		<official-title>To amend title XIX of the Social Security Act to permit
		  States to reduce the amount of home equity that is exempted for purposes of
		  determining eligibility for long-term care assistance under Medicaid and to
		  eliminate the State Medicaid maintenance of effort requirement established
		  under <external-xref legal-doc="public-law" parsable-cite="pl/111/148">Public Law 111–148</external-xref> with respect to eligibility standards to obtain
		  Medicaid assistance for long-term care services.</official-title>

		<section id="H0DA2E85C17894C718F1B5734FDBA3051" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Medicaid Program Integrity Act of
			 2013</short-title></quote> .</text>
		</section><section id="HC61F97C1290046E09F0025571D7107D6"><enum>2.</enum><header>State option to
			 reduce Medicaid home equity exemption amount</header>
			<subsection id="HB0113F9E833F4B67A84580F9386D0DED"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 1917(f)(1) of
			 the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396p">42 U.S.C. 1396p(f)(1)</external-xref>) is amended—</text>
				<paragraph id="H215DB44888634F6C8FED206115606003"><enum>(1)</enum><text>in subparagraph
			 (B), by striking <quote><quote>$500,000</quote>, an amount that exceeds such
			 amount, but does not exceed $750,000</quote> and by inserting the following:</text>
					<quoted-block display-inline="yes-display-inline" id="H6E4DD9017E60466B8C7DB1C39104D68B" style="OLC">
						<text>$500,000—</text><clause id="H42FF4C577AF74584A78D2D4BA2AF11AA"><enum>(i)</enum><text display-inline="yes-display-inline">an amount that exceeds such amount, but
				does not exceed $750,000; or</text>
						</clause><clause id="HE6C371CE147846688C5441DD5CCB3115"><enum>(ii)</enum><text>an amount that is
				less than such amount, but is not less than
				$50,000.</text>
						</clause><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HE4B478311F5542FDBA14ECBA30CFB739"><enum>(2)</enum><text>in subparagraph
			 (C)—</text>
					<subparagraph id="HC0CD9BC3898E40038888AB3A8E922802"><enum>(A)</enum><text>by inserting
			 <quote>(or beginning in 2014 in the case of subparagraph (B)(ii))</quote> after
			 <quote>beginning with 2011</quote>; and</text>
					</subparagraph><subparagraph id="H9261DF9ED4BD45F2839D2FD5597D25D5"><enum>(B)</enum><text>by inserting
			 <quote>(or nearest $100 in the case of subparagraph (B)(ii))</quote> after
			 <quote>nearest $1,000</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="H3B50EA0E506B44538605FC8F3762FA95"><enum>(b)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendment made by
			 subsection (a) shall apply to individuals who are determined eligible for
			 medical assistance with respect to nursing facility services or other long-term
			 care services based on an application filed on or after the date of the
			 enactment of this Act.</text>
			</subsection></section><section id="H5281F7B45A2346A5AC95D135581FEE34"><enum>3.</enum><header>Elimination of
			 ACA maintenance of effort requirements with respect to Medicaid eligibility for
			 long-term care services</header>
			<subsection id="H3522A3CEA19645F78645D6B2500FCA56"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 1902(gg) of
			 the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396a">42 U.S.C. 1396a(gg)</external-xref>) is amended by adding at the end
			 the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H2C4F048264C54EB5A7D1E41BAE4134B1" style="OLC">
					<paragraph id="H5ACAF584CDE94CE78FE662AE5D388815"><enum>(5)</enum><header>Nonapplication
				in case of eligibility for medical assistance for long-term care
				services</header><text display-inline="yes-display-inline">The requirement
				under paragraph (1) shall not apply to changes in standards (such as counting
				the value of life estates as a resource, counting the value of savings bonds in
				the year of their purchase, and not excluding the unpaid balance of an annuity
				as a resource) established for eligibility for medical assistance for long-term
				care services described in section 1917(c)(1)(C) so long as such changes would
				have been permitted under the law as in effect before the date of the enactment
				of Public Law
				111–148.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H1254123FE87D481DBB29F928BFBA18D8"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by subsection (a) shall apply to
			 standards for eligibility determinations made on or after the date of the
			 enactment of this Act.</text>
