		<official-title>To amend the Internal Revenue Code of 1986 to allow
		  penalty-free withdrawals from the Federal Thrift Savings Fund to employees who
		  are furloughed as a result of the Federal budget sequester.</official-title>

		<section id="H3E465212844C4461A1AFE37FC14892FE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Employee Hardship Financial Relief Act
			 of 2013</short-title></quote>.</text>
		</section><section id="H896BF30718084885BB0C980281071F0B"><enum>2.</enum><header>Penalty-free
			 withdrawals from Thrift Savings fund to Federal employees furloughed as a
			 result of sequester</header>
			<subsection id="H36DCC5EA8C7B40CDA3298C16F342246A"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Paragraph (2) of
			 <external-xref legal-doc="usc" parsable-cite="usc/26/72">section 72(t)</external-xref> of the Internal Revenue Code of 1986 (relating to subsection not
			 to apply to certain distributions) is amended by adding at the end the
			 following new subparagraph:</text>
				<quoted-block display-inline="no-display-inline" id="HD80BB8212381475082A2E32272B32A67" style="OLC">
					<subparagraph id="HAF7691D082FA495A902BF40724B75CB4"><enum>(H)</enum><header>Distributions
				from thrift savings fund to furloughed Federal employees</header><text display-inline="yes-display-inline">Distributions to an individual from the
				Thrift Savings Fund during the period—</text>
						<clause id="H651AC79E74F5448BBE7E0AAC70AC5861"><enum>(i)</enum><text>beginning on the
				date that the individual is furloughed (as defined in section 7811(a)(5) of
				title 5, United States Code) because of lack of funds, and</text>
						</clause><clause id="H027ABE6FD50A4342B62BD8037AF94704"><enum>(ii)</enum><text>ending on the
				date which is 30 days after such furlough ceases for such individual,</text>
						</clause><continuation-text continuation-text-level="subparagraph">but
				only to the extent that the aggregate such distributions with respect to any
				furlough does not exceed the aggregate reduction in such individual’s
				compensation on account of such
				furlough.</continuation-text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H591526443A354638833E34609C40B16D"><enum>(b)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendment made by
			 this section shall apply to distributions after the date of the enactment of
			 this Act.</text>
