		<section id="HBAEB21FAC6AF45358E097FC11B749A36" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Kids First Research Act of
			 2013</short-title></quote>.</text>
		</section><section id="H43379AA51F26408C91153825108A37D3" section-type="subsequent-section"><enum>2.</enum><header>Termination of
			 taxpayer financing of presidential election campaigns</header>
			<subsection id="HE4D4F32C47C841B19413A9A0ACAF2DAA"><enum>(a)</enum><header>Termination of
			 designation of income tax payments</header><text>Section 6096 of the Internal
			 Revenue Code of 1986 is amended by adding at the end the following new
			 subsection:</text>

					<subsection id="H86D49E187D3E4C0F877EB897329AB125"><enum>(d)</enum><header>Termination</header><text>This
				section shall not apply to taxable years ending on or after the date of the
				enactment of this
				subsection.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H518D5EAC53BA43FFB8A410F342B03CFE"><enum>(b)</enum><header>Termination of
			 fund and account</header>
				<paragraph id="H3F11F09C8E3643449F1E5FD1DC56ACF0"><enum>(1)</enum><header>Termination of
			 presidential election campaign fund</header>
					<subparagraph id="H5924905A62BA4D098612528A5BF771D1"><enum>(A)</enum><header>In
			 general</header><text>Chapter 95 of such Code is amended by adding at the end
			 the following new section:</text>
						<quoted-block id="H8D0E5563533C40D481593466A8579E70">
							<section id="H7D8F24CFEC714050BF83BE69F6694454"><enum>9014.</enum><header>Termination</header><text display-inline="no-display-inline">The provisions of this chapter shall not
				apply with respect to any presidential election (or any presidential nominating
				convention) after the date of the enactment of this section, or to any
				candidate in such an
				election.</text>
							</section><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H9AE47F52B81F48A8ADCA17D876E09834"><enum>(B)</enum><header>Conversion of
			 fund to 10-Year pediatric research initiative fund</header><text>Section 9006
			 of such Code is amended by adding at the end the following new
			 subsection:</text>
						<quoted-block display-inline="no-display-inline" id="HFCEEF54B745E4C6AB0CFC02F1E7DFC0E" style="OLC">
							<subsection commented="no" id="H169C6469EFF64200A76BCCEB5E486BFD"><enum>(d)</enum><header>Conversion to
				10-Year pediatric research initiative fund</header>
								<paragraph commented="no" id="H39D01D5296BA40DC8E1AD5B818BA3F14"><enum>(1)</enum><header>Conversion</header><text>Effective
				on the date of the enactment of the <short-title>Kids
				First Research Act of 2013</short-title>—</text>
									<subparagraph commented="no" id="HC7AD3E2589784699930B69D8F0E8A110"><enum>(A)</enum><text>the special fund
				established under this section shall be known and designated as the
				<quote>10-Year Pediatric Research Initiative Fund</quote>; and</text>
									</subparagraph><subparagraph commented="no" id="H20C96173E567450181E7AD116A47E196"><enum>(B)</enum><text display-inline="yes-display-inline">all amounts in the fund as of such date
				shall be available only for the purpose provided in section 402A(a)(2) of the
				Public Health Service Act, and only to the extent and in such amounts as are
				provided in advance in appropriation Acts.</text>
									</subparagraph></paragraph><paragraph commented="no" id="H3D0E43D9ED304772A82A3E333B7CB2C6"><enum>(2)</enum><header>Termination</header><text display-inline="yes-display-inline">Any amounts in the fund that remain
				unobligated on October 1, 2024, shall be deposited into the general fund of the
				Treasury.</text>
								</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H7CD805893370488FBBC2BDD529384271"><enum>(2)</enum><header>Termination of
			 account</header><text>Chapter 96 of such Code is amended by adding at the end
			 the following new section:</text>

						<section id="H92CE97CF262D483796ACC7FD84208097"><enum>9043.</enum><header>Termination</header><text display-inline="no-display-inline">The provisions of this chapter shall not
				apply to any candidate with respect to any presidential election after the date
				of the enactment of this
				section.</text>

				</paragraph></subsection><subsection display-inline="no-display-inline" id="HCDA15D07B5EF4CA9A01791A8C882F775"><enum>(c)</enum><header>Clerical
			 amendments</header>
				<paragraph id="H521103549F634330997E31AFE45B4D72"><enum>(1)</enum><text>The table of
			 sections for chapter 95 of such Code is amended by adding at the end the
			 following new item:</text>

				</paragraph></subsection></section><section id="HB76E4049AF304B05B34B9821E9779FEE"><enum>3.</enum><header>10–Year Pediatric
			 Research Initiative</header>
			<subsection commented="no" id="H6861A4E6F8C940BAA3E053DF9EC96682"><enum>(a)</enum><header>Allocation of
			 NIH funds in Common Fund for pediatric research</header><text>Paragraph (7) of
			 section 402(b) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/282">42 U.S.C. 282(b)</external-xref>) is amended
			 to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H641CD81C27574F28B712DC049B84FED3" style="OLC">
					<paragraph commented="no" id="H8B7879B1A53F4A5F95C5A7FD3B811DC2"><enum>(7)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H9BE418BEF19F4717BD9BA9DDA498787C"><enum>(A)</enum><text>shall, through the
				Division of Program Coordination, Planning, and Strategic Initiatives—</text>
							<clause commented="no" id="H8B1423BE1188488B8A9D402460CC3214" indent="up1"><enum>(i)</enum><text>identify research that represents
				important areas of emerging scientific opportunities, rising public health
				challenges, or knowledge gaps that deserve special emphasis and would benefit
				from conducting or supporting additional research that involves collaboration
				between 2 or more national research institutes or national centers, or would
				otherwise benefit from strategic coordination and planning;</text>
							</clause><clause commented="no" id="H1134770AB0D54F288E83420F51CB2AF3" indent="up1"><enum>(ii)</enum><text>include information on such
				research in reports under section 403; and</text>
							</clause><clause commented="no" id="H7F307D6185BF4485AAEFBE1404F3ECCD" indent="up1"><enum>(iii)</enum><text>in the case of such research
				supported with funds referred to in subparagraph (B)—</text>
								<subclause commented="no" id="H6B5A7D4B2B5943C0ACBB237022DEC98F"><enum>(I)</enum><text>require as appropriate that proposals
				include milestones and goals for the research;</text>
								</subclause><subclause commented="no" id="H99DFBCE2920D4A08BA6195725ED3EBD3"><enum>(II)</enum><text>require that the proposals include
				timeframes for funding of the research; and</text>
								</subclause><subclause commented="no" id="HFEF2D2557F0F4FA6ACEE1022F825464A"><enum>(III)</enum><text>ensure appropriate consideration of
				proposals for which the principal investigator is an individual who has not
				previously served as the principal investigator of research conducted or
				supported by the National Institutes of Health;</text>
								</subclause></clause></subparagraph><subparagraph commented="no" id="HF1DCE40BF6AB4987A74684A9370235A2" indent="up1"><enum>(B)</enum><clause commented="no" display-inline="yes-display-inline" id="H45D8CB86F92E448D866D89549D72D8A7"><enum>(i)</enum><text>may, with respect to
				funds reserved under section 402A(c)(1) for the Common Fund, allocate such
				funds to the national research institutes and national centers for conducting
				and supporting research that is identified under subparagraph (A); and</text>
							</clause><clause commented="no" id="H1F4D46548F874016B71D58A5C6309D41" indent="up1"><enum>(ii)</enum><text>shall, with respect to funds
				appropriated to the Common Fund under section 402A(a)(2), allocate such funds
				to the national research institutes and national centers for making grants for
				pediatric research that is identified under subparagraph (A); and</text>
							</clause></subparagraph><subparagraph commented="no" id="H8522C1DB0BAC468C9C6742938CACC395" indent="up1"><enum>(C)</enum><text>may assign additional functions to the
				Division in support of responsibilities identified in subparagraph (A), as
				determined appropriate by the
				Director;</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="HC410587B295444A2B5FA26F313A02CB7"><enum>(b)</enum><header>Funding for
			 10-Year pediatric research initiative</header><text display-inline="yes-display-inline">Section 402A of the Public Health Service
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/282a">42 U.S.C. 282a</external-xref>) is amended—</text>
				<paragraph commented="no" id="HEDC09DAFE48B4D7E93FFD7256E156F8A"><enum>(1)</enum><text>in subsection
			 (a)—</text>
					<subparagraph commented="no" id="H0061C0ABFC84486DAE6361A4CB431672"><enum>(A)</enum><text>by redesignating
			 paragraphs (1) through (3) as subparagraphs (A) through (C), respectively, and
			 moving the indentation of each such subparagraph 2 ems to the right;</text>
					</subparagraph><subparagraph commented="no" id="HC2F0D094DCAF46BEBBF721146F33A200"><enum>(B)</enum><text>by striking
			 <quote>For purposes of carrying out this title</quote> and inserting the
			 following:</text>
						<quoted-block display-inline="no-display-inline" id="H52C086C3824C4BDCA58E5ACBB9731A8F" style="OLC">
							<paragraph commented="no" id="HB6AD77D2C8854B359AD87EC0669E15D4"><enum>(1)</enum><header>This
				title</header><text display-inline="yes-display-inline">For purposes of
				carrying out this title</text>
							</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph><subparagraph commented="no" id="H946B89BFCAF64EA5B9006ED2F1167807"><enum>(C)</enum><text>by adding at the
			 end the following:</text>
						<quoted-block display-inline="no-display-inline" id="H8BC22AF3DBED452089FD9298E4DADDB9" style="OLC">
							<paragraph commented="no" id="H4BD87F2F9E614E778D4DB702783D6E01"><enum>(2)</enum><header>Funding for
				10-year pediatric research initiative through common fund</header><text display-inline="yes-display-inline">For carrying out section 402(b)(7)(B)(ii),
				there is authorized to be appropriated, out of funds in the 10–Year Pediatric
				Research Initiative Fund established by section 9006 of the Internal Revenue
				Code of 1986, and in addition to amounts otherwise made available under
				paragraph (1) of this subsection and reserved under subsection (c)(1)(B)(i) of
				this section, $13,000,000 for each of fiscal years 2014 through
				2023.</text>
							</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph commented="no" id="H7279EA7ED58643D9980B5898F865457C"><enum>(2)</enum><text>in subsections
			 (c)(1)(B), (c)(1)(D), and (d), by striking <quote>subsection (a)</quote> each
			 place it appears and inserting <quote>subsection (a)(1)</quote>.</text>
				</paragraph></subsection><subsection commented="no" id="H232E14DE003C41F5BD183BAD4EACA359"><enum>(c)</enum><header>Supplement, not
			 supplant; prohibition against transfer</header><text>Funds appropriated under
			 section 402A(a)(2) of the Public Health Service Act, as added by subsection
			 (b)—</text>
				<paragraph commented="no" id="H5DD64011C0F847BAA80949C2A8521E7A"><enum>(1)</enum><text>shall be used to
			 supplement, not supplant, the funds otherwise allocated by the National
			 Institutes of Health for pediatric research; and</text>
				</paragraph><paragraph commented="no" id="H508FF7BA77C642FFBC820DB05D4512C7"><enum>(2)</enum><text>notwithstanding
			 any transfer authority in any appropriation Act, shall not be used for any
			 purpose other than making grants as described in section 402(b)(7)(B)(ii) of
			 the Public Health Service Act, as added by subsection (a).</text>
				</paragraph></subsection></section><section id="H3A7866E67C0544EB92F2E562E88F2BC1"><enum>4.</enum><header>Prohibition
			 against NIH research on health economics</header><text display-inline="no-display-inline">Section 402A of the Public Health Service
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/282a">42 U.S.C. 282a</external-xref>) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="H1BFA33DAAE424C86B305AC4222F4D8E8" style="OLC">
				<subsection id="HBBC260FB9B3C43AD9A971289F85FDF0A"><enum>(f)</enum><header>Health economics
				research</header>
					<paragraph id="HAAC98776764643F7B157A44148A13B08"><enum>(1)</enum><header>Ongoing
				research</header><text display-inline="yes-display-inline">Before continuing
				any health economics research grant, project, or activity that is ongoing as of
				the date of the enactment of this subsection, the Director of NIH shall submit
				to the Congress a report that outlines the justification for such ongoing
				grant, project, or activity, including the reason for giving priority to such
				ongoing grant, project, or activity over research on pediatric diseases and
				disorders, such as autism, cancer, and other pediatric genetic disorders
				without cures.</text>
					</paragraph><paragraph id="H138AA39F0969475A9BBF1EC200F2A2D6"><enum>(2)</enum><header>New
				research</header><text>The Director of NIH may not initiate any health
				economics research grant, project, or activity until—</text>
						<subparagraph id="H876402A2C9CD4CF89DC7536B368C7AB9"><enum>(A)</enum><text>the Director has
				submitted the report described in paragraph (1); and</text>
						</subparagraph><subparagraph commented="no" id="HEEFFF0FE18ED425A8ED3CBEFA12F5BF4"><enum>(B)</enum><text>a Federal law has
				been enacted authorizing the National Institutes of Health to use funding
				specifically for health economics
				research.</text>
						</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
