		<section id="H71B842102BFE40B7A52126541F087385" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Government Customer Service
			 Improvement Act of 2013</short-title></quote>.</text>
		</section><section id="H878F62724ACC4BA9B7447C432FA4B480"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H1A45D96B1D334111A1F656D88C9CC523"><enum>(1)</enum><header>Agency</header><text>The
			 term <term>agency</term>—</text>
				<subparagraph id="H34E7C1EB33444C0781FBD214A55516DD"><enum>(A)</enum><text>means an Executive
			 agency (as defined under
			 section
			 105 of title 5, United States Code) that provides significant
			 services directly to the public or other entity; and</text>
				</subparagraph><subparagraph id="H1615B0265BF4481D9CD800537ACA903C"><enum>(B)</enum><text>does not include
			 an Executive agency if the President determines that this Act should not apply
			 to the Executive agency for national security reasons.</text>
				</subparagraph></paragraph><paragraph id="HC456000F258B49ED9ADF23C55D0E3EB0"><enum>(2)</enum><header>Customer</header><text>The
			 term <term>customer</term>, with respect to an agency, means any individual or
			 entity that is directly served by an agency.</text>
			</paragraph></section><section id="H375531262C064F35952B0E95A67973CB"><enum>3.</enum><header>Development of
			 customer service standards</header>
			<subsection id="H9DCD34A875734C8C9856AA21C8C2C8CE"><enum>(a)</enum><header>Government-Wide
			 standards</header>
				<paragraph id="H9136C81E0CB84F97AC20F8B044006A23"><enum>(1)</enum><header>In
			 general</header><text>The Director of the Office of Management and Budget shall
			 develop Government-wide standards for customer service delivery, which shall be
			 included in the Federal Government Performance Plan required under
			 section
			 1115 of title 31, United States Code.</text>
				</paragraph><paragraph id="HB5D1A5126C54454988CBD827261367AD"><enum>(2)</enum><header>Requirements</header><text>The
			 standards developed under paragraph (1) shall include—</text>
					<subparagraph id="H3E2996C2AFA548B18BEFCF2712739CCB"><enum>(A)</enum><text>Government-wide
			 goals for continuous service improvements and efforts to modernize service
			 delivery; and</text>
					</subparagraph><subparagraph id="H65C633C7BCAC438C8AA1B21723BAB494"><enum>(B)</enum><text>where appropriate,
			 Government-wide target response times for telephone calls, electronic mail,
			 mail, benefit processing, and payments.</text>
					</subparagraph></paragraph></subsection><subsection id="HA270E8C06BC64EF6A37239A11976B2CD"><enum>(b)</enum><header>Agency
			 standards</header>
				<paragraph id="H53C7C440327E4E618020817B0488BEE9"><enum>(1)</enum><header>In
			 general</header><text>The Performance Improvement Officer for each agency shall
			 establish customer service standards in accordance with the Government-wide
			 standards developed under subsection (a), which shall be included in the Agency
			 Performance Plans required under
			 section
			 1115 of title 31, United States Code.</text>
				</paragraph><paragraph id="HFC0740AB9C694149AA71901480A9A32D"><enum>(2)</enum><header>Requirements</header><text>Agency
			 standards established under paragraph (1) shall include, if appropriate—</text>
					<subparagraph id="HBD62BEA23A2349BFB68D7D7F2C534F0E"><enum>(A)</enum><text>target call wait
			 times during peak and non-peak hours;</text>
					</subparagraph><subparagraph id="H1EE75D09D0274E959E872F2052A4BCC7"><enum>(B)</enum><text>target response
			 times for correspondence, both by mail and electronic mail;</text>
					</subparagraph><subparagraph id="H027CE0EC62A9472A9E694B35583BC61D"><enum>(C)</enum><text>procedures for
			 ensuring all applicable metrics are incorporated into service agreements with
			 nongovernmental individuals and entities;</text>
					</subparagraph><subparagraph id="HF76D2CE76C9D45E58B2AA6F8E6DFA338"><enum>(D)</enum><text>target response
			 times for processing benefits and making payments; and</text>
					</subparagraph><subparagraph commented="no" id="HA1357308A1134AD29AEEB0CBB051E70A"><enum>(E)</enum><text>recommendations
			 for effective publication of customer service contact information, including a
			 mailing address, telephone number, and email address.</text>
					</subparagraph></paragraph></subsection><subsection id="H4BED2328AA9241C5A7F851A6CB303036"><enum>(c)</enum><header>Customer service
			 input</header>
				<paragraph id="HE93E24B8CCC945E6A4A116626F31DE44"><enum>(1)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Director of the Office of Management
			 and Budget shall establish a Customer Service Feedback Pilot Program. The pilot
			 program shall include participation by the Internal Revenue Service and a
			 minimum of two additional agencies selected by the Director and shall continue
			 for a period of at least three years. The Director shall require participating
			 agencies to implement a customer service feedback system to collect information
			 from customers of the agency regarding the quality of customer service provided
			 by the agency, including—</text>
					<subparagraph id="H4D9D61E742D04268AD0CF4F765FB30ED"><enum>(A)</enum><text display-inline="yes-display-inline">information on the extent to which agency
			 performance complies with the Government-wide standards developed under
			 subsection (a); and</text>
					</subparagraph><subparagraph id="HD42B3615F20A4EED814D54D61F33BAF7"><enum>(B)</enum><text display-inline="yes-display-inline">feedback on the quality of customer service
			 provided by the agency employee or employees with whom the customer
			 interacted.</text>
					</subparagraph></paragraph><paragraph id="H06AA4257FF614CCE949604DC4C9E92D9"><enum>(2)</enum><header>Limitation</header><text display-inline="yes-display-inline">An agency may not publish or make
			 publically available information collected under the feedback system that is
			 specific to a named employee.</text>
				</paragraph><paragraph id="HC356181D60204014AEC292DD19EE0D7C"><enum>(3)</enum><header>Additional
			 information in performance report</header><text>In developing the performance
			 report made available by the agency under
			 section
			 1116 of title 31, United States Code, each agency—</text>
					<subparagraph id="H7443D6A1F4854AFB8DF2D78A84C450B1"><enum>(A)</enum><text>shall include the
			 information collected under this subsection; and</text>
					</subparagraph><subparagraph id="H13A7F96CD60B41A98063B361A3A88BC8"><enum>(B)</enum><text>may include
			 aggregate data collected under paragraph (1)(B) without including names of
			 specific agency employees.</text>
					</subparagraph></paragraph><paragraph id="HF5794A7D849A499BA63FAE5006C66134"><enum>(4)</enum><header>Report to
			 Congress on Customer Service Feedback Pilot Program</header><text>Not later
			 than two years after the implementation of the Customer Service Feedback Pilot
			 Program established under this subsection, the Comptroller General shall submit
			 to Congress a report assessing the pilot program and a recommendation on
			 whether such program should be expanded Government-wide.</text>
				</paragraph></subsection><subsection id="HA1E75791C4F94F25B75FAF529756ADF7"><enum>(d)</enum><header>Annual
			 performance update</header><text display-inline="yes-display-inline">The
			 Director of the Office of Management and Budget shall include achievements by
			 agencies in meeting the customer service performance standards developed under
			 subsection (a) in each update on agency performance required under
			 section
			 1116 of title 31, United States Code.</text>
			</subsection></section><section id="HA9AB5AD0327A4418A916382940F501D7"><enum>4.</enum><header>Performance
			 appraisal</header><text display-inline="no-display-inline">Compliance with
			 customer service standards developed under this Act shall be included in
			 employee appraisal systems establish by agencies, including the performance
			 appraisal systems referred to in
			 chapter
			 43 of title 5, United States Code.</text>
		</section><section id="H5A7B2E2F021D42E786019F9B8A88689C"><enum>5.</enum><header>Service
			 improvement unit pilot program</header>
			<subsection id="HF0DA8D942723453395F8458D72DD3F2F"><enum>(a)</enum><header>Established</header><text>The
			 Director of the Office of Management and Budget shall establish a pilot
			 program, to be known as the Service Improvement Unit Pilot Program (in this
			 section referred to as the <quote>pilot program</quote>), to provide assistance
			 to agencies that do not meet the Government-wide standards developed under
			 section 3.</text>
			</subsection><subsection id="H5C6F09685F4149179382B4CA2603119E"><enum>(b)</enum><header>Personnel</header><text>The
			 heads of agencies with expertise in change management, process improvement, and
			 information technology innovation shall detail employees to the Office of
			 Management and Budget to work on the pilot program, based on the expertise and
			 skills required to address service improvement goals.</text>
			</subsection><subsection id="H3ECF7E853323492EABACC02EDAD6735F"><enum>(c)</enum><header>Responsibilities</header><text>Under
			 the pilot program, the Office of Management and Budget shall work with agencies
			 that are not meeting the customer service standards developed under section 3
			 to improve and modernize service delivery to develop solutions,
			 including—</text>
				<paragraph id="HA7D38239071A4068886A181EDD2D6A4C"><enum>(1)</enum><text>evaluating the
			 efforts of the agency to improve service delivery;</text>
				</paragraph><paragraph id="HE92FD0827A7A4BD59D8FB995C6246458"><enum>(2)</enum><text>developing a plan
			 to improve within existing resources and by drawing on expertise and assistance
			 from other agencies (including the Office of Management and Budget) where
			 necessary;</text>
				</paragraph><paragraph id="HB1D107BDA1BE40759B638523576F7A36"><enum>(3)</enum><text>monitoring
			 implementation by the agency of the plan developed under paragraph (2) until
			 the customer service standards are met; and</text>
				</paragraph><paragraph id="HB89A25EB24E34805A2C9AE5B7E912AF2"><enum>(4)</enum><text>submitting to the
			 Director of the Office of Management and Budget monthly reports on the progress
			 being made to improve service at the agency until the customer service
			 standards are met.</text>
				</paragraph></subsection><subsection id="HAB784F9507F34FBC873ECEF456F002EE"><enum>(d)</enum><header>Report</header><text>Not
			 later than 2 years after the date of enactment of this Act, the Director of the
			 Office of Management and Budget shall submit to Congress a report on the
			 accomplishments and outcomes of the pilot program and any recommendations
			 relating to achieving the customer service standards developed under section
			 3.</text>
			</subsection><subsection id="H2ABEA282F5C04CEC94249A5F6AACDFBD"><enum>(e)</enum><header>Support</header><text>The
			 Administrator of General Services shall provide administrative and other
			 support in order to implement the pilot program under this section. The heads
			 of agencies shall, as appropriate and to the extent permitted by law, provide
			 at the request of the Director of the Office of Management and Budget up to 2
			 personnel authorizations who have expertise in change management, process
			 improvement, and information technology innovation to support the pilot
			 program.</text>
			</subsection><subsection id="H3E7A4415E10B468C8A7B0AC56725EE1A"><enum>(f)</enum><header>Termination</header><text>The
			 authority to carry out the pilot program shall terminate 2 years after the date
			 of enactment of this Act.</text>
			</subsection></section><section id="H658F4B8B5D8243AAAB526F9EF833C321"><enum>6.</enum><header>Retirement
			 reporting</header>
			<subsection id="H06D4FB40AC7140DC9074328566959025"><enum>(a)</enum><header>Definition</header><text>In
			 this section, the term <term>agency</term> has the meaning given that term in
			 section
			 551 of title 5, United States Code.</text>
			</subsection><subsection id="HA1377D07DC874109BB7BD21A2FA49C27"><enum>(b)</enum><header>Reports</header>
				<paragraph id="H201B32BF588C4047B384836866A1A803"><enum>(1)</enum><header>In
			 general</header><text>Except as provided in paragraph (2) and not later than 90
			 days after the date of enactment of this Act, and every month thereafter, the
			 Director of the Office of Personnel Management shall submit to Congress and the
			 Comptroller General of the United States, and issue publicly (including on the
			 website of the Office of Personnel Management), a report that—</text>
					<subparagraph id="HDA98035940DB4D9C95BEE2F2E66FFB6B"><enum>(A)</enum><text>for each agency,
			 evaluates the timeliness, completeness, and accuracy of information submitted
			 by the agency relating to employees of the agency who are retiring; and</text>
					</subparagraph><subparagraph id="H24AE0DCADF8545C8A1CD232EBE05C311"><enum>(B)</enum><text>indicates—</text>
						<clause id="H69DDBB735CEE44CDABC7E960E188DBE3"><enum>(i)</enum><text>the
			 total number of applications for retirement benefits, lump sum death benefits,
			 court ordered benefits, phased retirement, and disability retirement that are
			 pending action by the Office of Personnel Management; and</text>
						</clause><clause id="H38683A156AD6450CA6541265A31E8A9E"><enum>(ii)</enum><text>the
			 number of months each such application has been pending.</text>
						</clause></subparagraph></paragraph><paragraph id="H3A26454860324BCABA284FDBA79E07D8"><enum>(2)</enum><header>Suspension of
			 reporting requirement</header><text>Paragraph (1) shall not apply to the
			 Director of the Office of Personnel Management for any month immediately
			 following an 18-month period in which the average processing time of
			 applications described in paragraph (1)(B) reaches 90 days or less.</text>
				</paragraph></subsection><subsection id="HAD381A80F28842AFAD653360EB208C14"><enum>(c)</enum><header>Modernization
			 timeline</header><text>The Director of the Office of Personnel Management shall
			 establish—</text>
				<paragraph id="H9136AA91A8FB4256835CDF2AF45D2AAC"><enum>(1)</enum><text>a
			 timetable for the completion of each component of the customer-focused
			 retirement processing system of the Office of Personnel Management, including
			 all data elements required for accurate completion of adjudication; and</text>
				</paragraph><paragraph id="H1396CCAD04CB42158B9A6063CE0C7458"><enum>(2)</enum><text>the date by which
			 all Federal payroll processing entities will electronically transmit all
			 personnel data to the Office of Personnel Management.</text>
				</paragraph></subsection><subsection id="H3409E6C7F8BF45BD850C3EBCBA811E76"><enum>(d)</enum><header>Budget
			 request</header><text>The Office of Personnel Management shall include a
			 detailed statement regarding the progress of the Office of Personnel Management
			 in completing the customer-focused retirement processing system of the Office
			 of Personnel Management in each budget request of the Office of Personnel
			 Management submitted as part of the preparation of the budget of the President
			 submitted to Congress under
			 section
			 1105(a) of title 31, United States Code.</text>
			</subsection></section><section id="H74AC5EEA53E94ECDA88244377231EC68"><enum>7.</enum><header>No
			 increase in expenditures</header><text display-inline="no-display-inline">No
			 additional funds are authorized to carry out this Act. This Act shall be
			 carried out using amounts otherwise authorized or appropriated.</text>
