, and that includes
				coaching from a mentor principal, and instructional leadership and
				organizational management experience;</text>
									</clause><clause id="H9C1722BCF64D400A97EB05F63AD89421"><enum>(ii)</enum><text>focused
				coursework on instructional leadership, organizational management, and the use
				of a variety of data for purposes of—</text>
										<subclause id="HA76A054DDD7A49888D4773837A466C54"><enum>(I)</enum><text>instruction;</text>
										</subclause><subclause id="H730067D31A7F43B99FB52D1982E4B519"><enum>(II)</enum><text>evaluation and
				development of teachers; and</text>
										</subclause><subclause id="HCC692D71A73B4751A68C9C431AD89077"><enum>(III)</enum><text>development of
				highly effective school organizations; and</text>
										</subclause></clause><clause id="HE0044CA086414DA39BE6B35D52AD1001"><enum>(iii)</enum><text>ongoing support,
				mentoring, and professional development for not less than 2 years after the
				aspiring principals complete the residency and commence work as assistant
				principals and principals.</text>
									</clause></subparagraph></paragraph><paragraph id="HFB9D25F0118C4618AC360446AF9AFCC7"><enum>(4)</enum><text>To train mentors
				for principals and assistant principals who are serving or who wish to serve in
				eligible schools or for aspiring principals who wish to serve in such eligible
				schools, or for both.</text>
							</paragraph><paragraph id="H67E989151509472C8F689CAAA0EFE542"><enum>(5)</enum><text>Providing
				differentiated training to participants in competencies that evidence shows are
				critical to improving school-level student outcomes in eligible schools, such
				as—</text>
								<subparagraph id="HF4C4BE756E73450F93960E2F7BCCE247"><enum>(A)</enum><text>recruiting,
				training, supervising, supporting, and evaluating teachers and other
				staff;</text>
								</subparagraph><subparagraph id="H558FFF02F671461CA14B683751E9C076"><enum>(B)</enum><text>establishing
				learning communities where principals and teachers—</text>
									<clause id="H2734606FEAFE4364BE54C2FF70D008FF"><enum>(i)</enum><text>share a school
				mission and goals with an explicit vision of quality teaching and learning that
				guides all instructional decisions;</text>
									</clause><clause id="H7EEEF9E732AC4E1BB1455F6756351BE6"><enum>(ii)</enum><text>commit to
				improving student outcomes and performances;</text>
									</clause><clause id="H7A8E8A085E284B7EA9974726CB0612A7"><enum>(iii)</enum><text>set a continuous
				cycle of collective inquiry and improvement;</text>
									</clause><clause id="H2FB432608ABE4E36BEE325070EB93504"><enum>(iv)</enum><text>foster a culture
				of collaboration where teachers and principals work together on a regular basis
				to analyze and improve teaching and learning; and</text>
									</clause><clause id="H02F734AF974547649F5A831B2B104899"><enum>(v)</enum><text>support and share
				leadership;</text>
									</clause></subparagraph><subparagraph id="HFC4916E4894B497CB5257655B46C46A5"><enum>(C)</enum><text>where applicable
				for participants serving elementary schools, offering high-quality early
				childhood education to the students such participants are serving and
				facilitating the transition of children from early learning settings to
				elementary school;</text>
								</subparagraph><subparagraph id="HD0954364B5214A8F8361D61D55E4C0B5"><enum>(D)</enum><text>setting high
				expectations for student achievement that will prepare them for college and
				career;</text>
								</subparagraph><subparagraph id="H95448B85198549A4909A0D2E5934C036"><enum>(E)</enum><text>addressing the
				unique needs of specific student populations served, such as students with
				disabilities, students who are English learners, and students who are homeless
				or in foster care;</text>
								</subparagraph><subparagraph id="H65C5BF529B6A41B2BF3C404BEA51BC76"><enum>(F)</enum><text>managing budget
				resources and school time to support high-quality instruction and improvements
				in student achievement, such as by extending the school day and year and
				providing common planning time to teachers and staff;</text>
								</subparagraph><subparagraph id="H56DAC0C3F6AC48FC837CAA56D4D4BBE8"><enum>(G)</enum><text>working
				effectively with students’ parents and other members of the community;</text>
								</subparagraph><subparagraph id="H875723C9ABB14EEFBC3985D19EF5A594"><enum>(H)</enum><text>using technology
				and multiple sources of data to personalize instruction;</text>
								</subparagraph><subparagraph id="HE52CE2442BA146F2A7F60B6971CA5FC8"><enum>(I)</enum><text>monitoring and
				improving the alignment and effectiveness of curriculum, instruction, and
				assessment, using a variety of data providing evidence of student and school
				outcomes; and</text>
								</subparagraph><subparagraph id="H064B411941094D5FBC9B5D0EA0805322"><enum>(J)</enum><text>developing and
				maintaining a positive school culture where students, teachers and other staff
				are motivated to collaborate and work together to achieve goals.</text>
								</subparagraph></paragraph><paragraph id="H31B2B5A9AD694D2BBDD6B56A6D027E4D"><enum>(6)</enum><text>Delivering
				high-quality, differentiated, school-level support services and training to
				current principals of eligible schools, if the eligible entity provides a
				program for current principals, or during the period described in paragraph
				(3)(B)(iii) to individuals who have completed the aspiring principal residency,
				if the eligible entity provides a program for aspiring principals, to help meet
				the specific needs of the eligible schools they serve, which may
				include—</text>
								<subparagraph id="HEF2AB7B311E743CAB53205D9F668B2F5"><enum>(A)</enum><text>training and
				support for the design of school-wide improvement plans based on the diagnosis
				of school conditions and needs informed by data and analysis of classroom and
				school practices; and</text>
								</subparagraph><subparagraph id="HBC32773D4F8441AAB69DF31A4FCFF174"><enum>(B)</enum><text>support in
				organizing and training the teams described in paragraph (5)(B).</text>
								</subparagraph></paragraph><paragraph id="H5D88B1B352BE4011BB5CFB7D2C20F90E"><enum>(7)</enum><text>Making available
				any training materials funded under the grant, such as syllabi, assignments, or
				selection rubrics, to the department for public dissemination.</text>
							</paragraph><paragraph id="HB0EA6B6C54E94ED293A461ADFABC1CB9"><enum>(8)</enum><text>Tracking the
				effectiveness of the program based on, at a minimum—</text>
								<subparagraph id="H7D4090122C9B4298AE4026A39429C7AD"><enum>(A)</enum><text>school-level
				student outcomes at the schools where program graduates have served as
				principals;</text>
								</subparagraph><subparagraph id="H344DB4DE541E41A997E2A1F905AFA69E"><enum>(B)</enum><text>the percentage of
				program graduates who become principals in eligible schools;</text>
								</subparagraph><subparagraph id="H9F698CE6A03C449E991A7753CD106086"><enum>(C)</enum><text>the percentage of
				program graduates who remain principals or assistant principals in eligible
				schools for multiple years; and</text>
								</subparagraph><subparagraph id="HEEB5A0535B1347ADA436E8043F9AB29B"><enum>(D)</enum><text>the percentage of
				program graduates who are highly rated under a teacher and principal evaluation
				system, if applicable.</text>
								</subparagraph></paragraph><paragraph id="H3B3011DA5CB549AB94251BD5D3F850B5"><enum>(9)</enum><text>Using the data on
				the effectiveness of the program for, among other purposes, the continuous
				improvement of the program.</text>
							</paragraph></subsection><subsection id="HEC7A89A3C6E249819A6F25A9A1A29B77"><enum>(f)</enum><header>Annual
				report</header><text>An eligible entity that receives a grant under this
				section shall submit an annual report, beginning in the third year of the
				grant, to the Secretary regarding—</text>
							<paragraph id="H539F98D29FAC4DA8A1652D6BE01ED927"><enum>(1)</enum><text>school-level
				student outcomes resulting from implementation of the grant activities;
				and</text>
							</paragraph><paragraph id="H9544A63871D6447B9B7A1D3D75ABE13F"><enum>(2)</enum><text>data on—</text>
								<subparagraph id="HDEF493F44F3D4C4097522296D2393F1E"><enum>(A)</enum><text>the percentage of
				program graduates who become principals or assistant principals in eligible
				schools;</text>
								</subparagraph><subparagraph id="H88D352C262764E59B48D65C4D2E37A70"><enum>(B)</enum><text>the percentage of
				graduates who remain principals or assistant principals in eligible schools for
				multiple years; and</text>
								</subparagraph><subparagraph id="H342C22580AB141AABA0E4FD524F5BD6D"><enum>(C)</enum><text>the percentage of
				program graduates who are highly rated under a teacher and principal evaluation
				system, if applicable.</text>
								</subparagraph></paragraph></subsection><subsection id="H0F7C1B4B529044D490853534EF408A6C"><enum>(g)</enum><header>Matching
				requirement</header>
							<paragraph id="H284D427C63094D61BB654D0AE7F76BDF"><enum>(1)</enum><header>Matching
				requirement</header>
								<subparagraph id="HAB17B703EAE74E08AF546AB0F3AD133E"><enum>(A)</enum><header>In
				general</header><text>An eligible entity that receives a grant under this
				section shall contribute annually to the activities assisted under such grant
				matching funds in an amount equal to not less than 20 percent of the amount of
				the grant from non-Federal sources.</text>
								</subparagraph><subparagraph id="H7232F7A40DC44C73AF012F1DBB30C8FB"><enum>(B)</enum><header>Matching
				funds</header><text>The matching funds requirement under subparagraph (A) may
				be met by—</text>
									<clause id="H738880EDAADB416CAEDC765BCB08DF91"><enum>(i)</enum><text>contributions that
				are in cash or in-kind, fairly evaluated; and</text>
									</clause><clause id="HDF0E68BAFD09416E9738EC92F9E6DBB5"><enum>(ii)</enum><text>payments of a
				salary or stipend to an aspiring principal during the aspiring principal’s
				residency year.</text>
									</clause></subparagraph></paragraph><paragraph id="H78FB241A31D14795A79FCA3FD33DF145"><enum>(2)</enum><header>Waiver</header><text>The
				Secretary may waive or reduce the matching requirement under paragraph (1) if
				the eligible entity demonstrates a need for such waiver or reduction due to
				financial hardship.</text>
							</paragraph></subsection><subsection id="H49B74E90E55343C49DFCD6D071239506"><enum>(h)</enum><header>Supplement, not
				supplant</header><text>Grant funds provided under this section shall be used to
				supplement, and not supplant, any other Federal, State, or local funds
				otherwise available to carry out the activities described in this
				section.</text>
						</subsection><subsection id="H585EC2D1491E4A65B77724CC944FE9E6"><enum>(i)</enum><header>Evaluation and
				dissemination of best practices</header><text>In accordance with section 9601,
				the Secretary shall—</text>
							<paragraph id="HE6C85691E8344BB1B3D3C9A86FCD48D8"><enum>(1)</enum><text>carry out an
				evaluation of programs funded under this section; and</text>
							</paragraph><paragraph id="H1CE749E18A534F158FC7194F9DD5E66F"><enum>(2)</enum><text>identify and
				disseminate research and best practices related to such programs.</text>
							</paragraph></subsection><subsection id="H97E0D58426D74AFDB674ACE853ED4224"><enum>(j)</enum><header>Report to
				Congress</header><text display-inline="yes-display-inline">Not later than 5
				years after the date of the enactment of the <short-title>School Principal Recruitment and Training Act of
				2013</short-title>, the Secretary shall submit a report to the Committee on
				Health, Education, Labor, and Pensions of the Senate, the Committee on
				Appropriations of the Senate, the Committee on Education and the Workforce of
				the House of Representatives, and the Committee on Appropriations of the House
				of Representatives on lessons learned through programs funded with grants
				awarded under this section.</text>
						</subsection><subsection id="H9F0789D1DC6A44128719BAAAF247C3FE"><enum>(k)</enum><header>Authorization of
				appropriations</header><text display-inline="yes-display-inline">There are
				authorized to be appropriated to carry out this section such sums as may be
				necessary for fiscal year 2014 and each of the succeeding 5
				years.</text>
