		  provide for limitations on expenditures in elections for the House of

		<section id="HAF5982084F0647A6BE946B1A5B078833" section-type="section-one"><enum>1.</enum><header>Short Title;
			 Findings</header>
			<subsection id="H5CEC393BB1374070AC8A71F747D50AC7"><enum>(a)</enum><header>Short
			 Title</header><text display-inline="yes-display-inline">This Act may be cited
			 as the <quote>Restoring Confidence Through Smarter Campaigns
			 Act</quote>.</text>
			</subsection><subsection id="H827B95F295BA43B386C5F02A56098BA2"><enum>(b)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text>
				<paragraph id="HF6413386F6774758A19AF5A5318A1793"><enum>(1)</enum><text display-inline="yes-display-inline">The Supreme Court decision in Buckley v.
			 Valeo failed to recognize that unlimited spending on elections has a corrosive
			 effect on the electoral process and on public confidence in the integrity of
			 the electoral process.</text>
				</paragraph><paragraph id="HB3C7DE58A2C843EA90401A2AD73FF37F"><enum>(2)</enum><text>Restoring
			 Congress’s regulatory power over campaign expenditures will level the playing
			 field by creating a realistic opportunity for more Americans to seek Federal
			 office and by encouraging elections that are more competitive.</text>
				</paragraph><paragraph id="HAFA6C9137EEF45358A59B6A3F5D7F01A"><enum>(3)</enum><text>Limiting the need
			 for incessant fundraising by Members of Congress may restore the public’s
			 confidence in both the electoral process and in the accountability of Members
			 to the constituents who elect them.</text>
				</paragraph></subsection></section><section id="H199143369EF3491DB5F0AEF136EB30F6"><enum>2.</enum><header>Expenditure
			 Limitations in House Elections</header>
			<subsection id="HC22464FE698F4A688D9CB35003E0C808"><enum>(a)</enum><header>Establishment of
			 Limitations</header><text display-inline="yes-display-inline">Section 315 of
			 the Federal Election Campaign Act of 1971 (<external-xref legal-doc="usc" parsable-cite="usc/2/441a">2 U.S.C. 441a</external-xref>) is amended by adding
			 at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H7FE5BF497A5F4376B33D6892E58C1908" style="OLC">
					<subsection id="HA2AB01F8907F4B51B449896909974652"><enum>(k)</enum><header>Expenditure
				Limitations in House Elections</header>
						<paragraph id="H3D22555F49454A8BA2C77F489744C651"><enum>(1)</enum><header>Limitations</header>
							<subparagraph id="HF22DDBC293A9461F98A40B49AC90C0C9"><enum>(A)</enum><header>In
				general</header><text>A candidate for election for the office of Representative
				in, or Delegate or Resident Commissioner to, the Congress and the authorized
				committees of the candidate may not make expenditures which in the aggregate
				exceed $500,000 during the election cycle, of which—</text>
								<clause id="H149014DE1DF042C3A9721B68B7CE8186"><enum>(i)</enum><text>not more than
				$250,000 may be attributable to expenditures made with respect to a primary
				election; and</text>
								</clause><clause id="HEA7C469373EC4B698A3101D82BD56F54"><enum>(ii)</enum><text>not more than
				$250,000 may be attributable to expenditures made with respect to a general
				election.</text>
								</clause></subparagraph><subparagraph id="H29CEB73E8EC3424992A92D59DF653E20"><enum>(B)</enum><header>Increase in
				limitations for runoff elections</header><text>In the case of a candidate in a
				runoff election, the candidate and the authorized committees of the candidate
				may make an additional amount of expenditures which in the aggregate do not
				exceed $250,000, of which—</text>
								<clause id="HE2BC2908BBD84AFE8F9B7A566E5F4AA6"><enum>(i)</enum><text>not more than
				$125,000 may be attributable to expenditures made with respect to a primary
				runoff election; and</text>
								</clause><clause id="HD2BA05705EA146E3BDE201AD86641998"><enum>(ii)</enum><text display-inline="yes-display-inline">not more than $125,000 may be attributable
				to expenditures made with respect to a general runoff election.</text>
								</clause></subparagraph></paragraph><paragraph id="HA2E75B0F8CC34D329425583137ADECAC"><enum>(2)</enum><header>Exclusion of
				expenditures for legal services</header><text>In determining the amount of
				expenditures made for purposes of this subsection, there shall be excluded any
				expenditures made for legal services in connection with the campaign.</text>
						</paragraph><paragraph id="H2F3259E46249462E8337C0D4B54134B9"><enum>(3)</enum><header>Penalties</header><text display-inline="yes-display-inline">Any candidate who makes expenditures in an
				election in excess of the limit applicable to the election under paragraph (1)
				shall pay to the Commission a civil money penalty in an amount determined as
				follows:</text>
							<subparagraph id="H9337CE24198E4D05940D5666E553959F"><enum>(A)</enum><text>If the amount of
				expenditures in excess of the limit is equal to or less than 2.5 percent of the
				amount of the limit, the penalty shall be equal to the amount of the excess
				expenditures.</text>
							</subparagraph><subparagraph id="HC02F8E79F29B41868EA860036733907D"><enum>(B)</enum><text>If the amount of
				expenditures in excess of the limit is greater than 2.5 percent but equal to or
				less than 5 percent of the amount of the limit, the penalty shall be equal to
				300 percent of the amount of the excess expenditures.</text>
							</subparagraph><subparagraph id="H24E824E42C6949EF99C4042514A3AFEC"><enum>(C)</enum><text display-inline="yes-display-inline">If the amount of expenditures in excess of
				the limit is greater than 5 percent of the amount of the limit, the penalty
				shall be equal to the sum of 300 percent of the amount of the excess
				expenditures plus an additional penalty determined by the
				Commission.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HD45DB728C17C409EB041206B0B17D5E6"><enum>(b)</enum><header>Indexing of
			 Amounts</header>
				<paragraph id="H1DB6964938964E19970D4EF6E1A4FC98"><enum>(1)</enum><header>Application of
			 indexing</header><text>Section 315(c)(1) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/2/441a">2 U.S.C. 441a(c)(1)</external-xref>) is
			 amended—</text>
					<subparagraph id="HC2E6E2B783E149D9A642A0E6EA95EF8C"><enum>(A)</enum><text>in subparagraph
			 (B)(i), by striking <quote>or (h)</quote> and inserting <quote>(h), or
			 (k)</quote>; and</text>
					</subparagraph><subparagraph id="H1E745DD6FEAD490F888E22D2E86796C8"><enum>(B)</enum><text>in subparagraph
			 (C), by striking <quote>and (h)</quote> and inserting <quote>(h), and
			 (k)</quote>.</text>
					</subparagraph></paragraph><paragraph id="HA4B2E1617C574B53AAF7801B3AB46A62"><enum>(2)</enum><header>Determination of
			 base year</header><text>Section 315(c)(2)(B) of such Act (2 U.S.C.
			 441a(c)(2)(B)) is amended—</text>
					<subparagraph id="HF68A8424C9234AC296BA344484D17C78"><enum>(A)</enum><text>by striking
			 <quote>and</quote> at the end of clause (i);</text>
					</subparagraph><subparagraph id="H17DA6F750B514A84A90CA5A7500DB009"><enum>(B)</enum><text>by striking the
			 period at the end of clause (ii) and inserting <quote>; and</quote>; and</text>
					</subparagraph><subparagraph id="HEDFC16E6E84247C28D0AB2B69FA36CDE"><enum>(C)</enum><text>by adding at the
			 end the following new clause:</text>
						<quoted-block display-inline="no-display-inline" id="H1362B52610DC4AE59548440193270A8C" style="OLC">
							<clause id="H90F200E40D284C66AF035A928D0F4FD7"><enum>(iii)</enum><text display-inline="yes-display-inline">for purposes of subsection (k), calendar
				year
				2015.</text>
							</clause><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="HCBBF9DE1035049F8B437D1A0A2EB3AF9"><enum>(c)</enum><header>Effective
			 Date</header><text>The amendments made by this section shall apply with respect
			 to elections held on or after January 1, 2015.</text>
