			 <committee-name committee-id="HAP00">Appropriations</committee-name>, for a
			 period to be subsequently determined by the Speaker, in each case for
			 consideration of such provisions as fall within the jurisdiction of the
			 committee concerned</action-desc>

		<official-title>To repeal the authority to conduct certain censuses, and
		  for other purposes.</official-title>

		<section id="HAADF810328DA43DC8E2AD3AC811B2ACD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Census Reform Act of 2013</short-title></quote>.</text>
		</section><section id="H2929C32844294C9C938C063E0EA937D5"><enum>2.</enum><header>Repeal and
			 cancellation of certain census activities under title 13, United States
			 Code</header>
			<subsection id="H70A1E96670F1402C88605ECCEE9CE3AC"><enum>(a)</enum><header>Repeal of census
			 relating to agriculture</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/13/3">Chapter 3</external-xref> of title 13, United States Code,
			 is repealed.</text>
			</subsection><subsection id="HAB5BC75F3F974702B85318AF3C841882"><enum>(b)</enum><header>Repeal of
			 economic census</header><text>Subchapter I of chapter 5 of such title is
			 repealed.</text>
			</subsection><subsection id="H195D5570100A4D6DA9EF5888F83F915A"><enum>(c)</enum><header>Repeal of
			 mid-Decade census</header><text display-inline="yes-display-inline">Section 141
			 of such title is amended—</text>
				<paragraph id="H4B541DF75D3645029247779C57387B0A"><enum>(1)</enum><text>by striking
			 subsection (d);</text>
				</paragraph><paragraph id="HB28E5E915B3C4188918A1AF6AD43CDD7"><enum>(2)</enum><text>by striking
			 subsection (e) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="H7D41066B46DE4B5EBACAE0CD066955EF" style="USC">
						<subsection id="H92E8E668637C4128929917EABB2347D4"><enum>(e)</enum><text display-inline="yes-display-inline">If in the administration of any program
				established by or under Federal law which provides benefits to State or local
				governments or to other recipients, eligibility for or the amount of such
				benefits would (without regard to this subsection) be determined by taking into
				account data obtained in the most recent decennial census then in the
				determination of such eligibility or amount of benefits the most recent data
				available from either the mid-decade or decennial census shall be
				used.</text>
						</subsection><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H3B13EA4BE03F4121AF9EEE41FA3EE296"><enum>(3)</enum><text>in subsection (f),
			 by striking <quote>and mid-decade</quote> and <quote>or (d)</quote>.</text>
				</paragraph></subsection><subsection id="HE5A2CE612C04409A8663E7FD6B1401B4"><enum>(d)</enum><header>Repeal of census
			 of governments</header><text display-inline="yes-display-inline">Subchapter III
			 of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/13/5">chapter 5</external-xref> of title 13, United States Code, is repealed.</text>
			</subsection><subsection id="H6FCAC531C4CE41B4AC390E49807AE1E3"><enum>(e)</enum><header>Effect on census
			 activities</header><text display-inline="yes-display-inline">Beginning on the
			 date of the enactment of this Act, the Secretary of Commerce and the Bureau of
			 the Census—</text>
				<paragraph id="H8E0E57FFF1D34A1F976DC93045E08849"><enum>(1)</enum><text display-inline="yes-display-inline">are not authorized to carry out any
			 activities with respect to—</text>
					<subparagraph id="H5428E91EC71E4EAA90AE79CE7AFC67FD"><enum>(A)</enum><text display-inline="yes-display-inline">a census conducted under chapter 3,
			 subchapter I or subchapter III of chapter 5, or section 141(d) of such title,
			 as in effect on the day before the date of the enactment of this Act; or</text>
					</subparagraph><subparagraph id="H16337230BCF845E4845F81D39F5E36DA"><enum>(B)</enum><text display-inline="yes-display-inline">a survey (including the survey, conducted
			 by the Secretary of Commerce, which is commonly referred to as the
			 <quote>American Community Survey</quote>), sampling, or other questionnaire
			 conducted under such title;</text>
					</subparagraph></paragraph><paragraph id="H82F4D1365B57472AA05D7417D0794046"><enum>(2)</enum><text display-inline="yes-display-inline">shall terminate any activities being
			 carried out with respect to any such census, survey, sampling, or
			 questionnaire; and</text>
				</paragraph><paragraph id="H72B4C44961F140E492F9E2DAB4E1096A"><enum>(3)</enum><text>may only conduct
			 the decennial census of population, as authorized under section 141 of title
			 13, United States Code.</text>
				</paragraph></subsection><subsection id="H14599EC47F6A4D599E3C497A41EF98E7"><enum>(f)</enum><header>Rescission of
			 unobligated amounts</header><text>Any unobligated amounts available to carry
			 out the American Community Survey or the following provisions of title 13,
			 United States Code, are rescinded:</text>
				<paragraph id="H8B986527FA9E4A25A48738FCF2809412"><enum>(1)</enum><text>Section 141(d).</text>
				</paragraph><paragraph id="H289F6B2354584807A3EB8AA96BC18E43"><enum>(2)</enum><text>Chapter 3.</text>
				</paragraph><paragraph id="H2224B373E88C4DF7A8C798ADBF9D9EB3"><enum>(3)</enum><text>Subchapter I and
			 subchapter III of chapter 5.</text>
				</paragraph></subsection></section><section id="H4A5CD7D175C644CEB9C611766DE4081F"><enum>3.</enum><header>Prohibition on
			 surveys or questionnaires; limitations on statistics collected in a decennial
			 census</header>
			<subsection id="HECF250F6721948599F5A2F36F8A5687C"><enum>(a)</enum><header>In
			 general</header><text>Subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/13/1">chapter 1</external-xref> of title 13, United States
			 Code, is amended by inserting after section 5 the following:</text>
				<quoted-block display-inline="no-display-inline" id="H5761C914A71247C38CE5C609E3EA1717" style="USC">
					<section id="H66DBD44934B74CB4801AEABA9FA25751"><enum>5a.</enum><header>Prohibition on
				surveys or questionnaires; limitation on statistics</header>
						<subsection id="H9E6897738BE44EAFB397615259DB67BC"><enum>(a)</enum><text display-inline="yes-display-inline">Notwithstanding any other provision of
				law—</text>
							<paragraph id="H69D2ACE633B446BABC3793009EEDA087"><enum>(1)</enum><text>the Secretary may
				not conduct any survey, sampling, or other questionnaire, and may only conduct
				a decennial census of population as authorized under section 141; and</text>
							</paragraph><paragraph id="H6FCFC9F28DBB4AE7A590470EB79220C4"><enum>(2)</enum><text display-inline="yes-display-inline">any form used by the Secretary in such a
				decennial census may only collect information necessary for the tabulation of
				total population by
				States.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H2356F440645C49FA85CF6E5C7C5AE6E0"><enum>(b)</enum><header>Repeal of
			 survey, questionnaire, or sampling authority</header><text>Sections 182, 193,
			 and 195 of title 13, United States Code, are repealed.</text>
			</subsection><subsection id="H445D7A57FA7F4C4E9E04A164771AA0FC"><enum>(c)</enum><header>Conforming
			 amendments</header><text display-inline="yes-display-inline">Section 141 of
			 such title is amended—</text>
				<paragraph id="H21120D2583004634A633A6AA83FD5AD9"><enum>(1)</enum><text>in subsection (a),
			 by striking <quote>The Secretary</quote> and inserting <quote>Consistent with
			 the limitations set forth in section 5a, the Secretary</quote>; and</text>
				</paragraph><paragraph id="H6A6C66AB99D747D08D854AE6C9A0603A"><enum>(2)</enum><text>in subsection (g),
			 by striking <quote>, housing, and matters relating to population and
			 housing</quote>.</text>
				</paragraph></subsection></section><section id="HCB68450948884182A2C53BAB8E98B8AC"><enum>4.</enum><header>Repeal of Census
			 of Agriculture Act of<enum-in-header> 1997</enum-in-header></header>
			<subsection id="H598D50FD82854F57871E652E4A59FFFE"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Census of
			 Agriculture Act of 1997 (<external-xref legal-doc="usc" parsable-cite="usc/7/2201">7 U.S.C. 2201</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/105/113">Public Law 105–113</external-xref>) is
			 repealed.</text>
			</subsection><subsection id="H881CEE673FB640D286C44FCB98874B25"><enum>(b)</enum><header>Effect on
			 <enum-in-header>2013 </enum-in-header>census</header><text display-inline="yes-display-inline">Beginning on the date of the enactment of
			 this Act, the Secretary of Agriculture—</text>
				<paragraph id="HA9D9E0943EBE44929496F90086161995"><enum>(1)</enum><text display-inline="yes-display-inline">is not authorized to carry out any
			 activities with respect to the census required to be conducted in 2013 under
			 the Census of Agriculture Act of 1997 (<external-xref legal-doc="usc" parsable-cite="usc/7/2201">7 U.S.C. 2201</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/105/113">Public Law 105–113</external-xref>),
			 as in effect on the day before the date of the enactment of this Act;
			 and</text>
				</paragraph><paragraph id="H3D5A4BFC035D4563845A95A5F6C9804B"><enum>(2)</enum><text display-inline="yes-display-inline">shall terminate any activities being
			 carried out with respect to such census.</text>
				</paragraph></subsection><subsection id="H5DAA70B346724D9DBB9CF13CF9B30677"><enum>(c)</enum><header>Rescission of
			 unobligated funds</header><text>Any unobligated amounts available to carry out
			 the Census of Agriculture Act (<external-xref legal-doc="usc" parsable-cite="usc/7/2201">7 U.S.C. 2201</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/105/113">Public Law 105–113</external-xref>) are
			 rescinded.</text>
